held December 26,'1945, be approved without reading. Duly seconded
and carried:
Alderman Hemenway for the"FINANCE COMMITTEE sub=
mitted report from the City Treasurer., advising -'that -in accordance
with authority conferred upon them at'a meeting of the City Council
held December 26, •1945, the 'Mayor, the City Treasurer and the City
Comptroller paid the temporary payrolls in amount of -$15*975,64,
Alderman Hemenway moved` approval of this action. ' Moei tionseconded
by Alderman Harwood: .Voting aye Aldermen Hunger`ford,'Thoafia,,,Harwood,

Alderman Hemenway referred'to report -from -the
City Collector held over`from"last week, concerning estate of Marie
J. Nelson, and wherein Judge Corcoran requests a refund for half the
licenses paid for meat market, delicatessen store and automobile.. It
is the opinion of'the Finance Committee that July 1 was the dead line
for any 'refunds, and accordingly recommends that this request be denied,
and so moved. Duly`seconded'and carried.
Alderman Corcoran for the, JUDICIARY COMMITTEE
moved that the Council convene as of Q;00 o'clock R.M. Duly seconded
and carried.

Alderman Mogg for the PARK COMMITTEE submitted
Plat of Subdivision entitled "Burgener's Subdivision of Lot 13 in
Block l.in Union Addition to Evanston, in the N.W. 1/4 of the N.W.
1/4 of Section 19, Township 41 N. Range 14 East of the Third Principal
Meridian, in Cook County, Illinois""(being the*N.E. corner of Greenleaf
Street and Oak Avenue.) Same has been checked and approved by the
Commissioner of Public Works and. bears the .required certification
and signatures of other public officials and private parties.
Accordingly moved that the Council approve said Plat with instructions
to the City Clerk to complete certification thereof. Duly seconded
and carried.
Alderman Brandt for the PUBLIC BUILDINGS COMMITTEE
called attention to the fact that on January 14, 1946, the Council
Will have to meet by law, promptly at 9:00 o'clock in the Council
Chambers for opening of the bids on the sale. of the present City
Hall site., In view of the fact that there will be considerable
interest shown, that tickets be issued so that all bidders receive
not more than four (4) tickets of admission, and moved that the Mayor
issue such tickets as he sees fit. Duly seconded and carried.
Alderman Barber for the RELIEF COMMITTEE submitted
bills of the Relief Organization in amount of $429.89 and moved that
the Township.Supervisor be authorized to pay these bills. Motion.
seconded by Alderman 'Reynolds. Voting aye Aldermen Hungerford,
Thoma, Harwood, Corcoran, Emery,,, Brandt, Rubin, James, MacSteven,
Mogg, Reynolds, Barber, Hemenway and Bersbach ('14)s Voting nay none.
Motion carried.
UNDER CALL OF WARDS:- Alderman Harwood of the -Seventh
Ward reported that:he had received complaints about the "E" trains
which are late coming into Evanston, that the passengers are ordered
off at Davis :Street, that the next stop would be Isabella Street.
Moved a reference to the Corporation Counsel so that.the-matter
may be presented to the proper authorities to see if it can be
remedied. Duly seconded and carried.
Alderman Emery of the .Sixth hard referred to the
recent editorial in the Evanston Review calling attention.to the fact
that traffic being what it was on Central Street that the establishment
of traffic lights west of Green Bay road be considered. Moved a-refer-

ence to the Commissioner of Public Works, .Street Committee and the
Traffic Engineer for a surveY'and see if feasible to have one or two
lights west of Green Bay Road to the City limits. Duly seconded and
carried.
Alderman Mogg of the Third Ward advised the Council

that for the past 13 months there were no traffic deaths in Evanston,
and commending the -Police Department and the Traffic Department upon
this very unusual record.
Alderman Reynolds of the Second Ward stated that
the question of icy sidewalks is'something that will give considerable
trouble and some thought should be given to it. Asked that some pub-
licity be given to it and request the cooperation of the Evanston
Review in having individual property owners put sand or ashes on
the sidewalks as it will save a lot of accidents.
UNDER MISCELLANEOUS BUSINESS: Mayor Ingraham
made the following appointments of names previously introduced:

