Alderman Rubin moved that the minutes
of.meeting
held September 5, 1950, be approved without reading. Duly seconded
and carried.
City Clerk Edward W. Bell, presented the following:
Invitation from Alderman Beck inviting Council to attend
the 5th Ward Regular G.O.P. Organization Lawn Party at 2010
Darrow Avenue, Evanston, on September 15 at 8 p.m. Alderman Mogg
moved same be received with thanks and placed on file. Duly
seconded and carried.
Communication from George Olmsted asking that the instal-
lation of the old Fountain in Merrick Park be completed so it can
be dedicated on July 4, 1951, the 75th Anniversary of the dedication
of the original fountain. Alderman Mogg moved same be referred to
the Park Committee. Duly seconded and carried.
Communication from the Business and Professional Women's
Club of Evanston inviting members of the City Council and their
wives to attend their Annual Civic Dinner on Monday, September 25,
1950 at 6:30 p.m. in the Great Hall of First Methodist Church.
Mrs. Ralph.Church will be the guest speaker. Reservations can be
made through the Mayor or calling Davis 8-8187. Alderman Mogg
moved same be received and acknowledged and urged the aldermen to
avail themselves of this invitation. Duly seconded and carried.

Communication from Supt. of Recreation inviting memaers
of the City Council to be present in Boltwood Park on Sunday,
September 17th for the first game to be played on the new baseball
diamond. The game will start at 2 o'clock p.m. Alderman Barber
moved same be received and placed on file. Duly seconded and
carried.,

presented and moved the payment of the following bills, and that
the proper charges and transfers be authorized:

Alderman Hemenway submitted and moved the payment
of the following supplemental payroll, same to be charged to the
proper account:
Police Department $866.18
Motion seconded by Alderman Harwood. Voting aye Aldermen Rolfes,
Thoma, Harwood, Corcoran, Christensen, J., Mitchell,, Beck, Rubin,
James, MacSteven, L. Mitchell, Mogg, Soule, Barber, Hemenway and
Bersbach (16): Voting nay none. Motion carried.
,Alderman Hemenway submitted continuation
certificate on bond for the Chief of Police, Peter J. Geishecker
in amount of $1,000 for period of one year from October 3, 1950
to October 3,- 1951, and moved acceptance and approval of same.
Duly seconded and carried.

Alderman Hemenway.submitted bill in amount of
$53.53,to be charged to Parking Meter Account, being interest on
loan; also refund of $9.48 for Water Department on meter being
over -read at final reading. Moved approval of payment of $53.53
and refund of $9.48. Motion seconded by Alderman Harwood. Voting
aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen,.John
Mitchell, Beck, Rubin, James, MacSteven, L. Mitchell, Mogg, Soule,
Barber, Hemenway and Bersbach (16): Voting nay none. Motion
carried.
Alderman Rolfes for the HEALTH COMMITTEE read
letter from Dr. Tucker, Commissioner of Health concerning x-ray
service, which unit will be in operation from September 11 to and
including September 22; on Mondays and Thursdays from 2 to 9 p.m.
and on other.week days from 10 to 5 p.m. Unit will not operate
on Saturday., He advised everyone to have a chest x-ray each year.
The Evanston.Health Department is sponsoring this x-ray in cooper-
ation with the Tuberculosis Institute of Chicago and Cook County.
The unit is stationed at Fountain Square. It is the desire of the
Health Department that all the aldermen, department heads and
employees avail themselves of this.opportunity and encourage
others to take this x-ray.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 \o'clock P.M. Duly
seconded and carried.
Alderman Corcoran presented and moved the
adoption of the following Resolution:
RESOLUTION
Upon the Occasion of the Death of
EDWARD K. HARDY
WHEREAS, EDWARD K. HARDY, a resident of Evanston,
,Illinois, for approximately 5.0 years and alderman of the
Second Ward from 1922 until1928, passed away in his home
in Barrington,, Illinois, on August 23, 1,950; and
WHEREAS, EDWARD K. HARDY, during his many years as a
resident of Evanston, gave freely of his time and ability
to civic affairs and contributed much to the progress and
welfare of this community;
NOW THEREFORE, BE IT RESOLVED, that the City Council
of the City of Evanston in behalf of its members, the Mayor,
and the citizens of Evanston, does hereby express sincere
regret upon the occasion of the death of EDWARD K. HARDY.
BE IT FURTHER RESOLVED, that this resolution be
spread ,upon the permanent records of the City and, that a
copy thereof signed by the Mayor and attested by the City
Clerk be sent to the members of his bereaved family.,

