Regular Meeting of the City Council held August 7, 1950, convening
at 8:20 o'clock P.M.

Alderman Rubin moved that the minutes of meeting
held July 310 1950, be approved without reading. Duly seconded and
carried.

City Clerk Edward W. Bell,
presented the following:
Petition requesting the installation
of a No Parking sign on
Prairie Avenue south \of the alley between Lincoln
and Colfax.
Alderman J. Mitchell moved same be referred to
the Traffic -Engineer.
Duly seconded and carried.
Petition containing 63 names requesting
consideration in
the locating of the North End Boat Club on the
lake front at the
foot of Church Street and enclosing same with
a fence. Alderman
Rubin moved same be referred to the Park Committee, the Commissioner
of Public Works and the Judiciary Committee.
Duly seconded and carried.

Motion seconded by Alderman Mogg. Voting aye Aldermen Bersbach,
Hemenway, Barber, Mogg, L. Mitchell, James, Rubin, J. Mitchell,
Christensen, Corcoran, Harwood, Thom and Rolfes (13): Voting
nay none. Motion carried.
Alderman Hemenway presented and moved the payment
of the following temporary payrolls to be paid August 11 and 15,1950
same to be charged to the proper accounts:

Motion seconded by Alderman Mogg. Voting aye Aldermen Bersbach,
Hemenway, Barber, Mogg, L. Mitchell, .James, Rubin,.J. Mitchell,
Christensen, Corcoran, Harwood, Thoma and Rolfes (13):, Voting
nay none. Motion carried.
Alderman Hemenway submitted a report from the.
Corporation Counsel relative to bill rendered to Virginia Hallowell
(now living in Indiana) for damage to fire plug'on January 3, 1946
by her automobile, and recommending the acceptance of check in
amount of $100 in full payment. This meets with the approval of
the Finance Committee, and so moved. Motion seconded by Alderman
Rolfes. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg,
L. Mitchell, James, Rubin, J. Mitchell, Christensen, Corcoran,
Harwood, Thoma and Rolfes (13): Voting nay none. Motion carried.
Alderman Hemenway submitted the City Treasurer's
Statement of Receipts and Disbursements (General Corporate Fund and
All Special Funds excepting Special Assessments) after elimination
of all interfund-transactions for the year ending December 31, 1949.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene
seconded and carried.
as of 8:00 o'clock P.M. Duly
Alderman Mogg for the PARK COMMITTEE stated
that the new lighted football field at Boltwood Park will be
available for play this Fall. The Committee in meeting tonight
decided that the same policy should be followed in operating this
field as has been followed in the past.
Alderman Mogg made the following report:
"The Council will be interested in knowing that the two
two -week Day Camp Periods which the Bureau of Recreation
sponsored this year were very successful. They had a capacity
enrollment in both periods and -the receipts took care of all
expenses so that the program was operated at no cost to the city.
It has been decided to operate a third Campinq Period of
two wegk,, t 7 through Auqust 18 for children who could
not afford to pay for the first two periods; the cost to be
borne by the King's Daughters Organization."
Alderman Rubin for the POLICE COMMITTEE read
a report from the Chief of Police as follows:
"On July 23, 1950--10:10 P.M. William Haugsness, 618
Prairie Avenue; Wilmette, was picked up by Officers Ney and
Muench at the corner of Central Street and Marcy Avenue as a
result of a call from Mrs. Ta3_rpy of 2529 Marcy Avenue. The
man had been drinking and was brought to the station and held
over night. Lieut. Kelsh contacted Mrs. Tarpy the following
morning and when she declined to sign a complaint and stated
that she did not wish to prosecute the man or have her daughter
testify against him, he was released after being finger-
printed, photographed and cleared as to any previous record
or complaint.
There is no connection between the foregoing and the
Bent Park incident, which occured some weeks previous. Ronald
Fisher of 1929 Wilmette Avenue, Wilmette, was apprehended on
June 27, 1950 in connection with this complaint and was taken
to the Psychopathic Hospital on June 29, 1950 from where he was
committed to the Elgin Hospital. He was confined in the said
hospital on July 23, 1950 and is still there."
Commenting upon the report Alderman Rubin stated that the Police
Department was always willing to give detailed information to the
Aldermen and suggested that in the future Aldermen should avail
themselves of facts before making statements on the floor of the
Council. Alderman Christensen thanked the Chairman for the report
and stated that it was not his intention to critize the Police

