Mitchell to Th oma Mayor Ingraham presiding. Alderman Rubin moved that the minutes of meeting held June ?6, 1950, be approved without reading. Duly seconded and carried. City.Clerk Edward W. Bell, presented the following: Communication Geo. H. Baker, Engineer of County Roads and City Streets, Division of Highways, stating approval of contract covering construction of bituminous concrete binder and surface courses on Chicago Avenue, Custer Avenue and Orrington Avenue. Alderman Rubin moved same be referred to Street Committee and Commissioner of Public Works. Duly seconded and carried. Communication George H. Baker, acknowledging receipt of contract for city streets,. Section 40-CS, and stating they will be examined and submitted to the Chief Highway Engineer for consideration. Alderman Rubin moved a reference to the Commissioner of Public Works. Duly seconded and carried. Communication R.R. MacLeod, enclosing copy of audit report No. 18 covering receipt and disbursement of Motor Fuel Tax funds for period January 1, 1949 to December 31, 1949. Moved same be referred to Commissioner of Public Works. Duly seconded and carried. Alderman Soule for the BUILDING COMMITTEE submitted an application from the Standard Oil Company► for permission to build and operate a gasoline filling station on the property at the southeast 1 I corner of Central Street and Crawford Avenue. One written objection has 6 ✓l. been received. Since this objection does not reduce the consents obtained by the applicant and since the applicant has complied with the frontage.consent regulations of the Building Code, your Committee on Buildings recommends that the application be granted, and so moved. Duly seconded and -carried. Alderman Soule submitted an application from A.J. Hess on behalf of -the Evanston Paper Company requesting permission to erect a waste paper storage •shed at 640 Pitner Avenue. The shed would be of wood frame and corrugated aluminum construction. The Building Code requires that such buildings be kept 50 feet from dividing property lines unless appr-owed by City Council. Application has approval of the Fire Department and the Building Commissioner. Committee recommends that this application be granted, and so moved. Duly seconded and carried. r� Alderman Soule submitted application from Fitzgerald and Karsten requesting permission to convert the Evanston Elks Club buildings at Greenwood Street and Chicago Avenue into a funeral.parlor. It is proposed to use the masonry portion of the building for chapel purposes, and the frame portion for office space, casket display room and living quarters. The Building Code does not permit frame buildings to be used for such purposes. Committee on Buildings recommends that this application be granted, and so moved. Duly seconded and carried. Alderman Soule submitted application from Mr. and Mrs. Robert M. Sullivan requesting permission to move a one story frame residence to 3321 Dartmouth Place, Mr. Sullivan has been unable to locate the owners of ,some of the property in the block, since it is tax delinquent for many years. He has the written consent of the two property, owners he could find who own the majority of the property on one side of the street. Committee on Buildings recommends that,the Building Commissioner be authorized to issue the permit on request, and so moved. Duly seconded and carried# Alderman Christensen voting nay. Alderman Hemenway submitted conxnunic.ation from Building Commissioner relative to issuance of permits without feg: St. Matthew's Church requests that the building permit for the erection of a new chapel be issued without fee, and so moved. Duly seconded and carried. Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P.M. Duly 1 1 1 seconded and carried. Alderman Soule for the LIGHTING COMMITTEE sub- mitted a request for additional lightinq in the vicinity of Dewey, Avenue north of Oakton Street. Investigation indicates that the street lighting unit on the east side of Dewey Avenue is now out, of"service `and that this area is quite well built up. It is recommended that the Commissioner of Public Works be authorized to'order this street lighting unit restored, and so moved. Duly seconded and carried. Alderman Mogg for the pARKS COMMITTEE submitted request from First'Congregational Church for permission to use the park and beach at the foot bf Greenwood Street for the annual picnic for the Chicago Commons mothers and children on July 11, 1950. About 125 are expected to attend. This is an annual request and the granting of permission was moved. Duly seconded and carried. Alderman Harwood for the PURCHASING COMMITTEE k submitted report from Municipal Court Clerk stating need for 5000 Form #62,'Daily Report Sheets. It is recommended that the Commissioner of Public Works be authorized to accept the proposal of the low bidder, Evanston Printing Service; to furnish the forms for $169. the expenditure to be charged to account No. 348, and so moved., Motion seconded by Alderman Rolfes. Voting aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell, MacSteven, James, Rubin, Beck, Christensen, Corcoran, Harwood, and Rolfes (14): Voting nay none. Motion carried. Alderman Harwood submitted report stating that bids were opened July 1, 1950, for furnishing a combined ambulance and patrol wagon for the Police Department. It is recommended that the Commissioner of Public Works'be authorized to accept the proposal of the low bidder, Thos. T. Hoskins Chevrolet Company tb furnish combined ambulanceLpatro2 wagonlin accordance with city specifications, for ,,$3387.16R the expenditure to be charged to'item No. 144, and,that the deposit checks, except that of the 'successful bidder, be returned. Alderman Harwood -submitted report concerning bids received for furnishing two new automobiles -one for,the City Collector's office and one for the Building Department. It'is recommended that the Commissioner of Public Works be authorized to accept the proposal of the low bidder, Thos. T. Hoskins Chevrolet Company to furnish one special business coupe Model 1504, for use by City Collector's office for $822.67, including trade-in of car No.