Alderman Rubin moved that the Minutes of meeting

held February.14, 1950, be -approved without reading. Duly seconded
and carried.

Deputy City Clerk F. Mullen, submitted the
Communication Netboy together with copy of letter addressed

to the Evanston Chamber of Commerce concerning the now vacant
Wieboldt Store and the loss of business due to their removal.
Alderman Harwood moved same be referred to the Special Parking
Committee. Duly seconded. Alderman Rubin made a substitute motion
that same be received and placed on file. Duly seconded and carried.
Communication Illinois Commerce Commission in the matter
of the proposed changes in commutation fares filed by the Chicago
and North Western Railway Co. Case 38145. Hearing will be held
March 14,. 1950 at 160 N. La Salle Street, Chicago. Alderman L.
Mitchell moved same be referred to the Public Utilities Committee
and the Corporation Counsel. Duly seconded and carried.
Alderman J. Mitchell for the BUILDING COMMITTEE
submitted application received from Bosco Homes, Inc., on behalf
of Mr, and Mrs. Norman T. Shand;, Jr. for permission to erect a
Gunnison prefabricated sinqle family dwelling on the property at
1727 Leland Avenue. The proposed house varies from the requirements

of the building code in the manner of construction of the exterior
walls which are composed of 1/4" plywood, glued and nailed to wood
studs set flatwise in the walls. Committee on Buildings recommends
that this application be granted, and so moved. This has the
approval of the aldermen of the ward. Duly seconded and carried
with Alderman Corcoran voting no.

Motion seconded by Alderman Harwood. Voting aye Aldermen Bersbach,
Hemenway, Mogg, L. Mitchell, James, Rubin, Beck, J. Mitchell,
Christensen, Corcoran, Harwood, Thoma and Rolfes (13): Voting
nay none. Motion carried.
Alderman Hemenway remarked that last Fall we
authorized the cancellation of a number of accumulated items.
This list, according to report from the Mayor, the Corporation
Counsel and the City Attorney is the last of the major list,
amounting to $2,404.25 covering items running back to 1940. In
that total there is a total of about $900, which, according to
information from the same source are bills that were billed in
error. In order to get the books cleared, leaving only those items
that are in collection and voted to be good, moved cancellation of

these bills in amount of $2,404.25. This meets with the approval
of the Finance Committee. Motion seconded by Alderman Harwood.

Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma
and Rolfes (13): Voting nay none. Motion carried.
Alderman Hemenway submitted a report from the
City Collector relative to request from E.G. Sheasby of 1124 Church
Street for refund on vehicle license purchased January 26 as he is
moving to Pittsburgh on March 1. The Finance Committee has con-
sidered, not only this reque§t but many similar ones in the past
year, and have come to the conclusion and recommend that these
requests be denied. Accordingly moved that the City Collector be
instructed that all such requests in the future be denied when they
come in: Motion seconded by Alderman Harwood. Voting aye Aldermen
Bersbach, Hemenway, Mogg, L. Mitchell, James, Rubin, Beck, J. Mitchell,
Christensen, Corcoran, Harwood, Thoma and Rolfes (13): Voting nay
none. Motion carried.
Alderman Rolfes for the HEALTH COMMITTEE
requested a meeting of the committee next Monday, February 27,
1950 at 7:30 o'clock P.M.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.

Alderman Corcoran requested a meeting of the
Judiciary Committee next Monday, February 27, 1950 at 7:30
o'clock P.M.
Alderman Mogg for the PARK COMMITTEE stated that
some time ago a piece of property between .5 and .6 of an acre in
the block bounded by Seward Street, Wesley Avenue, South Blvd.
and Florence Avenue, was offered to the city subject to the
approval of the beneficiaries of the Trust in which the property
is held; the cost of the deed to be $250. The consent of the
beneficiaries has now been received and the Plan Commission
recommend strongly that we acquire this piece of property for
park purposes, and the Supt. of Playgrounds would also like to
have
it for development.
The

sum of $250 for the Deed, said Deed to run either to the City or
a nominee which the Corporation Counsel should designate, the
expenditure to be charged to item No. 524, and so moved. Motion

Hemenway, Mogg, L. Mitchell, James, Rubin, Beck, J. Mitchell,
Christensen, Corcoran, Harwood, Thoma and Rolfes (13): Voting
nay none. Motion carried.
Alderman Harwood for the PURCHASING COMMITTEE
stated that the Commissioner of Public Works requests authority
to purchase 30 park-o-meters from Magee-HAle Park-O-Meter Co.
at the price quoted in contract, for additions and replacements,
the expenditure to be charged to the Special Parking Meter Account.
This has the approval of the Special Parking Committee and the
Purchasing Committee, and so moved. Motion seconded by Alderman
Corcoran. Voting aye Aldermen Bersbach, Hemenway, Mogg, L. Mitchell,
James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood,
Thoma and Rolfes (13): Voting nay none. Motion carried.
Alderman Harwood stated that the Street Department
is badly in need of a truck -tractor to haul the roller trailer.
Jack Kline has offered to furnish a 1940 G.M.C. truck -tractor for
$200. It is recommended that the Commissioner of Public Works be
authorized to purchase this truck -tractor for $200, to be charged to
item No. 606. This has the approval of the Chairman of the Street

