Alderman Hemenway moved that the minutes of meeting
held September 5, 1950 be corrected as follows:
Page 4 - first paragraph - "cost for paving of basketball
courts should be charged to account No. 523 instead of No. 423."
Duly seconded and carried.
Alderman Rubin moved that the minutes of meeting
held September 11, 1950, be approved without reading. Duly
seconded and carried.
City Clerk Edward W. Bell, presented the following:
Communication from Supt. of Recreation inviting members of
the City Council and all City employees to -attend the dedication of
the Boltwood Park Lighted Football Field on Friday, September 29,
1950 at 8 o'clock P.M. Alderman Mogg-moved same be received and
placed on file. Duly seconded and carried.
Communication Charles G. Dawes stating that the Evanston
Historical Society is anxious to have the City Council make an
appropriation for the installation of the old fountain in its new
location. Alderman Barber moved same be referred to the Finance
Committee and the Mayor. Duly seconded and carried.
Notice State of Illinois advising that our allotment of
Motor Fuel Tax for the month of August, 1950 is $16,632.88.
Alderman James moved same be referred to the Commissioner of
Public Works and the Street Committee. Duly seconded and carried.

City Treasurer's Financial Statement as of August 31, 1950.
Alderman Hemenway moved same be referred to the Mayor, the Finance
Committee and the Auditor. Duly seconded and carried.
Alderman John Mitchell for the BUILDING COMMITTEE
submitted application received from the Ahern Sign Company on
behalf of the Sinclair Refining Co. requesting permission to erect
a sign eighteen feet long and thirty inches high above the peak of
the roof on the gasoline filling station at Crawford and Ridge
Road. Section 1390 of the Building Code limits roof signs to those
having at least 40% of their area open. The proposed sign has a
solid face. Committee on Buildings recommends that this application
be denied, and so moved. Duly seconded and carried.
Alderman Hemenway for the FINANCE COMMITTEE
presented and moved the payment of the following bills, and that
the proper charges and transfers be authorized:

Alderman Rolfes for the HEALTH COMMITTEE reported
for the benefit of the council on progress of chest x-rays during
the past week, stating that 3600 chests were x-rayed, approximately
740 a day. Dr. Tucker advised that he expected to have more than
that this week. Encouraged the city employees who have not taken
advantage of -this to do so this week.
Alderman Rolfes asked for a meeting of the Health
Committee next Monday, September 25, 1950 at 7:30 o'clock P.M.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Mogg for the PARK COMMITTEE submitted
request from committee of Cub Scout Pack No. 1 for permit to use
Elliot Park.f or ,a picnic on Saturday afternoon, September 23, 1950.
Approximately 50 will attend. Moved permit be issued. Duly
seconded and carried.
Alderman Harwood for the .PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works advising
that the Street Light Maintenance contract for 1950 expires on
,December 31. The City has an option to renew this contract for
the year 1951 at the same unit prices as in 1950. It is recommended
that the City Council exercise the right to renew this contract at

the terms stipulated in the option agreement for the year 1951,
provided that the Commercial Light Company grant the city an
option for the year 1952 at the same terms. This has the approval
of the Lighting Committee and the Purchasing Committee, and so moved.

Hemenway, Barber, Soule, Mogg, L. Mitchell, James, Rubin, Beck,
J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (15):