•94; and one new special business coupe Model 1504, for Use by Building Department for $922.67, with trade-in of car No. 78; the expenditure to be charged to the proper accounts, and so moved. Alderman Harwood submitted report from Water Department stating its need for activated carbon for water treatment. It is recommended that the Commissioner of Public Works be authorized to purchase one 18 ton carload of Aqua Nuchar Fan from the West Virqinia Pulp and Paper Company at $115.00 per ton, FOB Covington, Virginia, the expenditure to be charged to item No. 402, and so moved. Motion carried. l I Alderman Harwood submitted report concerning proposals received for demolition of the buildinq on the property at 709-11 Chicago Avenue, recently purchased for a parking lot. It -is recom- mended that the Commissioner of Public Works be authorized to accept L L the proposal from the low bidder, Able Trucking Company, to demolish building aforesaid, for the sum of $2992.50, to be charged to Parking Meter Account No. 371. So moved and seconded by Alderman Rolfes. Voting aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, Lyman Mitchell, MacSteven, James, Rubin, Beck, Christensen, Corcoran, Harwood and Rolfes (14): Voting nay none. Motion carried. Alderman Christensen for the RELIEF COMMITTEE sub- mitted bills of the Relief Administration in amount of $691.44, and moved that the Township Supervisor be authorized to pay these bills. Alderman Beck seconded the motion. Voting aye Aldermen Bersbach, Hemenway, Barber, Soule, Mogg, L. Mitchell, MacSteven, James, Rubin, Beck, Christensen, Corcoran, Harwood and Rolfes (14): Voting nay none. Motion carried. Alderman James for the STREETS COMMITTEE recommended 271. that a permit be granted the Standard Oil Company, 20 North Wacker Drive, Chicago, to construct 4 driveways to serve a proposed filling station at the southeast corner of Central Street and Crawford Avenue, provided that there be a minimum distance from the Central Street property line of 15 feet to the northerly driveway on Crawford Avenue and that the westerly driveway on Central Street be not less than 10 feet east of the east line of Crawford Avenue; that the cost of recon- structing the hand hole and relocation of the street light, if neces- sary, be borne by the applicant; that there be a safety curb constructed on the property lines between'driveways; that a'satisfactory bond be provided, and that all construction be done to the satisfaction of the Public Works Department. So moved, Duly seconded and carried. Alderman James recommended that a permit be granted the Carl E. Erickson Company to construct a driveway on the north side of Grove Street west of Hinman Avenue to serve a multiple story apartment building to be constructed on that site, provided that a satisfactory bond be furnished; that a minimum space of 4 feet be provided between the alley and the westerly edge of the driveway; that the cost of removing the elm tree be borne by the applicant, and that the construction be done to the satisfaction of the Depart- ment of Public Works, and so moved. Duly seconded and carried. Alderman Bersbach of the ZONING COMMITTEE called a meeting of the committee for next Monday, July 10 at 7:30 o'clock P.M. Mr. Goodman will notify the members. UNDER CALL OF WARDS: Alderman Harwood -of the Seventh Ward stated he was glad of the opportunity to be present at a luncheon giving Evanston first place for traffic safety during 1949. The prob- abilities of'a similar award in 1950 are not good. There are occasions when pedestrians do not cooperate with the drivers in preventing accidents. He called attention to an article by Lt.-Andrews in the current Review. There is no ordinance at present against pedestrians walking against the light, and he moved a reference to the Corporation Counsel and the Judiciary Committee to study the matter and present a report in this connection. Duly seconded and carried. Alderman Christensen of the Sixth Ward read a commun- ication from Mr. D.P. Skaer enclosing signatures of residents of Harrison Street objecting to the elimination of parking on the north side of the street. They feel it is not the answer to the traffic problem on Harrison Street and request further consideration. The alderman moved a reference to the Street Committee and the Traffic Engineer. Alderman Christensen also had a letter from Dallas M. Speer, 2612 Central St. enclosing signatures of neighbors, objecting to the burning of trash and garbage at the apartment located on the southeast corner of Central Street and Bennett Avenue. Smoke floods their yards and the odor is distasteful. A reference to the Health Department was moved, and if necessary, have the Building Commissioner look into the matter to see if the chimney is high enough. Duly seconded and carried. Alderman James of the Fourth Ward made a re -reference to the Traffic Engineer reminding him that the appropriate time is here for a traffic count on Sherman Avenue between Emerson and Central, and on South Blvd. He also referred to the Traffic Engineer the matter of re4ulating traffic at the intersection of Elmwood and Washington Streets. Alderman James mentioned that there is insuf- ficient lighting in the Fowler -Greenleaf neighborhood, and moved a reference to the Commissioner of Public Works and the Lighting Com- mittee to take appropriate steps to make arrangements for proper lighting. Duly seconded and carried. Alderman