Regular Meeting.of the City Council held October 23, 1950,
convening at 10-:00 o'clock P.M.

Alderman Rubin moved that the minutes_ of meeting
held October 16, 1950, be approved without reading. Duly seconded
and carried.
City Clerk Edward W. Bell, presented the following:
Communication Evanston Council of Social Agencies advising
that the Youth -Division of the Council recommends that final action
on the Griffenhagen Report on the Organization for Recreation
Services be deferred until after Wednesday evening, October 25, 1950,
when a public meeting_of recreation leaders will be `held at the
Evanston Y.W.C.A. at 8 P.M. to which all aldermen are cordially
invited. Alderman Mogg moved same be referred to the Park Committee.
Duly seconded and carried.
Communication Mrs. F.X. Morton, Corr. Secy. of Nichols
School P.T.A. requesting the continuation of the ice-skating pond
at Nichols School. Alderman James then urged the Park Committee
to give favorable consideration to the continuance of that rink
for next year. Alderman Mogg moved same be referred to the Park
4yCommittees Duly seconded and carried.
Alderman Hemenway for the FINANCE COMMITTEE pre-
sented and moved the payment of the followiqp bills, and that the
proper charges and transfers be authorized:

Alderman Hemenway presented and moved,the payment
of the following temporary payrolls to be paid October 23, 1950,
same to be charged to the proper accounts:

Alderman Hemenway submitted report from the City
Collector stating,Herbert H. Maruyama, purchased vehicle license
#18902 on October 9 for $2.50 because he lives at Sargent Hall on
the Evanston Campus during the week, going to his home in Chicago
each week end. The City of Chicago has compelled him to take out a
city license there and for that reason has returned license and
sticker with request for a refund of $2.50. Recommends a refund
of $2.50. Also, a communication from the Board of Local Improve-
ments advising that the second to fifth installments of S.A. #1218
for a combined sanitary and storm sewer in Clifford Street and
Bernard Place, have recently been reduced by County Court Order,
Mr. George J. Bleser of 2.754 Bernard Place paid the original

assessment against his property in full,,a total of $1033.32
including interest. His reduced assessment, including interest,
as of date of payment is $538.28. He is therefore entitled to a
refund of $495.04, to be charged to this assessment. Alderman
Hemenway.moved approval of the above refunds. Motion seconded by
Alderman Harwood. Voting aye Aldermen Rolfes, Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven,
L. Mitchel`l, Mogg, Soule, Barber, Hemenway and Bersbach (16):
Voting nay none. Motion carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as, of 8:00 o'clock P.M. Duly
seconded. and carried.
Alderman Corcoran presented and moved the adoption
of the following Resolution:
RESOLUTION
y- Upon the occasion of the death of
--t JOHN EDWARD MERSCH
WHEREAS, JOHN EDWARD MERSCH, a life time resident of
Evanston, Illinois and a member of the Evanston Fire Depart-
ment, from 1905 until the date of his death, .passed away on
October 11, 1950 while on active duty; and
WHEREAS, JOHN EDWARD MERSCH, in addition to serving the
City of Evanston as Assistant Chief of the Fire Department,
which position he held at the time of his, death, rendered
service far beyond the duties of the various offices held by
him during his many years of service and was always active in
civic affairs and a constant influence for good in this
community; and
WHEREAS, the City.of Evanston has lost a worthy and
dependable.officer in the death of JOHN EDWARD MERSCH.
NOW THEREFORE, BE IT RESOLVED, that this City Council
in behalf of itself, the Mayor and all City Officials, does
express deep and profound regret upon the occasion of the
death of JOHN EDWARD MERSCH.
BE IT FURTHER RESOLVED that this resolution be spread
upon the permanent records of the City and that a copy thereof
signed by the Mayor and attested by the City Clerk be forwarded
to his bereaved family.
Motion seconded by Alderman MacSteven and carried.
Alderman Corcoran stated that during the many
past years we have had very friendly relations with the City of
Chicago. This has been especially true during the term of former
Mayor Edward J. Kelly and Mayor Martin H. Kennelly. This applied
especially in cooperation of the Police and Fire Departments.
Moved that the Mayor be authorized and directed to send a letter
of condolence to the family of Edward J. Kelly and that a copy.be
sent to Mayor Kennelly. Duly seconded and carried.

