•Alderman Soule moved that the minutes of meeting
held •July 17, 1950, be approved with the following correction:
Page 4 - 4th paragraph should read "the Dewey School
have been working on plans for expansion of the school play -yard."
Duly seconded and carried.
City Clerk Edward W. Bell, presented the following:
Communication Max Oberlander, 6317 N. Francisco Ave.
Chicago, requesting permission to have a horse and buggy driven
through the streets'and parked in front of his store for grand opening
at 1625 Sherman Avenue; and to raffle off various items at this
occasion - no charge for raffle tickets. Alderman Rubin moved same
be referred to the Street Committee. Duly seconded and carried.
Notice State of Illinois advising that our allotment
of Motor Fuel Tax for the month of June, 1950 is $20,546,68. Alderman
Harwood moved same be referred to the Commissioner of Public Works
and the Street Committee. Duly seconded and carried.

Alderman John Mitchell for the BUILDING COMMITTEE
submitted an application received from the Standard Oil Company of
Indiana, requesting permission.to use vitreous enamel -on metal
frame -work for the construction of the one story gasoline filling
station recently approved by the City Council for the southeast
corner of Central Street and Crawford Avenue. This type of con-
struction has the approval of the Building and Fire Departments but
is not covered by the Building Code. Committee on Buildings rec-
ommends that this application be granted, and so.mgved. Duly
seconded and carried.

submitted and moved the payment of the following bills, and that

Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
seconded and carried.
Alderman Corcoran moved that the Council meet
as a Committee of the Aldermen. Duly seconded and carried.
WHEN COUNCIL RECONVENED: Alderman Corcoran
for the PARK COMMITTEE submitted the following requests for per7
mission to use Greenwood Beach and Elliot Park:
Couples Club of the First Presbyterian Church, to
use Greenwood Street beach for a beach party on Friday, August
4, 1950 from 7:00 to 9:30 P.M. There will be approximately
15 couples present.
Wheadon Methodist Church, to use both tables and
fi,repots, at Elliot Park on August 6, 1950, between the hours
of 5 and 7 p.m. 25 People are expected to attend.
Alderman Corcoran moved these requests be -granted. Duly seconded
and carried.
Alderman Corcoran submitted request received
from Newman Council, Knights of Columbus for permission to use
Boltwood Park Lighted Ball Diamond on Tuesday, August 22, 1950
for the purpose of holding its Annual Donkey Ball game. This is
an annual request and it is recommended that the permit be granted
subject to the usual regulations governing such permits. Alderman
Corcoran moved permit be granted accordingly. Duly seconded and
carried.

Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works stating the
Park Department is in need of a new mower. A quotation has been
received from the North Shore Lawn Equipment Co. on a new Mott,
Serial No. 616 mower of $300. It is recommended that the Commissioner
be authorized to purchase this new mower from North Shore Lawn
Equipment Co. for $300, the expenditure to be charged to account
No. 530. This has the approval of the Chairman of the Pack Committee
and the Purchasing Committee, and so moved. Motion seconded by
Alderman,Bersbach. Voting aye Aldermen Bersbach, Hemenway, Barber,
Soule, L. Mitchell, MacSteven, Ru):tin, Beck,,J. Mitchell, Christensen,
Corcoran, Harwood, Thoma and.Rolfes (14): Voting nay none. Motion
carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in ,amount of $412.51
and moved that the Township Supervisor be'authorized to pay these
bills. Motion seconded by Alderman Beck. Voting aye Aldermen
Bersbach, Hemenway, Barber, Soule, L. Mitchell, MacSteven, Rubin,
Beck, J. Mitchell, Christensen, Corcoran, Harwood, Thoma and Rolfes
(14): Voting nay none. Motion carried.
Alderman Harwood for the STREET COMMITTEE
moved that the Commissioner of Public Works be authorized to
advertise for the City's 1951 requirements of vehicle license
transparencies, business and miscellaneous license decalcomanias,
automobile testing station decalcomanias, badges and dog tags
for 1951. Duly seconded and carried.
Alderman Harwood submitted report from the
Commissioner of Public Works relative to request from residents
of Normandy Place, for permission to block Normandy Place between
Central Park and Lawndale Avenues, the night of Saturday, August
26, for the purpose of holding their annual street party and dance.
This has the approval of the Street Committee, and so moved. Duly
seconded and carried.
Alderman Harwood presented and moved the
passage of AN ORDINANCE VACATING GROVE STREET BETWEEN THE EAST
LINE OF WESLEY' AVENUE AND THE WEST LINE OF THE ALLEY EAST THEREOF.

Alderman Bersbach for the ZONING COMMITTEE
submitted a communication received from the Zoning Board of Appeals
recommending that Carl Weinrich be permitted to erect a single
family dwelling so located on the easterly portion of the property
at 2628 Broadway as to have a front yard not less than thirteen
feet deep. Committee on Zoning recommends that the City Council
concur in the recommendation of the Board and qrant this appeal,
and so moved. Duly seconded and carried.
Alderman Bersbach submitted communication
.M received from the Zoning Board of Appeals recommending that the

<C appeal of Irvin A. Blietz for permission to build ten four -apartment
buildings on the property on the west side of Dodge Avenue between
Cleveland and Washington Streets, be qranted, provided that
(1) all other regulations of the zoning ordinance,
including the provision of parking facilities,
be compled with; and that
(2) the Blietz organization shall retain control for
a period of not less than three years.
Committee on Zoning recommends that the City Council concur in the
recommendation of the Board and grant this appeal, and so moved.
Duly seconded and carried.
Alderman Bersbach submitted communication
received from the Zoning Board of Appeals recommending that Mary
Milton be permitted to erect a two story brick building so located
on the property at 2830 Central Street as to be set back ten feet
from the front line of said property. Committee on Zoning recommends
that the City Council concur in the recommendation of the Board and

grant this,appeal, and so moved. Duly seconded and carried.
Alderman Bersbach submitted communication
received from the Zoning Board of Appeals recommending that North-
western University be permitted to place a four story dormitory and
sorority building so located on the property at 620 University Place
as to be not less than fourteen feet from the front property line
on University Place, provided that, for each parking space eliminated
by,the construction of said building, at least two more parking
spaces shall be made,available in the immediate vicinity. It is
further recommended that,the University give serious con§ideration
to the establishment of additional parking areas in order that con-
gestion in the streets surrounding the campus may be lessened or
avoided. Committee on Zoning recommends that the City Council
concur in the recommendation of the Board and grant this appeal,
and so moved. Duly seconded and carried.
UNDER CALL OF WARDS: Alderman Rolfes of the
Eighth Ward called attention of the Council to the urgent need for
off-street parking facilities in the vicinity of Clyde Avenue and
Brummel Street, particularly since certain lots formerly used for
parking were no longer available. Moved a reference to the Special
Committee on Parking to investigate the possibility of securing off-
street parking space at the southeast corner of Brummel Street and
Clyde Avenue, and suggested that W.S. Hennessey be contacted with
reference to certain prgperties owned by them in this vicinity.
Duly seconded and carried.

made the following appointments of names previously introduced:

Alderman Rubin moved that the above appointments be confirmed. Duly
seconded and carried.
Mayor Ingraham introduced the following names for
confirmation at the next meeting of the City Council:
Emerson E. Raymond and Mrs. Arthur Boettcher as members
of the Art Commission to succeed themselves for a term
of three years beginning July 1, 1950.

Charles Liddel, to 11 6 months
