Alderman James moved that the minutes of meeting held,August,7, 1950, be approved without reading. Duly seonded and carried. City Clerk Edward W. Bell, presented the.following: Communication from Office of The Housing Expediter at Washington acknowledginq resolution adopted by the City Council on July 31, 1950 relative to continuance of rent control in the City of Evanston beyond December 31, 1950. Communication from Office of The Housing Expediter at Washington acknowledging resolution adopted by the City Council on July 31, 1950, requesting the Area Rent Director to alleviate the inequities imposed upon landlords in Evanston.' Alderman Barber moved that these communications be acknowledged by the Corporation Counsel and to point out the discrepancies therein. Duly seconded and carried. Alderman John Mitchell for the BUILDING COMMITTEE submitted application received from the Lumi Neon Sign 'Co. requesting permission to erect a flat sign 36' x 64 for the Kroqer Store at 1015 Howard Street, Evanston. The Building Code permits signs up to 80 square feet in area. Committee on Buildings recommends that this application be denied, and 'so moved. Alderman Hemenway presented and moved the payment of the following payrolls to be paid August 15, 1950, same to be charged to the proper accounts: Park Department $126.00 Municipal Building 107.50 Motion seconded by Alderman L. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Rubin, James, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (13): Voting nay none. Motion carried. Alderman Hemenway presented Continuation Certi- ficate from The Metropolitan Casualty Ins. Co. of New York on behalf of Joseph L. Rose, Commissioner of Public Works, in amount of $1,0001 for period beginning September 8, 1950 to September 8, 1951. Also a Decrease Certificate on Bond 355716 on behalf of Samuel G. Ingraham in the amount of $5,000 is hereby continued in the amount of $1,000 from April 14, 1950. Alderman Hemenway moved the certifi-.-. cates be accepted. Duly seconded and carried. Alderman Hemenway submitted report from the Commissioner of Public Works advising that on July 15, 1950 Mrs. 1 I 1 Tierney, 1613 Central Street was billed for repairs to traffic signal 33 at Lincoln Street and Green Bay Road, damaged by her car on January 18, 1950, Invoice No. 20715 in amount of $106.99. Included in the cost of repairs was 10% insurance and overhead in amount of $9.73. The insurance company refuses to pay the $9.73 for insurance and overhead, and it is recommended that we accept $97.26 in settlement of the $106.99 claim. This meets with the approval of the Finance Committee, and so moved. Motion seconded by Alderman Rolfes. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Rubin, James, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (13): Voting nay none. Motion carried. Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P.M. Duly zl- seconded and carried. Alderman Mogg for the PARK COMMITTEE submitted request from The Covenant Couples Club of the Covenant Methodist Church for permission to use Eiden Field House, Saturday, November 18, 1950 from 8:00 until 11:00 p.m. for demonstration by North Shore Dog Training Club; and on Saturday. May 19, 1951 from 8:30 until 12:30 p.m. for their spring dance. It is recommended that the permit be granted and that a fee of $5 per night be charged, and so moved. Duly seconded and carried. Alderman Mogg also submitted request from Jean Hall in behalf of the Evanston Chapter of CORE (Congress of Racial Equality) for permission to use park facilities on Saturday, August 26, 1950 from 8:00 until 12:00 p.m. for the purpose of raising funds through the sale of ice cream and cake, to send delegates to Inter - Racial Conference being held in Washington, D.C. It is recommended that a permit be granted for the use of Foster Field, and so moved. Duly seconded and carried. Alderman Mogg read communication from the Evanston Sports Association inviting members of the City Council to attend the softball game on August 18; also, communication from the Supt. of Recreation calling attention to the fact that the Annual Playground Pageant will be held August 16. Members of the City Council are invited to attend. Alderman Bersbach for the PURCHASING COMMITTEE submitted report from the Commissioner of Public•Works listing bids received for furnishing dog tags and badges for 1951. It is recom- mended that the Commissioner be authorized to purchase the dog tags from the low bidder, Indianapolis Badge & Name Plate Co. at price quoted of $108 - and the peddlers, solicitors and chauffeurs badges from the'low bidder, C.N. Hansen Co. at price quoted of $121.80, the'expenditure to be charged to the proper accounts. Alderman Bersbach moved these bids be awarded as above. Motion seconded by Alderman J. Mitchell'. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Rubin, James, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (13): Voting nay none. Motion carried. Alderman Bersbach submitted 'report from the Commissioner of Public Works listing bids received for furnishing the necessary quantities of license decalcomanias and transparencies for 1951. It is recommended that the Commissioner be authorized to purchase the vehicle license transparencies from the American Decalcomania Co. at a price of 41!