Alderman Rubin moved that these appointments be confirmed. Duly

For Council records, Chief man has announced
that Hubert G. Kelsh, Frank Andrews and Henry W. Engstrom have been
sworn in as Acting Lieutenants of Police; and Fred H. Eichler as
Sergeant of Police.
For Council records, Chief Ekman has announced
that the probationary appointments for the following have been ex-
tended for another 60 day period:

Alderman Rubin moved that the Minutes of Meeting
held January 2, 1946, be approved without reading. Duly seconded
and carried.
Alderman Jourdain for the BUIM ING COMMITTEE addres-
sed the Council as follows;
"The Building Committee had before it tonight and gave
serious.consideraiion to several applications for permission to
provide increased living quarters in buildings not originally
designed for such extensive use.- Granting of these permits
would have involved permission for variations from the Building
Code.
Inasmuch as these petitions are increasing in number and
are likely to multiply under pressure of indreased-ldemand•for,
living,quarters in Evanston, it seems. -likely that this Council
will have to face.the problem of whether or not alterations in
our present Building Code may he necessary. There are many who
believe that the present rather stringent regulations might
well be lightened in.the.interest of making it possible for
multiple family buildings to be erected without costs that
would be prohibitive. -
From various quarters have come suggestions that the
time.has come for certain changes in our Building Code.. Cer-
tainly this is a matter�to which the Council should at least
give serious consideration. I am calling this nowlto your
attention in order that within the next week or two serious
thought may be given to this by members.of the Council. It
is possible that scene may want to favor at least some changes."
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that the Council convene as of 9:00 o'clock P.M. Duly
seconded and carried.

Alderman Brandt for the PUBLIC BUILDINGS COMMITTEE
stated that he believed there are some municipalities which have
not taken advantage of the Statefs allotment fund for architectural
purposes in public buildings. In view of that fact moved that the
Commissioner of Public Works be instructed to ask the State author-
ities for additional allotment for architectural plans, to be used
especially in connection with the Foster Field House which we
intend to build in the future. Duly seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE sub-
mitted report fran the Commissioner of Public Works as follows:
"Bids on the remodeling of the New Municipal Building
were received on January 5, 1946 as tabulated on the attached
sheet.
It is,recommended that the Mayor be authorized to enter
into a contract with the low bidder, Peter Hamlin Construction
Company, at a price not to exceed F�96.821.00 for the General
Contract items as listed under Articles'one to -fifty-six., in-
clusive of plans and specifications prepared by Architects'
Eich & Reed for remodeling of New Municipal Building."
This matter was presented in Committee of the Whole by Alderman
Brandt, and accordingly so moved. Motion seconded by Alderman
Brandt.. Alderman MacSteven moved that same be held over for one
week. Motion seconded -.by Alderman Reynolds,
Alderman Harwood'stated in connection with the
bids for the mechanical work for remodeling of the New Municipal
Building, it is recommended that -the contracts be awarded as
follows:
Ventilating to Charles E. Crone for $4,425.00
Plumbing to L..Swarthout for .3,237.00
Heating to Northwestern Heating & Plbg. Co
for not to exceed 100489.00
Electrical. to White City Elec. Co.

These bids have also been discussed in Committee*of the Whole,
having been-presented.by Alderman Brandt, and so moved. Motion
seconded by Alderman Brandt. Alderman-MacSteven moved that same
be held over for one week.- Motion seconded by Alderman Emery.
Alderman Harwood also submitted report from the
Commissioner of Public Works advising that the Water Department
is in need of a supply of curb steps, and listing three bids
received for a supply of 250. It is recommended that the Com-.
mi ssioner of Public Works be authorized to purchase for the Water
Mains Division, 250 curb stops from the low bidder, Mueller Company,
at the bid price of $1.89 each, to be charged to the proper account.

