Alderman Hemenway moved that the minutes of
meeting held November 20, 1950, be approved without reading..
Alderman Hemenway also moved that the minutes
of October 9, -1950, paragraph 5 of page 3, be amended to read
as follows: Add to motion to pay Murray & Trettel for storm
warning.signals' the sum of $750 to be charged to account No. 613.
Also, minutes of September 5, 1950, page 3, paragraph 7, which
authorized the acceptance of low bidder on re -roofing of Filtration
Plant to Esko Roofing Co. No amount was stated, and the amount
should be $2,434.67. Duly seconded and carried.
City Clerk Edward W. Bell, presented the following:
Communications Upper Haven P.T.A. and Evanston High School
P.T.A. recommending the appointment of a Board of Recreation.as
suggested in the Griffenhagen Report. Alderman Mogg moved same be
referred to the Park,Committee. Duly seconded and carried.
City Treasurer's Financial Statement as of October 31, 1950.
Alderman Hemenway moved same be referred to the Mayor, the Finance
Committee and the Auditor. Duly seconded and carried.

Alderman Hemenway submitted report from the City
Treasurer requesting authority to pay regular payrolls for the
month of, December on December 15, 1950. Also, report from the
City Treasurer stating there are various small balances which have
appeared on the City Treasurer's Financial Statement and on the
books for accounts which are no longer active, and requesting
authority to transfer these balances to their proper funds in
order to clear the books, as follows:

Alderman Hemenway moved approval to pay regular payrolls for December
on December 15; and authority to transfer balances,as above. Motion

Alderman Corcoran for the,JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Corcoran introduced An Ordinance Amending
Section 127 entitled "Schedule 'J' Two Hour Parking Zone" of An
Ordinance adopted February 2, 1942, entitled "Traffic Regulations"
of the City of Evanston, by adding thereto and including in said
schedule the following items:
Brummel Street - both sides - Hartrey to Grey
Chicago Avenue - west side - Greenleaf to Lee
Colfax Street - south side - Sherman Ave. to Noyes Court
Dobson Street - both sides - Hartrey to Grey
Judson Avenue - east side - Lake to Greenwood
Lake Street - north side - Judson to Forest
Orrington Avenue - both sides - Clark to Emerson
University Place - both sides - Sherman to Sheridan Road
Asked that copies be sent to the aldermen.
Alderman Beck for the LOCAL IMPROVEMENTS COMMITTEE
presented and moved the adoption of a resolution authorizing the
institution of special assessment foreclosure proceedings on
property located at 2118 Emerson Street, 2120 Emerson Street and
2919 Park Place. Duly seconded and carried.
Alderman Mogg for the PARK COMMITTEE submitted a
report from the Mayor showinq progress made during the last ten
years in acquisition of areas for park and playground purposes.
This report shows during that period that we have practically
doubled the acreage available for park purposes, also it indicates
we are making substantial progress in the acquisition of park areas.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works listing
bids received on a partial list of lumber and material for the
dental clinic remodelling for the Health Department. It is rec-
ommended that the Commissioner be authorized to accept the proposal
of the low bidder, Edward Hines Lumber Co. in accordance with their
proposal of $844.48, the expenditure to be charged to the proper
account. This has the approval of the.Chairman of the Health
,Committee and,the Purchasing Committee, and,so moved. Motion
seconded by Alderman James. Voting aye Aldermen Persbach, Hemenway,
Barber, Soule, Mogg, L. Mitchell, MacSteven,.James, Rubin, Beck,
J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (16):

Alderman Harwood submitted report from the Commis-
sioner of Public Works stating the Street Department is in need of
five all-weather cabs for jeeps used in snow plowing work. Permanent
type cabs for these five jeeps may be obtained at a cost of $150
each from Vern Campbell. It is recommended that the Commissioner
be authorized to purchase five all-weather jeep cabs from Vern
Campbell for $150 each, the expenditure to be charged to the proper
account in the Street and Bridge Repair Dept. This has the approval
of the Chairman of the Street Committee and the Purchasing Committee,
and so moved. Motion seconded by Alderman Soule. Voting aye
Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell,
MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran,
Harwood, Thoma and Rolfes (16): Voting nay none. Motion carried.
Alderman Harwood submitted report from the Commis-
sioner of Public Works listing proposals received for furnishing
our requirements of sodium fluoride and aluminum sulfate for water
treatment during 1951. It is recommended that the Commissioner be
authorized to accept the low bid of the E.I. du Pont de Nemours &
Company for 80/100,000 pounds of sodium fluoride delivered in
30,000 pound lots, in 100 pound bags at a price of $11.21 cwt.
including sales tax.T It is also recommended that the Commissioner
,
be authorized to accept the low bid of the E.I. du Pont de Nemours
& Company of $1.80 per cwt. for furnishing 250 to 300 tons of
aluminum sulfate, -providing two 40,000 pound loads are scheduled
for shipment withina 48 hour period. This has the approval of the
Chairman of the Water Committee and the Purchasing Committee, and
so moved. Motion seconded .by Alderman Thoma. Voting aye Aldermen
Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell, MacSteven,

Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $1,267.82
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell, MacSteven,
James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood,
Thoma and -Rolfes (16): Voting nay none. Motion carried.
Alderman James for the STREET.COMMITTEE submitted
report from the City Engineer recommending the proposed vacation
of a portion of alley along side of 1811 Crain Street, which was
passed subject to recommendation of the City,Engineer last Monday
night. Moved this report be referred to the Corporation Counsel.
Duly seconded and carried.
UNDER CALL OF WARDS: Alderman James of the Fourth
Ward made the following statement:
"Every year about this time we are faced with the old
problem of securing the cooperation on the part of the merchants
in the matter of snow removal from their walks. I should like
again to make a reference to the Press and the Chamber of
Commerce to advise its members to cooperate with the city in
matter of cleaning the walks.
My attention was directed to a bad situation that exists
on Howard Street, and if the Supt. of Streets would haveaman
assigned to Howard Street to advise those people that the law
will be enforced with reference to removal, it might help the
situation and they might cooperate."
Alderman Corcoran of the Seventh Ward asked for a
meeting of the Judiciary Committee next Monday, December 4, 1950
at 7:00 o'clock P.M.
Alderman Harwood of the Seventh Ward submitted
communication from Heil & Heil stating they have had many com-
plaints from their tenants in the building at 829 Foster Street
that thev have no place to park since the "No Parking at any Time"
signs have been posted. Asked same be referred to the Traffic Engineer.
Alderman Thoma of the Eighth Ward spoke of
complaints received from residents in the Eighth Ward about
condition of building -just west of Barton Avenue on the north
side of Hull Terrace. This building was burnt down and for some
seven or eight years has been in this condition. We should have
some rights under our police powers to force property owners who

ride rough shod over the rights of other people in the neighborhood,
to clean up this condition. Made a reference to the Mayor and the
Corporation Counsel to see that something is done to force the
erection of a fence or the filling in of this excavation.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham made
the following appointments of names previously introduced:

Communications from Haven Intermediate P.T.A. and Noyes
School P.T.A. requesting the City's support in forbidding the
sale of switch blade knives in Evanston. Alderman Mogg moved same
be referred to the Police Committee and the Judiciary Committee.

Petition from property owners and residents on.Chicago
Avenue requesting installation of Two Hour Parkinq meters in
block from Lee Street to Greenleaf Street, to be effective from
9 A.M. to 6 P.M. on all week days.
Petition from property owners and residents on Chicago
Avenue to have Two Hour Parkinq in block from Lee Street to
__Greenleaf Street, to be effective from 9 A.M. to 6 P.M. on all
week days. Alderman Mogg moved these two petitions be referred
to the Traffic Enqineer and the Special.Committee on Parking.

Alderman Hemenway for,the FINANCE COMMITTEE
stated that last July the S..N. Nielsen Co. was ordered by the
City Council (Committee of the Whole) to proceed with the job of
furnishing labor and material on re -building of brick walls of the
old Filter Plant on a cost plus 10% basis. A bill from S.N. Nielsen
Co. in amount of $9,551.07 has been submitted and accordingly moved
approval of payment of this bill. Motion seconded by Alderman
MacSteven. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran,
Christensen, J. Mitchell, Beck, Rubin, James, MacSteven, Lyman
Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach (16):

