These minutes have been reconstructed from notes taken by Fund Secretary Robert
Heytow• by Truxtce Timothy Schoolmaster.
The Meeting was cailr-d to order in the fire floor conference room of the Police Building
at 4:10pm by President Timothy Scho,rilma;tter. Present were Trustees Robert Heytow,
Lamy Axclrcxxt. Tim(sthy Schoolmaster, and Marc Weisberg. Absent was Trustee Harry
".%Mds. Also present at the mecting were John Falduto and 'ferese Krafcheck of Oak
Brook Bank; Fund beneficiary 'Momas Ifunter; and David Wall, of Wall and Associates.
The Minutes of the regular meeting of 7n7, W and the special meeting of 9/13/00 were
read. A motion was made by Heytow, seconded by Axelrood, that the minutes be
approved as %NTiuen. Motion carried unanimously.
Pension Payrolls for the months of July, august, and September were noted in the record.

The bills list was read. The payees and amounts listed in the Agenda are made a part of
these minutes by reference. (eleven entries) and shall be attached to to the official copy of
the minutes. On a motion made of lieytow, with a second by Weisberg, the bills were
approved unanimous!} .
The following new officers' applications for membership in the Fund were approved.
Thomas Koch (appointed 6/26100); Ericka Mercer (appointed 7/5/00) Jason Garner
(appointed 7/51'00); Daria Rotten (appointed 7'5/00) Elizabeth Glynn (appointed 7/5/00)
Nancy Chinratana (appointed 9/6100) Michael Oracion.(appointed 9/6/00); Thomas
Brown (appointed 9/6/00); Loyce Spells (appointed 9/8/00), and Kevin I-lindes
(appointed 1014100). 'The motion was made by Schoolmaster, seconded by Heytow, and
carried unanimousl%.
The following retirements %vere noted in the record, and Trustees signed the appropriate
papernvork. OfTccr Robert I faith retired Jule 18. 2000 after 33 years of service and will
receive a monthly pension of $3,473.69. Officer Mark Berndt retired September 13,
2000 after 20 years of sen•iee,and will receive a monthly pension of $2,412.29.
The following deaths were noted for the record. Eleanor Krakowski, -svidow of retired
officer Henry Kmk-o%vski, died 6129/00. S800.00 per month pension terminated. Account
closed. Retired Officer William Labbe , a former Trustee of this Fund, died 10/20/00.
His v6dow Henrietta Labbe will receive the same benefit.

Treasurer William Stafford was unable to attend due to a prior commitment, but sent an
updated cash forecast which was distributed to members.
David Wall of Wall and Associates reviewed the th.W quarter financial performance of
the Fund. His report is available for public inspection, and is retained in the files of the
Fund.
John Falduto and Terese Krafcheck of Oak Brook Bank discussed the mechanics of the
transfer of custody from Bank One to Oak Brook Bank, to take place after the fist of the
Year 2001. The custody agreement was signed by the Trustees. It had previously been
reviewed by the Board's attorney.

This meeting was called to order at 7: 40A\i by President Schoolmaster. Present we=
Trustees Weisberg, Heytow and Schoolmaster. Also present were Bill Stafford, The
Fund's Treasurer, and Dave Wall, the Board's Financial Consultant.
Heytow moved to read and approve the minutes of the regular meeting of 10/2)1/99. The
motion was seconded by Schoolmaster and carried unanimously.
Heytow gave the following Secretary's report. The payroll for October was $257,781.70.
The payroll for November was $257,781.70. The payroll for December was
$258,146.62.
The following bills were paid by the Fund. To Rockwood Capital Advisors, $6,955.81
for professional asset management for the 3rd quarter of 1999. To Rockwood Capital
Advisors, 6,97592 for professional asset management for the 4th quarter of 1999. To
Sklodowski, Puchalski & Reimer, S 1,275.95 for professional legal services billed on
invoice 42200. To Sklodowski, Puchalski & Reimer, 53,313 for professional legal

Heytow reported on the following resignations. Eileen Flynn resigned on 10/11/99 after
7 months of service and %iII be given a refund of her contributions in the amount of
$1,970.63. Cedrick Neloms resigned on 1 2/ 13/99 after 6 months of service and will be
given a refund of his contributions in the amount of $1.811.66. Thomas Beyna resigned
on 11/27/99 after 8 months and has not requested a refund of his contributions.
Bill Stafford reported that the Fund would have a surplus of $300,000 over the year of
2000 not counting interest income. He further stated that some money is coming from
the Cook County Treasurer's Office that had been \\7thhcid from the =ing NN% ies in the:
past.
Dave Wall presented the financial report and discussed asset allocation.
Schoolmaster moved to rescind the decision to liquidate our Alliance Global holdings amd
moved to liquidate the PCM Voyager holdings and put the proceed- into the Vanguard
Index Trust 500. Heytow seconded the motion, which passed unanimously.

