Mayor Ingraham presiding.
Mayor Ingraham announced the death of Fire
Marshal, A.N. Hofstetter on Sunday, September 24, 1950. Funeral
will be held Wednesday, September 27, 1950 at 2:30 P.M. from St.
Paul's Lutheran Church. Asked that as many of the Aldermen as
can to be there.
Alderman J. Mitchell for the BUILDING COMMITTEE
submitted application re.ceived from Mrs. L.P. Mehlig, requesting
permission to erect a fence six. feet six inches high along the
south and east lines of -her property at 1319, Maple Avenue. The
written consent of the agent for the adjoining 'property is
attached. Committee on Buildings recommends that this application
be granted, and so moved. This has the approval of the aldermen
of the Ward. Duly seconded and carried.
Alderman J. Mitchell submitted application
received from Lester E. Frank, 2505 Hastinqs Avenue, requesting
permission to make a twenty-four foot portion of the property
line fence separating his residence at that address from the
adjoining property six feet high. Committee on Buildings -recommends
that this application be qranted, and so moved. This has the
approval of the aldermen of the ward. Duly seconded and carried.
Alderman J. Mitchell submitted application received
from the architects for the two story fireproof building being
erected on the southwest corner of Lyons Street and midge Avenue,
requesting permission to install a steel tank of eight thousand
qallons capacity under the ground along side the west wall of the
building without enclosing the tank in a concrete vault, as is
required by the ordinance if the bottom of the tank is higher than
the floor of the basement, as is the case in this instance. The
same ordinance permits such a tank to be installed in the basement
above the floor without an enclosure. It is apparent that the
requirement for the vault for outside storage is an error or over-
t- sight in the Evanston ordinance, since it is not required by the
C suggested ordinance issued by the National Board of Fire Underwriters.
Committee on Buildings recommends that the Building Commissioner be

authorized to issue the permit as requested, subject to inspection
and approval of the installation by the Fire Department, and that
the Commissioner be directed to prepare an amendment to the code in
line with the recommendations of the National Board of Fire Under-
writers, and so moved. Duly seconded and carried.
Alderman J. Mitchell stated that the Building
Committee is considering an ordinance to be passed or an amendment
to the Code to regulate installation of incinerators.

Alderman Hemenway stated that the final balance
on the Central Street and Stewart Avenue parking lot amounts to
$10,000, and with the approval of the Finance Committee, moved
that at the next interest payment date on the note covering the
purchase of this lot that the balance due of principal in sum of
$10,000 be paid to the First National Bank & Trust Co. of Evanston,
payable from the Parking Meter Revenue Fund Account. Motion
seconded by Alderman Harwood. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James,
MacSteven, L. Mitchell, Mogg, Soule, Hemenway and Bersbach (15):

Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Corcoran reported to the Council that
during the past week our Municipal Court received honorable mention
from the Bar Association on the conduct of our Traffic Court.
Alderman Mogg for the PARK COMMITTEE stated that
the Supt. of Recreation is again requesting that we appropriate a
sum of $500 for purpose of sponsoring 16 or 17 Hallowe'en programs
as in the past, which is a very worthwhile project. Since we have
been conducting these parties the vandalism has declined greatly.
Moved that the Commissioner of Public Works be authorized to expend
a sum not to exceed $500 for this purpose, to be charged to account
No. 578, which was approved by the Finance Committee. Motion seanded
by Alderman MacSteven. Voting aye Aldermen Rolfes, Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven,
L. Mitchell, Mogg, Soule, Hemenway and Bersbach (15): Voting nay
none. Motion carried.
Alderman Mogg stated that the members of the Council
will recall that some time ago a reference was made to have
Griffenhagen & Associates make a survey on the Organization for
Recreation Services in Evanston. The report on this survey was
received recently, and copies are available for the inspection of
the,aldermen, and he felt that the recommendations contained in the
report will be considered very carefully by the,Park Committee and
later by the Council as a whole. Urged the aldermen to read this
report.
Alderman Rubin for the POLICE COMMITTEE asked for
a meeting of,the.Police Committee next Monday, October 2, 1950
at 7:30 o'clock P.M.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works stating
the Water Department is expecting a shipment of,15 one -ton chlorine
tanks this week. Special rails and blocks are needed to support
them., The -contractor's bid for supplying these, as an extra, was
$500. We have been able to have them made in Evanston for $350.
The City Council is asked to confirm the purchase of the special
rails and blocks from John Fairbairn for $350, the expenditure to
be charged to the 1948 Water Revenue Bond Account. This has the
,t— approval of the Chairman of the Water Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman MacSteven.