Alderman Hemenway reported that in the parking
meter projects, we have a final balance of $15,000 due on Lot #2,
at 709-11 Chicago Avenue.. Payment of this amount will complete
final payment on all properties we have purchased. Moved that
$15,000 note and accrued -interest to December 31, 1950, be paid.
Said payment to be charged to Special Parking Meter account. Motion
seconded by Alderman Rolfes. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James,

submitted report from the Commissioner of Public Works stating
the Water Department ,is in need of 10 fire hydrants for replacement
purposes, and listing two quotations,received. It is recommended
that the Commissioner be authorized to accept,the prpposal,of
the low bidder, Ludlow Valve Company, to furnish 10-fire hydrants
at $143 each, or a total of $1430; the expenditure to be charged
toaccount No. 411. This has the approval of,the Chairman of the
Water Committee and the Purchasing Committee, and so moved. Motion
seconded by Alderman Thoma. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James,

Alderman James,for the STREET COMMITTEE addressed
the Council as follows:,

"The Commissioner of Public Works and City Engineer are
considering the wideninq, repavinq and resurfacing of Clark
Street from Benson Avenue to Chicago Avenue; the purpose of
that being that if present plans under consideration for
attraction of.a good bit more of vehicular traffic in that
area it will probably cause cars to go into a circuitous
route involving Clark Street. That traffic will of necessity
be more congested than at this time and it seems advisable to
widen Clark Street between those two streets.
For purpose of securing motor fuel tax funds it is neces-r
sary to,have it declared an arterial street and this resolution
which I am asking to be considered now is for the purpose of
having the Highway Department declare it an arterial street on
motion of the City Council."

Accordingly presented and moved the adoption of a resolution for
designation of Clark Street from Benson Avenue to Chicago Avenue
as an arterial street. Duly seconded and carried.
Alderman James submitted request from the Evanston
Junior Chamber of Commerce for permission to have a sound truck and
amplifiers on the corner of Orrington Avenue and Davis Street,
December 21 and 22 in connection with their Christmas festivities,
and to have No Parking signs in that vicinity. This is consistent
with similar requests the last couple of years, and moved that the
permit be granted. Duly seconded and carried.
Alderman James spoke of request made and previously
discussed for vacation of 6 inches of alley in rear of property at
1811 Crain Street. The Council approved the presentation of an
ordinance drawn up by the Coroporation Counsel vacating this strip
upon payment of.a nominal sum on part of the owner. This ordinance
has been presented by the Corporation Counsel and as the owners are
anxious to have this ordinance adopted tonight, moved the Suspension
Of the Rules for the purpose of passing this ordinance. Motion
seconded by Alderman Mogg. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James,
MacSteven, L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach

Alderman.James then presented and moved the passage
of AN ORDINANCE VACATING A PORTION OF THE PUBLIC ALLEY LYING WEST
OF AND ADJOINING,LOTS 23, 24 and 25 IN BLOCK I IN GOLZE'S RE$UB-
DIVISION. Motion seconded by Alderman Rubin. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, MacSteven, L. Mitchell, Mogg, Soule, Barber, Hemenway,
and Bersbach (16): Voting nay none. Motion carried.
Alderman James moved that the Council meet as a
Committee of the Whole. Duly seconded and carried.
WHEN COUNCIL RECONVENED: Alderman Corcoran for the
SPECIAL COMMITTEE ON PARKING moved that the following words be
deleted from Traffic Ordinance as introduced November 27, 1950:
Chicago Avenue - west side - Greenleaf Street to Lee Street
Duly seconded and carried.
Alderman Corcoran then moved the Suspension of the
Rules for the purpose of passing Ordinance Amending Section 127
SCHEDULE 'J' as amended. Motion seconded by Alderman James.

passage of AN ORDINANCE AMENDING SECTION 127 ENTITLED "SCHEDULE

ENTITLED "TRAFFIC REGULATIONS OF THE CITY OF EVANSTON, by adding
thereto and including the following items:

Alderman Corcoran .submitted report from the
Corporation Counsel advising that after considerable negotiations,

John M. Smyth Co. has agreed to a Lease for the premises at 824-26
ZJ'_0 D
Church Street for a term of two years beginning January 1, 1951,
at a rental of $800 per year, payable semi-annually. This Lease
gives the City authority to install parking meters. The Committee
Concurs in recommendation of the Corporation Counsel on this Lease
and moved that the Mayor and City Clerk be authorized to execute
same in behalf of the City of Evanston. All payments of rental
to be charged to the Special Parking Meter Account. Motion seconded
by Alderman Beck. Voting aye Aldermen Rolfes, Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven,
L. Mitchell, Mogg, Soule, Barber, Hemenway and Bersbach (16):

