McCormick Boulevard
Mr. D'Agostino reported that either he or the City Arborist has provided daily supervision
for the contractors regarding tree issues such as root pruning. Three additional elms
will be taken down due to storm damage, another was hit at the base by a vehicle
resulting in 60% of the base being destroyed, and a third showed 80% deterioration
through use of a resitograph. A substantial fence about 4 four high will be placed
along the Boulevard as well as fencing on either side of the 3 outfall areas; two located
in the southern section of the Arboretum, and one adjacent to the bird sanctuary area.
Silver Winas
Silver Wings will be installed soon on a concrete slab in the triangle area adjacent to
Green Bay Road. It will be installed by the firm that constructed it. The area will be
landscaped.
Bird Sanctuary
The Board discussed the redevelopment of the Bird Sanctuary. The water line to the
Bird Sanctuary is operational. There is still a question regarding an operational RPZ
valve for back flow protection. The proposed plan requires electricity which is not
currently available at the site. Research needs to be done to provide power for the
proposed re -circulating pump as well as costs associated with putting in an electrical
line. Research will also be done on alternative sources of energy to the site to power
the re -circulating water. An appropriate alternative source would be right in line with
environmental ethics. Ms. Esch reported that the Bird Sanctuary looks very good.
Work is progressing with the design of the water feature as well as soil movement to
create slope and berms and plant placement. One bench has been relocated. Board

members were encouraged to take a look at the Bird Sanctuary when the area dries out
a little from the recent rain.
The Board acknowledged and accepted the donation with appreciation to the Frank
family for their commitment to the Ladd Arboretum. Mr. Kaiser moved seconded by Ms.
Esch to officially accept the plan for the redevelopment of the Bird Sanctuary. The
project will be financed through the Evanston Environmental Association. The Board
noted that there should be a plaque or feature that will identify the donation. Mr. Kaiser
moved seconded by Ms. Esch to accept the financing of the project through the
Evanston Environmental Association. The Board approved the motion.
Mr. Guth expressed disappointment regarding the length of the water feature; he noted
that he had been hopeful that the water feature could have been carried a little further
(about 4 feet) to increase the auditory effect of the water. Mr. Guth had discussed
alternative designs and suggestions with Mr. Smith. Ms. Esch noted that a lower section
of the water feature had an added drop for an additional waterfall effect. Work has
progressed quite rapidly; ahead of the normal landscape construction season which
generally starts April 1, 2006.
Arboretum Support
Mr. Guth reported that he had talked with Alderman Tisdahl about the letter that the
LAC had sent to City Manager Julia Carroll regarding comments and suggestions for
the City of Evanston strategic plan. Alderman Tisdahl noted her appreciation of the
Boards' ideas and has placed the Arboretum on an action program for next year after
the McCormick Boulevard.
Arboretum Master Plan
The Request for Proposals (RFP) for the master plan for the Ladd Arboretum has been .
released and is available for potential bidders. The pre -proposal meeting will be on
April 13th at the Ecology Center. Board members are welcome to attend The Board
said they were very pleased with the process of the master plan.
Next Meeting
The next meeting of the Ladd Arboretum Committee will be in May. Ms. Lutz will survey the
Board to find a date when most members can attend.

RFP's for the Ladd Arboretum Master Plan
The Committee reviewed the B RFP's for the Ladd Arboretum master plan and
asked questions of Parks Superintendent Paul D'Agostino. Dave Kaiser
volunteered to serve on the interview committee as the LAC representative along
with selected City staff.
The LAC noted that several firms were proposing using non -local consultants
and subcontracted firms. The Board expressed a preference for firms that would
already have employees on staff that could do the work. In general the LAC was
disappointed in the level of RFP's generally determining that all appeared boiler
plate and did not address the specifics of the Ladd Arboretum and the vision,
natural diversity, and Chicago Wilderness principles the Board advocated. Mr.
D'Agosiino suggested that the firms that responded be requested to specifically
address several sections In the RFP. Mr. D'Agostino indicated that if no firm met
the LAC's basic principles, the RFP could be reissued with a broader distribution
of firms.
Generally in the interview process, the main firm comes and may bring some of
their consultants. The firm will do a 45 minute presentation and then leave 45
minutes for questions and answers.
Generally a series of 3 public meetings will be held where EEA members and
community members can be a part of the conversation. Different from other park
development projects, the Ladd Arboretum will be a public arboretum as well as
a public space for interaction with nature. The public will not be able to change
this vision but can add ideas that are aligned with the specific purpose of this
park. The Board discussed what we would like to see in a plan for the

Arboretum. The Arboretum is a park for all of Evanston that has an opportunity
to provide a unique habitat and experiences.
Mr. Robbins suggested that the RFP responses weren't at all specific such as
discussions regarding improvement to the trail system, wind generator or other
issues. This information would be of interest to the LAC In making a selection.
Some of this information could be asked in the interviews or may not be
determined until the firm meets with the Board, staff and citizens.
When Mr. D'Agostino receives the addendums to the proposals, Ms. Lutz will
send out to the LAC for comments.
City of Evanston Stratenic Plan
Ms. Lutz reviewed with the LAC the environmental components of the strategic
plan. The City is committed to creating a sustainable Evanston. They Included
the master plan for the Ladd Arboretum as well as addressing the north shore
channel. Larger parts of the action plan included a survey of green practices
currently being done by City of Evanston Departments. The Board received
copies of the abbreviated strategic plan.
Summer Como
Summer camp planning is well underway. Most camps are tilled. All camp
directors have been hired and the staff will consist of many returning counselors.
Ladd Arboretum Bird Sanctuary
The Bird Sanctuary area is virtually complete. Shrub and tree planting is
completed. Several berms were created to reduce street noise, a bench
repositioned, and stonework in place. The 2 remaining pieces of the project are
the power source for the pump as well as the dedication stone. Work should be
completed by June 1, 2006 with the area being dedicated September 3, 2006.
Proposal from the Rotary Club of Evanston
Mr. Guth reported that the Rotary Club of Evanston is interested in adding a
global sculpture to the Rotary Friendship Garden area. It is an open structure
that represents the focus of the International Friendship Garden. A formal
proposal will be presented by the Rotary Club of Evanston to the Ladd Arboretum
Committee at a later date.
Board vacanev
Jan Weeks resigned from the Board citing health reasons. She has been on the
Board for approximately 3 years, Ms. O'Connor suggested that the Board
recognize Ms. Weeks at the annual meeting.
Mr. Kaiser moved, seconded by Mr. Guth to authorize a $50 gift certificate for
Ms. Weeks. The Board approved the motion.