This meeting was called to order at 4:10 PM by President Schoolmaster. Present war Trudges Weisber&
Hynds, Schoolmaster and Heytow. Also present was the Board's financial consul=i Darr Wall. Hc)low
moved to read and approve the minutes of the Board's regular meeting of 1125100 and special meeting of
219/00. The motion was seconded by Hynds and carried unanimously.
Heytow gave the following Secretary's report. The payroll for January was S266,351.33. February was
S266351.33 and March was S'_'66,610.1 I.
The following bills were paid. To Sklodowski, Puchalski & Reimer, S4,498.53 for 7ofessionaI legal
services billed on invoice #2509. To Sklodowski, Puchalski & Reimer, S456.25 for professional legal
services billed on invoice :;2541. To Wall & Associates, S4,059'0 for professional financial consulting
services for the I st quarter of 2600. To In Photo, S1,500.00 for professional investigative smices billed on
invoice 4109318. To Bank One Trust Co., S984 22 for professional asset management services for the
period of 11-1-99 to 1-31-00 billed on invoice #0004672, To Rockwood Capital Advisors, S7,066.63 for
professional asset management for the Ist quarter of2000. To Timothy Schoolmaster, S85.50 for
reimbursement for car expenses for the transportation of Trustees Heytow and Schoolmaster to and from
the IPPFA Trustee Certification school.
The following new members were admitted to the Fund. Jeremy Nieman, appointed 1 /24/00 and
Chukwuemelka Atum, appointed 3/6/00. Ofc. Gene Fimbianti resigned on 2/2I100 after 5 years of service
and will be given a refund of his contributions as soon as they are requested. Ofc. Gary Anderson resigned
on 311, 00 alter 5 years of service and was sent a refund of his contributions in the amount of S 18.624.02.
Ofc. Michael Roche resigned on 321100 after 6 months of service and was sent a refund of his
contributions in the amount of S 1,719.62, Sgt. Everett Erlandson retired on 3/17/00 after 39 years of
service and will receive a monthly pension of S4.143.75. Richard Brey died on 115.O0 leaving a widow,
Connie Brey, will receive a monthly widow's pension ofS800.
An election was held on Monday. April 17, 2000 to fill the vacancy left by Tim Schoolmaster's expiring
term. Nominating petitions were requested, and one was submitted for Tim Schoolmaster who ran for
reelection. Of 17 ballots cast, Schoolmaster receb.ed all 17 votes, thus being elected for the two year term
expiring May 2002.
There was no Treasurer's report as the Treasurer. Bill Stafford, %as absent due to an injury. Dave Wall
presented a report outlining the Funds financial condition. The Board manages approximately S 12.5
million of fixed income assets and it is the Board's decision to reduce or eliminate the active management
of assets. Schoolmaster moved to give S5 million to Great Lakes Advisors to manage and to open a new
trust account at Bank One for that managed account. Heytow seconded the motion wench carried
unanimously. Schoolmaster also moved to put up to S4 million into the Prudential Securities Separate
Account invested in a S&P 500 Index fund in 8 quarterly payments of S500,000 each Heytow seconded
the motion which carried unanimously. Schoolmaster moved to amend the Boards In%estment Policy to
reflect a stock allocation of up to 45°b as permitted by law with 35° a large cap domestic. 5110 small cap
domestic and 51NO international stocks. The motion was seconded by Heytow and carried unanimously.

This meeting was called to order by President Schoolmaster at 1(ANI to consider the
application for a disability pension submitted by Kim Grossman. Present were Trustees
H}rds, Weisberg, Axelrood, Schoolmaster and Heytow. Also present were Rick Reimer.
the Board's attorney, Kim Grossman and her attorney. The proceedings were recorded by
a court reporter and the transcripts will be made part of these minutes. Amer hearing
testimony, the hearingwas continued for disposition to a date to be agreed upon at a later
time. The meeting «as adjourned at 11:30ANI
The Board reconvened at 1PM for the purpose of considering the Disability application
from Kent Kuhlman. Present were Trustees Hynds, Weisberg. Axelrood, Schoolmaster
and Heytow. Also present were Rick Reimer, the Board's attorney, Kent Kuhlman and
his attorney. The proceedings were recorded by a court reporter and the transcripts will
be made part of these minutes. After hearing testimony, the hearing was continued to a
date to be agreed upon at a later time. The meeting was adjourned at 2:1 5PM.

