Alderman Rubin moved that the minutes of meeting held January 9, 1950, be approved without reading. Duly seconded and carried. City Clerk Edward W. Bell, presented the following: Communication William J. Muth inviting City Council of all American cities of more than 5041,000 population to attend annual convention to be held in Baltimore, Maryland on March•.31, April 1 and 2. Alderman Rubin moved same be referred to the Mayor. Duly seconded and carried. Communication Evanston Police Post No, 165 .AMVETS inviting the Aldermen to attend their first Annual Installation Program to be held at the Elks Club on Friday evening, January 20, at 8:30 P.M. Alderman Rubin moved same be received and placed on file. Alderman J. Mitchell for the BUILDING COMMITTEE submitted application received from Federal Enterprises, Inc., 6n behalf of Wieboldt Stores, Inc:, for permission to erect ten 13 illuminated siqns on the new store at Church Street and Oak Avenue. Committee on Buildings recommends that this application be granted, and so moved. Duly seconded and carried. Alderman Hemenway for the FINANCE COMMITTEE pre- sented and moved the payment of the following bills, same to be charged to the proper accounts: Parking Meter Account $827.97 Water Works Revenue 1948 Bond a/c 16,787.15 Miscellaneous Fund 10.00 Municipal Building 600.00 Motion seconded by Alderman Mogg. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (15): Voting nay none. Motion carried. Alderman Hemenway submitted report from the City Collector advising that H.B. Puff of 1204 Sheridan Road purchased vehicle license #788 for $5 on December 12, 1949. He has since been transferred out of town and is requesting a refund. License and sticker have been returned. The Finance Committee approves a refund of $5 less 10% service charge, or $4.50, and so moved. Motion seconded by Alderman Harwood. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen,. J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (15): Voting nay none. Motion carried. Alderman Hemenway submitted the Annual Proqress Report for 1949 of the.Evanston Plan Commission, a copy of which has been given to,each Alderman,. Read some of the highlights ,stating they have done a very fine job and condensed.a great many things, all of which is worthy of our reading. Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P.M. Duly seconded and carried.. Alderman Beck for the LOCAL IMPROVEMENTS COMMITTEE presented and moved,the adoption of a resolution authorizing the institution of special assessment foreclosure proceedings on two vacant lots located at the southeast corner of Foster Street and Grey Avenue. Duly seconded and carried. Alderman Mogg for the PARK COMMITTEE submitted a report from the Commissioner of Public Works on application of Grace Lutheran Church for permission to use Eiden Field House Gymnasium on Saturday, February 11 from 7:00 until 12:00 O'clock midnight. The Superintendent recommends that they be granted permit for the above day with the understanding that a fee of $5 be paid for cost of extra attendant that night, and so moved. Duly seconded and carried. Alderman Barber for the PUBLIC BUILDINGS COMMITTEE referred to request received from the Youth Council of Evanston for use of the Council Chambers at the Municipal Building for its meetings. ;Without any reflection on this organization and its many worthy agencies, it,was the,unanimous opinion ,of the Public Buildings Committee that thi-s request be denied, inasmuch as it would violate a very well founded precedent of the Council. Duly seconded and carried. Alderman Harwood for the PURCHASING COMMITTEE submitted report from the Commissioner of Public, or_ks advising that the Street Department is in need.of additional quantities of rock salt for use on icy.streets and walks. The Commissioner requests authority to purchase one carload of rock salt from Morton Salt,Company at a,price of $1.09 per bag delivered, the expenditure to be charged to account No. 602. This has the. approval of the Chairman of the Street Committee and the Purchasing Committee, and so moved. Motion seconded by Alderman Rolfes. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell-, Mogg, Barber, Hemenway and Ber,sbach (15): Voting nay none. Motion carried. Alderman Christensen for the RELIEF COMMITTEE submitted bills of the Relief Administration in amount of $483.20 and moved that the Township Supervisor be authorized to pay these bills. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Moga, Barber, Hemenway and Bersbach (15): Voting nay none. Motion carried. Alderman James for the STREET COMMITTEE directed the attention of the Mayor and City Council to a letter addressed to the Commissioner of Public Works from Geo. H. Baker, Engineer of County Roads and City streets of the Illinois Division of Highways on the subject of that department's policy regardinq expenditure of a portion of the city's share of Motor Fuel Tax Funds on secondary streets. As this stated policy in effect practically prohibits the resurfacing of secondary streets now or in the foreseeable future, Alderman James moved that the Council advise the Commissioner of Public Works and City Engineer to vigorously protest this inter- pretation of the law by the Highway Department at a meeting of Works and Engineering Officers with the Highway Department at Springfield this week. Duly seconded and carried. Alderman Thoma for the WATER COMMITTEE asked for a meeting of the Committee next Monday, January 23 at 7:30 o'clock P.M. to discuss revision of intake system; also on progress made on water works, at which time Mr. Maxwell of Alvord, Burdick & Howson will present his report. Alderman Bersbach for the ZONING COMMITTEE sub- mitted report of the Committee on request received from Julius Posey for permission to erect a single family dwelling forty-four feet wide on two lots each twenty-five feet wide at 1815 Grey .Avenue. The resulting side yards would be three feet instead of five feet wide. Nearly all the buildings in the vicinity have side yards three feet wide. Committee on Zoning recommends that this request be granted, and so moved. Duly seconded and carried. Alderman Bersbach stated that the Plan Commission. has written a letter addressed to him as chairman of the Zoning Committee and attached to it is a letter on suggested improvements to zoning regulations; also suggestions on the Building Code, to be referred to the Zoning Committee for further consideration. Duly seconded and carried. UNDER CALL OF WARDS: Alderman Thoma of the Eighth Ward submitted letter from Mrs. LoMar of 429 Darrow Avenue regarding garbage collections, and asked same be referred to the Mayor for handling.
