Alderman J. Mitchell for the BUILDING COMMITTEE submitted application received from Mr. Edwin H. Larson of 1511 Mulford Street, requesting permission to build a two car oaraoe on the rear of the vacant property at 310 Ashland Avenue. Com- mittee on Buildings recommends that the City Council grant this application subject to letter presented by Mr. Larson whereby he agrees to construct a residence on the front part of the lot at 310 Ashland Avenue within twelve months from date hereof. This has the approval of the Aldermen of the ward, and so moved. Duly seconded and carried. Alderman Harwood submitted request from Mr. E.R. Haan, 3.114 Isabella Street requesting refund of $2.25 paid on dog license, which license was paid twice. Recommend refund of $2.25. Also submitted report from the Building Commissioner on application received from Calvary Baptist Church for permission to add a second outside -stairway to the two story frame building at 805 Lake Street and requesting that the building permit -fee be waived. Recommend that the request be granted. Alderman Harwood moved refund of $2.25 to Mr. Haan and issuing of free permit to Calvary Baptist Church-. Motion seconded by Alderman Rolfes. Motion carried. 388 Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P'.M. Duly seconded and carried. Alderman Harwood for the PURCHASING COMMITTEE submitted report from the Commissioner of Public Works listing the following changes recommended by Alvord, Burdick & Howson in the Water Works Expansion Program; the total extra work amounts to $4,689.81. There are credits amounting to $2,995.08 making net addition to contract price of $1,694'.73: Change Order No. A-17 Item 1 - Additional lighting and electrical work on second floor of service building $725.94 Item 2 - Additional cost of bronze plaques due to increased size 204.42 Item 3 - Hot and cold water service, etc., for janitor's facility in N.E. corner of old filter building operating gallery 336.83 Item 4 - 184 ft. additional curb on south side of Lincoln Street, at $2 per lineal foot 368.00 Item 5 - Lowering seven manhole covers in Lincoln Street to conform to new grade.at $25 each 175.00 Item 6 - Janitor's sink in new pump house 185.84 Item 7 - Five special electrical outlets in Lab. 31.07 Item 8 - Concrete encasement of oil feed lines 100.00 Item 9 - Providing suspended plaster ceiling at top of stair hall and in lavatory at floor elevation 43.25 in filter building 290.37 Item 10- Remove and relocate beams supporting wood platform in water main department of service building to provide necessary clearance 56.00 Item 11- Spray booth hood etc., in service, building meter shop 136.48 Item 12- Increase in power wiring feeder size in service building machine shop 226.49 Item 13- Fill to raise grade,of paving at backing -in space west of chemical building, 10 loads at $8 each 80.00 Item 14- Furnishing new wood door to old machine shop 20.00, Item 15- Installing Rubanite obscure glass in first floor south windows of service building at 1/4" ribbed wire glass in vent section 550.00 Item 16- Furnishing 1-1i surface course instead of specified B-3 for entire paved area and including a driveway extension at east of new pump house 929,20 Item 17- Furnishing marble strip I16" x 510" in chemical building lavatory 29.04 Item 18- Sidewalk at west entrance of chemical building 63.00 Item 19- Railing at east end of old settling basin 182.13 $41689.81 Total credits 2.995.08 $1,694.73 It is recommended that S.N. Nielsen to. Inc'., holder of Contract "A" be authorized to make the necessary changes as recommended, in Change Order No. A-17 in amount of $1,694.73. Alderman Harwood submitted report from the Commis- sioner of Public Works stating the Water Department. is in need of a portable pump for dewatering purposes at the water works. A quotation has been received from the Homelite Corp. for a 3" self - priming pump with 20 foot suction hose for $410.75, tax included. A trade-in of $25 will be allowed on an.old Homelite pump purchased about 1945 and no longer usable. It is recommended that the Com- missioner be authorized to purchase 1 Model 24S3-1 Homelite Pump for sum of $385.75, the expenditure to be charged to account No. r bpi 394. This has the approval of the Chairman of the Water Committee and ,the Purchasing Committee, and .so ,moved.,. Motion seconded by Alderman Rolfes. Alderman Harwood submitted report from the Commis- sioner of Public Works listing bids received for furnishing gasoline for city equipment for 1951. All quotations are based on today's market price, subject to any increase or decrease in price, freight or taxes. It is recommended that the proposal of the low bidder, Standard Tire Company, to furnish gasoline for the City's requirements for 1951 in accordance with City specifications, be accepted and that the proper officials be authorized to enter into a contract for this service. It is further recommended that the Commissioner be authorized to return the deposit checks of the unsuccessful bidders immediately and to return the deposit check of the successful bidder upon the.executioh of a satisfactory contract and the furnishing of a satisfactory performance bond. This has the approval of the Chairman of the Street Committee and the Purchasing Committee, and so moved. Motion seconded by Alderman Rolfes. Motion carried. 