Alderman Rubin moved that the minutes of meeting
held January 23, 1950, be approved without reading. Duly seconded
and carried.
Alderman Hemenway for the FINANCE COMMITTEE
presented and moved the payment of the following bills, and that
the proper charges and transfers be authorized:

Alderman Hemenway moved the transfer of funds
from the Parkinq Meter Account #366 in amount of $1,.174.35 covering
salary of 3 policemen, salary of one stenographer and motorcycle
expense, to the Police Department Receivables Account #149. Motion
seconded by Alderman Harwood. Voting aye Aldermen Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven,
Barber and Hemenway (11): Voting nay none. Motion carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Rubin for the LIGHTING COMMITTEE sub-
mitted report from the Commissioner of Public Works relative to
request for additional illumination in -the 2600 block on Simpson
Street. It is recommended that the Commissioner be authorized to
order the street lighting unit in front of 2605 Simpson Street
restored to service, and so moved. Duly seconded and carried.
Alderman Mogg for the PARK COMMITTEE submitted
report from the Supt. of the Bureau of Recreation listing expenditures
for 1949 Christmas Party.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works listing
three bids received for furnishing 25,000 vouchers for rebates.
It is recommended that the Commissioner be authorized to accept
the proposal of Evanston Printing Service, lowest bidder, to furnish
25,000 vouchers for special assessment rebates for the sum of
$159, the expenditure to be charged to Special Assessment #1207.
This has the approval of the Chairman of the Local Improvements
Committee and the Purchasing Committee, and so moved. Motion
seconded by Alderman Beck. Voting aye Aldermen Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven,
Mogg, Barber and Hemenway (12): Voting nay none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $765.80
and moved that the Township Supervisor be authorized to pay these
bills.. Motion seconded by Alderman Beck. Voting aye Aldermen
Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin,
James, MacSteven, L. Mitchell; Mogg, Barber and Hemenway (13):
Voting nay none. Motion carried.

Alderman Christensen submitted report from
Mr. John B. Happ, Township Supervisor in answer to reference made
by Alderman J. Mitchell on January 9, 1950, which report is more
or less a resume of conditions of the relief situation. A copy
will be given to each Alderman if they so desire. Asked that the
letter and report be'referred to Alderman J. Mitchell,
Alderman James for the STREET COMMITTEE submitted
report from the Commissioner of Public Works relative to requests
from the Washington National Life Insurance Co. for sub -sidewalk
space and low planting adjacent to curb privileges in connection
with their proposed building at 1630 Chicago Avenue:
1. That they be permitted to use the sub -sidewalk space
on Chicago Avenue.
2. That they be permitted to provide some low planting in
an area adjacent to the curb.
The above requests are in accordance with a drawing and application
submitted by them and which is on file. It is recommended that these
requests be granted subject to the following provisions:
1. That a street obstruction indemnity agreement, in
usual form, be furnished to cover plantings in
parkway; that the plantings in parkway be made under
the supervision of the Commissioner of Public Works
and the Traffic Engineer,
2. That a formal agreement be entered into by and between
the company and city for lease of sub -sidewalk space
at rental of $1.00 per year; the company to construct
and maintain the public sidewalk and to hold the City
free and harmless from all claims.
Agreement shall provide that all construction shall conform to the
ordinances of the City of Evanston and the requirements of the
Department of Public Works; that all costs of construction and
maintenance thereof shall be borne by Washington National Life
Insurance Company; that all costs of removal, protection and
replacement of meters, light posts, cables or other city property
shall be borne by the applicant; and that nothing therein contained
shall be construed as a waiver of the Municipality's right to
present or future use of said'sidewalk and sub -sidewalk space for
water mains, public utility purposes,, conduits, etc., such right
being specifically reserved to the City of Evanston.
Moved permit be issued. Motion seconded by Alderman Mogg. Voting
aye Aldermen Thoma, Harwood, Corcoran, Christensen, J. Mitchell,
Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Barber and
Hemenway (13): Voting nay none. Motion carried.
Alderman James submitted report from the Commis-
sioner of Public Works with copy of plans and specifications for
Section 40-GS, which provides for the construction ofbituminous
concrete resurfacing on Chicago Avenue from Howard Street to South
Blvd., Custer Avenue from Washington Street to Main Street, and on
Orrington Avenue from Central Street to Ingleside Place, which plans
are submitted for approval by the City Council subject to subsequent
approval by the Illinois Division of Highways. The Commissioner
requests authority to advertise for bids for this improvement
immediately upon receipt of approval of plans and specifications
from the Division of Highways. Moved approval of the plans and
specifications and that the authority requested by the Commissioner
be authorized. Duly seconded and carried.
Alderman Barber for the ZONING COMMITTEE sub-
mitted communication received from the Zoning Board of Appeals
recommending that the appeal of the Trust Company of Chicago, on
behalf of the National Small Business Men's Association, for a
variation from the front yard regulations of the zoning ordinance
to permit the erection of a one story office building, so located
on the property at 2836 Central Street as to have a front yard ten
feet deep, in accordance with the plans presented to the Board, be
granted, provided that the space in the rear of the building be
maintained for parking purposes, as shown on the plan submitted by
the appellant. Committee on Zoning recommends that the City Council
concur in the recommendation of the Board and grant this appeal with
the above provision, and so moved. Duly seconded and carried.
Alderman Barber submitted communication received
from the Zoning Board of Appeals recommending that the appeal of
George D. Wilkinson, on behalf of the owner of the property at the
northwest corner of Chicago Avenue and Greenwood Street, for a
variation from the side yard regulations, be denied. Committee on
Zoning recommends that the City Council concur in the recommendation
of the Board and deny this appeal, and so moved. Duly seconded and
carried.
Alderman Barber submitted communication received
from the Zoning Board of Appeals recommending that the appeal of the
Evanston Fuel and Material Company for a variation from the Use
Requlations of the zoning ordinance to permit the operation of a
central mixing plant for concrete on the property owned by the