Mav 2006 minutes
Mr. Robbins moved, seconded by Mr. Kaiser to approve the minutes of the May 9, 2005
meeting. The Board approved the minutes.
Rotary Friendship Garden statue reauest
Paul Giddings from the Rotary Club of Evanston discussed with the Board, the
placement of a 3 foot stainless steel globe statue in the Rotary Friendship Garden
as the culminating feature of the Rotary Club of Evanston's International
Friendship Garden begun in 1960. The open globe highlights the international
nature of the garden, the international aspect of the Rotary organization, as well
as ties together two major elements of the garden; the stone Friendship Circle
near the base of Independence Knoll, and the perennial Friendship Garden. Mr.
Giddings noted that the globe would cap off the international aspect of the
garden as well as encompassing the spirit of the Friendship Garden. The statue
Is quite strong, will have a 10 foot concrete base, planted with low growing
juniper (4 inches), and a dedication plaque. The project cost is $10,000 to
$12,000.
The Board stated that they are not interested in setting a precedent for approving
statues in the Arboretum after their experience with Silver Wings. The Board had
no objection to the statue, thought it was quite attractive, as well as being a
visual representation of the spirit of the garden. The LAC understood that the
statue is a completion of the Friendship Garden. The LAC clearly stated that they
believed the statue was integrated in the garden, diminutive, and appropriate for
the setting. The Board does not anticipate further statues in the arboretum
Ms. O'Connor moved, seconded by Mr. Kaiser to accept the Rotary Club of Evanston's
proposal to complete work in the Friendship Garden with a three foot in diameter
stainless steel globe. The Board unanimously approved the motion.
Mr. Giddings thanked the Board and said the dedication of the globe Is set for August
24'".
Ladd Arboretum Master Plan
Mr. Kaiser reported on the three interviews for the master plan consultant. Bauer
Latosa, the unanimous choice of the committee, was the only firm to really get
the mission of the Arboretum and the vision the Board has for the future. A
highlight was the inclusion of Davey Tree company which would do a
comprehensive tree inventory of the arboretum including tree status,
identification and projection for replacement. Bauer Latosa suggested ideas to
incorporate more nature, tie together existing areas with vegetation, and use
Chicago Wilderness principles. The other 2 consultants did not match the
professional credentials and personnel. Mr. Kaiser noted that the interview
committee was pleased with what they anticipated Bauer Latoss would do.
The City Council will be voting on the contract at tonight's City Council meeting.
After the presumed approval the Purchasing Director will work with Stephanie
Levine to develop the contract language and agreements.
Ladd Arboretum Bird Sanctuary
The Bird Sanctuary dedication will be held on Sunday, September 3, 2006 at
3:00 PM. The event will be open to the public and their will be family activities
that focus on birds as well as a dedication speaker.
The electricity needs to be connected by ComEd but everything else is In place.
McCormick Boulevard oroiect
The Board discussed the McCormick Boulevard construction noting that the
construction piles of concrete and asphalt at Green Bay have `buried' a number
of trees that were not anticipated to be affected by the construction. The Board
indicated that they thought the trees should be replaced, not from a specified list,
but from what is appropriate for the Arboretum and in accordance with the master
plan. This may mean that the replacement would take place after the master
plan determines what should be placed in the area. The Board noted this is
especially important at the Green Bay end of the Arboretum as the Board looks
at the area as an entrance to the Arboretum.
Arboretum Prairie
Mr. Freisma told the Board that the Northminster Church is interested in adopting
the prairie area of the Arboretum. He said he is working with a boy scout who
may be interested in pursuing the initial replanting of the area. Mr. Freesma has
talked with Sat Nagar as well as the construction manager for the McCormick
Boulevard project concerning the replanting of the area. Mr. Freisma will be
doing some additional research.

Meeting minutes were held for the November meeting.
Ladd Arboretum Master Plan
Christa Lazarz, project manager for the Ladd Arboretum Master Plan, introduced a basic
presentation on the master plan goals, as well as the representatives from the consulting
firms that will be participating in the project. The master plan process for the Arboretum
will be completed by the end of April 2007. Phase 1 of the plan focuses on data
collection, research, and vision shaping.

Ms. Lazarz reported that a land survey was completed by Gewaldt, An Arboretum tree
survey and channel vegetation evaluation will be conducted by the Davey Resource
Group. Approximately 2500 trees will be inventoried using hand held devices tied into a
GPS to locate and inventory each tree. Each tree will have age dating, health analysis,
and evaluation, noting the tags numbers as well as the memorial trees. Davey will also
complete a brief analysis of the stream way looking at the ecosystem aspect. Data will
be Incorporated Into a formal management plan to be included in the management plan.
The City will receive the computerized tree inventory and will be able to search by tree
type, maintenance issues, age, memorial designation and other parameters. Davey will
not be doing soil borings or soil testing. Davey will note some soil conditions based on
tree growth and health of trees. They will look across the species board in particular
areas and note a broad paint brush picture of the soil.

Three public meetings are being set up. The first mooting Is Sol for October 14, This
meeting will be looking at visioning and education. The second will be a prnllminary
prosentation of Ideas and the 3"' mooting will be a maslar plan and recommandations.

