Alderman Hemenway moved that the minutes of meeting
held September 25, 1950, be approved with the following correction:
Page 2 - paragraph 3 should read "balance`due on the
Central Street and Stewart Avenue parking lot should be
$9,800 instead of $10,000."
Duly seconded and carried.

(16): Voting nay none. Motion carried.
Alderman Hemenway submitted report from the City
Collector stating that on September 19, 1950 Clara S. Anthony of
360 Ridge Avenue purchased vehicle license #18591 for a Chevrolet
and was charged $5. She should have paid $2.50 for the half year
so is entitled to a refund of $2.50. Alderman Hemenway so moved.
Motion seconded -by Alderman Harwood. Voting aye Aldermen Bersbach,
Hemenway, Barber, Soule, Mogg, L. Mitchell, MacSteven, James, Rubin,
Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes
(16): Voting nay none. Motion carried.
Alderman Hemenway stated that it is with a great
deal of pleasure that he submits the following report from the
,City Treasurer,•Thomas F. Airth:
"Enclosed herewith is final report on the 1949 tax
collection.
, You will note the first collection, was $2,,818,927,.88 and'
the second $1,347,201.82 for a grand total of $4,166,129.70."
This amount is an all time high for a local collection and a,
great many people deserve a lot of credit for this record ..
my many regular and part time help who worked with full
enthusiasm, at time serving long hours, and the people who

cooperated so nicely in response to our various appeals
through letters, telephone and personal calls.
You will also note that the total commissions this
year are $69,521.96 or approximately $10,50,0 more than the
all time high of last. year.
A duplicate of this report is going to our auditor,
Mr. Lawrence for his audit."
Alderman Hemenway also stated that the City Treasurer and all the
department heads
who
worked with him,
also
the
people who paid
their bills are
to be
highly commended
and
we
are very thankful
for this report.

Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Corcoran presented and moved the
adoption of the following resolution:
-, RESOLUTION
=.� Upon the occasion.of the death of Fire Marshal
ALBERT N. HOFSTETTER
WHEREAS, ALBERT N. HOFSTETTER, Fire Marshal of the City
of Evanston,•passed away September 24, 1950, and
WHEREAS, ALBERT N. HOFSTETTER, enlisted in the Evanston
Fire Department as a Private in 1901, became a lieutenant on
February 1, 1903, was appointed Fire Marshal on March 11, 1914,
and has served the City of Evanston continuously in this
capacity since that date; and
WHEREAS, during his•forty-nine years of service with
the Fire Department, Chief Hofstetter has rendered service to
the City of Evanston far beyond the ordinary duties of the
offices which he held and has contributed much to the efficiency
of the said Department, and,
WHEREAS, in the death of ALBERT N. HOFSTETTER, the City
of Evanston has,lost a valued and dependable executive and a
most worthy citizen;
NOW THEREFORE, BE IT RESOLVED, by.the City Council of
the City of Evanston, that in behalf of its members, the Mayor,
and the citizens of the City., of Evanston, sincere regret hereby
be expressed upon the occasion of the death of Fire Marshal
ALBERT N. HOFSTETTER.,
BE IT FURTHER RESOLVED, that this resolution be spread
upon the permanent records of the City of Evanston and tha
a copy thereof signed by the Mayor and attested by the Cite
Clerk be presented to the members of his bereaved family.
Adopted by a rising vote,.
Alderman Beck for the . LOCAL IMPROVEMENTS COTjUAITTEE
submitted the following report from the Commissioner of Public Works:
"The property owners abutting on the alley east of
Bennett Avenue between Simpson Street and Payne Street have
come to an agreement to pave this alley by private contrac..
The City owns the park at the northeast corner of
Bennett Avenue and Simpson Street, which has a frontage of
about 120 feet on the alley. The City is asked to agree to
oav its share of this or000sed local improvement, amounting
to approximately $1,200.
it is recommended that the Commissioner of Public Works
be authorized to inform -the property owners that the City of
Evanston will participate in this improvement as requested."

