Regular Meeting of the City Council held January 3, 1950, convening

Alderman Rubin moved that the minutes of meeting

held December 27, 1949, be approved without reading. Duly seconded
and carried.
Alderman'J. Mitchell for the BUILDING COMMITTEE
submitted application received from Edwin M. Solon, Jr. for per-
mission to move the house now located at 807 Clark Street, Evanston,
through the city streets into Wilmette. Committee on Buildings-,
recommends that this application be granted subject to approval
of the Building Commissioner and the City Engineer, and so moved.
Duly seconded and carried.
Alderman J. Mitchell introduced An Ordinance
Amending Sections 2067 and 2068 of Article II of Chapter XLVII
entitled "Plumbing Code of the City of Evanston" Evanston Municipal
Code of 19,27, as amended. (Permit Fees -Inspection Fees.)
Alderman Hemenway for the FINANCE COMMITTEE pre-
sented and moved the payment of the following temporary payrolls
to be paid January 6, 1950, also the following bill, same to be
charged to the proper accounts:

Motion seconded by Alderman Mogg. Voting aye Aldermen Rolfes,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, MacSteven,
L. Mitchell, Mogg, Barber, Hemenway and Bersbach (13): Voting
nay none. Motion carried.
Alderman Hemenway submitted report from the
Building Commissioner stating that the Northtown Realty Company
was billed early this year for the annual permit fee for a projecting
electric sign at 2904 Central Street amounting to $13.50. The
company went out of business and we have been unable to collect
the fee. Mrs. J.R. Madison, however, has offered her check for
$6.75 to cover the fee for half the year, since she has been occupying
the store and using the sign for about that length of time. It is
recommended that he be authorized to cancel one-half.the annual\
permit fee for this sign and to accept Mrs. Madison's check for the
balance, and so moved. Motion seconded by Alderman Harwood. Voting
aye .Aldermen Rolfes, Harwood, Corcoran, Christensen, J. Mitchell,
Beck, Rubin, MacSteven, L. Mitchell, Mogg, Barber, Hemenway and
Bersbach (13): Voting nay none. Motion carried.
Alderman Hemenway presented and moved the passage
of AN ORDINANCE AMENDING ARTICLE II ENTITLED "WATER WORKS SYSTEM"
OF CHAPTER VII, EVANSTON MUNICIPAL CODE OF 19271 AS AMENDED. (CHARGE
FOR METER REPAIRS.) Motion seconded by Alderman Mogg. Voting aye
Aldermen Rolfes, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, MacSteven, L. Mitchell, Mogg, Barber, Hemenway and Bersbach
(13): Voting nay none. Motion carried.
Alderman Hemenway moved the Suspension of the Rules
for the purpose of passing An Ordinance Making Appropriations to
Defray all Necessary Expenses and Liabilities of the City of Evanston,
for the Fiscal Year Beginning January 1, 1950 and ending December 31,
1950. Motion'seconded by Alderman Harwood. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, MacSteven, L. Mitchell, Mogg, Barber, Hemenway and Bersbach
(14): Voting nay none. Motion carried.

Alderman Hemenway then presented and moved the
passage of AN ORDINANCE MAKING APPROPRIATIONS TO DEFRAY ALL NECES-
SARY EXPENSES AND LIABILITIES OF THE CITY OF EVANSTON, COOK COUNTY,
ILLINOIS, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1950 AND ENDING
DECEMBER 31, 1950 (Grand Total Appropriation $3,198,564.45.) Motion
seconded by Alderman Harwood. Voting aye Aldermen.Rdlfes, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin,.MacSteven,
L. Mitchell, Mogg, Barber, Hemenway and Bersbach (14): Voting nay
none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $583.32
and moved that
the Township Supervisor be authorized to pay these

bills.

Alderman Mogg for the STREET COMMITTEE submitted
report
from the
Commissioner of Public Works'relative to request
received from
Interstate General Contractors, Inc., Chicago, for
permission to construct three driveways at 1000-10 Grey Avenue,
the northwest corner of Grey Avenue and Lee Street. It is recom-
mended that the Commissioner be authorized to grant a permit for
the construction of three driveways at this location, provided that
the existing cut in the curb be replaced with new curb; that the
newdriveways be built in accordance with the requirements of the
Public Works Department and that a proper bond be furnished.
Moved that the Council concur in the Commissioner's recommendation
subject to conditions as outlined. Duly seconded and carried.
Alderman Bersbach for the ZONING COMMITTEE sub-
mitted a communication received from the Zoning Board of Appeals
recommending that Kenneth W. Anderson be permitted to erect three
two-story buildings, to contain a total of twenty-nine apartments,
so located on the property at the northwest corner of Austin Street
and Elmwood Avenue as to have the same front yard from Elmwood
Avenue as the existing three-story apartment building at the
southwest corner of Oakton Street and Elmwood Avenue. Committee
on Zoning recommends that the City Council concur in the recommendation

of. the Board and grant this appeal, and so moved. Duly seconded and
carried.
UNDER CALL OF WARDS: Alderman Beck of the Fifth
Ward reported that the alley between Emerson and Church going north
at Hovland Court is in very bad condition as the cars have trouble
getting out.' Also, the north side of Foster Street from,Hartrey
Avenue to McCormick Blvd. is filled with water. Also, the northeast
corner of Foster and Brown Avenue. Moved a reference to the,Mayor,
the Commissioner of Public Works and the Street Committee to look
into this matter. Duly seconded and carried.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham made
the following appointments of names previously introduced:
Harry R. Dunn, Special Police - 6 months renewal
Robert A. Jackson, 60 days

Alderman Rubin moved that the above appointments be confirmed. Duly
seconded and carried.
Mayor Ingraham introduced the following names for
confirmation at the next meeting of the City Council:

For Council records, Chief of Police Geishecker has
announced that the probationary period for Patrolman Harold
Henrichsen has been extended another 60 days.
Mayor Ingraham announced that as of December 28, 1949,
he has revoked the taxicab license #154 issued to Chester P. Grant,
1408 Jonquil Terrace, Chicago, for repeated violations of the law.
Upon motion duly seconded and carried, The Council
adjourned at 8:25 o'clock P.M.
