" Rolfes Mayor Ingraham presiding. Alderman Beck.moved that the minutes of meeting held January 30, 1950, be appFoved without reading.. Duly seconded and carried. City Clerk Edward W. Bell, presented the following: petition containinq 117 names requesting the City Council, and through the Council, the State of Illinois, to take whatever steps are necessary to,the early installation of stop and go traffic liqhts at the intersection of Ridqe Avenue and Grove Street. Alderman Barber moved same be referred to the Mayor„ the Street Committee and the Traffic Engineer. Duly seconded and carried. Communication Anderson's Oakridqe Cleaners requesting a change in the area in front of his store building at 1101 Clark Street, being the northwest corner of Clark Street and Oak Avenue, to a "truck loading zone" as at present there is a "No Parking here to Corner" sign and he is unable to park his'own truck there. Alderman James speaking to this request stated: "This situation was taken up with the Aldermen of the Second Ward and the Traffic Engineer and with the permission of the others on the Street Committee, moved this request be granted. It is dissimilar to many of the other requests we have received in that there is no alley to facilitate loading and unloading of merchandise coming into that store, and it does not interfere with any parking setup. We feel this is rather an unusual 1 1 1 I case and that he is making a justifiable request. Duly seconded and carried. Communication from The Plan Commission relative to meeting of the commission to,be held February 8 at the Municipal Building. Mr. Edward H. Payne will discuss problems of vacant tax delinquent lands in Evanston. Alderman Mogg moved same be received and placed on file. Duly seconded and carried. Alderman John Mitchell for the BUILDING COMMITTEE submitted an application received from the Pfeiffer Realty.Company requesting permission to erect a Harnischfeger house for Mr. and Mrs. John E. Lauger on the property at the.southwest corner of Colfax Street and Grey Avenue. A petition containing the names of the owners of eighteen properties in the vicinity and approving the construction of the house in question, is attached. Committee on Buildings recommends that this application be granted, and so moved. Motion seconded by Alderman Bersbach. Upon motion of Alderman Christensen, seconded by Alderman,Thoma, this matter was,held over. for one week. Alderman Hemenway submitted correspondence with Hibbard, Spencer, Bartlett & Co. and the Building Commissioner relative to payment of $99 for electric sign permit. In a meeting of the Finance Committee and the Corporation Counsel it was decided that inasmuch as,this sign was on private property and does not overhang any part of public property, that the annual charge of $99 be cancelled and.no future billings be made therefor. Motion seconded by Alderman Harwood. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L.,Mitchell, MacSteven, James, Beck, J. Mitchell, Christensen, Corcoran, Harwood and Thoma (13): Voting nay none. Motion carried. Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P.M. Duly seconded and carried., Alderman Corcoran submitted communication from the Chicaqo Federation of Aged and Adult Charities requesting permission to have a tag day in Evanston on Tuesday, May 9, 1950. This is an annual affair and the Judiciary Committee recommends 1 I 1 I Fw �L4 this request be granted, and so moved.. Duly seconded and 'carried. Alderman Corcoran moved that the next meeting of the City Council be held on Tuesday, February 14, 1950, as the 13th is a holiday. Duly seconded and carried. Alderman MacSteven for the LIGHTING COMMITTEE submitted report from the Commissioner of -Public Works as follows: "The Traffic Engineer reports that an increase in the degree of illumination at,the corner of Grove Street and Ridae. Avenue would be helpful at this particular location. The City Engineer has investigated the possibility of an,increase in the size of the lighting units serving this intersection. He finds that the four street lighting,units serving this inter section can have their light output increased without an appreciable overload. It is recommended that the size of these four units be increased from four hundred candle -power to six hundred candle -power." Alderman MacSteven so moved. Duly seconded and carried. Alderman Barber for the PUBLIC BUILDINGS COMMITTEE asked for a meeting of his committee next Tuesday, February 14, 1950 at 7:30 o'clock P.M. Alderman Harwood for the PURCHASING COMMITTEE submitted report from the Commissioner of Public Works listing proposals received for furnishing paper towels. It is recommended that the proposal of the low bidder, Floorcraft Labs. be accepted. for furnishing 125 cases of paper towels at the bid price of $4.40 per case, or.a total of $550, the expenditure to be charged to item 29-A. This has the approval of the Chairman of the Public Buildings Committee and the Purchasing Committee, and so moved. Motion seconded by Alderman MacSteven. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Mitchell, MacSteven, James, Beck, J. Mitchell, Christensen, Corcoran, Harwood and Thoma (13): Voting nay none. Motion carried. Alderman Harwood submitted report from the Commissioner of Public Works on proposals for,furnishing insurance on city -owned vehicles. It is recommended that public liability and property damage insurance be held over for one week. On the fire insurance, it is recommended that this insurance on city -owned vehicles be awarded to the Hartford Fire Insurance Co. represented by John A. Maloney, at the figure of 10t per $100 of valuation. The total estimated valuation is $2568650.00, which will develop a premium of approximately $256.65. This has the approval of the Purchasing Committee, and so moved. Motion seconded by Alderman Corcoran. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Mitchell, MacSteven, James, Beck, J. Mitchell, Christensen, Corcoran, Harwood and Thoma (13): Voting nay none. Motion carried. Alderman Christensen for the RELIEF COMMITTEE submitted bills of the Relief Administration in amount of $849.15 and moved that the Township Supervisor be authorized to pay these bills. Motion seconded by Alderman Beck. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Mitchell, MacSteven, James, Beck, J. Mitchell, Christensen, Corcoran, Harwood and Thoma (13): Voting nay none. Motion carried. UNDER CALL OF WARDS: Alderman Beck of the Fifth Ward asked that at the meeting of the Public Buildings Committee to be held February 14 the Chairman of that committee brine up the matter of supervised recreation at Foster Field which is badly needed; also that something be done about the Field House. Moved a reference to the Mayor and the Public Buildings Committee. Duly seconded and carried. Alderman J. Mitchell of the Sixth Ward called the attention of the aldermen to meeting of the Plan Commission on Wednesday, February 8, stating that the tax problem is something the aldermen should consider. UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham made the following appointments of names previously introduced: Fay Archer, Special Police - 6 months renewal George Mueller, of to 6 of to Alderman,Mogg moved that the above appointments be confirmed. Duly seconded and carried. Mayor Ingraham introduced the following names for confirmation at the next meeting of the City Council: Eric Soderberg, Special Police - 6 months renewal Kaj H. Aagaard, " is 6 " " Fred Mettinger, " " 6 Osborne G. Hjelte 6 Anthony F. Galante, " " 6 It For Council records, Chief of Police Geishecker has announced that the probationary period for Patrolmen Albert W. Swanson and James F. Simms has been extended another 60.days.
