Regular Meeting of the, City Council held October 16, 1950,
convening at 9:05 o'clock P.M.

Alderman Rubin moved that the minutes of meeting
held October 9, 1950, be approved without reading. Duly seconded
and carried.
City Clerk Edward W. Bell, presented the following:
Communication Ilene Holmgren, 1113 Hull Terrace, Evanston,
requesting that some action be taken on the sewer situation in
Evanston. Alderman Thoma moved same be referred to the Supt. of
Sewers and the Commissioner of Public Works to check this particular
address as well as others along that street. Duly seconded and
carried.
Notice, State of Illinois advising that our allotment of
Motor Fuel Tax 'for the month of September, 1950 is $17,138.21.
Alderman James moved same be referred to the Street Committee and
the Commissioner of Public Works. Duly seconded and carried.
City Treasurer's Financial Statement as of September 30,
1950. Alderman Hemenway moved same be referred to the Mayor, the
Finance Committee and the Auditor. Duly seconded and carried.
Alderman John Mitchell for the BUILDING COMMITTEE
submitted application received from C.D. Cocallas requesting approval
of a frame enclosure erected around a passageway between the restaurant
and kitchen operated by him at 1633 Oak Avenue. Since the structure
in question does not conform with local regulations, Committee on

Buildings recommends that the application be denied, and so moved.

Alderman Hemenway for the FINANCE COMMITTEE presented
and moved the payment of the following bills, and that the proper
charges and transfers be authorized:

Alderman Hemenway presented and moved the payment
of the following temporary payrolls to be paid October 20, 1950,
same to be charged to•the proper accounts:

nay none. Motion carried.
Alderman Hemenway asked for a meeting of the
Finance Committee next Monday, October 23, 1950 at 7:00 o'clock P.M.
Alderman Corcoran for the JUDICIARY COMMITTEE

moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.

Alderman Corcoran presented and moved the adoption
of the following Resolution:
RESOLUTION
Upon the occ?sion of the death of
OSCAR S. SEAVER
WHEREAS, OSCAR S. SEAVER, an Evanston resident for many
years, and former Alderman of the First Ward, passed away
September 28, 1950; and
WHEREAS, OSCAR S. SEAVER, who served as a member of this
Council for two terms from 1924 to 1928, was, during his
residence in Evanston, active in all civic affairs and contri-
buted much to the welfare of this community;
NOW THEREFORE, BE IT RESOLVED, that this City Council
An behalf of, itself, the Mayor, and the citizens of Evanston
express deep and profound regret upon the occasion of the
death of OSCAR S. SEAVER:
BE IT FURTHER RESOLVED, that this resolution be spread
upon the permanent records of the Council and that a copy
thereof, signed by the Mayor and attested by the City Clerk,
be forwarded to his bereaved family.
Duly seconded and carried.
Alderman Corcoran presented and moved the adoption
of the following Resolution:
RESOLUTION
Upon the occasion of the death of
ERWIN F- STOLLE
WHEREAS, ERWIN F. STOLLE, City Attorney for the City of
Evanston, passed away suddenly on October 9, 1950; and
WHEREAS, ERWIN F. STOLLE has served the City of Evanston
as City Attorney from 1926 until 1935 and from 1940 continuously
until the date of his death and in addition to rendering efficient,
courteous and able service as such City Attorney has been active
in all civic affairs and contributed much to the welfare of this
community;
NOW THEREFORE, BE IT RESOLVED, that this City Council,
in behalf of itself, the Mayor, department heads, employees and
citizens, expresses deep and profound regret upon the occasion
of the death of ERWIN F. STOLLE:
BE IT FURTHER RESOLVED, that this resolution be spread
upon the permanent records of this Council and a copy there -of
signed by the Mayor and attested by the -City Clerk be forwarded
to his bereaved family.
Duly seconded and carried.
Alderman Beck for the LOCAL IMPROVEMENTS COMMITTEE
presented and moved the adoption of a resolution authorizing the
institution of special assessment foreclosure proceedings.on vacant
property located on the west side of Callan Avenue south of Mulford
street. Duly seconded and carried.
Alderman Mogg for the PARK COMMITTEE reported that
the members of the Council will be interested to know that in
accordance with authority granted sometime ago, the Mayor and City
Clerk have executed an Agreement (Lease) with the Sanitary District
of Chicago for the triangular pieces of property lying northwesterly