90 Alderman Christensen for the RELIEF COMMITTEE submitted bills of the Relief Administration in amount of, $647.48 and moved that the Township Supervisor be authorized to pay these bills. Motion seconded by Alderman Beck. Voting aye Aldermen Bersbach, Barber., Soule, Mogg, L.. Mitchell, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (14): Voting nay none. Motion carried. Alderman James for the STREET COMMITTEE submitted copy of Estimate, No. 2 final, in amount of $1,373.05 due Arcole Midwest Corporation for work done on Section 40-CS, resurfacing portions of Chicago Avenue, Custer Avenue and Orringt6n Avenue. Moved approval of this estimate for. payment from motor fuel tax funds subject to submission of a satisfactory maintenance bond and also subject to subsequent approval by the Illinois, Division of Highways. Motion carried. , , Alderman James submitted An Ordinance Amending Schedule AA of Section 118A entitled "All Night Parking Prohibited" by adding to said Section 118A the following - Brummel Street - both sides - Ridge Avenue to Barton Avenue Dobson Street - both sides - Ridge Avenue to Barton Avenue Moved the Suspension of the Rules for the purpose of passing ordinance as above. Motion seconded by Alderman Thoma. Voting aye Aldermen Bersbach, Barber, Soule, Mogg, L. Mitchell, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (14): Voting nay none. Motion carried. Alderman James then presented and moved the passage of AN ORDINANCE AMENDING SCHEDULE AA OF SECTION 118A ENTITLED "ALL NIGHT PARKING PROHIBITED" by adding to said Section 118A the following - Brummel Street - both sides - Ridge Avenue to Barton Avenue Dobson Street - both sides - Ridge Avenue to Barton Avenue Motion seconded by Alderman Thoma. Voting aye Aldermen Bersbach, Barber, Soule, Mogg, L.,Mitchell,.James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood,,Thoma and,Rolfes (14):, Voting nay none. Motion carried. Alderman Thoma for the WATER COMMITTEE read portion of communication from Alvord, Burdick & How -son in connection with extra work items on the Nielson contract amounting to $66,345.74 which amounts very closely to 3.02% of the contract. Considering the diversity of the work and its being fitted in with existing work and involving a considerable amount of reconstruction of existing work, it is their opinion that the number of extras is not excessive. Alderman Thoma complimented the Supt. of Water Works, the Commissioner of Public Works on the way this job has been handled. Alderman Bersbach for the ZONING COMMITTEE sub- mitted communication received from the Zoning Board of Appeals recommending that Martin J. Schwind be permitted to convert the four car frame garage on the rear of his property at 1526 Washington Y7 Street into living quarters. They also recommend that Mr. Schwind be required to provide on his property an area, covered with gravel or other weather resistant surfacing material, sufficient to accom- modate two automobiles. Committee on Zoning recommends that the City Council concur in the recommendation of the Board and grant this appeal, and so moved. Duly seconded and carried. UNDER CALL OF WARDS: Alderman Thoma of the Eighth Ward reported receiving complaints of speeding on Dodge Avenue from Howard Street to Oakton Street, and moved that this matter be referred to the Chief of Police. Alderman Rolfes of the Eighth Ward reported that the home owners on Dobson Street and Brummel Street from Hartrey to Grey have petitioned the Council to enact an ordinance whereby there would be two (2) hour parking only from 8 A.M. to 5 P.M. the reason being that they cannot park their cars at any time of the day as the employees of Hibbard Spencer Bartlett Co. park their cars on those streets. In talking with the Personnel Manager he was told that they have a parking space for employees but they use the street as it is closer. Made a reference to the Corporation Counsel to bring in an ordinance covering the above situation. Alderman Rolfes reported that in the apartment area around Oakton and Custer there are quite a few children, some of whom manage to get on the tracks of the North Western railroad, e9 and on one occasion the engineer had to stop the train and get the children off the tracks. There is no ,fence from Oakton to Howard to prevent the children from getting on the tracks, only a rock wall 30" high. Made.a reference to the Corporation Counsel and the Mayor to notify the railroad of this condition and requesting that a fence be erected there. UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham made the following appointments of names previously introduced: Alderman Harold W. Mogg as a member of the Evanston Community Recreation Association representing the City Mary O'Neill, Special Police -.6 months renewal Alderman Rubin moved that the above appointments be confirmed.