Alderman Beck stated this matter was taken up with the Committee
and same was approved, and so moved. Motion seconded by Alderman
Hemenwayy. Voting aye Aldermen Bersbach, Hemenway, Barber, Soule,
Mogg, L. Mitchell, MacSteven, James, Rubin, Beck, J. Mitchell,
Christensen, Corcoran, Harwood, Thoma and Rolfes (16): Voting
nay none. Motion carried.
Alderman Berber for the PUBLIC BUILDINGS COMMITTEE
moved that the Council meet as a Committee of the Whole. Duly
seconded and carried.
WHEN COUNCIL RECONVENED: Alderman Barber for the
PUBLIC BUILDINGS COMMITTEE reported that Hugh McLennan and Margaret
McLennan have offered to sell the premises at 1015 Lake Street to
the City for $16,500. This offer has been received as the result
of negotiations carried on by the Mayor. The Council considered
this matter while meeting as a Committee of the Aldermen and it
is their recommendation that this offer be accepted., Accordingly
moved that the Mayor be authorized to execute a contract for the
purchase of this property for the sum of $16,500, rents, taxes and
insurance to be pro -rated as of date of delivery of deed, said
contract to be approved as to form by the Corporation Counsel,
that an earnest money check for $500, payable to Hugh McLennan
and Margaret McLennan be authorized at this time, same to be
charged to account ##339. Motion seconded by Alderman Soule.
Voting aye Aldermen Bersbach, Barber, Soule, Mogg, L. Mitchell,
MacSteven, James, Rubin, Beck, J. Mitchell, Christensen, Corcoran,
Harwood, Thoma and Rolfes (15): Voting nay none. Motion carried.
Alderman Barber asked for a meeting of the Public
Buildings Committee next Monday, October 9, 1950 at 7:30 o'clock p.m.
Alderman L. Mitchell asked for a meeting of the
Public Utilities Committee next Monday, October 9, 1950, immediately
following meeting of the Public Buildings Committee.
Alderman Harwood for the PURCHASING COMMITTEE
submitted the following report,from the Commissioner of Public Works:
"The low voltage switch qear in the new filter plant
needed certain revisions before it could be used. The electrical
subcontractor on the job was engaged to make the necessary
revisions on a time and material basis. The work is now
completed and amounts to $478.34.
Our engineers believe that part of this cost can be
recovered from the Allis Chalmers Company, makers of the
switch gear, and are negotiating with them now. In the meantime,
it is recommended that the bill for the work submitted by Dooley -
Stu Arnaud Company be paid and charged to the Water Revenue
Bond Account."
This has the.approval of the.Chairman of the Water Committee and the
Purchasing Committee and the aldermen in Committee, of the Whole,
and so moved. Motion seconded by Alderman Rolfes. Voting aye
Aldermen Bersbach, Barber, Soule, Mogg, L. Mitchell, MacSteven,
James, Rubin, J. Mitchell, Christensen, Corcoran, Harwood, Thoma
and Rolfes (14): Voting nay none. Motion carried.
Alderman Harwood advised the Council that in
accordance with authority granted.on September 25, 1950, to
purchase 1,000 feet of Underwriters' fire hose, the order was
placed with the low bidder, The General Detroit Corporation, and
the.expenditure, $1,150 charged to account No. 168.
:P Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $447.32
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman J. Mitchell. Voting aye
Aldermen Bersbach, Barber, Soule, Mogg, L. Mitchell, MacSteven,
James, Rubin, Beck, J. Mitchell, Christensen,\Corcoran, Harwood,
Thoma and Rolfes (15): Voting nay none. Motion carried.
Alderman James fob the STREET COMMITTEE submitted
copy of Estimate No. 1 Semi-final in the amount of $42,000 due
Arcole Midwest Corporation for work done on Section 40-CS. re-
surfacing portions of Chicago Avenue, Custer Avenue .and Orrington
.Avenue. Moved approval for payment of the estimate from funds
furnished for this contract by the Illinois State Highway Depart-
ment. Motion seconded by Alderman Harwood., Voting aye Aldermen
Bersbach, Barber, Soule, Mogg, L. Mitchell, MacSteven, James,
Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma
and Rolfes (15): Voting nay none. Motion carried.
Alderman James submitted request from J.W. Miller,
Director of Student Affairs, Northwestern University, for permission
to use Lincoln Street between Sheridan Road and Orrington Avenue
for the annual Freshman Pajama Race on Friday evening, October 6.
This is consistent with requests that have been heretofore received
and moved permit be granted. Duly seconded and carried.
Alderman James also submitted communication from

J.W. Miller, Director of Student Affairs, Northwestern University,
requesting the usual annual permit for staging of the Homecoming
parade and the blocking off of Or-rington Avenue .between Emerson
Street and Lincoln Street from 1:00 P.M. until 7:30 P.M. on
November 4, 1950. Accordingly moved that the permit be granted.
Duly seconded and carried.
UNDER CALL,OF WARDS: Alderman Barber of the 11
Second Ward made a, reference. to the Traffic Engineer and Traffic
Enforcement Division of the Police Department, matter of speeding
on Church Street, with the thought of putting in Slow signs on
Ashland Avenue and Church Street.
Alderman J. Mitchell of the Sixth Ward made a

reference to the asking them to re -consider at
their next meeting the timinq of parking meters on ,the Stewart
Avenue and Central Street parking lot, stating a portion of the
lot should be converted to the same parking meters as are on the
street. Duly seconded and carried.

For Council records, Chief of Police Geishecker
has announced that Albert L. Breitzman has been sworn in as Sergeant
of Police effective October 1, 1950; and Bertram F. Schlenger as
Sergeant of Police effective October 2, 1950, being certified for
such appointment from the Civil Service List. Also, the probationary
period for Patrolman Roy Hinze has been extended another 60 days.