Alderman Corcoran moved that the Commissioner of
Public Works be authorized to advertise for bids for furnishing
-,!C one new automobile with trade-in of one 1941 Chevrolet Coupe, No.
84 for use in maintaining parking meters. Duly seconded and carried.
UNDER CALL OF WARDS: Alderman Thoma of the Eighth
Ward referred to ordinance just passed and after consideration
moved that the ordinance be chanqed to read No Parkinq on Dobson
Street from the allev west of Ridge to Barton from 2 a.m. to 6 a.m.
that the matter be referred to the Corporation Counsel. Duly
seconded and carried.
Alderman Thoma stated that in discussing the parking
Area east of the Kroqer Store on Howard Street with the Traffic
Engineer, which is not being used at night, suggested that negotia-
tions be carried on with them to use this lot for all-niqht parking;
also that the lights be turned or shielded. Moved this matter be
referred to the Commissioner of.Public Works and the Traffic
Engineer. Duly seconded and carried.
Alderman Thoma also moved that parkinq be prohibited
on the south side of Case Street from Custer Avenue to the alley
east of Ridge Avenue and on the north side from the alley East of
Ridqe to Ridge; that this matter be referred to the,Traffic Engineer.
Duly seconded and carried.
Alderman Thoma spoke of the speeding. on Dodoe
Avenue from Howard to Oakton Streets. The speed limit is 35 miles
per hour; however, the State law is 25 miles per hour, and asked

that this matter be referred to the Chief of,Police, City Attorney,
Traffic_ Engineer and the Mayor.
Alderman Harwood of the Seventh Ward again referred
to the need for permanent stations at Foster Street and Noyes Street
on the "L" and made a reference to the Corporation Counsel that he
check into the matter to see if we cannot get this improvement.
Duly seconded and carried.
Alderman Corcoran of the Seventh Ward asked for a
,meeting of,the Judiciary,Committee next Monday, December,ll, 1950
at 7:15 P.M. and also that the two aldermen of the Sixth Ward attend.
Alderman J. Mitchell of the Sixth Ward spoke of the
accident at Ridge and Lake, and suggested that wrecks of that type
should be viewed by student bodies; that if possible those cars be
displayed in the High School and University, as it might tend to
- teach a lessoh.
Alderman Rubin of the Fifth Ward made a reference
to the Traffic,Engineer relative to No Parking on Crain Street
west of Dodge Avenue.
Alderman James of the Fourth Ward suggested that
in the budget for 1951 that a sum over what was appropriated hereto-
fore be appropriated for the rehabilitation of sidewalks and curbs
throughout the city. The public have cooperated in the matter of
those repairs and if a larger amount could reasonably be appropriated
this year more people would take advantage of it. We have some very
bad situations in our business districts where the curbs have for
some years been out of•repair and should be fixed up at once. If
the Engineering Department could assign a man to contact the owners
of some of the business properties that perhaps it would,serve to
enlist the cooperation of those owners to a larger degree than has
occured in the past. He hoped that in making up of the budget that
this be considered as one of the major improvement items for the
ensuing year.
Alderman Soule of the Second Ward seconded Alderman
J. Mitchell's suggestion regarding the wrecked cars, and if possible
to indicate the hour at which this accident happened.

Alderman Barber of the Second Ward made a reference
to the Traffic Engineer to study the possibility of making Church
Street east of Ridge Avenue a one-way street during the Christmas
` season,and for future years.

For Council records, Chief of Police Geishecker
ha*s announced
that
the probationary
period for Patrolman Henry
Krakowski and
Roy
C. Hinze has been
extended another 60 days.
Mayor Ingraham stated that during the past
several weeks, considerable attention has been given to the
appointment of a Director of Civil Defense for the City of
Evanston, whose duty would be to represent Evanston in all
matters pertaining to Civil Defense and to work in cooperation
with the Cook County Civil Defense and Safety Commission, the
State office of Civil Defense and the National Security
Resources Board.
I am pleased to report that I have persuaded
Mr. George A. Julin, 1907 Lincoln Street to accept this appoint-
ment. Mr. Julin has been an Evanston resident for 20 years and
will, I am sure, be able to devote whatever time necessary to
this position without compensation.
Accordingly I wish to appoint Mr. George A. Julin
as Civil Defense Director for the City of Evanston._"
Alderman Corcoran moved that the Council concur in this appointment.