Alderman Soule for the LIGHTING COMMITTEE sub-
mitted report from the Commissioner of Public Works relative to
request for additional illumination in the area north of
Simpson Street, east of Crawford Avenue. The following street
lights are now out of service:
4 on Crawford Avenue between Simpson and Grant
3 on Prospect Avenue between Simpson and Grant
3 on Simpson Street between Crawford and Prospect
_. 1 on Hayes Street between Crawford and Prospect
It is recommended that the Commissioner be authorized to order
the street lighting units as listed above, restored to service.
This meets with the approval of the Lighting Committee, and so moved.
Duly seconded and carried.
Alderman Mogg for the PARK COMMITTEE submitted
,request from Women's Interhouse Council of Northwestern University
for a permit to hold a beach party Sunday, September 24. 1950 at
Dempster Street beach. Thirty people are expected to attend.
Moved permit be granted. Duly seconded and carried.
Alderman Mogg referred to comprehensive report
from the Supt. of Recreation,covering our Evanston Day Camp project
this past summer,, which, was something new this year,. and was
entirely self-supporting. For the first six weeks the children
who attended paid a fee and the women of the King,'s Daughters
underwrote the last two weeks and sent children who,were unable
to pay. The program was a very successful one and one which we will
probably wish to continue. Copies of this report are available
for the aldermen. Alderman Rolfes stated the Park Committee and
the Supt, of Recreation sh-ould be highly commended for -this project.
Alderman Barber for the PUBLIC BUILDINGS COMMITTEE
made a reference to the Commissioner of .Public Works t,o make a
further study .of a sound public, address system for the Council
Chambers which we considered last year, but for financial reasons
and because of the non -availability of the type of sound system it
was deferred. Asked that the Commissioner bring in his recommen-
dations to the Public Buildings Committee.
Alderman L. Mitchell for the PUBLIC UTILITIES
COMMITTEE stated requests from the Orrington Hotel, the Evanston
Cab Company and numerous people have been. received for a cab stand
near the Orrington Hotel. The Evanston Cab Company has a phone in
the lobby of the hotel and has promised to use such a cab stand if
such is created. It is recommended that the two parking meters
immediately north of the Orrington Hotel entrance on the west side
of Orrington Avenue be removed and that these two spaces be declared
as a cab stand. This request has the approval of the Public
Utilities Committee, and so moved. Duly seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works listing
bids received for furnishing a grader for use in the Street
Department. After investigation it is the unanimous opinion that
- the Allis-Chalmers grader would best serve their purpose. It is
recommended that the Commissioner be authorized to accept the
proposal of D.D. Kennedy to furnish an Allis-Chalmers Grader for
$4,533.64,.including trade-in allowance for 1940 Adams Motor Grader,
the expenditure to be charged to account No. 609. Authority is
requested to return the deposit checks of the unsuccessful bidders
and that of the successful bidder upon completion of the contract.
This has the approval of the Chairman of the Street Committee and
the Purchasing Committee, and so moved. Motion seconded by
Alderman Soule., Voting aye Aldermen Rolfes, Thoma,, Harwood,
Corcoran, Christensen, J. Mitchell, Beck., Rubin, James, MacSteven,
L. Mitchell, Mogg, Soule, Barber, Hemenway and Be.rsbach (16):
Voting nay none. Motion carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $771.14
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, MacSteven, L. Mitchell, Mogg, Soule, Barber, Hemenway
and Bersbach (16): Voting nay none. Motion carried.
Alderman Thpma for the WATER COMMITTEE submitted
Progress Report from the Commissioner of Public Works on construction
of the Water Works Project as of August 15, 1950; which project is
now 94% complete. The Commissioner advises that the completed
project will be finished the end of October and at that time the
Water Committee ,hopes to have a final report announcing completion
of this very fine project. Also, at that time it is hoped we can
have a meeting at the Water Works at 7 o'clock to make an inspection.
UNDER CALL OF WARDS: Alderman J. Mitchell of the
Sixth Ward made a reference to the Judiciary Committee to see if
Possible' to have an ordinance prohibiting the sale of used cars
at gasoline stations close to residential areas. The function of
a gas station is to sell gasoline and the function of used car
dealers is to sell cars, and when you combine the two it is
obnoxious to the neighborhood. Duly seconded and carried.
Alderman Mogg of the Third Ward submitted copy
of letter directed to the Chief of Police from residents and home
owners'in the 1000 block on Michigan Avenue. As there are 41
young children in this block the speed of traffic is alarming.
There are several matters in this report which should probably be
considered by the Traffic Engineer as well. Asked for a written
0.q report from both the Chief of Police and the Traffic Engineer on
their findings in this matter. Duly seconded and carried.
Alderman Soule of the Second Ward asked for a
meeting'of the Lighting Committee next Monday, September 18, 1950
at 7:30 o'clock P.M.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
made the following appointments of names previously introduced:
Mr. Ray L. Dowdall as a member of the'Civil Service
Commission to succeed himself for a term of three
years, expiring'September 1, 1953;
De. Henry J. Zettleman, 'Mrs. Leon G. Kranz and
Mr. L.M. Nelson,, Jr. as members of the Evanston Public
Library Board to succeed themselves for a term of
three years, expiring July 1, 1953;
Dr. Oscar Chute, Mr. George J. Cyrus, Dr. Elizabeth
W. Hill and Mr'. Lawrence B. Perkins as members of the
Plan Commission to succeed themselves -for a term of
three years, expiring July 15, 1953.
John E. White, Special Police - 6 months renewal
Alderman Rubin moved that these appointments be confirmed. Duly
seconded and carried.
For Council records, Chief of Police Geishecker
has announced that Roland W. Freeburg has been sworn in -as a
Probationary Patrolman for a 60 day period, effective September
16, 1950.
Upon motion duly seconded and carried, the
Council adjourned at 9:10 o'clock P.M.
