Alderman Rubin moved that the minutes of meeting
held July 24, 1950, be approved, without reading. Duly seconded and
carried.
City Clerk Edward W. Bell, presented the following:
Communication State of Illinois together with Agreement
for maintenance of, streets in Evanston, covering period from July
1, 1950 to June 30, 1951. Alderman Rubin moved same be referred to
the Street Committee and the Commissioner of Public Works. Duly
seconded and carried.
Alderman John Mitchell for the BUILDING COMMITTEE
submitted application received from John Becker requesting permission
to remodel a portion of the ground floor of a two story building on
the rear of the property. at 835 Florence Avenue, into a separate
apartment. Since the building is on,the rear ,of the lot, Council
action is necessary before a permit can be,issued. Committee an
Buildings recommends that this application be granted, and so moved.
Duly seconded and carried.
Alderman Harwood for the FINANCE COMMITTEE
presented and moved the payment of the following bills, and that
the proper charges and transfers be authorized:

Alderman Harwood submitted and moved the payment
of the following supplemental payroll, same to be,charge,d to the
proper account:

Alderman Harwood moved the cancellation of
bill in amount of $100 for rental and use of Boltwood Park Lighted
ball field for benefit game (boxing bout) on July 25, 19470 to
Knights of Columbus, Newman Council; invoice #18747, dated September
22, 1947. Motion seconded by Alderman Rubin. Voting aye Aldermen
Rolfes, Thorrla, Harwood, Corcoran, Christensen, J. Mitchell,- Beck,
Rubin, James, L. Mitchell, Mogg, Soule, Barber and Bersbach (14):
Voting nay none,. Motion carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Corcoran presented and moved the adoption
of the following Resolution:

RESOLUTION
Relative to Continuance
of
RENT CONTROL
WHEREAS, the Congress of the United States has enacted
an amendment to the "Housing and Rent Act'of 1947" which provides
that rent control shall cease on December 31, 1950 in all
municipalities unless such municipalities shall, prior to that
date, determine by a resolution of its governing body that a
shortage of rental housing accommodations exists which requires
the continuance of rent control; and
WHEREAS, the Legislature of the State of Illinois has
provided that municipalities in Illinois shall have the power
to adopt such resolutions declaring the existence of rental
housing shortage, provided such resolutions are adopted prior
to September 1, 1950 and by a three -fifths vote of all the
members elected to its governing body:
NOW THEREFORE, BE IT RESOLVED by the City Council of
the City of Evanston, Illinois, that for the purposes of an Act
enacted at the Second Session of the 81st Congress of the
United States, it is hereby determined and declared that a shortage
of rental housing accommodations exists in the City of Evanston,
Illinois, which requires the continuance of rent control in this
City until June 30, 1951.
BE IT FURTHER RESOLVED, that the City Clerk be and he
is hereby directed to transmit a certified copy of this Resolution
;ems to the Housing Expediter, Washington, D.C.
Motion seconded by Alderman Rubin. Voting aye Aldermen Rolfes, Thoma,
Harwood, Corcoran, Christensen, Beck, Rubin, James, L. Mitchell,
Mogg, Soule and Barber (12): Voting nay Aldermen J. Mitchell and
Bersbach (2): Alderman J. Mitchell explained his vote stating -
"Mr. Mayor I recognize there is a housing shortage in
the City of Evanston,'but when we have a Bill submitted to us
to vote on where we cannot give relief to both parties concerned,
that is, the landlord and the tenant, I feel it is unequitable
to take action on a matter of this kind, and therefore vote no."
Alderman Hemenway voted no on above. See minutes of August 7, 1950.
Alderman Corcoran presented and moved the adoption
of the following resolution:
RESOLUTION
WHEREAS, the City Council of the City of Evanston,
Illinois, is aware that a shortage of rental housing accom-
odations exists in Evanston, Illinois, which necessitates the
continuance of rent control beyond December 31, 1950 and until
June 30, 1951; and
WHEREAS, the City Council of the City of Evanston,
Illinois is convinced that rent control, as presently constituted,
in the 'face of increased costs of maintenance and operation,'has
imposed severe hardship and financial difficulties on landlords
in this city;
NOW THEREFORE, BE IT RESOLVED, by the City Council of
the City' of Evanston, Illinois, that the Area Rent Director
and the office of Housing Expediter alleviate the inequities
imposed upon landlords in Evanston, and grant to all of them '
a reasonable immediate and automatic increase in rents of all
housing units, regardless of size now subject to control.
BE IT FURTHER RESOLVED, that the office of Housing
Expediter be petitioned to provide a sufficient staff to
properly and efficiently carry out the duties of said office.
BE IT FURTHER RESOLVED that a copy of this Resolution
be forwarded to the office of the Housing Expediter in
Washington, D.C.