General Considerations
Ms. Lazarz noted that the process will be geared at thinking green, using green
products, and using sustainable design practices. Native plants and local materials
lend themselves more towards habitat improvement as well as a way of connecting
what's here with Interspersed habitats. Elements of a good plan would include:
• Unify the physical elements of the Arboretum
• Heighten user's experience
■ Establish maintenance.'management program
■ Increase biodiversity
• Enhance habitat opportunity
■ Create a comprehensive signage plan that unifies the physical elements of the Arboretum
Ideas and Comments from attendees
The following are comments and Ideas generated through discussion with all attendees.
Some are grouped In categories, when Ideas were on a similar topic.
• Prairie section, burned 2001, established 25 + years ago through volunteer
efforts
■ The water is not accessible, need a place to observe wildlife, the channel
■ Bird Sanctuary is a spiritual home for many Arboretum users; saw 2 deer; very
excited to be able see them
• Green emphasis is important
• Lighting generated mixed feelings,
■ Historically this area was wet prairie. Now a spoil pile remaining from the digging
of the canal. Look at the site as it was In the past.
■ Highlight the wildlife.
■ Unifying physical elements: as free of hard elements as it can be. As much as
possible minimize hardscape; it's all around us already.
• Take the area we have: an urban wilderness bound by where we are it's
educational in many kinds of ways. Use the work that we're doing to teach
Individual citizens, goal to get the very best from what we have.
■ Don't want it to see it dramatically changed. So much research to what an
advantage it is to have a green space to walk through, whether to work or for
recreation. We have a fabulous start and we should enhance.
• Like to see a brochure that has a walking tour. Flora, fauna, mention some of the
resources that are here. We do need a map.
• We're in good shape for the shape we're in.
Historical Context
Need to respect what is here from the past, as it tells the story of the community over
time. For example, Washington National is not here now but they made a contribution to
the community over a long period of time
Pathways
Textured pathways --- path way at Independence Knoll is currently a problem for wheel
chairs. Trails that work for wheel chairs would be great; fine limestone screenings work
Small stones are a problem and so Is mud for the residents going back into Hill
Arboretum Apartments, need drainage on the paths. improve the pathways. Preference
Is limestone screening, needs to be walkable. 33 resident in wheel chairs across the
street at Hill Arboretum Apartments.

Wind Generator
The wind generator Is an historical demonstration project; It honors the education past,
A new generator is not needed. The original wind generator worked for a few days. The
original generator was made in Mexico and early volunteers tried diligently to get it to
work and it never worked well. Wind is not really a steady source of reliable energy
production at this location. It's sentimental. It's not a good example as it doesn't work.
The wind isn't here. A bat condominium is an alternative to the wind generator.
'free selection
Elm and Ash trees will be lost over time. Trees will have to be replaced. The plan should
achieve diversity and habitat. Exhibit some of the examples of trees that could be
selected as street trees. Not all trees are natives. Natives have a hard time coming
back after foreign insects infestations. The Arboretum should be a demonstration area
for the community. Specifics might be addressed like combination plantings and good
plantings for under wires. Look at diversity in plantings. Suggested species will be part
of the management plans.
Sustainability; the soil is really bad. You might need to look at soil remediation.
Arboretum is laid out really well. Full canopy Is important; arboretum is well laid out.
Can do better mulching to help out trees. The arboretum is very well kept, well planned.
Preservation
Rate of urbanization in the north shore area is dramatic. Look at preserving an example
of native diversity, as well as understanding the dynamics of ecosystems. Open areas
become shaded. Look at the map of the canal. The Arboretum side Is wild and free
compared to the other side of the channel which Is grass and paved paths. This area
can be different. We're losing the opportunity for people to be in a wild environment.
Look at creating a buffer between McCormick Boulevard. The master plan should
project 20 years ahead. Do this safely and preserve diversity.
Evaluate tree canopy and open areas, Bird -watching and other activities should be
promoted. Look at an area where nature is happening. It's important to be cognitive of
Invasive species. We don't want the Arboretum to be like every other park.
Enhance the area, keep it kind of wild. Go for the idea of nature. It should be different.
See lots of neat things at the canal level. Like the naturalized setting. This should not be
a manicured place.
Hold on to what you have/. Don't need to design specifically for wildlife.
Ecoloav Center Buildinq
Get naturalized plantings around this building. It's a handsome building that needs
some plantings to enhance the beauty of the building. Get close to the canal. Access
through decent walkways.
Volunteem
Need volunteers, publicly recruiting volunteers, clean of litter. Remove debris, clear
Invasive plants. Pruning and damaged trees removed. Some kind of weather, vandal
resistant signage. Develop an Arboretum maintenance oriented volunteer program
sIgnage
Looking for a map of the Arboretum. Could be a computer version. Also signs might
have an Interactive mechanism. Signage for the trees is important, there is a problem
with more permanent signage. Braille and large print on the signage Is a consideration.
Need a replacement program for the signage
Parking
Parking: possible access at more than one point. Needs a bike rack. Parking Is mid
way. Successful habitat is not Interrupted; habitat fragment. There are plenty of places
for people In Evanston. Uninterrupted habitat Is the unifying element of pieces. That's a
good thing.
Canoe Launch
Discussed the engineering aspect of a canoe launch. A large facility like Skokie requires
more land. Set a slope back, have to give up some land too. Too much hard surface at
Skokie. Ecology programs have 1000 people a year; a mini -scale dock is more the
thought. Discussed the engineering aspect of a canoe launch. Try locating in the
parking lot area it already has a parking lot. An accessible canoe launch.

Potential Board members:
The Board discussed the need for interested Board members and discussed
several names. The Board would like a list of EEA members. In the future the
results of the member survey could also be used.
Mr. Sawers reminded the Board that each current Board member should have 1
— 2 potential Board members in mind. Some initial challenges have Included
getting the Board to focus on committee assignments. Ecology staff could also
help identify prospective Board members who have a community commitment to
the Ecology Center programs and services. Ads could be placed in publications,
but word of mouth can be the most effective. Mr. Sawers noted the Board must
place a priority on this as well as making it a commitment to serve on
committees.
Mr. Guth thought the new Board members packets were good and should be
given to prospective members. Ms. O'Connor noted that formal recognition of
the final payment to the City of Evanston on the building addition loan should be
publicized.
Esc
Mr. Sawers reported that the final report on the EEA Board development work
was sent out. Mr. Sawers was checking to see how the Board was doing on
recruitment
Duck Race and Pluck
Ms. Taira reported on the event. Over 200 people attended. She noted that
some funds were spent on prizes (S100). This was offset some because there
was no live music and the PA system was borrowed from the Levy Center
Instead of renting one. The previous trumpeter and the PA system rental were
over $100. The event raised $1300.
Gradv Bird Sanctuary Dedication
Over 70 people attended the dedication. Pat and Jerry Frank and their families
were delighted with the event. The Frank's contributed $49,046 In funds to the
EEA for the restoration of the Bird Sanctuary. Ms. Bjornson represented the
Board at the dedication.