Alderman Harwood also submitted the following
report from the Commissioner of Public Works:
"The attention of the City Council is directed to the
expiration date on February 24,, 1946 of the present fire in-
surance and liability and property damage policies covering
city owned and operated automotive equipment.
The Commissioner of Public Works reouests authority to
solicit sealed proposals for the continuation of fire. liabilitv
and property damage insurance on city owned and operated auto-
motive equipment."
Alderman Harwood so moved. Duly seconded and carried.
Alderman Harwood also submitted report from the
Commissioner of, Public Works listing bids received for approxi-
mately 25,000 paving brick stored in the City yards. It is recom-
mended that the'Commissioner of Public Works be -authorized to
accept the hiZhest bid received from Nilles Coal, Oil & Buildine_
Supplies of $10,00 per thousand, amount received to be credited to
the proper account in the ,Street and Bridge Repair Department.
This has the approval of the Chairman of the .Street Committee and
the Purchasing Committee, and so moved. Motion seconded by Alderman
MacSteven. Voting aye Aldermen Bersbach, Hemenway, Barber,.Reynolds,
Kimbark, Mogg, MacSteven, James, Jourdain, Rubin, Brandt, Emery,

Alderman Barber for the RELIEF COMMITTEE submitted

that the'Township Supervisor be authorized to pay these bills.

Alderman James for the STREET COMMITTEE stated
that the committeeconsidered the advisability of making application
to the State of Illinois for designation as arterial streets the
following:

#32 Benson Avenue from Church Street to Emerson ,Street
#33 Sheridan -Road from Greenwood Street'to Forest Place
#12 Greenwood Street from Forest Avenue to "Sheridan Road
Accordingly presented and moved the adoption of a Resolution for
designation of arterial streets under the Motor Fuel Tax law as above,
subject to the approval -of the Department of Public Works and Buildings,
State of Illinois. Duly seconded'and carried.
UNDER CALL OF WARDS: Alderman Kimbark of the Third
Ward inquired of the Mayor whether or not the City of Evanston had
taken any steps towards the obtaining or making'application for cer-
tain funds for veterans for housing. In'this connection Alderman
James, as Chairman of the .Special Housing Committee stated that he
was informed. that a communication. from the Government had been re-
ceived making it possible for cities and municipalities to receive
allocation of certain government funds, and if this communication
was properly interpreted, that it would be -of great advantage to
cities in supplying materials as,well as money for building of tem-
porary homes. He intends during the week to take up with the Corpor-
ation Counsel and the Special Housing Committee this question and
hoped to have a report at the next meeting of the Council,'if not,
the following meeting. '
` Alderman` Jourdain of'.the Fifth Ward stated;he had
received several communications from service men having excellent
records, citations, etc., who were desirous, not of'obtaining a job
but being permitted to engage in work for themselves, and asking for
taxicab stand licenses from the City. Referred this matter to the
Public Utilities Committee for immediate action to consider applica-
tions of these veterans who are entitled to every support the people
can give them' and see 'if -we cannot arrange 'a quota of veterans
licenses. '
Alderman Thoma of the Eighth Ward stated that at
a recent meeting held by District No. 76 Board of Education, quite
a discussion was had regarding motorists being careless of lights at
Ridge Avenue and Oakton 'Street. Asked the Police Department to keep

a careful watch at .Oakton, Street. - and Ridge •Avenue In order to protect
the schoolchildren.

The above were all of the bids submitted. Alderman Brandt then moved
that the Council recess and that the -aldermen adjourn to meet as a
Committee of the -Aldermen. Duly seconded and unanimously carried.
Whereupon the.Aldermen met in session as a Committee
of the Aldermen. The Council reconvened following said committee
meeting and were called to order by the Mayor. Whereupon Alderman
Harwood for the PURCHASING COMMITTEE moved as follows:
BE IT RESOLVED that the offer •submitted by J.E. Ehrenhalt
& Company in behalf of Walter P. Fowers, to urchase the City Hall

