Alderman Rubin moved that the minutes of meeting
held March 13, 1950, be approved without reading. Duly seconded and
carried.
City Clerk Edward W: Bell, presented the following:
Petition siqned by the business and professional men on
Maple Avenue in the block between Church and Davis Streets, requesting
the City Council to rescind action taken March 6, 1950 making Maple
Avenue a one-way street. Alderman Rubin moved same be referred to
the Street Committee and the Traffic Engineer. Duly seconded and
carried.
Communication State of Illinois approving_plans,_specifi-
cations and estimate for Section 40-CS. Alderman James moved same
be referred to the Street Committee and the Commissioner of Public
Works. Duly seconded and carried.
Communication Illinois Commerce Commission in matter of
proposed changes in commutation fares filed by the Chicago and North
Western Railway Co. Case 38145 Sub. No. 1; hearing to be held March
241 1950. Alderman L. Mitchell moved same be referred to the
Corporation Counsel and the Public Utilities Committee, Duly
seconded and carried.
Notice State of Illinois advising that our allotment of
Motor Fuel Tax for the month of February, 1950 is $10,419.044.
Alderman Rubin moved same be referred to the Street.Committee and
the Commissioner of Public Works. Duly seconded and carried.
City Treasurer's Financial Statement as of February 28, 1950.
Alderman Hemenway moved same be referred to the Mayor, the Finance
Committee and the Auditor. Duly seconded and carried.
, Alderman J. Mitchell for the BUILDING COMMITTEE
submitted application received from Ragnar Benson, Inc., on behalf
of the Cadillac Motor Car Company requesting permission to erect a
canopy 100 feet long,.extending four feet over the sidewalk in front
of a two story automobile sales and service station proposed to be
erected at 1938-42 Ridge Avenue. Section 1152 of the Municipal Code
limits such canopies to a length not exceeding four feet on each side
of the doorway protected and requires them to "equal the space in-
cluded between the building front .... and the edge of the sidewalk
nearest the center of the street... " Committee on Buildings rec-
ommends that this application be granted with a permit fee of $50
and an annual inspection fee of $25, and so moved. Duly seconded
and carried.
Alderman Mitchell submitted request received
from the manufacturers,of "Orangeburg" pipe for the approval of
their product for use in Evanston. The pipe is made from a combin-
ation of fibrous and bituminous materials and has been successfully
used for underground sewer purposes for many years in other commun-
ities. It has the virtue of permitting an accurately machined slip
joint which has proved -to be highly resistant to the penetration of
roots. The use of this material wherever clay tile is permitted on
private property and for house sewers has been approved by the
Building Commissioner and Plumbing Inspector. Committee on Buildings
recommends that the City Council approve the use of "Orangeburg" pipe
for house sewers and wherever clay -tile sewer pipe is permitted on
private property in Evanston, and so moved. Duly seconded and carried.
Alderman Mitchell submitted application received
from Bulk Service Stations, Inc.,•requesting permission to erect two
billboards forty feet long by ten feet high on -the property owned
by the company, at 1200 Chicago Avenue. Committee on Buildings has
given this careful consideration and recommends that this application
be granted, and so moved. Duly seconded and carried.

Alderman Mitchell submitted application received
from the Pfeiffer Realty Company requesting permission to erect
three Harnischfeger houses at 1209,1212 and 1216 Fowler Avenue.
Committee on Buildings recommends that this application be granted;
which also has the approval of the two aldermen of the ward, and so
moved. Duly seconded and carried with Alderman Corcoran voting no.

Also transfer from Parking Meter Account to Police Department of
$11,170.72 covering salary of three policemen in amount of $888.00;
salary of one stenographer in amount of $210.00 and motorcycle
expense of $72.72. Motion seconded by Alderman Mogg. Voting aye
Aldermen Hemenway, Barber, Mogg, L. Mitchell, MacSteven, James,
Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thom
and Rolfes (14): Voting nay none. Motion carried.
Alderman Hemenway submitted report from the
City Collector stating the Evanshire Drug Co. 500 Main Street
purchased their-1950 Food Dispenser license on the basis of 35
seats. They have only 25 seats so are entitled to a refund of
$5. Also,•communication from the Building Commissioner stating
that on January 19 an electrical permit was issued to J. Glod for
work to be done at 1650 Maple Avenue., The fee paid amounted to
$8.60. As.no work was done under the permit he requests that the
permit be cancelled and the fee returned. It is recommended the
request be_granted with the usual condition that 10% of the fee be
retained by the City. This meets with the approval of the Finance
Committee and moved the refund of $5 and also refund of $8.60 less
10%. Motion seconded by Alderman Harwood. Voting aye Aldermen
Hemenway, Barber, Mogg, L. Mitchell, MacSteven., James, Rubin, Beck,
J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (14):