Annual Meeting
The EEA's annual meeting is scheduled for Saturday, December 2"d al 1 PM.
Richard Lanyon, General Superintendent of the MWRD will be the featured
speaker. Mr. Lanyon has been in charge of Research and Development for a
number of years before being appointed to the top position at MWRD earlier this
year.
NEXT MEETING
The next meeting of the EEA will be on Saturday, December
2 at 11:30 AM at the Ecology Center. This Board meeting
will precede the EEA annual meeting which starts at 1:00

The Board reviewed the minutes of the July 2006 and September 2006 minutes
and approved the minutes.
Ladd Arbaret rn Master Pan
Ms. Lutz reported that Thursday, October 19 the first public meeting was held regarding
the master plan process for the Ladd Arboretum. Over 20 people were in attendance.
The session was divided into work groups with each group doing a presentation on
areas, ideas, and issues that should be Incorporated into the master plan.
BauerLatosa Studio was hired as the consultant for the project. They have hired sub-
contractors Including Davey Resource group which has done a GPS survey of the Ladd
Arboretum. Each tree has been identified, its condition noted, suggested maintenance
and other features recorded. All the information is entered in a database and a copy
has been given to the Paul D'Agostino for review. The database Is able to be searched
by tree type, location, pruning requirements, etc.
BauerLatosa developed a questionnaire that was distributed at the public meeting;

Ecology Center. BauerLatosa will be presenting 3 concepts to the public as well as the
Board for their reactions.
Ladd Arboretum Bird Sanctuarv: Prenarations for MpjnAenance Fund
Ms. Lutz reported that Ms. Frank has supplied the Center with a matching funds
application from the Pfizer Corporation for an endowment for the Bird Sanctuary. The
grant funding level is $12,000 which, if received, will be given to the Evanston
Environmental Association. The idea would be to use the interest from the restricted
fund for yearly maintenance.

camp staffing levels were reduced and transferred to other departments).

NI'cCormick Boulevard Uudabe
The general construction of McCormick Boulevard has been completed. Tree
planting is being done; trees and placement were determined by the
Parks/Forestry superintendent. IDOT supplied 600 prairie plant plugs which
were planted by 2 volunteer groups. Parking place striping was completed in the
Ecology Center circle area.
Sculpture Dedications
Silver wings were dedicated on Sunday, October 15 by the Public Arts Committee.
Landscaping around the statue has not been developed. The LAC can work with the
Public Arts Committee for ideas. Ideas generated through the master plan should be
considered with the landscaping plan.
The Rotary Club of Evanston dedicated a sculptural globe on November 2nd. The globe
highlights the International aspect of Rotary. The Rotary Club of Evanston made a
presentation to the Board at the July meeting.
The Board discussed position vacandes and strategies for filling positions.

The Board approved the meeting minutes from the November 2006 meeting.
Ladd Aftretuin Master Plan: uudate
Ms. Lutz discussed the progress of the master plan for the Ladd Arboretum. The consultants,
BauerLatosa Studio, have made initial preparations for the next public meeting on January 24,
2007 at 7:00 PM at the Ecology Center. Board members should plan on attending to note public
opinion as well as determining whether the plan as proposed Is consistent with the Board's goals
for the Arboretum.
Board positions
The Board welcomed new member Don Opitz and noted that Hal Oates is being introduced for
appointment to the LAC at tonight's City Council meeting.
City of Evanston
Ms. Lutz discussed City of Evanston budgeting, layoffs, and early retirement proposals. These
three processes are part of a three year plan to reorganize City government. The City Council
will begin to consider these proposal as the budgeting process develops to meet the February 28.
2007 deadline.
The Ecology Center budget is essentially the same as In the previous year. Some funding was
eliminated for summer camp which is a cause for concern, However these funds were placed in
another budget element and should be made available to the Ecology Center so staff can provide
the same level of service for summer camp.
Gradv Bird Sanctuary
The Grady Bird sanctuary has been completed. Some items were brought in for the winter. The
pond will be evaluated in the spring to determine if the construction needs to be adapted based
on winter use of the area as well as any visitor related problemsrssues. A small amount of
remaining funds will be used to provide suing maintenance.
EEA Final Pavment
The EEA will be presenting the final payment to the City of Evanston at tonight's City Council
meeting for the Ecology Center addition. The last $30,900 of the almost $800.000 will mark the
end of the largest public private partnership with the City of Evanston.

The Ecatogy Center staff is working on a proposal for the Archer Patterson family foundation
focusing on environmental education, The Archer Patterson foundation has given funds to the
EEA for a number of years. In December Jim Patterson presented an opportunity for the EEA to
receive a legacy gift. Ecology Center staff will be preparing 3 rive -year concept plans to the
Archer Patterson Foundation for them to evaluate in March 2007.