property located at the northwest corner of Sherman.Avenue and Davis
Street, Evanston, and as legally described in the solicitation for
bids previously published, for the sum of $310,000.00 be accepted;
that the Corporation Counsel be authorized to prepare formal ordinance
providing for said sale and that the deposit checks of the unsuc-
cessful bidders be returned and delivered to said unsuccessful bidder.
Motion seconded by Alderman Rubin. Voting aye Aldermen Hungerford,
Thoma, Harwood, Corcoran, Brandt, Rubin, Jourdain, James, MacSteven,
Mogg, Kimbark, Reynolds, Barber, Hemenway and Bersbach (15): Voting
nay none. Motion carried.
Alderman Brandt addressed the Council as follows:
"After 32 years of continuous effort we are about to com-
plete the securing of a New Municipal Building for ithe City without
the taxpayers being called on for any money. This was considered
not possible by several good people who said it.could not be done.
The Mayor wisely appointed a committee who worked successfully
and that committee advised purchase of the Country Club. This was
voted on by the citizens of Evanston on November 3, 1942 and was
approved by an overwhelming majority. The present value, according
to appraisers today is $375 000 and the land at $51,000. This
property was purchased for J'85,000..of which $12,000 has been
paid off.
I congratulate the Mayor, the Commissioner of Public Works,
the City Council and the City for the foresight to see this through.

I want to take this occasion to thank the Finance Committee for
their splendid cooperation with the Public Buildings Committee
and also my appreciation to the committee members through these
years. It was because they worked unselfishly and harmoniously
with only one end in view, in successfully culminating this pro-
ject. I also want to thank the bidders -for their vision of the .
future of Evanston and the architects for giving us a very attrac-
tive and efficient arrangement of the New Municipal Building, and
lastly to congratulate the citizens of Evanston on this step -
to --night which will be an opening for a new era of prosperity and
progress."
Mayor Ingraham then.thanked the bidders, stating we are
all pleased with'the outcome.'
Alderman James addressed the Council as follows:
rri suppose that Alderman Brandt might.well be acquitted
of immodesty if he were to have said more about the part he
played in the acquiring of a New City Hall, Fire and Police
buildings and sale of the present City Hall,_
All of us in the Council know that he started with two
strike's on him in the very beginning; that the suggestion of
acquiring the two sites and the sale of this site did riot meet.
with proper acclaim. There were some here and elsewhere who
opposed the idea and who were not willing at the moment to lend
their cooperation, but as time went on through his perseverance,
persistence and persuasion, Alderman Brandt almost single-handedly
was able to convince those responsible for the final decision,
that it was the sagacious, wise and prudent thing to do.
As a.member'of the Public Buildings Committee I want to
publicly testify that he deserves a great deal of credit and those
who are -most familiar with the work he has done ,on this project
appreciate that fact."
Alderman Corcoran concurred in remarks made by Alderman
James, as being a -member of that committee he knew all he said was true.
It
Alderman Jourdain for the BUILDING COMMITTEE sub-
mitted application received from Northwestern University who are
faced with an acute housing shortage, and in an attempt to alleviate
this shortage, the University has purchased as an initial order
twenty Quonset huts which it would like to erect on the University
t .
campus. It is proposed that four of these huts be erected directly
east of Patten Gymnasium as a temporary measure, as by 1947 they
should be able to give up these huts. It is recommendation of the
Building Committee that the.Northwestern University be granted
permission to.erect four (4) of these.Quonset houses on the campus
to be used for a period not to exceed two years, and so moved. Duly
seconded and carried.
Alderman Jourdain submitted application received from
-Mr. Paul Spraytz requesting permission to replace a defective gasoline
storage tank which was removed'sfrom his filling station at 2332 Green
Bay Road some time ago, with a new tank. The building code requires
frontage consents for -the installation of gasoline storage tanks, but

in view of the fact that the proposed installation is a replacement,
Committee on Buildings recommends that the City Council authorize the
Building Commissioner to -issue the permit upon payment of the required
fee, and so moved. Duly seconded and carried.
Alderman Jourdain asked the members of the Council
to consider seriously incorporating in the Building Code -variations'
to meet the housing shortage by alterations in three family houses
to be made available for more apartments. Details are in the hands
of the Council and within a week they will be asked to give their
reaction to this suggestion.
Alderman Kimbark for -the FINANCE COMMITTEE submitted
report from the City Treasurer advising that in accordance with
authority conferred upon them at a -regular meeting of the City Council
held December 26, 1945, the Mayor, the City Treasurer and the City
Comptroller paid bills ' in -the amount of $36,962.91 as listed 'on
attached, together with transfers, and bills in the amount of
$49.22 not listed. Alderman Kimbark moved the approval of action

