The meeting of the Evanston Civil Service Commission was called to order at
7:30 p.m. The minutes of November 1, 2000 were approved.
Ms. Reed Owens was Introduced to the Commission, as the Human Resources
Specialist assigned to the Police Department
The status of Police Officer vacancies was reported at one vacancy; none for
Firelighter/Paramedic.
The Commission adjourned into Executive Session, upon unanimous vote, for
purposes of personnel matter deliberation, at 7:40.p.m.
The Commission reconvened in public session at 8:15 p.m. to discuss scheduling
of oral interviews. After discussion of the fact that there remains a vacancy for
Civil Service Commissioner, and that two Commissioners constitute a quorum,
Commissioner Segal moved: "If one of the two Civil Service Commissionefs Is
unable to make one of the scheduled meetings during February and Marcie,
2001, Secretary to the Commission Witt is delegated the authority to vote on
candidate suitability. It is the policy of the Commission that this is in the best
Interests of the Police Departrnent and the City at this time, and is in accordance
with the ordinance and rules governing the Civil Service Commission."
Commissioner Jean -Baptiste seconded; the vote was unanimous In favor of the
motion.
The meeting adjourned at 8:30 p.m.

Commissioner Segal welcomed William Smith to the Gvil Service Commission.
Discussion was held regarding the philosophy, values and procedures of the
Commission. Chief Kaminski spoke of file mission and vision of the Police
Department, and the type of Police Officer candidates the Department needed.
The minutes of the meeting of March 14, 2001 were approved.

The meeting of the Evanston Civil Service Commission was called to order at
9:00 a.m.
The minutes of the July 2, 2001 meeting were approved.
The vacancy status for Police Officer was discussed; two probationary officers
have resigned recently. Five officers are in the Academy; six officers are In the
Field Training program. Three candidates are scheduled to start work in August
and September. Academy schedules were discussed In order to schedule future
Commission meetings.
The Commission adjourned Into Executive Session, upon unanimous vote, for
purposes of personnel matter deliberation, at 9:15 a.m.
The next meeting of the Commission will be Wednesday, August 15 at 6 p.m. for
purposes of oral interview.

The meeting of the Evanston Civil Service Commission was called to order at
9:35 a.m.
The minutes of the June 4 and June 11, 2001 meetings were approved.
The vacancy status for Police Officer was discussed; with promotions and
upcoming promotions, potential disability retirements and regular tumover, staff
Is projecting at least 5 —10 vacancies through the rest of the calendar year.
Three new candidates are being sworn in on July 3; ten candidates are In the
field training program; and two are In the Academy. The three to be swom In
on July 2 will begin the Academy on July 9.
There are three candidates scheduled for oral interviews at today's meeting;
there are an additional four candidates to be interviewed In August. Two of
those candidates will be the first we have seen from the Police Corps program.
This Is a federally funded program where individuals go to college and the Police
Academy, paid for by the federal govemment. In retum, they commit to at least
three years working in an approved participating agency that accepts them as
Police Officers. The City would receive up to $10,000 each year for three years,
per candidate.

The meeting of the Evanston Civil Service Commission was called to order at 7:25 p.m.
The minutes of the August 11, 2001 meeting were approved. Staff noted that the
minutes from the August 15, 2001 meeting would be forthcoming at the next meeting.
The vacancy status for Police Officer was discussed; academy schedules were discussed
In order to schedule future Commission meetings.
The Commission acknowledged receipt of the invitation of the City Council Budget
Committee to attend the September 18, 2001 meeting of the committee. Staff
explained that all members of all Boards and Commissions had been Invited for the
purpose of explaining the City's financial status, budget plans and work accomplished to
date. The Commissioners agreed that interested members would be in attendance.

The next meeting of the Commission will be Monday, September 10, 2001 at 6 p.m. for

the firefighter/paramedic physical agility examination he observed on September 15, and

Chairman Segal welcomed Andrew Paine to the Commission, and gave a brief overview
of the work of the Civil Service Commission. Chief Kaminski then gave an orientation on
the Police Department, his expectations, and skills, values and attributes of a successful
Police Officer in Evanston, as well as an explanation of the training process once a
candidate is approved by the Commission.

