Alderman Harwood moved that the minutes of
meeting held November 13, 1950, be approved without reading.
Duly seconded and carried.
City Clerk Edward W. Belli, presented the following:
Communication Miller School P.T.A. recommending that a
Board of Recreation and Parks be appointed as suggested by, the
Griffenhagen report. Alderman Mogg moved same be referred to the
Park Committee. Duly seconded and carried.
Notice State of Illinois advising that our allotment of
Motor Fuel Tax for the month of October, 1950 is $151481.11.
Alderman Harwood moved same be referred to the Commissioner of
Public Works and the,Street Committee. Duly, seconded and carried.
Alderman Hemenway,for the FINANCE_COMMITTEE pre-
sented and moved the payment of the f ollowinq bills, and that the
proper charges and transfers be authorized:

Alderman Hemenway presented and moved the payment
of the following temporary payroll.s to be paid November 29, 1950,
same to be charged to the proper accounts:

Motion seconded by Alderman Harwood. Voting aye Aldermen Rolfes,

nay none. Motion carried.
Alderman Hemenway stated that.with approval of the
Special Parking Committee and the Finance Committee,, moved that
the $10,000 note due on parking lot purchased from George Brown
at South Blvd. and Hinman Avenue, be paid in full on December 1,
1950. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, L. Mitchell, Mogg, Soule, Hemenway and Bersbach (14):
Voting nay none. Motion carried.
Alderman Beck for the FIRE COMMITTEE reported that
repairs are needed at Fire Station No,: 3, also same is badely in
need of decorating throughout. Referred this to the Commissioner
of Public Works and the Mayor.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the -Council convene as of 9:00 o'clock P.M. Duly
seconded and carried.

Alderman Soule ,for the LIGHTING COMMITTEE sub-
mitted report .from the Commissioner of Public Works relative to
request for additional illumination on Darrow Avenue south of
Kirk Street. Investigation indicates that there are several new
houses under construction at this location and that there is one
street lighting unit on the west side of Darrow Avenue south of
Kirk Street which is now out of service. It is recommended that
the Commissioner be authorized to order this street lighting unit
restored to service. This has the approval of the Aldermen of the
Ward and the Lighting Committee, and so moved. Duly seconded and
carried.
Alderman.Mogg for the PARK COMMITTEE submitted
the annual financial report of the Evanston Community Recreation
-4 Association for year ending October 31, 1950. Moved same be
!:t received and placed on file. Duly seconded and carried.
Alderman Mogg reported that a request has been
made by the Supt. of Recreation for an amount not to exceed $250
for defraying cost to carry on the Annual Christmas parties. This
has.the approval of the Finance Committee and moved this amount
be appropriated for that purpose. Motion seconded by Alderman
Rolfes.. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran,
Christensen, J. Mitchell, Beck, Rubin, James, L. Mitchell, Mogg,
Soule, Hemenway and Bersbach (14):, Voting nay none. Motion carried.
Alderman Mogg referred to communication received
from the P.T.A. of Oakton School commending the City on its fine
Hallowe'en program held there, and also commending the leaders
who were in charge.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works advising
that the scuttle boxes and down spouts at Eiden Field House are in
need of repairs. A quotation has been received from Alex Sheet
Metal Works to make the necessary repairs for $260. It.is recom-
mended that the Commissioner be authorized to accept this proposal
as above, the expenditure to be charged to item No. 517. This has
the approval of the Chairman of the Park Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman Rolfes.
Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen,
J. Mitchell, Beck, Rubin, James, L. Mitchell, Mogg, Soule, Hemenway
and Bersbach (14): Voting nay none. Motion carried.
Alderman Harwood submitted report from the Commis-
sioner of Public Works stating it is advisable to stock spare parts
for vital pieces of equipment in use at the water works. A list of
the minimum requirements to repair the mixing paddles and chains has
been obtained from the Chain Belt Company who manufacture and install
them. It is recommended that the Commissioner be authorized to
purchase repair parts as per this list from the Chain Belt Company,
amountinq to approximately $1,549.94, in accordance with their quo-
tation of October 11, 19501 the expenditure to be charged to the
proper account in the 1951 appropriation. This has the approval of
the Chairman of the Water. Committee and the Purchasing Committee, and
so moved. Motion seconded by Alderman Soule. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, L. Mitchell, Mogg, Soule, Hemenway and Bersbach (14):
Voting nay none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $279.19
and moved, that the Township Supervisor be authorized to pay these
bills. Motion,seco nded,by Alderman Beck. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, L. Mitchell, Mogg, Soule, Hemenway and Bersbach (14)i
Voting nay none. Motion carried.
Alderman James for the STREET COMMITTEE moved that
the Commissioner of Public Works be authorized to advertise for
bids for four new wheel -type tractors, including trade-in of four
1934 tractors. Duly seconded and carried.
Alderman James submitted request made on the part
of Emery and Vera Stluka for vacation of a portion of an alley
abutting the premises at 1811 Crain Street. Moved•the matter be
referred to the -Corporation Counsel to draw up a vacation ordinance
subject to approval of the City Engineer. Duly seconded and carried.
• Alderman Thoma for the WATER COMMITTEE moved that
the Commissioner of Public Works be authorized to advertise for
bids on a new business coupe for the Water Meter Divisiop with
trade-in of No. 42 a 1942 Chevrolet. Duly seconded and carried.