January 2007 Minutes
The Board noted that a quorum existed at the January 2007 meeting, With that change the
Board approved the meeting minutes from the January 2007 meeting.
Ladj&borelturn Master Plan: uRdate
Mr. D'Agostino reviewed the 50% master planning document provided by BauerLatosa, The 50%
document highlights the information from the previous public meetings. Mr. D'Agostino said that
he expects the 75% documents soon. These plans will be presented at a public meeting on
Wednesday, April 25 at 7 PM at the Ecology Center. This Is the final public meeting of the
project.
The Board reinforced that they supported a pathway that blended with the natural setting of the
Arboretum, No one was in favor of asphalt or concrete. The smallest acceptable width of the
pathway is considered to be optimal by the Board. Everyone agreed that a durable, flat surface
would be great for accessibility, wheelchairs, bikes, and walkers.
The Board discussed the boat launch area. A possibility of being able to fish, do water sampling,
or observe the canal the Board would consider a benefit. The Board cautioned that a platform in
the water In the past has been vandalized, so the platform would need to be well thought out.
Other considerations Included:
■ A walking trail near the embankment
■ Parking lot (other accessibility other than at the Ecology Center)
• Labels on trees
■ PV panels on the roof that would incorporate solar energy Into the energy grid of the
Ecology Center
■ Retire the wind generator as an exhibit as its non-functioning
• Good signage at the entrance
• Gazebo options should be re -thought
• Memorial Tree programs should be Integrated for easy of keeping track of trees and
donors, as well as best practices for upkeep of records, maintenance.

Mr. Robbins discussed a name change for the Ecology Center building noting that the Board had
discussed and voted on the Issue previously. Mr. Robbins is concerned as no action has been
taken by the Board or the City.
The Board agreed that the following information would be provided for the May 21 meeting:
■ Information on the name change procedure would be presented
■ history of Ecology Center name to be presented
■ Compilation of proposed names
• Name change to be item on May LAC agenda
Ms. Lutz will compile the information and have for the LAC in April so there is plenty of time to
review before the May 21s' meeting. As part of the process, the Board would develop rationale
regarding the Ecology Center building name.
C tv of Evanston Budggt
Ms. Lutz discussed the City of Evanston budget. As part of a three year reorganization plan the
City instituted layoffs in December (37 positions), passed an early retirement proposal and has
Instituted a budget management system.
The Ecology Center budget is essentially the same with some funds reduced for summer camp
counselor positions (However these funds were placed in another budget element and should be
made available to the Ecology Center so staff can provide the same level of service for summer
camp). Additions to the individual budget include a series of costs (pension, Medicare, IMRF)
that were previously in another department's budget. The funds have now been outsourced to
the individual division budget, so the Ecology Center budget has about S40,000 more than ever
before
Gradv Bird Sanctuary
The Grady Bird sanctuary suffered some winter damage with the stonework. Some stones were
thrown into the pond. Spring maintenance will focus on solidifying the stones, reviewing plant
material, and restarting the water system.
Arboretum Tree Trimming
Mr. Guth noticed the tree trimming that occurred and asked if the current trimming was a result of
the recommendations proposed in the Davey tree survey. Mr. D'Agostino said that Parks crews
did safety pruning and may have removed dead trees. When the final Davey report Is completed,
data on the trees and tree practices of the ParkslForestry Division will be logged into the data
base so the data base reflects the current status of the Arboretum trees. Mr. D'Agoslino thought
the final Davey report would be coming with the 75% plans.
The Board discussed generated a piece of literature on the Arboretum, especially when the
master plan is completed and some strategies for the future are presented.
Summer Camo Undate
Most summer camps are either full or close to being filled. It is uncertain where the EcoQuest
camp will be located. A move to south Evanston several years ago, virtually eliminated the half
day EcoQuest program. Full day is doing fine. Staff would like to move the camp around to
make good use of the Forest Preserve at Perkins Woods. However, the School District #65
determines school sites that can be used. We anticipate a great camp season.
Atomic Clock
The EEA has purchased an atomic clock for the center which is powered by photovoltaic cells.

CIP funding
Mr. D'Agostino reported that $50,000 is available in CIP funds that may be able to be used as a
match of an Arboretum project. Mr. D'Agosbno will keep the Hoard apprised of funding available
as well as opportunities to use the funding for a matching grant program.
Milwaukee's Urban Ecoloav Center
Ms. Lutz distributed photos and Information from the Urban Ecology Center in Milwaukee. This
non-profit has built a green building, has sustainable programs, and works closely with municipal
and county government. The Board was interested in taking a field trip to see the Center. On
Wednesday mornings, free tours are given. Ms. Lutz will arrange a May date before the next
meeting of the LAC for the LAC to tour the Urban Ecology Center.
Archer Patterson Leaacv Gift
Ms. Lutz reported that the Archer Patterson family foundation has given the Evanston
Environmental Association a legacy gift. The gift, which will extend over 5 — B years, will provide
for environmental education outreach efforts. Ecology Center staff as well as community
members interested in environmental educalion initiatives will be involved In developing the final
action plan that will be reviewed by the Archer Patterson Foundation.

Ms. O'Connor moved, seconded by Ms. Esch to approve the minutes of the March 19,
2007 Board meeting. The Board approved the meeting minutes from the January 2007
meeting.
Ladd Arboretum Master Plan
The draft final copy of the Ladd Arboretum Master Plan is due this week. This Is a 100%
draft copy of the master plan. Ms. Lutz will notify the Board when the copies come In
members can review. Comments have to be received by June 1, 2007.
Mr. Guth noted the ideas from the March meeting should be incorporated.
Bird Sanctuary
There is a break in the water main at the east end of the Arboretum. This should be
fixed as of today. The break affects the water to the Bird Sanctuary. The pool in the
Bird Sanctuary was filled and should be set for the season. Maintenance work has been
done by Habitat Landscaping. Positive comments continue to come in regarding the
Bird Sanctuary; citizens enjoy the quiet serenity and especially the pond.
Matching Pfizer Foundation funds were received based on Pat Frank's contribution of
$50,000 for the Grady Bird Sanctuary. The $12,000 gift will be used for maintenance at
the Bird Sanctuary. Pat Frank will help establish guidelines for the fund with the EEA's
help as the funds were received by the EEA.
Ecolopv Center Summer Camn
The Ecology Center summer camp program is ready for the summer season. Most
camps are full and staff is hired. The following camps reflect the location, director (and
length of employment) as well as camper status. Revenues for this season are
projected at $180,000. The increase in the minimum wage was not budgeted for last
year and staff will be curtailing expenses to pay personnel costs. Additionally bus costs
last year were far higher than anticipated. The City has initiated a cost control system.

