Alderman Rubin moved that the Minutes of meeting
held February 6,:1950, be approved without reading. Duly seconded
and carried.
City Clerk Edward W. Bell, presented the
following:
Communication Veterans of Foreiqn Wars, Evanston Post
No. 3598 inviting the Mayor and City Officials to attend their
"AWARDS NIGHT" on Wednesday evening, February 22, 1950 at 9 P.M.
at the Swedish Fraternal Hall, 1415 Sherman Avenue. Alderman
Mogg moved same be received and placed on file. Duly seconded
and carried.
Notice.State of Illinois advising that our allotment
of Motor Fuel Tax for the month of January, 1950 is $12*545.76.
Alderman Rubin moved,same be referred.to the Commissioner of
Public Works and the Street Committee. Duly seconded and carried.
Alderman J. Mitchell for the BUILDING COMMITTEE
submitted application received from the Pfeiffer Realty Company
requesting permission to erect a Harnischfeqer House for Mr. and
Mrs. John E. Lauger on the property at the southwest corner of
Colfax Street and Grey Avenue. Committee on Buildings unanimously
recommends that this application be granted, and so moved. Motion
seconded by Alderman Rubin. Alderman Christensen remarked that
this matter had placed him in an embarrassing position inasmuch

as sentiment seemed to be about equally divided, and that he felt
that additional consideration should be given to same. Therefbre,
made a substitute motion that action on application for permit be
deferred for 30 days. Motion seconded by Alderman Thoma. Voting
aye Aldermen Christensen, Corcoran, Harwood and Thoma (4): Voting
nay Aldermen Hemenway, Barber, Mogg, L. Mitchell, James, Rubin,
Beck, J. Mitchell and Rolfes (9): Substitute.motion lost.

Motion seconded by Alderman Mogg. Voting aye Aldermen Rolfes,

Alderman Hemenway moved the transfer of funds
from the Parking Meter Account #366 in amount of $1,191.69
covering salary of 3 policemen, salary of one stenographer and
motorcycle expense, to the Police Department Receivables Account
#149. Also, a report from the Commissioner of Public Works

stating that on December 3, 1949 Walter Rosenberg, 2939 Greenleaf
Avenue, Chicago, was .billed on Invoice No. 20281 $226.65 to cover
damages to Police Motorcycle No. 3 on November 8, 1949t as follows:

10% insurance & overhead
on labor . . . . . . . 7.30 $226.65,
The City Collector is in receipt of a check from the Fidelity,&
Casualty Co. of N.Y. in amount of $219..35. They refuse to pay the
$7.30 insurance and overhead on labor. The City Attorney recommends
that the City accept this amount offered of $219.35. It is recom-
mended that Invoice No. 20281 for $226.65 be adjusted to $219.35,
and so moved. Motion seconded by Alderman Rubin. Voting aye
Alderman Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell,
Beck, Rubin, James, L. Mitchell, Mogg, Barber and Hemenway (13):
Voting nay none. Motion carried.
Alderman Hemenway submitted three reports from
the City Collector on requests for refunds as follows:
Elsie G. Westbrook, 207 Lake Street purchased two
licenses for the same car for $10 each. Sticker ##889 over
35 HP has been returned with request for refund of,$10.
Marquette Coal & Mining Co. 730 Pitner Avenue,,purchased
among others, vehicle licenses #9638 at $5 and #1620 at $10.
As these cars work out of Winnetka and are license -there, our
licenses have been returned with a request for a refund of $15..
H.S. Jantz, 1725 Orrington Avenue purchased two vehicle
licenses in error for the same car. License and sticker #4672
have been returned with request for a refund of $5.
Alderman Hemenway moved that 'refunds be,made as recommended. Motion
seconded by Alderman Harwood. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James,
L. Mitchell, Mogg, Barber and Hemenway (13): Voting nay none.
Motion carried.
Alderman Hemenway stated that inasmuch as we
have received funds from the sale of Tax Warrants, moved that the
City Treasurer be authorized to purchase and pay for a total of
$300,000 - 90 day United States Treasury bills. Motion seconded
by Alderman Harwood. Voting aye Aldermen Rolfes, Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, L. Mitchell,
Mogg, Barber and Hemenway (13): Voting nay none. Motion carried.

Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M.. Duly
seconded and carried.
Alderman Mogg for the PARK COMMITTEE submitted
request received from the. President- of Northwestern -Association of
Independents, for the use -of Chandler -Leahy -Park Field House on
Sunday, February 19, 1950, for a square dance. Approximately 50
persons will be in attendance-. It is recommended that the permit
be granted and that a fee of $5 be charged to cover cost of an
attendant, and so moved. Duly seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works on proposals
received for furnishing public liability and property damage
insurance on city -owned vehicles, which report -was held over.
It is the sense of the committee that this insurance,be awarded
to the low bidder, Employers' Liability Assurance Corporation.Ltd.
represented by Merritt R. Laubenheimer, in the amount of $2,858.42,
and so moved. Motion seconded by Alderman Rubin. Voting aye
Alderman Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell,
Beck, Rubin,.James, L. Mitchell, Mogg, Barber and Hemenway (13):
Voting nay none. Motion carried.
Alderman Harwood submitted report.from the Commis-
sioner of Public Works advising that the Bureau of Recreation is in
need of a new typewriter. It is recommended that the Commissioner
be authorized to purchase a 14 inch Smith -Corona typewriter from
the low bidder, Russ Brown Typewriter Service for $108,32 plus
sales tax, the expenditure to be charged to item No. 551. They
are also in need of a new duplicating machine, and it is recommended
that the Commissioner be authorized to purchase Model 150 Niagara
duplicator from the low bidder, Niagara Duplicator Sales and Service,
for $600 plus sales tax, which includes trade-in allowance for old
duplicator. This expenditure is to be charged to account No. 551.
This has the approval of the Chairman of the Park Committee and
the Purchasing Committee, and so moved. Motion seconded by Alderman
Mogg. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran,
Christensen, J. Mitchell, Beck, Rubin, James, L. Mitchell, Mogg,

Alderman Harwood submitted report from the
Commissioner of Public Works advising that the Police Department
isA n need of 30,000 parking violation tags, and listing two bids
received for same. It is recommended that the Commissioner be
authorized to accept the proposal of the low bidder, International
Tag,& Salesbook Co. to,furnish 30,000 parking violation tags for
$789, the expenditure to be charged to item No. 132.. This has,the
approval of the Chairman of the Police Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman Rubin.
Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen,
J. Mitchell, Beck, Rubin, James, L. Mitchell, Mogg, Barber and
Hemenway (13): Voting nay none. Motion carried.
Alderman Harwood submitted report from the
Commissioner of Public Works advising that the Health Department
is in need of two new typewriters. As the Underwood is the prefer-
ence and prices are about the same, the Commissioner requests ,
authority to purchase 2 - 12 inch Underwood Standard typewriters
from Underwood Typewriters, for sum of $226.27, the expenditure to
be charged to item No. 211. This has the approval of the Chairman
of the Health Committee and the Purchasing Committee, and so moved.
Motion seconded by Alderman Rolfes. Voting aye Aldermen Rolfes,
Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin,
James, L. Mitchell, Mogg, Barber and Hemenway (13): Voting nay
none. Motion carried.
Alderman Harwood submitted the following report
from the Commissioner of Public Works:
"A Proposal for engineering services as per attached
copy, to include preparation of plans and specifications and
estimates. for the reconstruction of the viaduct and approaches
on Chicaqo Avenue south of Mulford Street. has been received
from H.W. Lochner & Co. This proposal includes the necessary
exploratory borings and sub -surface investigations. The total
fee for the above work to be $14,500. The Federal Government
has approved of the City's request for advance of these funds
and they are now available to us.
It is recommended that the Mayor be authorized to enter
into an agreement with H.W. Lochner & Co. for the above work
at prices quoted, subject to approval of the Corporation Counsel."
This has the approval of the Chairman of the Street Committee and
the Purchasing Committee, and so moved. Motion seconded by
Alderman James. Voting aye Aldermen Rolfes, Thoma, Harwood,

Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $1,318.57
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Mogg. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J..Mitchell, Beck,
Rubin, James, L.•Mitchell, Mogg, Barber and Hemenway (13): Voting
nay none. Motion carried.
Alderman James for the STREET COMMITTEE,submitted
copy of Partial,Bill No. 1 in amount of $485.84, for engineering
costs on Section 40-CS, resurfacing portions of Chicago Avenue,
Custer Avenue and Orrington Avenue. Moved approval of payment
from funds furnished for this purpose by the State Highway Department.
Motion seconded by Alderman Harwood. Voting aye Aldermen Rolfes,
Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin,
James, L. Mitchell, Mogg, Barber and Hemenway (13): Voting nay
none. Motion carried.
Alderman Barber for the ZONING COMMITTEE sub-
mitted application received from Mr. Vern.Hoos.requesting per-
mission to build, a second one -car garage on the rear of his
property at 3127 Park Place. The -zoning ordinance limits acces-
sory,buildings to,one on each property. It is accordingly the
recommendation of the Committee on Zoning that this application
be denied, and so moved. Duly seconded and carried.
UNDER SPECIAL COMMITTEES: Alderman Corcoran
for the SPECIAL PARKING COMMITTEE asked for a committee meeting
of the Aldermen. Duly seconded and carried.
WHEN COUNCIL RECONVENED: Alderman Corcoran for
the SPECIAL PARKING COMMITTEE submitted report from the Traffic
Engineer and approved by the Commissioner of Public Works, recom-
mending that parking meters be installed on both sides of Central
Street from Hurd Avenue to a point approximately one-half block
east of Lincolnwood Drive. It is further recommended that these
meters be set for one hour parking limit and that the hours be
9 A.M. to 6 P.M. on all weekdays. The Committee concurs in this
recommendation, and so moved. Duly seconded and carried with
Alderman Christensen voting nay.

UNDER CALL OF WARDS: Alderman Thoma of the
Eighth Ward reported on the recurrence of excavations being made
in the 8th Ward at Keeney and Dewey by a real estate company; which
is very unsightly and a danger to children. Legal action should be
taken against this man to have him do something with these two holes.
Made a reference to the Building Commissioner that if this man
comes to the Municipal Building requesting any further permits that
we take a cash bond or else hold up permits,until he can show in
good faith that he intends to go ahead with,the building of homes.
Duly seconded and, carried.
Alderman J. Mitchell of the Sixth Ward stated
the city should be complimented on the way the tree branches were
handled during this storm.
-_� Alderman J. Mitchell made a reference to the
CT-d
--2 Mayor concerning city officials that attend council meetings;
that they be permitted to leave at 9 or 10 o'clock and not stay
for the entire meeting.
Alderman.James of the Fourth Ward made the
following statement:
"As Chairman of the Street Committee my attention has
been directed by the Superintendent of Streets on the great
difficulty in cleaning streets in commercial areas, because
of all night parking.
We have an ordinance prohibiting parking of autos
on specified streets throughout the city, the enforcement
of which was by Council order suspended until, in the
judgment of the Council it was felt that the garage situation
had lessened to a degree to make the enforcement justifiable.
It is thought now that it costs the city too much to
clean the streets both in winter and summer, particularly in
the winter, to permit further parking of cars in commercial
areas."
Moved that the Chief of Police be instructed to enforce the
ordinance in the commercial and business areas that are covered
by parking meters. Duly seconded and carried.
Alderman Mogg of the Third Ward submitted
Petition relative to disposal of stray dogs, to be referred to
the Health Committee. Duly seconded and carried.
Alderman Thoma of the Eighth Ward extended
his thanks to the Commissioner of Public Works and the Supt. of
Sewers on a job well done on a sewer problem, which involved the
building at Dobson Street and Ridge Avenue. The builder was
convinced that the sewer connection should be changed over to
Ridge Avenue.

UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
read a notice from the Chief of Police inviting all members of
the City Council to attend the North Shore Division meeting of
the Illinois Police Association, to be held in the Elks Club on
Monday evening, February 20.
Mayor Ingraham made the following appointments

Alderman Rubin moved that these appointments be confirmed. Duly
seconded and carried.
Mayor Ingraham introduced the following name
for confirmation at the next meeting of the City Council:
