Regular Meeting of the City Council held July 17, 1950, convening
at 9:05 o'clock P.M.

Mayor Ingraham presiding.
Alderman Rubin moved that the minutes of meeting
held July 10, 1950, be approved without reading. Duly seconded and
carried.
City Clerk Edward W. Bell, presented the following:
Communication Mrs. Albert F. Muench, on behalf of those
who have gardens on the lot at the southeast corner of Lake Street
and Maple Avenue, requesting that construction of the parking lot
at this site be postponed until October 1 or 15, in order to give
them time to harvest their gardens. Alderman Rubin moved same be
referred to the Special Committee on Parking. Duly seconded and
carried.
Communication Washington National Insurance Co. urging
the City Council to permit the continuance of the helicopter service
in Evanston. Alderman Corcoran moved same be referred to the
Judiciary Committee. Duly seconded and carried.
Communication Northwest Property Owners Assn. acknowledging
report of the Council's Special Committee on Parking re: meters on
Central Street; and stating that parking meters on Central Street
are unnecessary. Alderman Rubin moved same be referred to the
Special Committee on Parking. Duly seconded and carried.

City Treasurer's Financial Statement as of June 30, 1950.
Alderman Hemenway moved same be referred to the Mayor, the Finance
Committee and the Auditor. Duly seconded and carried.
, Alderman John Mitchell for the BUILDING COMMITTEE
submitted application, together with the consent of the owners of
seven adjoining properties, received from Mr. and Mrs., Alvin M.,
Muller requesting permission to erect a Harnischfeger prefabricated
house on the property at 2761 Bernard Avenue. Committee on Buildings
recommends that this application be granted, and so moved. Motion
seconded by Alderman Rubin. Voting aye Aldermen Bersbach, Hemenway,
Barber, Soule, Rubin, J. Mitchell, Christensen, Thoma and Rolfes (9)s
Voting nay Aldermen L. Mitchell, Corcoran and Harwood (3): Motion
carried.
. Alderman J. Mitchell submitted application,

-:t together with the frontage consents required by law, requesting
permission to install gasoline,tanks and operate a filling station
on the property at 2225 Main Street for Braun Brothers Oil Company.
Committee on Buildings recommends that this application be granted,
subject to approval of the Aldermen of the Ward, which the Building
Commissioner will endeavor to secure, and so moved. Duly seconded
and carried.
Alderman Mitchell submitted statement showing
permits issued and fees collected by the Permit Clerk of the Building
Department for the month of June, 1950, amounting to $19,,708.20.
Alderman Hemenway for the FINANCE COMMITTEE
submitted and moved the payment of the following bills, and that
the proper charges and transfers be authorised:

Alderman Hemenway presented and moved the payment
of the following payrolls to be paid July,31, 1950, same to be

Motion seconded by Alderman Harwood. Voting aye Aldermen Rolfes,
Thoma, Harwood, Corcoran, Christensen, J. Mitchell, L. Mitchell,
Soule, Barber, Hemenway and Bersbach (11): Voting nay none.
Motion carried.
Alderman Hemenway stated he had been asked by
the Plan Commission to present to the aldermen at this time a
proposal of the Plan Commission for a Capital Improvement Program
for the City of Evanston, and asked that the Aldermen give same
their study and consideration for future reference.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 8:00 o'clock P.M. Duly
Seconded and carried.
Alderman Corcoran for the PARK COMMITTEE sub-
mitted the following requests for permission to use Greenwood
Beach and Elliot Park:
Hobart House, Northwestern University, to use Greenwood
Street beach.f or a picnic July 20, 1950 from 6:00 to 8:00 P.M.
for approximately 44 persons.
Calvary Baptist Church, to use Elliot Park for a picnic
July 28, 1950.from 6:00 to 8:00 P.M. for approximately 60 persons.
Alderman Corcoran moved these permits be granted. Duly seconded
and carried.

Alderman Harwood for'the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works stating the
Police Department is in need of 10M Warning tickets, and listing two
quotations received for furnishing this material. It is recommended
that the Commissioner be authorized to accept the proposal of the
low bidder, Chandler's to furnish 10M Warning tickets for $19%
the expenditure to be charged to account No. 132. This has the
approval of the Chairman of the Police Committee and the Purchasing
Committee, and so moved. Motion seconded by Alderman Rolfes. Voting
aye Aldermen Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell,
L. Mitchell, Soule, Barber, Hemenway and Bersbach (11): Voting nay
none. Motion carried.
Alderman Harwood submitted report from the Com-
missioner of Public Works advising that the Street Department is in
need of 4,000 pounds of steel wire for making gutter brooms for the
mechanical street sweepers, and listing three quotations received
for furnishing this material. It.is recommended that the Commissioner
be: authorized to accept the proposal of the low bidder, Tuffibre
Company, to furnish 4,000 pounds of steel wire, for $1,020, the
expenditure to be charged to account No. 592. This has the approval
of the Chairman of the Street Committee and the Purchasing Committee,
and so moved. Motion seconded by Alderman Soule. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, L. Mitchell,
Soule, Barber, Hemenway and Bersbach (11): Voting nay none. Motion
carried.
Alderman Christensen for the RELIEF COMMITTEE
submitted bills of the Relief Administration in amount of $578.27
and moved that the Township Supervisor be authorized to pay these
bills. Motion seconded by Alderman Barber. Voting aye Aldermen
Rolfes, Thoma, Harwood, Corcoran, Christensen, J. Mitchell, L. Mitchell,
Soule, Barber, Hemenway and Bersbach (11): Voting nay none. Motion
carried.
Alderman Harwood for the STREET COMMITTEE sub-
mitted request from the Bureau of Recreation for permission to close
Hurd Avenue one block north from Park Place for the purpose of
holding a Community Dance on Thursday, July 20, from 7:00 thru
10:30 p.m. This is an annual affair and meets with the approval

of the Aldermen of the Ward, and so moved. Duly seconded and carried.
Alderman Harwood submitted request received from
Evanston Rapid Auto Wash, Inc., for permit to construct a new drive-
way to serve their property at 125 Chicago Avenue. It is recommended
that permit be granted for construction of the driveway as requested,
provided that the cost of reconstructing and providing..a new frame
and lid for the catch basin, and the encasement of the street light
cable be borne by the applicant; that a satisfactory bond be pro-
vided, and that all construction be done to the satisfaction of
the Public Works Department, and so moved. Duly seconded and carried.
UNDER CALL OF WARDS: Alderman Thoma of the Eighth
Ward addressed the Council as follows:
"Several years ago negotiations were carried on with
School District 76 regarding purchase of property fronting on
Dodge Avenue from Oakton Street south. We do not own these lots
on Dodge Avenue and when we finally fill up the Oakton pit we
should have those lots so there will be no hindrance when we
propose to have a park.
Moved for a report from the Park Committee as to what
steps have been taken thus far, and if not, that the committee
take steps to acquire these lots, as I understand the contract
for dumping site expires in 1954."
Duly seconded,and carried.
Alderman Soule of the Second Ward stated,that
for some time the Dewey -School have been working on plans for a
,new school building, and in this connection introduced An Ordinance
Vacating Grove Street between the east line of Wesley Avenue and
the west line of the alley east thereof."
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
made the following appointments of names previously introduced:
Carl Karsten, Special Police - 6 months renewal
Fay Archer, it It 6 "

Alderman J. Mitchell moved that the above appointments be confirmed.
Duly seconded and carried.
