Alderman Beck moved that the minutes of meeting held January 3, 1950, be approved without reading. Duly seconded and carried. City Clerk Edward W. Bell, presented the following: Communication Youth Council of Evanston requesting use of the City Council Chambers for its regular meetings. Alderman Hemenway moved same be referred to the Public Buildings Committee. Duly seconded and carried. Alderman J. Mitchell for the BUILDING COMMITTEE presented and moved the passage of AN ORDINANCE AMENDING SECTIONS 2067 AND 2068 OF ARTICLE II OF CHAPTER XLVII ENTITLED "PLUMBING CODE OF THE CITY OF EVANSTON" EVA.NSTON MUNICIPAL CODE OF 19270, AS AMENDED (2067-Permit Fees - 2068-Insnection Fees.0 Motion seconded by Alderman Mogg. Voting aye Aldermen Bersbach, Hemenway, Mogg, L. Mitchell, Rubin, Beck, J. Mitchell, Christensen, Corcoran, and Harwood (10): Voting nay none. Motion carried. Alderman Hemenway for the FINANCE COMMITTEE addressed the Council as follows: "The Administration and the Finance Committee hope very much to be able to adhere to the budget as passed, that for sound business reasons we will no doubt take a look at same after the first penalty,date on tax collections and after the second penalty date." Alderman Hemenway presented and moved the payment of the following temporary payrolls*to be paid January 13, 1950, same to be charged to the proper accounts: Parking Meter Account $47.04 Police, Fire and Court Bldg. Acct. .273.00 Public Works Dept.-Mtce. 171.20 Public Works Dept. -Sewer 172.80 Water Mains Bureau 222.40 Street & Bridge Repair Dept. 3,953.49 Park Department 1,127.02 Playground Dept. 136.25 Street & Bridge Repair Dept. 325.00 Police Department 1,299.50 Park Department 245.00 Municipal Building 372.50 Health Department 1,683.50 also the following bill to be paid January 22, 1950, to be charged to the proper account: Miscellaneous Fund $10.00 and the following bill to be paid from last year's fund for December - Miscellaneous Fund (Dump rental) $833.33 Moved approval of temporary payrolls, and payment of bills as above. Motion seconded by Alderman Harwood. Voting aye Aldermen Bersbach, Hemenway, Mogg, L. Mitchell, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood and Thoma (11): Voting nay none. Motion carried. Alderman Hemenway submitted report from the City Collector relative to duplicate license purchased for Arthur Nehrlich of 1429 Washington Street. License and sticker #101 have been returned with request for a refund of $10 to Mr. Nehrlich. Also submitted communication from the,Building Commissioner stating that in March, 1949 Mr. F.J. Hardin of the North Shore Insulation Co, paid a total of $44 for building, water and zoning permits for the construction of a house and garage at 1821 Leland Avenue, which permit was extended by the City Council on September 261 1949 for six months, or until March, 1950. Mr. Hardin has since sold the property and now asks that the permit fees be refunded. It is recommended that refund of 50% of the fees, or $22 be made. This meets with the approval of the Finance Committee, and accordingly moved a refund of $10 to Mr. Nehrlich, and refund of 50% of fees, or $22 to Mr. Hardin. Motion seconded by Alderman Christensen. Voting aye Aldermen Bersbach, Hemenway, Mogg. L. Mitchell, Rubin, 1 Beck, J. Mitchell, Christensen, Corcoran, Harwood and Thoma (11): Voting nay none. Motion carried. Alderman Hemenway moved that the Commissioner of Public Works be authorized to solicit bids for the sale of Tax Anticipation Warrants in an aggregate amount of $730,000, said bids to be opened on January 23, 1950 at 7:30 o'clock P.M. and also to place an advertisement in the Bond Buyer. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen Bersbach, Hemenway, Mogg, L. Mitchell, MacSteven, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood and Thoma (12): Voting nay none. Motion carried. Alderman Mogg for the PARK COMMITTEE.submitted report from the.Commissioner of Public Works in connection with a�> sale of old life saving boat, stating that on August 15, 1949 the CD City Council authorized the sale of this boat, but the bidder now ;tea has refused to go thru with the deal. Another offer has been tc received from Lawrence S. Hellstrom for $11 for this boat, and it is recommended that the Commissioner be authorized to accept this bid of $11 from Lawrence Hellstrom, and so moved. Motion seconded by Alderman Rubin. Voting aye Aldermen Bersbach, Hemenway, Mogg, L. Mitchell, MacSteven, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood and T�oma (12): Voting nay none. Motion carried. Alderman Corcoran for the PUBLIC BUILDINGS COMMITTEE moved that the Commissioner of Public Works.be authorized to solicit sealed proposals for furnishing janitor .supplies for public buildings for the year 1950. Duly seconded and carried. Alderman Harwood for the PURCHASING COMMITTEE submitted report from the Commissioner of Public Works stating the City Treasurer's Office is in need of forms for the monthly financial statements for the year 1950. A bid of $445 for furnishing these forms has been received from Mumm Print Shop and carries a 30 day completion guarantee. It is recommended that we accept this proposal from Mumm Print Shop, the expenditure to be charged to the proper account in the 1950 budget. This has the approval of the Purchasing Committee, and so moved. Motion seconded by Alderman L. Mitchell. Voting aye Aldermen Bersbach, Hemenway, Mogg, L. Mitchell, MacSteven, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood and Thoma (12): Voting nay none. Motion carried. 