Alderman Thoma made a reference to the Police
Committee auestion of dome lights on the police cars, for the
protection of policemen on the scene of an accident.

made the following appointment of name previously introduced:
Carl J. Karsten, Special Police - 6 months renewal
Alderman Rubin moved that this appointment be confirmed. Duly
seconded and carried.
For Council records, Chief of Police Geishecker
has announced that the probationary period for Patrolman Charles
E. Muench has been extended another 60 days.

Alderman Rubin moved that the Minutes of meeting
held January 16, 1950, be approved without reading. Duly seconded',

Communication State of Illinois approving resolution passed
by the City Council on May 2, 1949 on Section 39-CS. Alderman
James moved same be referred to the Commissioner of Public Works

Mayors relative to requests for hotel reservations at Annual
Conference to be -held in New York City on May 11-13. Alderman

Alderman Hemenway moved the Suspension of the
Rules for the purpose of passing An Ordinance Levying Taxes in the
City of Evanston, for the fiscal year beginning January 1, 1950 and
ending December 31, 1950. Motion seconded by Alderman Harwood.

James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood and
Thoma (13): Voting nay none. Motion carried.
Alderman Hemenway then presented and moved the
passage of AN ORDINANCE LEVYING TAXES IN THE CITY OF EVANSTON,
COUNTY OF COOK AND STATE OF ILLINOIS, FOR THE FISCAL YEAR BEGINNING
JANUARY 1, 1950 AND ENDING DECEMBER 31, 1950, in amount of
$1,830,091.35. Motion seconded by Alderman Harwood. ,Voting aye
Aldermen Hemenway, Barber, Mogg, L. Mitchell,, MacSteven, James,
Rubin, Beck, J. Mitchell, Christensen, Corcoran, Ha-rwood and Thoma
(13): Voting nay none. Motion carried.

Alderman Hemenway reported that four bids were
received for the sale of $730,000 - 1950 Tax Anticipation Warrants,
the high bid being that of First.Securities Company of Chicago and
Scott & Wyandt, Inc., with premium of $1,168.00 and rate of 1 1/8
per cent interest, said warrants to be dated Februaty 2, 1950,
Accordingly moved that bid be awarded to First Securities Company
of Chicago and Scott & Wyandt, Inc., as above. Motion seconded by
Alderman Harwood. Voting aye Aldermen Hemenway, Barber, Mogg,
L. Mitchell, MacSteven, James, Rubin, Beck, J. Mitchell, Christensen,
Corcoran, Harwood and Thoma (13): Voting nay none. Motion carried.

1950 TAX ANTICIPATION WARRANTS OF THE CITY OF EVANSTON, COOK COUNTY,
ILLINOIS. Motion seconded by Alderman Harwood. Voting aye Aldermen
Hemenway, Barber, Mogg, L. Mitchell, MacSteven, James, Rubin, Beck,
J. Mitchell, Christensen, Corcoran, Harwood and Thoma (13): Voting
nay none. Motion carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:OO-o'clock P.M. Duly
seconded and carried.
Alderman Beck for the LOCAL IMPROVEMENTS COMMITTEE
referred to recent newspaper publicity concerninq tax foreclosures;
stating that Evanston had been greatly bendfited by such foreclosures
,in that numerous pieces,of vacant real estate had been restored to
the tax rolls and improved with buildings as'the result of these
foreclosures. Moved•that the Mayor and the Corporation Counsel be
authorized to communicate with the county authorities to give them
encouragement in the work they have been doing with the hope that
such work would not be discontinued until all of the vacant property
•of Evanston Was -clear from tax liens. Duly seconded and carried.

Alderman Mogg for the PARK COMMITTEE submitted
report from the Commissioner of Public Works stating that the
Evanston Cycle Club requests permission to use Chandler -Leahy Park
Field House on Saturday evening, February 4, 1950 from 8:00 until.
12:00 o'clock midnight. Moved permit be granted'subject to payment
of an attendant's fee of $5. Duly seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE
submitted 'report ftom the Commissioner of Public Works stating the
Purchasing' Division of the Public Works Department is in need of'a
new typewriter.' The Smith -Corona typewriter is the preference, and
accordingly it is recommended that the Commissioner of Public Works
be authorized to purchase a 12 inch Smith -Corona Typewriter from
Russ Brown Typewriter Service for sum of $127.65, including tax,
the expenditure to be charged to item No. 7. This has^the approval
of the Purchasing Committee, and so moved. Motion seconded by
Alderman MacSteven: Voting aye Aldermen Hemenway, Barber, Mogg,
L. Mitchell, MacSteven, James, Rubin, Beck,'J. Mitchell, Christensen,
Corcoran, Harwood and Thoma (13): Voting nay none. Motion carried.

It is recommended that S.N. Nielsen Company, holder of Contract "A"
be authorized to make the necessary changes as recommended by
Alvord; Burdick & Howson, in Change Order No. 15 in the amount of
$5;444.49. This has the approval of both the Water and Purchasing
Committees, and so moved. Motion seconded by Alderman Thoma.