Ms. Lutz prepared a draft history of the LAC, EEA , Lighthouse Nature Center and
Ecology Center programming to highlight the purposes and programming since the
original Ecology Center was built.(follows the minutes).
The Board discussion covered many issues including:
• EEA should redefine it's purpose (based on Articles of Incorporation)
■ Nature Center may be restrictive and narrow at this point in time
• EEA mission has been expanding, maybe environmental in name is better
■ On a more global scale, the Center name has to relate to audiences.
• If the facility serves more than Evanston, Evanston in the title maybe restrictive
• Fundraising as well as EEA directors from the outside.
■ Perhaps do a survey of other local nature centers for names, purposes,
programming-- Understand the differences of a nature center versus an
environmental center
■ Ecology Center is a City of Evanston building
• EEA survey reflected membership like the Evanston Environmental Association
name
■ EEA is a 501 c3 and needs to raise money.
■ Ecology does not seem like summer camps, etc.
• Current camp names seem beyond nature,
• Expand programs to adults, environmentaUecology Is broader than nature center
includes the built environment and how we interact with It.
The Board agreed that it Is a rapidly changing environment out there and it is important
to use language that will resonate with the public. Language connects with people and
It's important to choose the right words to create the connection.
The mission and objectives and the EEA and the LAC should speak in language that
makes connections. The mission statement has to define the scope of the organization.
The Board thought that by examining the purpose of LAC and purpose of EEA
Information could be determined that should help direct the organizations and the Center
as well as influence and direct the programs.
The Board discussed the current transition to sustainability. Now global warming has
become a threat and there is a now a larger global conversation about the environment
that is being discussed at many levels. This is a crossroads time; the energy is there
(regarding the environment) and the Board needs to determine how we can tap into that
energy.
The Board would like to invite the City's new Sustainability Coordinator to the next
meeting of either the EEA or the LAC.

Archer Patterson arant
Ecology Center staff is working to elaborate on the Archer Patterson opportunity. In
June Ecology center staff will be talking about partnerships with the Evanston
Community Foundation. The first step is to define the outreach possibilities
Now is a totally different world around us.
Trio to the Urban Ecoloov Center
The board checked dates for a trip to the Urban Ecology Center in Milwaukee. Plans are
tentatively set for either May 30 or June 6.

RE: Name Change for the Ecology Center
After much thought and deliberation, the Ladd Arboretum Committee is recommending a
name change for the Ecology Center. The Committee has agreed that the name should
be changed from the Ecology Center to the Northshore Nature Center.
The word "ecology" does not bring to mind the mission or reality of the Center. In the
programs, classes, and facilities nature center is more appropriate to the mission as well
as the day to day operations of the facility. The Committee additionally believes that the
service area needs to be extended beyond Evanston. Northshore indicates that the
service area is broader than the Evanston Community.
The Ladd Arboretum Committee voted on the name change to Northshore Nature
Center at the Beard meeting on May 6, 2003. Attached are the minutes of the meeting,
which attests to the vote.
It is our understanding that by making a formal request to you as the Director of
Parks/Forestry and Recreation you will proceed with the formalized City of Evanston
policy and initiate the proper paperwork.

September 2007 Minutes
The minutes of the September 2007 Board meeting were discussed and approved by
the Board.
Ladd Arboretum Master Plan
The Board discussed the interviews for the consultant for the Ladd Arboretum Master
Plan. Interviews were held on November 110 and 1e. Both Ecology Center staff and
the Board participated. Initially the result of the process was to recommend the hiring of
Land Design Collaborative to provide services. Stefanie Levine of the Parks Division is
the project manager and will work on the details. Initial meetings will be held after the
Council approves the consultant's contract.
Ladd Arboretum Bird Sanctuary.
Vandalism continues with the waterfall stonework. Repairs have been made and the
system shut down for the winter. Some loose rocks were concreted in. A bulletin board
needs to be placed in the area, most likely in the spring.

Green Living Festival Date for 2008
A proposed date of Saturday October 49' is the date staff suggest for the Green Living
Festival, The date does not conflict with NU homecoming. Work on the Festival will
begin after the first of the year.
Archer Patterson Grant
Ecology Center staff as well as EEA Board member Erred Schneider met with Jim
Patterson and Pru Lake. Sara Shastock from the Evanston Community Foundation
joined the discussion and was able to answer all the questions related to the financial
responsibility of the Foundation for setting up the Elizabeth Archer Patterson
Environmental Education project. The project will be housed under the Evanston
Environmental Association fund within the Evanston Community Foundation.
One of the first projects the Ecology Center staff would like to undertake is doing a
community wide bio-blitz of the parks and natural areas of Evanston. The first deposit to
the account should take place In December. Project plans will be completed by
February 2008,
Ecolo v Center budget 2008 - 2009
The Ecology Center submitted a budget for 2008 -- 2009 In September. Budget
deliberations will take place through November and the City Council will receive a
proposed budget in December.
Website updates
Emerson Nagel has updated the website. The leaves are now interactive and If you click
on the leaves you'll learn the type of tree as well as other information. The EEA has
paid for the website through the 3rd quarter of 2007.
EEA annual appeal
Mr. Robbins volunteered to write the EEA annual appeal which will be sent out In
November. The appeal will focus on the success of the Green Living festival and future
programs for the EEA and Ecology Center.
Board terms
The Board discussed membership. Mr. Guth's term on the Board is complete. Ms. Lutz
will check on Board member's terms to verify the dates.