10 Alderman Harwood moved that the Commissioner of Public Works be authorized to solicit sealed proposals for contin- uation of fire, liability and property damage insurance on city - owned and operated automotive equipment. Duly seconded and carried. Alderman Christensen for the RELIEF COMMITTEE sub- mitted bills,of the Relief Administrotion in amount of $873.49 and moved that the Township Supervisor be authorized to pay these bills. Motion seconded by Alderman Beck. Voting aye Aldermen Bersbach, Hemenway, Mogg, L. Mitchell., MacSteven, Rubin, Beck, J. Mitchell, Christensen,_ Corcoran, Harwood and Thoma (12): Voting nay none. Motion carried. Alderman Mogg for the STREET COMMITTEE moved that the Commissioner of Public Works be authorized to advertise for the purchase of seven truck chassis for use in the Street Division. Duly seconded and carried. UNDER CALL OF WARDS: Alderman J. Mitchell of the Sixth Ward made a reference to the Township Supervisor and the Relief Committee to investigate into funds being spent for relief, stating that in going over the bills for period from October to January of 1948 we spent approximately $7100, while in year 1949 from October to January we spent about $9100, an excess of ,over $2,000. Also, from December 5 to January we had an excess of 50% over the year before. Duly seconded and carried. Alderman Harwood of the Seventh Ward referred to reference made some time ago on Stop and Go lights•at Sherman Avenue and Noyes Street to which he has had no reply. He has been asked to also make reference as to Stop and Go lights at Foster Street and Sherman Avenue, and made a reference to the Traffic Engineer and the Street Committee on this. Duly seconded and carried. Alderman Thoma of the Eighth Ward referred to references made last year which have not been acted on. Combined the following into one reference, namely: (1) Proposal made for the Mayor to appoint a group of personnel men to study the personnel set-up in the city so the employees could look forward to a form of remuneration,based on their efforts. Proposed that a•Special Committee be appointed to be known as the Committee on Public Relations; these men to be personnel directors who are employed 1 0 101 with large corporations who will give of their time to the City. That after a year or so they could come up with a fine personnel structure and,offer employees an extended inducement over a period of years. (2) Also to appoint a Committee on Public Relations to consider matter of publicity for the city. Our city should be advertised and the various Department Heads should be put in the Review as to what they do and thus educate the taxpayers as to how their money is spent, as most people are not aware of the various activities of the city. Motion seconded by Alderman Christensen. In speaking to the above motion, Alderman Bersbach referred Alderman Thoma to the December 14 report of the Evanston Plan Commission meeting on public relations program. On matter of public relations Z1regarding employees and service to the city, that if he means job evaluation, the motion is quite involved and it should be broken �-t ram; down. After further discussion by several aldermen, roll call was taken. Voting aye (4) Aldermen Rubin, Beck, Christensen and Thoma. Voting nay (8): Aldermen Bersbach, Hemenway, Mogg, L. Mitchell, MacSteven, J. Mitchell, Corcoran and Harwood. Motion lost. Alderman Thoma made a reference to the Liqhting Committee askinq that the size of bulbs in creased in lights on Asbury Avenue, because of the dangers on that particular street. It is an 80 foot street and very poorly lighted. Also a reference to the Police Committee that they curb speeding.and that ordinances be invoked. Duly seconded and carried. UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham reminded the Aldermen on orocedure regardinq committee meetings being held after regular council meetings, and to be acted on the following week: Mayor Ingraham made the following appointments of names previously introduced: William V. Kelly, Special Police - 6 months renewal James A. Holmes, it " 6 " " Alderman Rubin moved that these appointments be confirmed. Duly seconded and carried. Mayor Ingraham introduced the following name for confirmation at the next meeting of the City Council: Carl J.