Alderman Beck for the LOCAL IMPROVEMENTS COMMITTEE
presented and moved the adoption of a resolution authorizing the
institution of -special assessment foreclosure proceedings on
property located at 1226 Darrow Avenue, Evanston, Illinois.
Duly seconded and carried.
Alderman Nogg for the PARK COMMITTEE submitted
request received from Beth Emet Church to hold a Hallowp'en Program
for an adult group in Chandler Leahy Park Field House on Saturday,
October 28, 1950 between the hours of 8:00 and 12:00 o'clock P.M.
This has the approval of the Supt. of Playgrounds and moved permit
be issued subject to the usual regulations and. a fee of $7.50.
Also submitted request from Fellowship Committee of Grace Lutheran
Church for permission to use Eideh Field House facilities on Saturday,
October 28, 1950 from 6:30 to 11:00 P.M. for a Hallowe'en party.,
About 150 persons are expected to attend. Moved permit be granted
and that a fee of $5.00 be charged to pay for attendant. Duly
seconded and carried.,
Alderman Rubin for the POLICE COMMITTEE submitted
the following report from the Chief of Police:
"During the past several days there has been considerable
activity in Evanston caused by picketing by Truck Drivers Union
#705. The right to establish and maintain a picket line and to
peacefully picket is recognized by law. It is the duty of the
Police Department to respect and protect that right. On the
other hand, the Police Department will not tolerate or permit
interference with vehicles or pedestrians on public streets or
in public alleys. So far as we know there have been no threats
or acts of violence and none will be tolerated if brought to
our attention.
Police have been detailed and will continue to be
detailed to all business houses requesting the same. While
we do not propose to interfere with lawful enterprises, we do
expect to see that the law isfully observed by all concerned."
Moved same be received and placed on file and that the Press take
note. Duly seconded and carried.
Alderman
Harwood for the
PURCHASING COMMITTEE
submitted report from the
Commissioner of
Public Works stating
that two of the contractors
on the Water
Works Improvement Program
had available large work
sheds. We were
able to make favorable
deals on these and it was
decided to move
them to Boltwood Park
to use for storage and ice rink accommodations. The cost of moving
these two sheds was $397,60. The Council is asked to confirm this
expenditure to be charged to item No. 522. This has the approval
of the Chairman of the Park Committee and the Purchasing Committee,

and so moved. Motion seconded by Alderman J. Mitchell. Voting
aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, John
Mitchell, Beck•, Rubin, James, MacSteven, L. Mitchell, Mogg, Soule,
Barber, Hemenway and Bersbach (16): Voting nay none. Motion carried.
Alderman Harwood moved that the Commissioner of
Public Works be authorized.to advertise for bids for furnishing
qasoline for use by city vehicles for 1951. The present contract
expires December 31, 1950. Duly seconded and carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $373.41
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen Rolfes,

James, MacSteven, L. Mitchell, Mogg, Soule, Barber, Hemenway and

Alderman James for the STREET COMMITTEE submitted
request received from Northwestern Heating and Plumbing Co, 1905
Greenleaf Street, for permission to construct a driveway to serve
a storage yard at 2009 Greenleaf Street. This is located in an
Industrial Area and it is recommended that permit be granted for
construction of the driveway as requested, provided that a satis-
factory bond be provided and that the construction be done tC the
satisfaction of the Department of Public Works. Moved permit be
issued. Duly seconded and carried.
Alderman James submitted request received from
.Mr. Oliver L. Johnson, for permission to construct a driveway to
serve a new building at 1557 Maple Avenue. It is recommended that
a permit be granted for construction.of the driveway a s.requested,
provided that .the cost of ,encasement of the street light cables be
borne by the applicant; that the driveway be so located that not
more than, one parking meter space be eliminated; that a satisfactory
bond be provided, and that the construction be done to the satis-
faction of -the Department of Public Works. Moved permit be issued.
Duly seconded and carried.
Alderman Thoma for the WATER COMMITTEE moved that
the Commissioner of Public Works be authorized to advertise for
bids for various chemicals required for water treatment at the
Filtration Plant for the year 1951. Duly seconded and.carried.
Alderman Thoma,reminded,the Aldermen regarding the
preview inspection tour of the Water Works at, 4:00 P,.M. on, October
30. A buffet dinner is being arranged and they would like to know
how many will be present. Kindly notify Mrs. Kilby in the Public
Works Department by Friday or Saturday A.M.
UNDER SPECIAL COMMITTEES: Alderman Corcoran for
the SPECIAL PARKING COMMITTEE introduced An Ordnance Amending
Section 118 entitled "Schedule 'A' Prohibited Parking" of An
Ordinance adopted February 2, 1942, entitled "Traffic Regulations
of the City of Evanston by adding thereto certain items, and
requested that copies be sent to the aldermen.
UNDER CALL OF WARDS: Alderman Thoma of the Eighth
Ward read report from the Commissioner of Public Works relative to
sewer situation as reported by Ilene Holmgren. Requested that she
be advised as to findings of the Supt. of Sewers that there is
nothing wrong with the main sewer and offering our assistance
wherever we can. ,
Alderman Christensen of the Sixth Ward submitted
communication from E.T. Rowland, 2214 Lincolnwood Drive, Publisher
of Chicago Electrical News, regarding our Electrical Inspector,
Mr. J. Gordon Maltby, to be referred to the Mayor and the Finance
Committee.
Alderman John Mitchell of the Sixth Ward requested
a meeting of the Building Committee next Monday, October 30, 1950
at 7:30 o'clock P.M. to discuss a matter of importance in his ward.
Alderman- James of the Fourth Ward made further
reference to the complicated situation in connection with alley in
the rear of the 700 block of Main Street, north.side. Steps should
be taken immediately to provide more egress -from this alleys In that
this is an emergent matter, made a reference to the Mayor, the
Corooration Counsel and the Commissioner of Public, Works to suggest
a remedy to the complication. Duly seconded and carried.
