Mayor Ingraham informed the Council of the presence
of two guests from across the water, and asked that Mr. Joseph D.
Landes, Jr. of Rand McNally & Co. introduce them. Mr. Landes then
presented Dr. Phil Joseph Habbel of Regensburg, Germany who is also
a councilman, and Dr. Fritz Schmitt of Nuremberg, Germany., bath of
whom are publishers and are touring the United States as guests
of the Department of State. Dr. Habbel.was interested in attending
a council meeting here.
Upon motion duly seconded and carried, the Council
adjourned at 10:30 o'clock P.M.

Alderman Rubin moved that the minutes of meeting
held October 234 1950, be approved without reading. Duly seconded
and carried.
01 City Clerk Edward W. Bell, presented the following:
Communication Crusade for Freedom thanking the City Council
for their permission to have booths on the streets in Evanston.
Alderman Rubin moved same be received and placed on file. Duly
seconded and carried.

Communication Mrs. R.D. Burge, Secy. of Citizen's Recreation
Committee, expressing its appreciation to the Park Committee for
delaying action on the Griffenhagen Report and recommending that the
Mayor and City Council name a recreation board to have the same status
as the Library Board, to combine the Bureau of Recreation with the
Park Department and to name a qualified Commissioner of Recreation
and Parks,. Alderman Mogg moved same be referred to the Park
Committee. Duly seconded and carried.
Alderman J. Mitchell for the BUILDING COMMITTEE
submitted an application, together with the frontage consents re-
quired by law, was received from the Standard Oil Company of
Indiana, for permission to erect and.operate a gasoline filling
station on the property at the northwest corner of Central Street
and Reese Avenue. In accordance with the requirements of Section
1204 of the Municipal Code, as amended, notice of the application
was published in the Evanston Review on October 12, posted on the
property in question and a copy of said notice was mailed to 32
property owners nearest the location. Since that date,and before
the expiration of the seven day period provided by ordinance for the
filing of objections, a number of o1jections were received and four
persons who had signed in favor of the gas station withdrew their
consent and registered an objection. The applicant has accordingly
lost the majority consents required bylaw and the application, as
of October 23, 1950 does not conform with the requirements of Section
1204 of the Building Code, as amended. Committee on Buildings
recommends that the application be denied, and so moved. Duly
seconded and carried.
Alderman Hemenway for the FINANCE COMMITTEE presented
and moved the payment of the followinq bills, and that the proper
charges and transfers be authorized:

Alderman Hemenway submitted request from the
architects employed to repair foundation and walls in general of
basement of the church building at 1837 Brown Avenue, for the
waiver of a building permit fee. On recommendation of the Building
Commissioner moved that this request be granted. Duly seconded and
carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council meet as a committee of the aldermen. Duly
seconded and carried.
WHEN COUNCIL RECONVENED: Alderman Corcoran for the
JUDICIARY COMMITTEE moved that the Council convene.as of 8:00 o'clock
P.M. Duly seconded and carried.

Alderman Corcoran presented and moved the adoption
of the following resolution:
WHEREAS; at the General Election to be held on November 7,
1950, the voters of the State of Illinois will be called upon to
adopt or reject the Gateway Amendment, which seeks to change the
amending process of the Constitution of Illinois; and
WHEREAS, experience has shown that it is extremely difficult
to amend our State Constitution under the present amending process,
even when the'ovetwheiming majority of citizens favor a particular
change, so that since 1908, despite numerous attempts, we have
been unable to amend our Constitution.;. and
WHEREAS; the great economic and social changes which have
taken place since our Illinois Constitution was ratified in 1870
require that it be amended from time to time to meet the present
day needs of State and Local Governments;
NOW THEREFORE, BE IT RESOLVED by the Mayor and -City Council
of the City'of Evanston, that all the citizens be urqed to vote
the BLUE BALLOT on November 7. 1950, "FOR" the Gateway Amendment
to the Constitution of Illinois.
Duly seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE sub-
mitted report from the Commissioner of Public Works stating the
Street Department is in need of an additional salt spreader. A
proposal has been received from Littleford Bros., to furnish a
TARCO "Scotchman" salt spreader, Model SS-4, complete with electric
starter, battery and light for $577, which includes tax and delivery
to Evanston. It is recommended that the Commissioner be authorized
to purchase one Tarco salt spreader in�accordance with proposal for
$577, the expenditure to be charged to item No. 613. This has the
approval of the Chairman of the'Street Committee and the Purchasing
Committee, and so moved., Motion seconded by Alderman Soule. Voting
aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell,
MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran,
Harwood, Thoma and Rolfes (16): Voting nay none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE sub-
mitted bills of the Relief Administration in amount of $596.14 and
moved that the Township Supervisor be authorized to pay these bills.
Motion seconded by Alderman Mogg. Voting aye Aldermen Bersbach,
Hemenway, Barber, Soule, Mogg, L. Mitchell, MacSteven, James, Rubin,
Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes

Alderman James for the STREET'COMMITTEE submitted
request from Lord's for permission to stage a parade on November 24,
1950 at about 10:00 A.M. The route of the parade is to be east on
Davis Street from the North Western -Depot to Sherman Avenue, and then
north on Sherman Avenue to the Varsity Theatre. Moved permit be
issued. Duly seconded and carried.
UNDER SPECIAL COMMITTEES: Alderman Corcoran for
the SPECIAL COMMITTEE ON PARKING presented and moved the .passage
of AN ORDINANCE AMENDING SECTION 118 ENTITLED "SCHEDULE 'A' PROHIBITED
PARKING" OF AN ORDINANCE ADOPTED FEBRUARY 2, 1942, ENTITLED"TRAFFIC
REGULATIONS OF THE CITY OF EVANSTON" by adding thereto and including
in said sdhedule eight items. Motion seconded by Alderman James.
Voting aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg,
L. Mitchell, MacSteven, James, Rubin, Beck, J. Mitchell, Christensen,
Corcoran, Harwood, Thoma and Rolfes (16): Voting nay none. Motion
carried.
Alderman Corcoran submitted and read the following
report:
"The parking problem in the downtown section of Evanston
Rom` is very much larger than what is generally included in the Davis
Street business area problem. There is, in reality, a business
problem, a University problem, and a residential problem, and all
' of these must be merged in the plan for this district which is
bounded by Lincoln Street'on the north, Ridge Avenue on the west,
Lake Street on the south, and the lake on the east. For this
area with its varied parking problems 7,000 off-street spaces
will be needed. The interested parties in this territory have
been meeting for some weeks reviewing the various surveys which
have been made by the Plan Commission and other groups, and have
also called upon the knowledge of business, professional and
educational representatives who have had many years of experience
with the problems involved.
It appears that if this area is to be maintained as a high-
grade shopping center and a desirable residential area that at
least 71000 off-street parking spaces must be planned for. This
goal includes all of the existing publics, private and University
parking.lots, and the additional spaces needed to meet the problem.
It is not a matter which can be solved hurriedly, but progress
must be made on it at once. Evanston already has approximately
3,400 of the parking spaces recommended f or`this area. The
Kankakee case has been settled and the green light given to
municipalities to use parking meter revenue for the solution of
off-street parking problems. The Council concurs in the suggestions
presented through the Plan Commission and sets its goal to
accommodate 7,000 cars. It further requests suggestions through
the Commission for steps which can be taken toward the consummation
of this plan. The Council is pleased with the fine cooperation
of all parties concerned, and is confident that the way has been
outlined for a satisfactory solution of this problem within a
reasonable period of time. Reports on further'surveys"covering
various sections of the city will be released from time to time."
Alderman Corcoran moved the adoption of this report. Duly seconded
and carried.`
UNDER CALL OF WARDS: Alderman Beck of the Fifth
Ward thanked the Lighting Committee and Commissioner of Public

Works for their prompt service for lighting of Church Street.
Alderman Beck made a reference to the Police
Department regarding motorists using Church Street and then swinging
off on Hartrey Avenue, with suggestion that they look into this
matter.
Alderman Thoma of the Eighth Ward spoke of condition
on Brummel Street west of Ridge Avenue where there is a gate in the
center of the street, which gate has been left open and children
can stray down on'the exposed third rail. Made a reference to the
Mayor to.take up with the railroad company to see if they cannot
take care of same immediately.
Alderman Thoma stated he had received complaints
about the routing of the various buses down Dodge Avenue since the
bridge is out over the canal. The vibration from these buses has
caused considerable damage. Made a reference to the Traffic Engineer
and the Mavor as to possible re-routing of these buses south.
Alderman Thoma made a reference to the Mayor matter
of hot dog stand on Asbury Avenue north of Howard Street near the '
filling station; that unless the matter is cleaned up during the
coming week that this permit be revoked. Duly seconded and carried.
Alderman Thoma made a reference to the Mayor re:
the new Kroger Store on Howard Street west of Ridge Avenue. They
have a parking lot which has two exposed standards with Neon lights
which the people are complaining about as they are unable to sleep
at night. Asked if something could be done to alleviate the situation.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham made
the following appointments of names previously introduced:

Alderman Rubin moved that the above appointments be confirmed. Duly
seconded and carried.
Mayor Ingraham presented for confirmation the
name of Mr. Rex A. Bullinger, 2459 Prairie Avenue, Evanston, as
City Attorney, to succeed Mr. Erwin F. Stolle, deceased.
Alderman Corcoran moved the Suspension of the Rules
for the purpose of confirming the appointment of City Attorney.
Motion seconded by Alderman MacSteven. Voting aye Aldermen Bersbach,
Hemenway, Barber, Soule, Mogg, L. Mitchell, MacSteven, James, Rubin,
Beck,'J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes
(16): Voting nay none. Motion carried.
Alderman Corcoran then moved that appointment be
Mr. Rex A. Bullinger as City Attorney, be confirmed. Duly seconded
and carried.