Alderman Bersbach for the PURCHASING COMMITTEE
moved that the Commissioner of Public Works be authorized.to
advertise for bids for furnishing the City's requirements of coal
for the 1950-1951 heating season for various city buildings and uses.
Duly seconded and carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $678.51
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman J. Mitchell. Voting aye Aldermen
Bersbach, Hemenway, Barber, Mogg, L.,Mitchell, James, Rubin, John
Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes (13):
Voting nay none. Motion carried. %
Alderman James for the STREET COMMITTEE submitted
request -received from Walter A. McDougall of Chicago, for a permit to
r'a-a
-� construct a new driveway to serve the property at 1600-28 Central
Street. Upon investigation it is recommended that permit be granted
for the construction of the driveway as requested provided that the
cost of encasing the street light cables be borne by the applicant;
that the street light standard and tree be cleared by at least -two
feet; that a satisfactory bond be provided,'and that all construction
be done to the satisfaction of the Public.Works Department, and with
particular reference to the minimum of inconvenience to occupants
of adjacent apartment building. Alderman James moved permit be
issued. Duly seconded and carried.
UNDER CALL OF WARDS: Alderman Hemenway.of the
First Ward made the following report: ,
"I wish to read into the record that had I been able to
attend the full Council meeting last Monday night, July 31,
1950 when the Resolution Relative to Continuance of Rent
Control beyond December 31, 1950, was presented, my vote
would have been a definite "no."
Alderman James of the Fourth Ward submitted
communication from Mrs. F.W. Woods, 1113 Grant Street, having
reference to.installation of traffic lights at Sherman Avenue
and Noyes Street and light at the corner of Sheridan Road and
Noyes Street, to be referred to the Street Committee and Traffic
Engineer. Duly seconded and carried.

Alderman Rubin of the Fifth Ward made a reference
to the Supt. of Sewers relative to complaint from party at Greenwood
Street and Ashland Avenue where the sewer is clogged up and to have
it cleaned out.
Alderman John Mitchell of the Sixth Ward informed
the Council that former alderman Eddy S. Brandt was in St. Francis
Hospital and suggesting that they write him.
Alderman John Mitchell read a report on permits
issued and fees collected by the Permit Clark of the Building
Department for the month of July,.1950. Fees collected for 609
permits amounted to $9,960.80 and Building permits totaled
$1,8580200.00.
Alderman Harwood requested the City Clerk to
write a letter to Eddy S. Brandt hoping for a speedy recovery.
UNDER MISCELLANEOUS BUSINESS: Mayor pro tem
Harwood submitted two communications from Northwestern University
addressed to Mayor Ingraham; one pertaining to the vacation of
a portion of Livingston and Chancellor Streets west of Asbury
Avenue; and the other requests permission to install a sewer in
Sheridan Road and on University Place; both to be referred to the
Street Committee.for action. Alderman James so moved, and then
requested a meeting of the Street Committee next Monday, August
14 at 7:30 P.M. Duly seconded and carried.
Mayor pro tem Harwood introduced the following
names for confirmation at the next meeting of the City Council:

,William H. Scribner, 60 days
Delmas Naanes, 60 days
For Council records, Chief of Police Geishecker
has announced that the probationary period for the following
Patrolmen has been extended another 60 days:

Edward E. Schroeder
Upon motion duly seconded and carried, the
Council adjourned at 8:45 o'clock P.M.