Alderman Harwood submitted report from the Commis-
sioner of Public Works on additional purchase of fire hose for the
Fire Department, stating it is now difficult to get Underwriters'
specification hose because of accruing rubber shortage. Specifi-
cations have already been changed to emergency type. The Commissioner
of Public Works requests authority to purchase 1,000 additional
feet of 2�" Underwriters' Specifications hose at approximately the
same price as in last quotation of Eureka Fire Hose, Division of the
United States Rubber Co., the expenditure to be charged to the
proper account. This has the approval of the Chairman of the
Fire Committee and the Purchasing Committee, and so moved. Motion
seconded by Alderman MacSteven. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, J. Mitchell, Beck, Rubin, James,

Alderman Harwood submitted report from the
Commissioner of Public Works stating the Fire Department is in
need of a new canvas bottom and pad for the old life net on Truck
No. 1. A,quotation has been received from the Cory -Patterson Mfg.
Co. to furnish one canvas bottom and pad for the life net for the

sum of $250. It is recommended that the Commissioner be authorized
to purchase this equipment from Cory -Patterson Mfg. Co. for sum of'
$2501 the expenditure to be charged to account No* 167. this has
the approval of the Chairman of the Fire Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman Thoma. Voting
aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, John
Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Soule,
Hemenway and Bersbach (15): Voting nay none. Motion carried.,
Alderman Harwood submitted a report from the
Commissioner of Public Works advising that the Police -Fire Building
is in need of a portable tower or scaffold, for teaching the lights
and other equipment in the ceilings of the building. A proposal
has been received from the Chicago Safeway Scaffolds to furnish
this tower or scaffold, for $452, including -five aluminum,plank.
It is recommended that the Commissioner be authorized to purchase
the above equipment for $452, the expenditure to be charged to
Police, Fire and Municipal Court Building Bond Account. This,has
the approval of the Purchasing and Finance Committees, and the
Chairman of the Police Committee, and so moved. Motion seconded
by'Alderman Beck. Voting aye Aldermen Rolfes, Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, MacSteven,
L. Mitchell, Mogg, Soule, Hemenway and Bersbach (15): Voting nay
none. Motion carried.
Alderman Harwood submitted report from the
Commissioner of,Public Works stating the Mailing Division of the
Municipal Building is in need of an additional supply of Inter -
Departmental envelopes, and listing three quotations -received for
furnishing 5,000 envelopes. It is recommended that the Commissioner
be authorized to accept the proposal -of the low bidder, Ace Printing
Service, to furnish 5,000 envelopes for the sum of $115.50,,the
expenditure to be charged to account No. 54., This has -the approval
of the acting Chairman of the Public Buildings Committee and the
Purchasing Committee, and so moved. Motion seconded by Alderman
Rolfes. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran,
Christensen, J. Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell,

Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $854.10
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Rolfes, Thoma., Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, MacSteven, L. Mitchell, Mogg, Soule, Hemenway and
Bersbach .(15):, Voting nay none. Motion carried.
Alderman James for the STREET COMMITTEE stated that
the Street Committee and the City Council have considered recommen-
dation made on part of the Traffic Engineer and approved by she
Commissioner of Public Works for passage of a resolution. approving
installation of Stop and Go signals at -
1. Sheridan Road and South Boulevard
2. Sherman Avenue and Clark Street
Y 3. Sherman Avenue and Foster Street
4. Sherman Avenue and Noyes Street
Accordingly presented and moved the adoption of a Resolution providing
for the installation of traffic control signal equipment at the above
locations, to be designated as Section 41-CS; that the sum of $30,000
is hereby appropriated for the improvement from the municipaity's
allotment of Motor Fuel Tax Funds; said resolution to be transmitted
to the State Highway Department for approval. Motion seconded by
Alderman Harwood and carried:
Alderman Bersbach for the ZONING COMMITTEE submitted
communication received from the Zoning Board of Appeals\ recommending
that Northminster Presbyterian Church be permitted to make an
addition to the north side of the existing church building at 2505
Central Park Avenue in such a way as to have the rear or east wall
of said addition in line with the rear or east wall of the existing
church building. Committee on Zoning recommends that the City Council
concur in the recommendation of the Board and grant this appeal,
and so moved. Duly seconded and carried.
Alderman Bersbach submitted communication from
the Zoning Board of Appeals recommending that the appeal of J.V.
Lacroix for permission to erect a two story building on the property
at 916 Grove Street and to use the first floor for editorial offices
and the second floor for two apartments, be granted. Committee
on Zoning recommends that the City Council concur in the reco~nmen-
dation of the Board and grant this appeal, and so moved. Duly
seconded and carried.
Alderman Bersbach submitted communication from
the Zoning Board of Appeals recommending that the appeal of
William F: Boehm for a variation from the rear yard regulations
of the zoning ordinance to.permit living quarters in the building
on,the rear of his premises at 124� Chicago Avenue, bp denied.
Committee on Zoning recommends,that the City Council concur in
the recommendation•of the Board and.deny this appeal, and so
moved. Duly seconded and carried.
Alderman Bersbach submitted communication from
the Zoning Board of Appeals recommending that the appeal of
Marshall C. Jones for a variation from the rear yard regulations
of the zoning ordinance to permit the conversion of the building
on the rear of the property at 818 Reba Place into living quarters,
be denied. Committee on Zoning recommends that the City,Council
concur in the recommendation of the Board and deny this appeal,
and so moved. Duly seconded and carried.
Alderman Bersbach submitted communication received
from the Zoning Board of Appeals recommending that the appeal of
Baird and Warner on behalf of Edmund J. McCormick, for a variation
from the side yard regulations of the zoning ordinance at 931-933
Hinman Avenue, be denied. Committee on Zoning recommends that the
City Council concur in the recommendation of the Board and deny
this appeal, and so moved. Duly seconded and carried.
UNDER SPECIAL COMMITTEES: Alderman Corcoran for
the SPECIAL COMMITTEE ON PARKING reported that during the past
week the Supreme Court of Illinois handed down a decision in the -
so -called Kankakee case. This decision is supposed to be very
pertinent to lending assistance to cities in acquiring off-street
parking lots. The Corporation Counsel has not as yet received this
opinion but when he does he will study same and advise us accordingly.
We are in hopes, by reason of this decision that we will start plans
for off-street parking lots.
In this connection Alderman Corcoran read a letter addressed
to the Mayor from the Plan Commission, Lawrence B. Perkins, Chairman
relative to decision by the Supreme Court in the Kankakee case, and
at the request of several interested parties, the Plan Commission
at its last meeting assigned to Mr. L.M. Nelson the task of calling

together a group of outstanding business and civic leaders interested
in the parking problem, who would organize themselves into a committee
for the purpose of making suggestions for the solution of this
important problem. Alderman Qorcoran stated that the Council and
Mayor considered this letter in Committee of the•Whole and are very
thankful to receive this offer of assistance in this most important
work and will -welcome any help, assistance and suggestions w_nich
will assist in the solution of our parking problem. The City
welcomes this Court decision and will proceed as rapidly as oossible
to carry out an extensive plan for off-street parking facilities.
Moved that the Mayor be instructed to inform the Plan Commission
of our attitude in the matter, that we are grateful to the Plan
Commission for their offer and hope to cooperate with them. Duly,
seconded and carried.
UNDER CALL OF WARDS: Alderman Rolfes of the
Eighth Ward asked for a meeting of the Health Committee next
Monday, October 2, 1950 immediately after the Police Committee
meeting.
Alderman Thoma of the Eighth Ward stated that
"during the past week I have given some thought to the new park
at Dodge and Oakton. Several years ago we had some discussion
with the School Board, offering them a five acre tract if they
would give us title to the property on the west side of Dodge
Avenue from Oakton to Mulford, but have received no report on
same.
This property will be available in less than three years,
and at this time I am requesting that the Park Committee take
steos to find out from the School Board what their intended
action will be, and if not interested that the city take steps
to acquire this property along Dodge Avenue as a park. If the
School Board will not acquire that strip of property and take
five 'acres and build an auditorium, we in the Eighth Ward would
like an auditorium similar to Eiden Field House."
Made a reference to the Public Buildings Committee that they take
steps to prepare suitable plans for this building; and a reference
to the Mayor, the Bureau of Recreation, Plan Commission and Public
.Buildings Committee to provide us with plans for this park which
will be acceptable to all people concerned, and since it is large
ehough to incorporate in same plans for inside parking.
Alderman Corcoran of the Seventh Ward stated there
would be a meeting of the Judiciary Committee next Monday, October
20 1950 at 7:30 P.M. Also, there is to be a meeting of the Special
,ommittee on Parkina on Friday. October 6. 1950 at 3:30 P.M. in
the Mayor's office.
Alderman John Mitchell of the Sixth Ward made a
reference to the Corporation Counsel and the,Judiciary Committee
concerningthis low flying of airplanes in residential areas and
advertising by means of loud speakers, as something should be done
about these planes. Duly seconded and carried.
Alderman John Mitchell thought it fitting that
the Mayor write a letter of congratulation to the Y.W.C.A. on
their new building. They have contributed a lot to our city and
a group of women have worked hard and long and have given us the
first step in acquiring that building.