of the Mayor, City Treasurer and City Comptroller in paying these
bills. Motion seconded by Alderman Mogg. Voting aye Aldermen
Hungerford, Thomas Harwood, Corcoran, Brandt, Rubin, .Jourdain,
James, MacSteven, Mogg, Kimbark, Reynolds, Barber, HemenWay and
Bersbach (15): Voting nay none. Motion carried.
Alderman Kimbark also submitted report from the
Commissioner of Public Works as follows:
"Under the provisions of .SenAte.Bill 303, which was passed
at the.last session of the Illinois.General Assembly,.there is a
provision for re -distribution of the unallotted surplus funds as
of January 20, 1946. We are advised•that there will be some
surplus funds available.
In accordance with the resolution passed by the City Council
on January 7, 1946, authorizing the Commissioner of Public Works
to apply for -these funds,•we are asking the Council to pass the
attached resolution."
Accordingly Alderman Kimbark presented and moved the adoption of the
following Resolution:
WHEREAS, the State of Illinois under Senate Bill 303 (here-
inafter called the Act) has appropriated funds to the .State Depart-
ment of Finance to be expended pursuant to allocations to Counties,
Municipalities, School Districts, Sanitary Districts and Park Dis-
tricts through the recommendation of the Illinois Post -War Planning
Commission (hereinafter designatedras "Commission") for the purpose
of defraying a portion of the cost of preparation -of engineering
surveys, engineering or architectural designs, working and detailed

drawings, specifications, estimates of cost, and reports required for
specific post-war public works projects; and'
WHEREAS, the City of Evanston, (hereinafter designated as
"Local Agency") desires to apply for an allotment to defray a portion
of the cost of preparing the plans, specifications, and studies for
the hereinafter particular project and there has been prepared and
presented to this Governmental Body for consideration an application
for such purpose; and
WHEREAS, Local Agency has provided or will make available
the balance of the funds to prepare the completed plans, specifications
and .studies for the hereinafter particular project;
NOW THEREFORE BE IT RESOLVED, that.Local Agency approve the
aforesaid application and that it be submitted to the Commission
,re esting an allotment of Four Thousand Eight Hundred Fifty and`.
noquOO Dollars (64,850.0.0) or for such amount as may be recommended
by the. Commission in accordance with the provisions of the Act for
the particular project to be undertaken by Local Agency and herewith
desi,mated as Foster Field 'Community House,.
BE IT FURTHER RESOLVED, that the estimated cost of preparing
such plans,, specifications, and.studies, subsequent to July 20, 1945
is none and that Local Agency has made provision for financing and
will pay,the portion of the cost of preparing such plans, specifica-
tions; and studies that will not be covered by the allotment as
finally determined by the Commission:
BE IT FURTHER RESOLVED, that for the purposes of such appli-
cation, Joseph L. Rose, Commissioner of Public Works be and hereby
is designated as the authorized agent of Local Agency and is hereby
authorized and directed to sign the above. mentioned application on
behalf of Local Agency and submit the same to the Commission together
with supporting data and such other information as may be required;
and said agent is further authorized and directed as the representative
of -Local Agency t.o conclude all arrangements which may be necessary
to secure disbursement for the States share of the expenditure in
preparing said completed plans, specifications, and studies.
Duly seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE
-before reporting for the committee commended Alderman Brandt for
his untiring efforts in acquiring.the New Municipal Building. We
have gotten a better price for the City Hall.than a year ago and
that was largely due to his efforts and the Mayorts, Alderman
Bersbach, the Corporation Counsel and the _Commissioner of Public
Works.
Alderman Harwood stated that,at the last meeting of

has the approval of the Chairman of the Water Committee and the

sioner of Public Works advising that the city has four concrete mixers
that have not been in use for several years. They have been advertised.
for sale but contractors have refused to buy them. Three of the mixers

of Public Worksbeauthorized to dispose of these old mixers at the
best scrap prices attainable, and so moved. Motion seconded by