Alderman Hemenway submitted report from the,
Commissioner of Public Works advising that Mr. Otto R. Hills, Jr.
1126 Harvard Terr. was billed $15 on invoice 19873 for 10 foot
crosswalk,.which bill was paid May 23, 1949. Through,an error
he was again billed $15 on June 18, 1949. It is recommended that
invoice 19942 dated June 18 be cancelled. Alderman Hemenway also
submitted reports from the City Collector for refunds as follows:
Arthur Carr, 1923 Asbury Avenue purchased two licenses for
the same -car. License and sticker 11950 have been returned.
Recommend refund of $5.
Miss Ann S. Booth, 2327 Harrison Street purchased license
$2649 for $5. Another license was also purchased for the same
car. License and sticker 10981 have been returned with request
for refund of $5.
George D. Cullis, 2002 Harrison Street purchased two
licenses for the same car for $10 each. License and sticker
#1946 have been returned with request for refund of $10.
George L. Bastian, 1603 Lake Street purchased vehicle
license and his son also purchased a license. License and
sticker have been returned with request for refund of $5.

Alderman Hemenway moved approval of refunds on requests as above.
Motion seconded by Alderman J. Mitchell. Voting aye Aldermen

J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (14):

Alderman MacSteven for the FIRE COMMITTEE sub-
mitted Annual Report of the Fire Marshal of the City'of Evanston
Fire Department for the year ending December 31, 1949, which report
contains very informative and interesting data. Alderman MacSteven
thanked the Mayor, the Fire Marshal and the men that worked with
him for the work they have done. Moved same be received and placed
on file. Duly seconded and carried.
Alderman Rolfes for the HEALTH COMMITTEE moved
that the Commissioner of Public Works be authorized to advertise
for bids for four new automobiles for the Health Department with
trade-in of four old cars. Duly seconded and carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Mogg for the'PARK COMMITTEE stated
that the committee this evening considered tentative plans for a
shelter house at Mason Park, which is provided for in the budget.
Moved that the Commissioner of Public Works be authorized to
advertise for bids for such a field house, upon completion of the
working drawings. Duly seconded and carried.
Alderman Mogg stated that the American Legion
in 1949 carried on a program of Saturday night softball games, and
would like to continue such a program this year. Moved that they
be allowed to do so this year subject to_thp,,,usual conditions.
Duly seconded and carried.
Alderman Mogg submitted the 1949 Annual Report
of the Parks Division, a copy of which was given to each Alderman.
It contains some very interesting facts and figures and Alderman
Mogg complimented\the Superintendent on preparing a very excellent
report. Moved same be received and placed on file.\ Duly seconded
and carried.

Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works advising
that the Maintenance Division of the Public Works Department is in
need of a new street marking machine. A quotation has been received
from Tractor & Equipment Company to furnish a Meili-Blumberg street
marking machine, Model 5-P for $270.30. It is recommended that the
Commissioner be authorized to purchase this machine in accordance
with their proposal dated March 15, 1950 of $270.30; one-half the
cost to be charged to account No. 27 and the other half to account
No. 369. This has the approval of the Purchasing Committee, and
so moved. Motion seconded by Alderman J. Mitchell.. Voting aye
Aldermen Hemenway, Barber, Mogg, L. Mitchell, MacSteven, James,
Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma
and Rolfes (14): Voting nay none. Motion carried.
Alderman Harwood submitted report from the
Commissioner of Public Works listing two proposals received for
furnishing seven new truck chassis for use in the Street Division.
It is recommended that the Commissioner be authorized to accept the
proposal of the low bidder, Diamond T Motor Car Co. to furnish
seven new truck chassis complete for sum of $151755.00, the expen-
diture to be charged to account No. 606. It is further recommended
that the Commissioner be authorized to return the deposit check of
the unsuccessful bidder immediately and the deposit check of the
successful bidder upon the delivery and acceptance of the trucks.
This has the approval of the Chairman of the Street Committee and
the Purchasing Committee, and so moved. Motion seconded by Alderman
J. Mitchell.' Voting aye Aldermen Hemenway, Barber, Mogg, L. Mitchell,
MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran,
Harwood, Thoma and Rolfes (14): Voting nay none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $897.18
and moved that the Township Supervisor be authorized to pay these
bills. Voting aye Aldermen Hemenway, Barber, Mogg, L. Mitchell,
MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran,
Thoma and Rolfes (13): Voting nay none. Motion carried.