Alderman Harwood submitted report from the Commis-
sioner of Public Works stating that Eiden Field House is in need
of roof repairs and listing three quotations received. It is
recommended that the Commissioner be authorized to have this work
s„ done by,August Burke,Roofing,Co. the low bidder, at $618, the
expenditure to be charged to item Np. 517. This,has the approval
of the Chairman of the Park Committee and the Purchasing Committee,
and so moved. Motion seconded by Alderman,Mogg. Voting aye
Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell,
James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood,
Thoma and Rolfes (15): Voting nay none. Motion carried.
Alderman Harwood also submitted report from the
Commissioner of Public Works relative to proposal,to extend waste
water discharge line at Filtration Plant. It is,proposed to extend
this line 100 feet east into the lake, using old 36 inch pipe
salvaged from Lincoln Street as part of the new work. Mr. G.W.
Falcon has offered to do this work on a time and material basis,
which, in my opinion, will be much cheaper than a lump sum bid
due to the uncertainty of the condition of the lake bottom at that
point. Funds appropriated for intake repairs will not_be needed
this year and are available for this work. It is recommended that
the Commissioner be authorized to accept Mr. Falcon's proposal to
do this work on a time and material basis, using old 36 inch pipe
salvaged from Lincoln Street, the cost of this work to be charged
to item No. 395. This has the approval of the Chairman of the Water
Committee and the Purchasing Committee, and so moved. Motion

Barber, Soule, Mogg, L. Mitchell; James, Rubin, Beck, J..Mitchell,

Alderman Harwood submitted report from the Commis-
sioner of Public Works advising that the Maintenance Division of
the Public Works Department is badly in need of a new service
truck for use by the electricians in maintaining the fire alarm
and traffic signal systems. Bill.Maurer Automotive Service has a
3/4 ton International truck equipped with a,utility body, which
he will furnish for the,sum of $1984.61. It is recommended that
the Commissioner be authorized to accept proposal of Bill Maurer
Automotive Service to furnish one new 3/4 ton chassis equ1pped with
utility body for sum of $1984.61, the expenditure to be charged to
account No. 29-B. This has the approval -of the Purchasing Com-
mittee, and so moved. Motion seconded by'Alderman Bersbach.

Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the, Relief Administration in �mount,of $514.61
and moved that the Township•Supervisor be authorized to pay these
bills. Motion seconded by Alderman J. Mitchell. Voting aye
Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell,
James, Rubin, Beck, J. Mitchell, Christensen, Corcoran, Harwood,
•Thoma and Rolfes (15): Voting nay none. Motion carried.
Alderman James for the STREET COMMITTEE submitted
request made on behalf of the North Shore Chapter 12 of Disabled
American Veterans of Evanston, for permission to pick up papers
left on the parkways throughout the city on each Saturday beginning
September 23. Moved such a joermit be granted subject to the
regulations as set forth by the Commissioner of Public Works.
Duly seconded and carried.
Alderman,James submitted report from the Commis-
sioner of Public Works together with resolution having to do with
plans and specifications and engineer's estimate prepared by
Harry W. Lochner & Co. for the reconstruction of Chicaqo Avenue
,viaduct south of Mulford Street, and moved the adoption of this
resolution. Duly seconded and carried. I ,
Alderman James reported that the Council has
considered application for the cancellation of the existing
permits to operate news stands at the southeast and southwest
corners,of Davis Street and Sherman Avenue. Moved permit to
operate these stands be cancelled and one issued for further
opration of stand at the southeast corner of Davis Street and
Sherman Avenue, to Rocco Sapienza, 722 Washington Street. Duly
seconded and carried.
UNDER CALL OF WARDS: Alderman Harwood of tie
Seventh Ward submitted communication from C.G. Bennett, 2504
Eastwood Avenue, with reference to parking of cars during football
games, to be referred to the Traffic Engineer.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
yntroduced the following names for confirmation at the next
ydj ,

Mayor Ingraham read the following report from
O.D. Buckles, Corporation Counsel:
"Section 9-28, Chapter 24, Illinois Revised Statutes,
provides that every city not exceeding 30,000 population
shall have fourteen aldermen with two additional aldermen
for every 20,000 inhabita-nts over 30,000.
Unofficial figures from the 1950 census indicate that
Evanston population is now 73,030. While this figure is not
official, it appears certain that Evanston population, when
officia-lly announced, will exceed 70,000. This means that
pr6vision should be made for creating an additional ward
and for the election of two additional aldermen.
Since there is to be an aldermanic election in 1951,
steps should be taken immediately to provide for this
additional ward."
Alderman Mogg moved same be referred to the Judiciary Committee.

Council adjourned at 10:00 o'clock P.M.