Committee and the Purchasing Committee, and so moved. Motion
seconded by Alderman James.' Voting aye Aldermen Bersbach, Hemenway,
Mogg, L. Mitchell, James, Rubin, Beck, J. Mitchell, Christensen,
Corcoran, Harwood, Thoma and Rolfes (13): Voting nay none. Motion
carried,.
Alderman Harwood submitted report from the Commis-
sioner of Public Works stating the Fire Department is in need of
two large tables for their dining room. This matter has been
thoroughly investigated by the Fire Chief and our Engineering
Department. A bid has,been received from Charles Tuteur on a
table which meets the requirements, at $203.64 each, plus tax and
freight. It is recommended that the Commissioner be authorized to
purchase two tables from Charles Tuteur, the expenditure to be
charged to Police, Fire and Court Building Bond Account. This has
the approval of the Public Buildings Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman Rolfes.
Voting aye Aldermen Bersbach, Hemenway, Mogg, L. Mitchell, James,
Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma
and Rolfes (13): Voting nay none. Motion carried.
Alderman Harwood submitted report from the.Com-
missioner of Public Works advising that 78 door holders and 81
kick plates'are needed for the new Police, Fire and Court Building.
Two bids were received for furnishing same, and it is recommended
that the Commissioner be authorized to purchase 78 door holders and
81 kick plates from Lemoi Hardware, the low bidder, in accordance
with proposal submitted, the total expenditure, $451.62 to be
charged to the Police, Fire and Court Building Bond Account. This
has the approval of the Public Buildings Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman J. Mitchell.

Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma
and Rolfes (13): Voting nay none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE sub-
mitted bills of the Relief Administration in amount of $751.12
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Bersbach, Hemenway, Mogg, L. Mitchell, James, Rubin, Beck,
J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes
(13): Voting nay none. Motion carried.
Alderman James for the STREET COMMITTEE submitted
a report from the Traffic Engineer which is approved by the Commis-
sioner of Public Works and Chairman of the Street Committee, as
f ollows:
"Since the new Wieboldt store has been opened, traffic
on Maple Avenue from Church Street to Davis Street, and at the
intersection of Church Street and Maple Avenue has been extremely
congested.
In order to relieve this congestion, it'is recommended
that Maple Avenue be made a one-wav street. southbound onlv,
from Church Street to Davis Street. Also, that left turns be
prohibited from Church Street to Maple Avenue, that is, west-
bound traffic on Church Street be prohibited from turning left
on Maple Avenue."
Moved that this be referred to the Corporation Counsel requesting
him to bring in an ordinance accommodating this situation. Duly
seconded and carried.

Alderman Thoma for the WATER COMMITTEE requested
a meeting of the committee next Monday, February 27, 1950 at
7:45 o'clock P.M.
UNDER CALL OF WARDS: Alderman James of the Fourth
Ward stated that during the week'his attention has been directed
to the passage by death of former alderman Samuel Topliff. Moved
a reference to the Judiciary Committee to brinq in the appropriate
and usual resolution. Duly seconded and carried.
Alderman James made a reference to the Traffic
Engineer to make further study of the traffic light arrangement
at the intersection of Church Street, Maple Avenue and East
Railroad Avenue. It is thought by some that it is necessary to
make that a three-way traffic light at that intersection. Duly
seconded and carried.
Alderman James stated that'we are having consider-
able difficulty in the vicinity of Main Street and Maple Avenue
with respect to parking situation. Moved'a reference to the Traffic
Engineer asking him to consider No Parking on the west side of
Maple Avenue in the 900 and 1000 block.
Alderman J. Mitchell of the Sixth Ward stated that
several weeks ago reference was made to the Mayor and the Press

in the hope that we could get some information concerning how a
citizen could secure information about paving of alleys. Now is
the time to get the engineering work done when Spring domes so
they will know how to have their alleys paved, as there are many
alleys in the city not paved and the.Sixth Ward is the most delin-
quent in paved alleys. Alderman James supported the reference of
Alderman J. Mitchell, emphasizing the importance of acquainting all
property owners of the limitations by law as to the city's respon-
sibility in the matter of maintenance of unimproved streets and
alleys. Urged that the Commissioner of Public Works, the City
Enqineer and the Corporation Counsel draft a comprehensive and
informative statement establishing clearly the responsibility of
the city as well as the owners of property abutting unimproved
streets and alleys. Alderman Thoma suggested that sidewalks be
included in the above reference. Duly seconded and carried.
Alderman Harwood of the Seventh Ward addressed
an inquiry to the Corporation Counsel with reference to the per-
manent stations at Foster Street and Noyes Street.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
advised that as of this date, he has revoked taxicab licenses
##104 and #212 issued to Frank G. Gorski. Revocation has been made
because of violations of our ordinances.
Mayor Ingraham made the following appointment•
of name previously introduced:
Andre S. Nielsen, Special Police - 6 months renewal
Alderman Rubin moved that this appointment be confirmed. Duly
seconded and carried.
Mayor Ingraham introduced the following names for
confirmation at the next meeting of the City Council:
Louis Arns, Sr. Special Police - 6 months renewal
Phillip W. Barnhart, 6 "
For Council records, Chief of Police Geishecker
has announced that the probationary period for Angelo Tintori and
Gordon O. Olsen has been extended for another 60 days.
Upon motion duly seconded and carried, the
Council adjourned at 9:50 o'clock P.M.