Alderman Mogg of the Third Ward submitted Petition
signed by some 164 residents in the vicinity of the southeast corner
of South Blvd. and.Sheridan Road requesting continuous bus service
on Route #3 from 7 A.M.'until 10:30 P.M. seven days a week. About
two years ago a reference was made on this matter but the O.D.T.
at that time stated it was impossible to expand that service. Now
that there is no longer gas rationing maybe the schedule on this
route can be improved. Moved a reference to the Mayor and the
Public Utilities Committee to see what can be done about it. Duly
seconded and carried. }
Alderman Rimbark of the Third Ward stateC that
Alderman Jourdain, Chairman of the Building'Committee mentioned in
his report matter of letter received from the Building Commissioner
suggesting modification of building regulations in view of the
present housing shortage. He for one is very much in favor of his
suggestion and that a sample ordinance'be drawn up to be voted on.
Alderman Reynolds of the Second Ward joined in with
the other aldermen in expressing his appreciation to Alderman Brandt.

from Ernie McKay requesting permission to replace a one thousand
gallon gasoline tank which was removed from the -premises at 1118
Chicago Avenue because of leaks, with a new tank without obtaining

Alderman Jourdain also submitted application received
from Otto Schulz who is constructing a four unit row house at 2308-12
Brown.Avenue requesting permission to substitute brick veneer for the
solid brick exterior walls required by the Building Code. The reason
for this request is that cold weather has made it impossible to build
the exterior walls and if veneered construction could be substituted
the buildings could be placed under roof quickly and the brick veneer
facing could be laid when'the weather gets warmer in the spring.
Committee on Buildings recommends that this application be granted,
and so moved. Duly seconded and carried.
Alderman Jourdain also submitted application received
from Christian Steiner who owns,the property at 1419 Dobson Street
requesting permission to construct a three car brick garage on the
rear of this property which is now vacant. Committee on Buildings -
recommends that this application be granted, and so moved. Duly

Alderman Jourdain also submitted application received
'from Mrs. C. Oswald of 747 Wesley Avenue requesting permission to
convert the ground floor of a two story garage having an apartment on
thetsecond floor so that the ground floor may be used for living
quarters by a returning veteran. The property already has a two
apartment building on the front in addition to the garage and living
quarters on the rear. Committee on Buildings recommends that this

received from Fred Rhodes of 2015 Darrow Avenue requesting permission

Alderman Kimbark for the FINANCE COMMITTEE .Submitted
the following report from the Commissioner of Public Works:
"On December 18, 1945 Claxton Mark & Company was billed for
an 8 inch service from the 10 inch water main on Dempster Street
west of,Dodge Avenue in the 'amount of 0289- 90, Invoice No. 17683.
A $96.00 permit fee was included in this bill in error.
It is recommended that. the amount of the bill be corrected
to read $193.90 and that the $96.00 permit fee, which has been
paid, be credited to "permit fees."
Alderman Kimbark so moved. Duly seconded and carried.
Alderman Kimbark also submitted communication from
the Building Commissioner as follows:
"Upon investigation we find that the Coca Cola Bottling
Company electric sign at 1613 Central .Street has been removed._
Accordingly, I recommend that the fee of $4.75 be can-
celled and the permit.#4782 be voided.!'
Alderman Kimbark moved that such action be approved. Motion seconded

Alderman Kimbark submitted a report froze the Com-
missioner of Public Works concerning letter received from Mr. Frank
S. Endicott, Chairman Committee on Conservation, regarding sum.of
$50 which was set aside for an appropriate gift to be made to the
Evanston Township High School Military Corps in recognition of -their -
services during our salvage campaign. He learned from Mr. Bacon the
Superintendent of the High School and Mr. Lewis who directs the Corps,
that there is need for a new set of Colors, the cost of which would
be $125. Accordingly, Alderman Kimbark moved that an additional
amount of $75 be appropriated for this purpose from the Salvage Fund.
Motion seconded by Alderman Harwood. Voting aye Aldermen Hemenway,
Barber, Reynolds, Kimbark, Mogg, MacSteven, Jourdain, Rubin, Brandt,