November 2007 Minutes
The minutes of the November 2008 Board meeting were discussed and reviewed by the
Board.
Ladd Arboretum Master Plan
The first meeting with the consultants for phase one of the master plan, Land Design
Collaborative, was held on Friday, January 18, at 1:30 PM at the Ecology Center. City
staff and members of the Board discussed priorities of the work. Emphasis will be on
landscaping the 4 corner area of McCormick Boulevard, a concept for the visitor parking
lot, perhaps some signage, as well as initial landscaping for the Ecology Center. Work
will continue over the next few months.
Ladd Arboretum Bird Sanctuary
The Bird Sanctuary has been the highlight of many visitors to the Arboretum. Vandalism
to the site is predominantly displacing rocks. Smaller rocks are used to break larger
ones. Some have been concreted and plans are to work with Charles Smith on a plan to
deter this type of action. Pat Frank provided an additional $5,000 donation for the Bird
Sanctuary, which was matched by the Pfizer Foundation. Funds will be used to endow
maintenance.
Board Vacancies
The Board reviewed current LAC membership noting that the terms of several Board
members expire in the spring leaving the LAC with 4 members; a Board development
committee will review the situation.
Ecoloav Center Vision for 2008: Archer Patterson tyrant
Ecology Center staff would like to work on a summer camp carbon footprint program as
well as a bio-blitz pilot program; both are initiatives that would be done through the
Archer Patterson grant. The initial payment on the grant was done in December 2007.
Ecology Center staff will report back with other initiatives. A major focus is to encourage
programming where people can become citizen scientists such as participation in bird
counts, natural history inventories, and participation in national initiatives. Spring
classes will focus on sustainability.
Green Living Festival
The Green Living Festival is set for October 4, 2008. Over the next several months
planning will begin. Fred Schneider will be the EEA chair of the Festival.
2008 — 2009 Ecoloav Center Budget
There continues to be a budget deficient in the City of Evanston 2008 — 2009 budget.
Parks and Forestry suggested some cuts like the elm tree injection program as well as

the tree replacement program. The budget hearings have begun; the City Council must
adopt a budget prior to March 1, 2008.

The EEA's annual appeal raised $5,270. The EEA paid several purchases for the
Ecology Center and will be reimbursed prior to the end of the budget year. The
Northwest Passage summer trips and an earth day program were paid by the EEA.
Ms. O'Connor talked about the EEA organization. EEA and LAC need separate boards
that work on the major issues relevant to both boards. The LAC needs to build the
membership on the Board. A maximum of 4 members overlap: that is the EEA will have
a maximum of 4 members that are LAC members. The Ecology Center, City of
Evanston, and EEA will be best served by 2 dynamic boards that overlap on projects
and initiatives but remain separate. Work in this area will aim at making the relationship
between the LAC and EEA clear and understandable.
New Business
The Board reviewed several planting plans for Silver Wings as presented by the Public
Art Committee. Ann Ziegelmeier of Northwest developed 2 concepts. The Board liked
Plan A especially because it provides some parking for people to have easy access to
the sculpture.

January 2008 Board minutes
Mr. Schneider moved, seconded by Mr. Opitz to approve the minutes of the January
2008 meeting. The Board approved the minutes.
Ladd Arboretum Master Plan
Mr. D'Agostino discussed the master plan for the Arboretum, noting that this phase of
the master plan is working with the landscaping directly around the Ecology Center.
The consultant on the project is Land Design Collaborative. Currently plans are at
about 80%. A stretch of the pathway by the Ecology Center and along McCormick
Boulevard will be reconstructed to form an 8 foot path that is consistent with standard
bike paths. The new path will be more direct and have increased space from the
building as well as from the road. The path will be crushed stone (decomposed granite
which is finely compacted, accessible and good for water removal). Water should not
accumulate on the path. Phase one entails $150,000
The Board discussed the Green Living Festival slated for Saturday October 4, 2008.
The Festival is the largest event the Ecology Center does. It is important for the Ecology
Center to look and be at its best for the festival. As a result it may be necessary for the
actual construction to start in 2009. Mr. D'Agostino will evaluate after meeting with the
consultants on May 21. The Parks crews will put up tree protection prior to the contractor
beginning work. It is hard to say what stage the contractor would be in the development
process at the time of the Green Living Festival. All work will be contracted to a general
contractor.
There will be a fair amount of maintenance during the first couple of years after which
the areas should be relatively self- sufficient. Upcoming phases of the Ladd Arboretum
master plan will include a variety of trees as well as tree identification system that
visitors can learn the names of the trees. Planting beds will be amended with soil to
encourage better plant growth. The Arboretum soil has a high clay component.
Evanston Green Livinia Festival
Mr. Schneider talked about the Green Living Festival in Chicago over the weekend. Mr.
Schneider, Ms. Lutz and Karen Taira attended. Mr. Schneider reported on a number of
the speakers and topics. A number of the people would be good presenters for the
Evanston Green Living Festival.
Mr. Schneider reviewed the progress of the Green Living Festival planning. Partners will
be EEA, City of Evanston and Keep Evanston Beautiful. The goal is to have 50 vendors.
Suggestions include extending the festival to Bridge Street.
Mr. Schneider has secured a key note speaker and has good leads on the 5 other
speakers. The keynote speaker may give a presentation to the Chamber of Commerce
on how small businesses can reduce their footprint. This would be sponsored by the
EEA and Rubloff, Inc. This year we will be trying to expand beyond Evanston, looking to
make that a little broader to Chicago and beyond. This should help to provide other
points of view.
Marketing efforts could consider having a booth at the Farmer's Market at some points in
the summer, perhaps look at the month before or a couple of weeks before. Another
addition could be a book seller get who will sell green oriented books.
The Board discussed hosting a website on the Festival. For comparison check out Go
Green Wilmette. Mr. Pyne will check out a blog site as well as possible website options.
Mr. Schneider suggested a possible website developer.
Gradv Bird Sanctuarir
The Bird sanctuary has received a spring cleaning. The water feature was cleaned and
the water is Flowing. Approximately 10 new shrubs were added to create more coverage
surrounding the bird sanctuary with shrubs that provide cover and food for birds. A
bulletin board will Installed this spring. The bulletin board will highlight birds sighted in
the area.
LAC Board Ceveloement
Terms for current Board members Jean Esch (6 years of service) and Elizabeth
O'Connor (3 years) concluded this month. Two potential board members have
submitted applications to the Mayor for appointment to the LAC. The Board designated
Dan Dyne to be the acting chairperson. New committee members should be in place by
the July Board meeting and the Board can elect a chair.
Archer Patterson Grant
The Elizabeth Archer Patterson environmental education project will initiate their first
project this summer. A summer camp curriculum that focuses on understanding what is
a carbon footprint and how campers can affect their personal environmental choices.
Campers will take a pre and post test to see how effective the activities were in helping
the campers understand the concept of carbon footprints. This project coincides well
with the City's Climate Action Plan initiative. Mr. Opitz can help write a good survey tool
that can be compiled easily.
Citv budget and reorganization
The Ecology Center's budget was reduced by $10,000 in programming costs while a
number of overhead costs were transferred to the Ecology Center budget. Generally the
effect should be a continuation of the current level of the programming.
Rolanda Russell was promoted to Interim City Manager, effective May 12, at the
resignation of former City Manager Julia Carroll. The expected search for a new City
Manager Is expected to take 4 — 6 months.