Alderman Harwood submitted report from the
Commissioner of Public Works relative to changes recommended by
Alvord, Burdick & Howson in the Water Works Expansion Program,
in amount of $930.00. It is recommended that E.W . Bacharach & Co.
holder of Contract "C" be authorized to make'the necessary changes
as -recommended by Alvord, Burdick & Howson, in Change Order No. C-2,
in amount of $930.00. This has the approval of the Water and
Purchasing Committees, and so moved. Motion seconded by Alderman
Thoma. Voting aye Aldermen Hemenway, Barber, Mogg, L. Mitchell,
MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran,

Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $613.52
and moved that the Township Supervisor be authorized to pay these

Alderman James for the STREET COMMITTEE presented
x and moved the adoption of the followinq Resolution:
WHEREAS, it is the opinion of the City Council of the
-City of Evanston, Illinois, that a tax levy for STREET AND
BRIDGE purposes greater than .06 per cent of the full, fair
cash value, as equalized or assessed by the Department of '
Revenue of all the taxable property in the City of Evanston,
Illinois, is required and needed for STREET AND BRIDGE purposes
for the fiscal year beginning January 1, 1950 and ending
December 31, 1950:
THEREF07E, BE IT RESOLVED, that the amount of the tax
levy to be made for STREET AND BRIDGE purposes for the fiscal
year beginning January 1, 1950 and ending December 31, 1950,
beinq a special tax in addition to other taxes authorized,to
be levied, be $153,874.00 plus 6% additional for probable
deficiency in the collection of said item, bpino an aaareaate
of $163.106.44 to be raised by special tax for STREET AND
BRIDGE purposes.

Alderman James submitted copy of Partial Bill
No. 2 final. in the amount of $755:37 for engineering costs for
Section 37-CS., resurfacing portions of Dodge Avenue and Sherman
Avenue.. Moved approval for payment of this bill from funds furnished
for this purpose by the Illinois Division of Highways. Motion
seconded by Alderman Harwood. Voting aye Aldermen Hemenway, Barber,
Mogg, L. Mitchell, MacSteven, James, Rubin, Beck, J. Mitchell,
Christensen, Corcoran, Harwood and Thoma (13): Voting nay none.

Alderman James presented and moved the adoption
of a Resolution appropriating motor fuel tax funds in amount of
$38,451.85 for maintaininq3various arterial streets and state -aid
routes, including maintenance and electric energy expense for traffic
signals on`various streets for the period January'1, 1950 t0 December
31, 1950' and that two certified copies of this resolution be sent
to the Illinois Division of Highways for its approval. Motion
seconded by Alderman Harwood. Voting aye Aldermen Hemenway, Barber,
Mogg, L. Mitchell, MacSteven, James, Rubin, Beck, J. Mitchell,
Christensen, Corcoran, Harwood and Thoma (13): Voting nay none.

Alderman James submitted communication from
Wieboldt Stores, Inc., calling attention to opening of their new
store on February 6, 1950, and their plans provide for ceremonies
to begin at 10:00 A.M. They are requesting that Oak Avenue be
blocked off for a short period of time, not more than 15 minutes.
This has the approval of the Traffic Engineer and moved that the
request be granted.. Duly seconded and carried.
Alderman James directed the attention of members
of the Street Committee to call for a meeting at 7:30 P.M. next
Monday, January 30, 1950 to discuss important matters.
Alderman Barber for the'ZONING COMMITTEE submitted
,
application received from DeWitt Cleland requestinq permission to
erect a -single family dwelling on Lot 3 and the west two feet of
Lot 2 in Block 3 in Arthur T. McIntosh's Addition to Evanston,
fronting north on Emerson Street between Lemar and Leland Avenues.
The resulting lot will have an area of 32 x 125 or 4,000 square
feet. The owner of Lot 3 could build on the lot as it stands, but
desires the additional two feet. Committee on Zoning recommends
that this application be granted, and so moved. Duly seconded and
carried.
Alderman Barber submitted communication received
from the Zoning Board of Appeals recommending that the appeal of
J.C. Traweek, for a variation from the side yard requlations of
the zoning ordinance, to permit the erection of a two story qaraqe
and two apartment building so located on the rear of his property
P; .
at 1459 Maple Avenue as to be five feet from the north line and on
the south line of the lot, be granted. Committee on Zoning recom-
mends that the City Council concur in the recommendation of the
Board and grant this appeal, and so moved.. Duly seconded and carried.
Alderman Barber submitted communication received
from
the
Zoning Board
of Appeals recommending that Charlotte
Charles,
Inc.,
be
permitted to
use the building at 1715 Church Street
for
making and selling at wholesale its various bakery products and
food specialties, provided that all such use by the Charlotte
Charles Co. of other properties in Evanston not zoned for such
purposes be discontinued as soon as the business is moved to the
new location, and that all use of premises on Central Street for
storage purposes be abandoned. Committee on Zoning recommends
that the City Council concur in the recommendation of the Board
and grant this appeal with the above provisions, and so moved.

UNDER CALL OF WARDS: Alderman Barber of the
Second Ward called to the attention of the City Council that
William Hastings and Robert Meyer were attending the Council
meeting tonight seeking to get their Scout badge. The last merit
badge needed is.the Civic award. He would like to record their
presence.
Alderman J. Mitchell of the Sixth Ward added his
word of praise to remarks of Alderman Beck on tax foreclosures.
Upon motion duly seconded and carried, the
Council adjourned at 9:55 o'clock P.M.