Alderman Mogg for the PARK COMMITTEE submitted
request received from the Department of Electrical Engineering,
Northwestern Technological Institute for permission to use two
tables and two firepots at Elliot Park on Saturday, Auqust 12 from
6 to 8 P.M. Approximately 50 persons are expected to attend the
picnic. Alderman Mogg moved permit be granted, Duly seconded
and carried. `
Alderman Mogg submitted the following annual
requests from the Bureau of Recreation:
Use of Boltwood Park Liahted Ball Diamond for
sponsorship of the Annual Evanston Sports Association All
Star Game on Friday. Auqust 18, 1950. Admission charge to
be 50¢, including tax. Proceeds to be used for the Injured
Athletes' Fund and Stadium Account.
Reservation of Boltwood Park Ball Field\on Wednesday,
Auqust 16, 1950 for the Annual Plavaround Pageant. Admission
charge to be 254. The proceeds of the latter -are to be used
toward payment of the rental of costumes and costs of conducting
this particular activity.
Alderman Mogg moved these requests be granted. Duly seconded and
carried.
Alderman`Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works stating the
Fire Department is in need of several f ognozls and hose controls.
A quotation has been received from U.S. Firemen's Equip. Co. which
is the only supplier who can furnish this equipment to meet the
requirements of the Fire Department. It is recommended that the
Commissioner be authorized to accept proposal as submitted of
$1,098.25, the expenditure to be charged to account No. 168, and
so moved. Motion seconded by Alderman James. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, Beck,
Rubin, James, L. Mitchell, Mogg, Soule, Barber and Bersbach (14) :
Voting nay none. Motion carried.
Alderman Harwood submitted report from the
Commis°sioner of'Public Works listing bids received for a supply
of tires and tubes for use by the Street Department. It is recom-
mended that the Commissioner be authorized to accept proposal of

Johnson Tire Company, the low bidder, to furnish tires and tubes
in amount of $3,970.08, the expenditure to be charged to the proper
account. This has the approval of the Chairman of the Street Com-
mittee and the Purchasing Committee, and so moved. Motion seconded
by Alderman James. Voting aye Aldermen Rolfes, Thoma, Harwood,
Corcoran, Christensen, J. Mitchell, Beck, Rubin, James, L. Mitchell,
Mogg, Soule, Barber and Bersbach (14): Voting nay none. Motion
-carried.
Alderman Christensen for, the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $748,79
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J., Mitchell, Beck,

Alderman James for the STREET COMMITTEE submitted
copy of Aqreement between the State of Illinois, Division of Highways,
and the City of Evanston, for maintenance of those portions of city
streets now being used as State Bond Issue routes No. 42 and 58,
for the period from July 1, 1950 to June 30, 1951. Moved that the
Mayor and City Clerk be authorized to execute this Agreement on behalf
of the City of Evanston. Duly seconded and carried.
Alderman James moved that the Commissioner of
Public Works be authorized to advertise.for the purchase of a
grader, with trade-in of an old one, for use by the Street Depart-
ment., Duly seconded and carried.,,
Alderman.James submitted,request received from
Cadillac Motor Company, 1810 Ridge Avenue for permission to -construct
three, #iveways to serve the new building and parking lot at 1938-42
1 dge„AVenue. It is recommended that permit be granted for construc-
tion of the three driveways as requested, provided that the cost of
encasement of street light,cables and relocation of street light
standard be borne by the applicant; that the three parkway trees
be cleared by at least two feet; that a satisfactory bond be provided,
and that all construction be done to the satisfaction of the
Department of Public Works. Alderman James moved permit be issued.

Alderman James submitted request from Veterans
of Foreign Wars in conjunction with the Disabled American War.Veterans
for permission from the City to put on display one of their mobile
war exhibits, a,t location just west of the Memorial- Fountain on
Thursday, Friday and,Saturday, August 3, 4, and,5. The Council has
considered this request and accordingly moved same be granted, the
placing of truck to be under the supervision of the Traffic Engineer.
Duly seconded and carried.
Alderman James submitted request from Max
Oberlander for permission to have a horse and buggy driven through
the streets and parked in front of his store for grand opening ,at
1625. Sherman Avenue.- Alderman James moved that the request be,
denied. Duly seconded and carried. , ,
UNDER SPECIAL COMMITTEES: Alderman Corcoran for
the SPECIAL COMMITTEE ON PARKING stated that some weeks ago the
Council authorized purchase of Chicago Avenue property for an
aggregate of $20,000 payable $5,000 cash, title to be accepted subject
to a, mortgage of $15,000 with interest at 49_96 per annum. Pursuant to
said authorization -a purchase agreement wa's executed by the Mayor
and a deposit of $2,000 made as earnest money. Opinion of title
has been submitted and the owner's are prepared to deliver deed
upon payment of balance of purchase price. A check in the amount
of $2,541.10 payable to Eva Karp and Sara Karp should be authorized,
the same to be charged to the Parking Meter Account, and so moved.

UNDER CALL OF WARDS: Alderman Christensen of
the Sixth Ward submitted a report in connection with condition which
existed in the 2500 block on Marcy Avenue, to be referred to the

Police Department for further investigation. He also referred to
the Supt. of Parks condition of vacant lot on the southwest corner
of Central Street and Marcy Avenue which is over -run by tall weeds
and underbrush; that the owner of this property be notified and this
brush be cut down immediately.

UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
stated he would be absent from the city for a few weeks, and asked.
that the Council appoint a Mayor pro tem. Alderman.Corcoran then
moved.that Alderman Harwood be appointed Mayor pro tem during
Mayor Ingraham's absence. Duly seconded and carried.
Mayor Ingraham made the following appointments
of names previously introduced:
Mr. Emerson E. Raymond and Mrs. Arthur Boettcher, as
members of the Art Commission ' to succeed themselves for a term
of three years from July 1, `1950.
Z.A. Faulkner, Special Police - 1 year
Charles Lidell, F1 11 6 months
Alderman Mogg moved that the above appointments be confirmed. Duly
seconded and carried.
For Council records, Chief of Police Geishcecker
has announced that Donald J. Hofstetter has been sworn in as a
Probationary Patrolman for 60 days, effective August 1, 1950.
Upon motion duly seconded and carried, the
Council adjourned at 11:10 o'clock P.M.