Alderman James for the STREET COMMITTEE.presented
and moved the passage of AN ORDINANCE AMENDING SECTION 118 OF
ARTICLE XVII OF "TRAFFIC REGULATIONS OF THE CITY OF EVANSTON" adopted
February 2, 1942 by adding to said Section - Maple Avenue - west
side, Main Street to Greenleaf Street. Motion seconded by Alderman
MacSteven. Voting aye Aldermen Hemenway, Barber, Mogg, L. Mitchell,
MacSteven, James, Beck, J. Mitchell, Christensen, Corcoran, Harwood,
Thoma and Rolfes (13): Voting nay none. Motion carried.
Alderman James reported that for some time
complains have been received with reference to congestion of
parking at three different locations as follows:
1. East side of Custer Avenue, from Madison Street to
Keeney Street;
2. North side of Church Street, from Oak Avenue to
Ridge Avenue;
3. East side of Chicago Avenue, from Juneway Terrace
to the main entrance of Calvary Cemetery.
Moved the recommendation be approved and the matter be referred to
the Corporation Counsel to draw up and present ordinance covering
the situation. Duly seconded and carried.
Alderman James stated that the Traffic Engineer
submitted recommendation to limit parking for a matter of two hours
between 8 A.M. to 6 P.M. on 12 various streets throughout the city.
Requested that the recommendation be referred to the City Clerk
requesting that copies of the recommendation be made and sent to the
aldermen that they may consider same during the week so it can be
voted on at the next meeting. Duly seconded and carried.
UNDER CALL OF WARDS: Alderman Thoma of the
Eighth Ward spoke of the new community along Oakton Street, Dewey
and Dodge. About a year a -go we had a request to install sidewalk
on Oakto.n Street where there is no walk at the present time, there
being a greenhouse on the opposite time. A lot of young children
have to cross Oakton Street'and being a State road there is some
speeding there with a Stop sign only at Dodge. Made a reference
to the Police Department to either have an Officer or else a crossing
guard at Dewey Avenue and Oakton Street to provide protection for
the children crossing there. Duly seconded and carried.

Alderman J. Mitchell of the SIXTH WARD made a
reference to the Public Utilities Committee to give consideration
to complaints he had received about Route No. 3 of the Bus company,
especially after 9 o'clock at night; that when transferring from
Route No. 1 at Fountain Square -the No. 3 bus generally leaves about
5 minutes before No: 1 arrives. Also, further complaints at the
southwest,end of the Sixth Ward that there -are four,No. 1 buses to
one No. 3 bus as far as frequency is concerned. Duly seconded and
carried.
Alderman Mogg of the Third Ward stated he had
received complaints about the excessive speeding on Forest Avenue,
particularly from Lee Street to Main Street, and also south of
Main Street, during rush hours. Made a reference to the Chief of
Police to see what can be done to reduce that speed during rush
hours, that effort should be,made to keep traffic within the
speed limits. Duly seconded and carried.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
made the f ollowinq appointments of names previously introduced:

Alderman Rubin moved that the above appointments be confirmed.
Duly seconded and carried.
Mayor Ingraham introduced the following names
for confirmation at the next meeting of the City Council:
John C. Miller, Special Police - 6 months renewal
Luther W. Avery, 6 It it
For Council records, Chief of Police Geishecker
has announced that the Probationary period for Patrolman Charles E.
Muench has been extended another 60 days.
Upon motion duly seconded and carried, the
Council adjourned at 9:55 o'clock P.M.