Barber of the Second Ward commended Mr. Dillon on the beauty of Merrick Garden, and then expressed his horror at the recent theft of some 50 of the best roses from the garden. He expressed the opinion that it was the work of professional florists, not pranksters or delinquents. While he realizes that the police force must protect people first and property second, nevertYeless he urged some sort of protection for the parks and referred the matter to the Chief of Police and the Mayor to see what measures need to be taken possibly to guard the park. Alderman Bersbach of the First Ward commented on the continued curtailment of corner mailboxes, instituted during the war years, as false economy at present, and referred the matter to the Mayor asking a reference to the Postmaster. UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham appointed Harry R. Dunn, Special Police 6 months renewal, and introduced the following names for confirmation at,the next meeting of the City Counci 1: John E. Edmund A. Nycz' period of probation C has been extended another 60 days, and effective July 1, 1950, Floyd A. Kwasniewski was sworn in as a probationary patrolman for a sixty day period. Mayor Ingraham referred a letter he received from Thomas F. Dolan to the Judiciary Committee. Upon motion duly seconded and carried, the C,,uncil adjourned at 9:55 o'clock P.M.. Edward W. Alderman Mogg for the BUILDING COMMITTEE submitted application received from Miss Charlotte Lee requesting permission to move a two story frame dwelling from 2501 Central Park Avenue, which is at the northeast corner of Harrison Street, to 3200 Harrison Street, which is at the southwest corner of Hastings Avenue. The frontage consents required by law have been obtained and are on file in the Building Department. Because of a prior lease on the premises, the applicant cannot get possession of the,building until May, 1951. She requests that the moving permit be made effective until that date. Committee on Buildings recommends that this application be granted, and so moved. Duly seconded and carried. Alderman Mogg submitted application received from Fred Windelborn requesting permission to build a two story concrete block building to be used as a private garage with,living . quarters on the second floor on the rear of the lot at 1420 Darrow Avenue.Committee on Buildings has considered this application and recommends same be granted, and so moved. Duly seconded and carried. Alderman Mogg also submitted application received from St. Francis Hospital requesting permission to use steel joists, concrete slabs,and suspended metal lath ceilings in an internes' residence to be,erected on the hospital property. While this con- struction is not covered under the Evanston Building Code it has the approval of the Building and Fire Departments and is covered by the new Chicago Code. Committee on Buildings has considered this matter and recommends the application be granted, and so moved. Duly seconded and carried. Alderman Hemenway submitted communication from the Building Commissioner relative to request from a member of the Board of Trustees of Mission Covenant Church at Church Street and Oak Avenue, requesting that the building permit for certain alter- ations to the church be issued without fee, and recommending that this request be granted. Alderman Hemenway so moved. Duly seconded and carried. Alderman Corcoran for the JUDICIARY COMMITTEE moved that the Council convene as of 8:00 o'clock P.M. Duly seconded and carried. Alderman Beck for the LOCAL IMPROVEMENTS COM- MITTEE submitted the following report from the Commissioner of Public Works: "On April 10, 1950, the City Council authorized payment of Partial Estimate No. 1 and on June 26, 1950, the payment of Estimate No. 2 final, in the total amount of $4,863.68, to be paid to Chas.,Thumm & Company for work completed on S.A. No. 1219, by delivering -to said contractor, bonds and contractor's vouchers. To date no payment has been made to the contractor, who has now agreed to accept bonds bearing an interest date of July 1, 1950. It is recommended that the City Council authorize the City Treasurer to pay the total amnunt due the contractor by delivering to -said contractor bonds and vouchers bearinq interest date of July 1, 1950." Alderman Beck submitted An Ordinance together with recommendation from the Board of Local Improvements amd engineer's estimate, providing for paving Leland Avenue and Laurel Avenue, and moved the Suspension of the Rules for the purpose of passing said ordinance. Motion seconded by Alderman Rubin. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Mitchell, Rubin, Beck, Christensen, Corcoran, Harwood -and Rolfes (11): Voting nay none. Motion carried. Alderman Beck then presented and moved the passage of AN ORDINANCE PROVIDING FOR PAVING LELAND AVENUE FROM THE NORTH LINE OF CHURCH STREET TO THE SOUTH LINE OF EMERSON STREET,, AND LAUREL AVENUE FROM THE NORTH LINE OF LYONS STREET TO THE SOUTH LINE OF EMERSON STREET. Motion seconded by Alderman Rubin. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L. Mitchell, Rubin, Beck, Christensen, Corcoran, Harwood and Rolfes (11): Voting nay none. Motion carried. Alderman Harwood for the PURCHASING COMMITTEE submitted report from the Commissioner of Public Works relative to bid received from the Commercial Light Company for wiring electric doors for the Fire Department of $420, and recommending that the Commissioner be authorized to contract with the Commercial Light Company for this wiring, the expenditure to be charged to Police and Fire Building Bond Account. This has the approval of both the Public Buildings Committee and the Purchasing Committee, and so moved. Motion seconded by Alderman Rubin. Voting aye Aldermen Bersbach, Hemenway, Barber, Mogg, L.