UNDER CALL OF WARDS: Alderman Rolfes of the
Eighth Ward submitted communication from the President of the
Eighth Ward Civic Council requestinq installation of Stop siqns
on Custer Avenue at Brummel and Case or Mulford, plus warning signs
on the overpass. Also that a more effective type of sign be used
at Clyde and Brummel. Moved same be referred to the Traffic
Engineer and the Street.Committee. Duly seconded and carried.
Alderman Thoma of the Eighth Ward referred to
permit granted to Mr. Edwin H. Lar,son on November 13, 1950 to
build a two car garage on the rear of vacant property at 310
Ashland Avenue. It was understood that he had received approval
of the people in the neighborhood, but this was found to be not

true. Therefore requested that the permit be revoked until a satis-
factory relationship can be established with the objecting
neighbors. Alderman Rubin then asked that said revocation be
held up one week and that the Building Commissioner have Mr. Larson
meet with the Committee next Monday as well as the other parties
interested and that he so notify them. Alderman Thoma then asked
that the Building Commissioner have Mr. Larson suspend operations
during the coming week until this. matter is clarified.. Duly
seconded and carried.
Alderman Corcoran of the Seventh Ward advised
that Mr. Georqe L. Opper of Riverside, Illinois is a candidate for
election on the Board of the Illinois Municipal Retirement Fund,
and moved that the vote of the City of Evanston be cast for election
of Mr. George L. Opper as Executive Trustee of the Illinois
Municipal Retirement Fund. Duly seconded and carried.
Alderman Corcoran submitted petition signed by
many business men on Noyes Street between Sherman and Maple, and
asked same be referred to the Traffic,Engineer and the Special
Committee on Parking. Duly seconded and carried.
Alderman Beck of the Fifth Ward advised that the
sewer at the northeast corner of Dewey Avenue and Payne Street is
stopped up due to excessive rain, and made a reference to the Com-
missioner of Public Works and the Street.Committee to investigate.

Alderman Mogg of the Third Ward submitted commun-
ication from Mr. Arthur H. Knox relative to condition on the south
side of Kedzie Street east of Chicago Avenue where papers and refuse
from the alley in rear of the stores is blown on the street.
Referred same to the Mayor to see what can be done about this
situation as this condition occurs periodically.
UNDER MISCELLANEOUS BUSINESS Mayor Ingraham
made'the following appointments of names previously introduced:

Alderman Rubin moved that these appointments be confirmed. Duly
seconded and carried.
Mayor Ingraham introduced the followinq names for
confirmation at the next meeting of the City Council:

For Council records, Chief of Police Geishecker
has announced that the probationary period for Patrolman Roland
W. Freeburg has been extended another 60 days. Also,
Ben J. Granat, Jr. and Georqe G. Boa have been sworn in
as Probationary Patrolmen for 60 days as of November 16, 1950
being certified for such appointment from the Civil Service list.
Upon.motion duly seconded and carried, the
Council adjourned at 11:05 o'clock P.M.