7/27/00
This meeting was called to order at 4:07pm by President Schoolmaster. Present were
Trustees Heytow, Weisberg, Schoolmaster and Axclrood. Heytow moved to rend and
approve the minutes of the Board's regular meeting of 427/00. The motion was
seconded by Weisberg and carried unanimously.
Heytow gave the following Secretary's report. The payroll for April was 5273,357.25,
May was $288,759.54 and June was $288,073.74.

Heytow reported on the following terminations:

request.
2. Ofc. Christopher Knysch resigned on 6/17i00 Stier one year o service and v%ill
receive a refund of his contributions upon his request.
3. Ofc George Brkljacid resigned on 7/25/00 after one month of service and will receive
a refund of his contributions upon his request.
Heytow rcported on the following retirements:
1. Lt. Robert Page retired on 4121 /00 after 33 years of service and %rill receive a monthly
pension of $4,439.31.
2. Cmdr. Thomas Gallivan retired on 4/28/00 after 31 years of sm ice and will receive a
monthly pension of 54,877.58.
3. Ofc. Charleston McNeal retired on 4/18/00 after 27 years of service and will receive a
monthly pension of $2,926.72.
4. Ofc Duane Struchcn retired on 4/18/00 after 28 years of service and will receive a
monthly pension of $3,018.18.
5. Ofc. Robert Haith retired on 7/17/00 after 32 years of service and will receive a
monthly pension of 53,473.69.
Heytow reported on the following deaths:
I . Camile Nycz, widow of Ofc. Edmund Nycz, died on 5/13/00 leaving no beneficiaries
and ending her monthly pension of $1,416.94.
2. Elinor Krakowski, widow of Ofc. Henry Krakowski, died on 629/00 leaving no
beneficiaries and ending her monthly pension of $800.
The Fund's Treaurer was not present at the meeting to give a Treasurer's report.
Larry Richie of Bank One spoke to introduce Tom Alexander, the Fund's Portfolio Client
Service Manager. He spoke briefly about the Fund's Bank One managed account.
Dave Wall, the Fund's Financial Consultant presented the Board with a report on the
condition of the Fund. He reported that Great Lakes Advisors, hired by the Board to
manage some of the Fund's assets, left the Board mostly Government STRIPS for the
Board to manage. These investments provide no cash flow. Mr. Wall proposed selling
the STRIPS because of the great interest rate risk they carry and because they provide no
clash flow. In addition, the Fund has substantial gains in those investments. He
recommended selling the STRIPS and putting the proceeds, approximately 5.5 million_
into FHLMC 7% coupon which will generate approximately $420,000 in annual incorrr--
Axelrood moved to sell the "0" coupon bonds in our portfolio and put the proceeds of
approximately $5.5 million in a FHLMC 7% bond and keep $200,000 in cash. Heytow
seconded the motion which carried unanimously.
Heytow moved to take $400,000 from FAhi and $400,000 from Lord Abbot and keep tb--
proceeds in cash to rebalance our portfolio and to meet expenses. The motion Nsw
seconded by Schoolmaster and carried unanimously.
Schoolmaster moved to liquidate our GANI Fund holdings and put the proceeds into the
American Funds Euro Pacific Growth Fund. Axelrood seconded the motion much
carried unanimously.
Schoolmaster moved to transfer $1 million from Bank One Management to Rockwood
Capital Management. Heytow seconded the motion which carried unanimously.
The Board went into Executive Session to discuss the disability pension application of
Ofc. Kim Grossman at 5:55PM. The Board reconvened on the record at 6:10PM and
announced the following findings. The Board found unanimously that Ofc. Grossman
was disabled, but her disabling injury was not a result of an act of duty. The Board
unanimously approved a non duty disability for Ofc. Grossman. The Board unanimously
denied a line of duty disability. Benefits will be paid retroactive to the day following her
last day of pay.

Special Meeting

This meeting was called to order at 4:05PM by President Schoolmaster. Present %%vre
Trustees Weisberg, Schoolmaster and Heytow. Also present was John Falduto, Vice
President of Oak Brook Bank.
Mr. Falduto gave a presentation to the Board on the Trust and Custody services offered
by Oak Brook Bank and made a proposal for the Board to move the custody of the Fund's
assets to his bank.
The Board went into Executive session to discuss the issue at 4:40PM and went back on
the record at 4:50PM.
Schoolmaster roved to transfer custody of the Fund's assets from Bank One to Oak
Brook Bank at a time agreeable to Oak Brook Bank and the Fund, but to be completed no
later than January 1, 2001.
The motion was seconded by Weisberg and carried unanimously.