The Talking Farm
A non-profit organization, The Talking Farm, will be participating in the Community
Garden program at the Twiggs community garden site. Talking Farm volunteers have
brought in truck loads of soil and have spent a great deal of time and effort creating a
usable garden space out of some non -rentable sections of the garden area.
Ecologv Center Summer camas
Summer camps going well. Great directors and all are anticipated to have a
great summer.
Community Gardens
The community gardening program has the largest waiting list that can be
remembered. Generally between 30 and 40 spots are available each year. This
year people on the waiting list will be considered for 2009 vacancies

No quorum was available; therefore there was no motion made to approve the minutes.
Ladd Arboretum Master Plan
Ms. Levine discussed the master plan for the Arboretum, noting that the consultant for the project
had collapsed and has been removed from the project. The plans have been repackaged to be
bid out by the end of the year. Currently plans are about 95% complete.
The demolition plan has the path behind the Ecology Center to be realigned, allowing this area to
not be disturbed during a future larger long term plan to reconstruct the entire length of the facility.
The limestone will be removed from the path, replacing it with a crushed stone that will not hinder
the growth of plant material and create a solid surface for pathway users. Funding from the State
requires that certain aspects and improved grading be attained. Other areas of the demolition
project concern stone removal, the brick paving at the rear and side entrances, removal of some
trees and shrubs, and the relocation of some site amenities (bike rack and bench).
The proposed layout for the hardscape of the project is smoother. A pedestrian pathway off the
south-east comer of the parking area will connect to the path behind the building and will be
A.D.A accessible. A maintenancelstorage yard will be located behind the building to house
compost and recycling containers. it will be enclosed by a fence made from a recycled product
that has never been used by the City of Evanston. It is made specifically for fencing from a high
density plastic and wheat straw with a simulated wood appearance, but with a longer life. The
fence will be a visible element in the style of opposing wood slats that would allow privacy from
direct viewing, but partial visibility from off -set viewing.
Alternate items are on the plan bids can be accepted depending on bid pricing. Such items on the
altemate plan list are site furnishings, bike racks, benches, decorative boulders, container stock,
and plantings in the alternate planting plan. if funding is not sufficient now, these items can go to
the next phase and then the plans will already accommodate these items, so there will be no need
to tear areas up again to implement. Areas can be enhanced as funding permits.
Grading plans were shown to have proper drainage and be A.D.A. accessible.
There will be two (2) planting plans submitted for bidding. A base bid plan and also an alternate
plan. Plans include grasses, flowering plants, shrubs, ferns & ground covers. Costs for container
stock versus seed stock were discussed, along with the viability of the plantings available in
smaller or larger containers. Container sizes and prices were reviewed, weighing the cost of

maintenance and mortality rate versus cost. It was felt that container stock would not be
affordable. There is more control but less variety available with container stock, whereas the seed
mix has about 20 varieties, but less control. Variety of seed mixes of prairie grasses grown in
varying heights would create a view of interest. Though it would have Initial definition, the grasses
would grow and evolve similar to the ones in the park across the street. This has shown to be
successful, well established, and requires very low maintenance. A suggestion was raised by a
resident that grasses tend to overwhelm other plantings, so Ms. Levine will investigate some
wildflower mixes that don't include grasses,
Many species have been selected by Linda Lutz and Ecology Center staff with the consultation by
the maintenance staff. Grape hyacinths were removed from the plan. Suggestions for plantings
that may not work well along with varieties that should be included will need to be stipulated within
the next few weeks to be included in the bidding process.
Ms. Levine also pointed out that the species can be changed even after the bid is accepted. They
can work with the contractor and some selections can be made later. However, if nothing is
chosen and the bid process is delayed, then funding could potentially be lost. Contractors are not
required to buy locally in Illinois, but the prices to purchase out of state may increase the bid price
due to shipping costs.
A request was made by a resident to have more non-native plantings near the entrance to the
Ecology Center for educational purposes. The committee will take it under advisement.
Mr. LaRochelle requested information on what percentage of the plantings are currently on site,
and how many will be introduced to the Arboretum. Most of the plantings are not currently on site
and will be newly introduced, with the exception of a few varieties along the embankment,
Mr. D'Agostino stated that the current Ecology Center sign at the comer of the property wilt
remain for the foreseeable future. He also commented that bidding needs to go out before the end
of the year to give contractors enough time to secure plantings while they are available and
plentiful. Work is to commence as soon as possible in early spring after the snow melts.
Evanston Green Living Festival
Mr. LaRochelle attended the festival and thought that it went very well. The speakers and
presentations were very relevant. There were picnic tables, vendors, tents, and food prepared by
Boo Coo. Attendance was almost double that of last year. Concern over available parking was
raised by the resident present at the meeting. Next years festival Is scheduled for October 3,
2009,
Citv budoet chances
The Director's position (formerly held by Linda Lutz) will not be replaced. The Educator's position
that has recently been vacated will be replaced so that there will be two (2) educators back on
staff. The job posting is to be listed as soon as possible so that the position can hopefully be in
place before the summer camp sign up begins.