The meeting of the Evanston Civil Service Commission was called to order at 6:15pm.
The minutes from the April 3, 2002 meeting were approved.
Commissioner Nancy Segal requested that the minutes from the May 8 meeting be
amended to include the question of conference calls for the purpose of
commenting/voting on file review. With that amendment, the minutes of May 8, 2002
were approved. L
Staff reported that conference calls did not constitute a meeting under the Open Meetings.
Act, and therefore file review decisions would continue to have to be made in a formal
meeting of the Commission.
The Commission adjourned to Executive session upon unanimous vote, for purposes of `
personnel matter deliberation at 6:30pm.
The meeting adjourned at 9:30 pm.
The next meeting will be held June 5 at 7pm for the purpose of file review for 8 police

The meeting of the Evanston Civil Service Commission was called to order at 7:10 p.m.
The Commission discussed the demographics of the Fire Department, and efforts being
made to increase diversity in the applicant/hiring process. Staff reported on the current
waiver of the 60 hour college credit educational requirement, the history and plans for
studying its impact. The Commission decided to wait for more information and more
hiring/retention information before making a policy decision on the matter. The
Commission also asked for clarification of the status of the maximum hiring age
requirement for Firefighters. Finally, the Commission asked that staff contact applicants
who have been "on hold" for a pariod of time after completing their psychological and
polygraph examinations to make sure they are still interested in pursuing the position.
Staff will do this.
The Commission adjourned into executive session for purposes of personnel matter
deliberation at 7:35 p.m.
The Commission reconvened in open session at 7:55 p.m. The next meeting of the
Commission is scheduled for May 19, 2004 at 6:30 p.m. for oral interviews for
firefighter/paramedic candidates. Future meetings dates have been tentatively
scheduled for June 17 and July 15 for further oral interviews.

(county office building) fire investigation, highlighting several points of interest,
including existing and planned training for the Evanston Fire Department, and the
Intensifying need for hiring firefighter candidates with a high level of mental and
physical skills. The Commission affirmed its objective to hire only the highest quality
candidates, and not just fill vacancies.
The Commission convened into Executive Session for purposes of personnel matter
deliberation at 7:20 p.m., upon unanimous vote.
The Commission reconvened in open session at 9:45 p.m. and took the following action:
Denied the applications of Daniel Crook and Christopher Doran for

The Commission reconvened into open session at 6:45 p.m.
The next meetings of the Commission are scheduled for August 22, 2005 at 6:30

Sosa and Aaron Wernick as Police Officers, subject to the normal pre-
employment conditions.

Unanimously approved the probationary police officer appointment of
Raven Cashaw, subject to the normal final pre -employment testing.
Unanimously disapproved the appointment of Christine Bartucci as a
probationary police officer.

The meeting of the Evanston Civil Service Commission was called to order at
7:15 p.m. The minutes of the September 10, 2005 meeting were approved.
The Fire Chief submitted copies of the department's annual report to the
Commission for their information, and noted of special interest to the
Commission areas of call volume, and demographics of the department. He also
Included information on desirable traits for a firefghter/paramedic.
Chief Berkowsky updated the Commission on the Fire Department response to
Hurricane Katrina relief efforts; 4 members of the Department, under orders
from the state emergency management system, spent two weeks in Slidell,
Louisiana. They spent the majority of their time replacing Slidell firefighters who
had been working non-stop, responding to fires and emergency calls.
The Commission discussed recruitment efforts and programs relating to
Firefighters and the goal of additional diversity amongst recruits. Commissioner
Smith moved the following:
Staff is to develop a proposal to work with Evanston Township High
School to develop potential candidates for Firefighter/Paramedic. The project
should include the examination of available opportunities to work with the high
school population, an analysis of issues to be resolved (e.g., the gap between
high school graduation at age 18, and the minimum age of 21 for hiring as a
Firefighter/Paramedic), and the development of a plan and program
Implementing a partnership with the high school to accomplish the goal.
After the Commission approves the proposal, staff Is directed to
submit the plan to the City Manager for approval.
The Commission would like such proposal to be distributed to the
City Council for information, preferably in a joint presentation to the Council.
Commissioner Paine seconded the motion; it passed unanimously. Staff
indicated it would develop a draft of the requested proposal and return it to the
Commission for review shortly.
The Commission adjourned into Executive Session at 7:45 p.m. for purposes of
personnel matter deliberation, upon unanimous vote.
The Commission reconvened in public session at 9:15 p.m. and tools the
following action:
approved the appointment of Jason Hays as a probationary
Firefighter/Paramedic, subject to normal pre -employment conditions.
The Commission scheduled its next meeting for October 5, 2005 at 6:30 p.m. for
Police Officer candidate interview, and Firefighter/Paramedic file review.
The meeting adjourned at 9:30 p.m.