�,each, an approximate total of $1,225, the expenditure to be charged to account No. 618. -It-is further recommended that the Commissioner be authorized to purchase the various decalcomanias from the'low bidder, Chicago Decalcomania Co. at the net prices quoted to approximate an expenditure of $772.75 to be charged to the proper accounts. Alderman Bersbach so moved. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Rubin, James, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (13): Voting nay none. Motion carried.' Alderman Christensen for the RELIEF COMMITTEE submitted bills of the Relief Administration in amount of $704.46 and moved that the Township Supervisor be authorized to pay these bills. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, Rubin, James, L. Mitchell, Mogg, Barber, Hemenway and Bersbach (13y: Voting nay none. Motion carried. Alderman James for'the Street COMMITTEE submitted request from the Bureau of Recreation for permission to close Oak Avenue between Crain Street and Dempster Street on Tuesday, August 22, 19501 from 7:00 until 10:00 o'clock p.m. for the purpose of conducting a Community Dance. Moved permit be issued. Duly seconded and carried. Alderman Bersbach for the ZONING COMMITTEE: submitted communication received from the Zoning Board of Appeals recommending that the appeal of H.A. Bergdahl, for a variation , from the front yard requlations of the zoning ordinance to permit the erection of a single family dwelling so located on the property at the southwest corner of Darrow Avenue and Oakton Street as to have front yards twenty-seven feet deep from Oakton Street and ten feet,deep from Darrow Avenue, be granted. Committee on Zoning recommends that the City Council concur in the recommendation of the Board and grant this appeal, and so moved.. Duly seconded and carried. ;.. Alderman Bersbach submitted communication received from the Zoning Board of Appeals recommending that the appeal of the executors of the Estate of Russell Whitman, for a variation from the density regulations of the zoning ordinance to permit the division of the property at the southwest corner of Asbury Avenue and Greenwood Streei into two parcels, one having an area of 8,050 square feet and the other 4,550 square feet and each containing one of the two houses on the premises, be granted. Committee on Zoning recommends that the City Council concur in the recommendation of the Board and grant this appeal, and so moved. Duly seconded and carried. Alderman Bersbach addressed the Council as f ollows: "The Council.may remember that the Hoyt report and the Kincaid report, the latter having to do with re -zoning, was referred to the Plan Commission who in turn referred same to the Zoning Committee. , The Zoning Committee and Zoning Commission met and discussed it and formulated their ideas as,to what might be done. A joint meeting was held and discussed between them and as a result of that meeting I submit the following report." Several weeks -ago members of the Zoning Con - mission and of the Zoning Committee of the City Council attended a joint meeting called by the Chairman of the Zoning Committee for .the purpose of considerinq recommendations made in the Kincaid and Hoyt reports with respect to: (a) front yard requirements in Class "F" Commercial zones; (b) "garden apartments" in areas close to commercial zones; (c) large houses in older residential areas. It was the considered judgment of those present that the time is not now opportune for making a revision of our present zoning ordinance. It was their opinion that the best interests of the community would be served by the strict enforcement of existing regulations, depending upon the.authority vested in the Zoning Board of Appeals to recommend variations in those cases where existing regulations impose undue hardship with respect to individual properties. It is therefore the recommendation of the Zoning Committee that no revision of the zoninq ordinance be undertaken at this time, but that the Zoning Enforcing Officer be instructed to proceed with the enforcement of existing regulations wherever and whenever violations of said regulations are known to occur." This has the approval of the Zoning Committee and moved its passage. Duly seconded and carried. UNDER CALL OF WARDS: Alderman Mogg of the Third Ward asked for a meeting of the Park Committee next Monday, August 21, 1950 at 7:30 o'clock P.M. and that the City Clerk notify the members.accordingly, 0 Alderman Barber of the Second Ward made a.refer- ence to the Mayor, the Corporation Counsel and the Judiciary Committee to consider the advisability of voluntarily asking for the signing of non-commupist oath by all members of the Police and Fire Departments and all city employees. Duly seconded and carried. UNDER MISCELLANEOUS BUSINESS:. Mayor pro tem Harwood made the .following appointments of names previously introduced: .Osborne G. Hjelte, Fred Mettinger, Forman Onderdonk, William H. Scribner, Delmas Naanes, 0 Special Police - 6 months renewal , 6 it 6 " 60 days " 60 days Alderman Rubin moved that the above appointments be confirmed. Duly seconded and carried. Mayor pro tem Harwood introduced the following names for confirmation at the next meeting of the City Council: Kai Aagaard, Special Police - 6 months renewal Norman B.