company at 1320 Simpson Street, be denied. Committee on Zoning
recommends that the City Council concur in the recommendation of
the Board and deny this appeal, and so moved. Duly seconded and
carried.
UNDER CALL OF WARDS: Alderman Thoma of the
Eighth Ward referred.to motion recently made concerning job eval-
uations in the city, which motion was voted down. He then referred
to former reference made on February 3 and February 10, 1947 wherein
he requested the Mayor to appoint a group of personnel men and
engineers for this purpose. On October 20, 1947 the Mayor appointed
a committee and asked whether this committee has operated, have met
or come to any conclusion, and if not, moved that the Mayor appoint
a-nother committee.

Alderman Harwood of the Seventh Ward submitted
communication from Mr. Fred H. Crowe, 2531 Jackson Avenue, with
reference to recent fatalities in Evanston, and asked same be
referred to the Commissioner of Public Works, Traffic_Engineer and
the Police Committee, to study suggestions made in his letter.
Alderman Christensen of the Sixth Ward submitted
communication from Mr. Alfred R. Hulbert, 2505 Lawndale Avenue,
and asked that part of same on lighting be referred to the Lighting
Committee, and that the letter be referred to the Mayor to acknowledge.
Alderman Christensen also submitted communication
from Mr. Ernest A. Zimay, 2420 Prospect Avenue, to be referred to
the Mayor with request that he answer same regarding their problem.
Alderman J. Mitchell of the Sixth Ward asked
that the public be informed through the Press as to how citizens
can have their alleys paved, i.e. by special assessment or by the
neighbors getting together and having the work done by private
contract. Made a reference to the Board of Local Improvements and
the Commissioner of Public Works regarding this. Duly seconded and
carried.
Alderman Rubin of the Fifth Ward asked for a
meeting of the Lighting Committee next Monday, February 6, 1950
at 7:30 o'clock P.M. sharp.
Alderman Barber of the Second Ward spoke of the
tragedy which occured in his ward at Grove Street and Ridge Avenue,

when two young boys crossing Ridge Avenue going East about 5:30
at night, were caught in the middle of the traffic and struck down.
As there are many children crossing Ridge Avenue all the time going
to the Dewey School, moved a reference to the Street Committee and
the Mayor to see what can be done towards getting a traffic light
there. Duly seconded and carried.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
introduced the following names for confirmation at the next meeting
of the City Council:
Fay Archer, Special Police - 6 months renewal
George Mueller, ti 11 6 It 11 .
For Council records, Chief of Police Geishecker
has announced the probationary appointments of Edward E. Schroeder
and Henry Krakowski, the next two appointees on the patrolmen's
eligible list, for a 60 day period. Also, the appointment of
Robert R. Kutok as a Regular Patrolman, having been certified as
being eligible for such appointment by reason of his reporting for
duty after having been absent from the Department.
Upon motion duly seconded and carried, the
Council adjourned at 9:10 o'clock P.M.