of McCormick Blvd. for a term of five (5) years from July 1, 1950,
at a rental of $1.00 for the entire term of this lease. It is
proposed to clean up this property and make it available for park
use.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $464.81
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Hemenway, Soule, Mogg, L. Mitchell., MacSteven, James, Rubin, Beck,
J. Mitchell, Christensen, Corcoran, Harwood and Thoma (13): Voting
nay none. Motion carried.
Alderman James for the STREET COMMITTEE stated that
the executive secretary of the Evanston Chamber of Commerce requests
permission to plan for erection of Christmas decorations as they
have in the past, in the business areas which include decorations
on the light poles in Fountain Square, Central Street and Main
Street. Moved permit be issued,.work to be done in accordance with
approval of the Commissioner of Public Works and that proper
insurance be offered on the Hart of the -Chamber of Commerce. Duly
seconded and carried.
Alderman James stated that the Merchants Division
of the Evanston Chamber of Commerce requests permission to erect
a lighted Christmas tree in front of the War Memorial in,the same
location as was used last year, and,moved such permission be granted.
Duly seconded and carried.
Alderman James further stated in this same con-
nection that they also request permission to install the "Muzak"
type of music,in._the tree. There have in times past been objections
to music feature in Davis Street, but thought that under the terms
of the request that this feature could be controlled in such a
manner as not to render it objectionable to anyone and if there
are objections it could be discontinued. On that premise moved
permit be issued for installation of music equipment in the tree.
Duly seconded and carried.
UNDER CALL OF WARDS: Alderman J. Mitchell of the
Sixth Ward stated he had received quite a few calls re: the parking
meters on the Stewart -Central parking lot and asked the Press to

take note that the meters will be changed to conform to those on
the street as soon as the parts, which have been ordered, are
available.
Alderman J. Mitchell expressed his appreciation to
the Mayor and the Park Committee for their efforts in securing
lease from the Sanitary District for property along the North Shore
Channel.
Alderman Christensen of the Sixth Ward stated
that the Field House in Bent Park is badly in need of repairs.
The,plaster is falling,down from the ceiling and,some of the bricks
on the outside of•the building need replacing. Inasmuch as this
building will be used on election day November 7, recommended that
this matter be given attention as soon as possible. Referred same
to the Mayor and to the proper,authorities for consideration.
Alderman Christensen stated it was called to his
attention that the bus service on -Route No. 1 has been curtailed
by the discontinuance of two bus schedules. In view of the fact
that the population has increased in our city, plus the fact that
the schools are now in session, it appears to me this is not the
time to curtail the bus service. Referred this to the Public
Utilities Committee to see if we can have the service restored.

Alderman Corcoran of the Seventh Ward submitted
Petition signed by residents in the 899 block on Colfax Street
requesting two-hour parking zone on Colfax Street between Noyes
Court and Sherman Avenue, and moved same be referred to the Traffic
Engineer. Duly seconded and carried.
Alderman Thom of the Eighth Ward stated he had
received complaints from residents in the vicinity of Brown Avenue
north of Brummel Street stating the proprietor of the diaper service
is using the street for the sale of used cars. Referred this matter
to the Police Committee and the Mayor to see that this is immediately
stopped and that said streets are not used for any private business
ventures. Duly seconded and carried.
UNDER MISCELLANEOUS BUSINESS: Mayor.Ingraham made
the following appointment of name previously introduced:
Stanley Tasker, Supt. of Sewers - Special Police 1 year
Alderman Rubin moved that this appointment be confirmed. Duly
seconded and carried.

Mayor Ingraham introduced the following names for
confirmation at the next meeting of the City Council:
Henry A. Dorband as Fire Marshal
Emerson W. Byrd, Special Police - 6 months renewal
Carl Olson, " If 6 to "
Nick Athanasiou, 6 If
Evald Carlson, of 6 "
Alderman Rubin moved the Suspension of the Rules for the purpose of
confirming the above appointments. Motion seconded by Alderman James.
Voting aye Aldermen Hemenway, Soule, Mogg, L. Mitchell, MacSteven,
James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood,
and Thoma (13): Voting nay none. Motion carried.
Alderman James then moved that the above appoint-
ments be confirmed. Duly seconded and carried.
For Council records, Chief of Police Geishecker
has announced that the probationary period for Mark J. Schwartzhoff
has been extended another 60 days.
Upon motion duly seconded and carried, the
Council adjourned at 9:30 o'clock P.M.