Alderman Corcoran for the JUDICIARY COMMITTEE moved
that the -Council convene as of 9:00 o'clock P.M. Duly seconded and
carried.
Alderman Reynolds for the COMMITTEE ON LOCAL IMPROVE-
MENTS reported that a proposal has been received for foreclosure
proceedings on special assessments against property located at 1726
Brummel Street, Evanston. A minimum bid has been submitted which
meets the 60% requirement. This has been approved by the entire
Local Improvement Committee and proper resolution has been prepared
authorizing it. Accordingly presented and moved the adoption of
such resolution authorizing. the Corporation Counsel to institute
said proceedings for and in behalf of the City of Evanston. Duly
seconded and .carried.
Alderman Mogg for the PARK COMMITTEE submitted a
report from the Superintendent of Bureau of Recreation giving an
accounting of funds appropriated for Christmas programs, showing
he kept within the amount appropriated. Also a'report of the Winter
activities of the Bureau of Recreation which is on file for the
inspection of the aldermen who may interested.
Alderman Brandt for the PUBLIC BUILDINGS COMMITTEE
recommends to the Finance Committee that the bonds outstanding for
the Municipal Building be retired.. as soon as they can conveniently
do so, and moved a reference to the Finance Committee.. Duly seconded
and carried.
Alderman Kimbark stated that the bonds cannot be
called until .30 days before the first of next June.
Alderman Brandt stated that the Committee considered
matter of extra fixtures and furniture still left in the old building
which we are taking over, and recommended that the Commissioner of
Public Works be authorized to sell such fixtures as will not be needed
by the City, and so moved. Motion seconded by Alderman Reynolds.

considered alternates to be presented by the Purchasing Committee,

2. Furniture - which is absolutely necessary.

(b) Large Conference table which will be shaped so the
presiding officer can see the members grouped around
the table.

City Collector, City Clerk and Office, Building Department,
Secretary to Building Commissioner, Water'Department and
Addressograph room, as something which must be done at
` this time and is necessary in departments mentioned.
4. South Portico is particularly approved'because of its relation
to.the.general architecture of the building, and which will
serve to let much needed daylight into*first ' and second
floor office spaces which are now dark. Pillars will be
squared off in keeping with the architecture.
5. Cupola of -traditional town hall type to be placed on the
axis of the Oak Avenue facade.
6. South Terrace is also necessary as it would meet the need of
providing necessary steps up to, and approach into, the
main south entrance, and will add greatly to the beauty
of the building.
Those are'the six items that the committee approved of, total amount
of $26,765,00. The architects have made these recommendations and
the Public Buildings Committee have agreed therewith that these items
be added and the Purchasing Committee have also considered same and
the majority approve of all items as recommended. Moved that the
Mayor be authorized to include the above items in amount of $26,765.00
to the general contract of $96,821,00 or a total of $123,586.00 - and
with the mechanical contracts in amount of $37,318.00 makes a grand
total of $160,904.00, to which the architects fee will later be added.
Considerable discussion followed, during which discussion Alderman
Hemenway requested that separate consideration -be given to the matter
of the Cupola and that the other items be considered as a whole. .
Whereupon Alderman Harwood moved that the alternates as provided in
_the original specifications be awarded to the general contractor,
Peter Hamlin Construction Co. and be included in and a part of the

dressed to the City Council from Benjamin Bills, President of the.
Bills Realty Co. 110 S. Dearborn St. Chicago, advising that his firm
have engaged in construction of new homes in the Glenview area which
probably will show an increase in population of 1000 persons annually
for the next five years. These new residents will desire bus trans-
portation and accordingly was inquiring whether this matter might be
handled by the Glenview buses or by the Evanston Bus Co. He would be
glad to appear before the Public Utilities Committee and wanted this
letter placed on file. Alderman Emery asked that it be referred to
the Corporation Counsel for reference to the Evanston Bus Co..inas-
much as Interstate Commerce Commission will have jurisdiction.
Alderman Harwood for the PURCHASING COMMITTEE .Sub-
mitted report from the Commissioner of Public Works advising.that the
Street Department is in need of 10 truck tarpaulins and listing four.
proposals received for furnishing same. It is recommended that the
Commissioner of Public Works be authorized to purchase ten (10)
tarpaulins from the low bidder, L.K. Lippert Company at their bid
price of $11.70 each, the expenditure to be charged to the proper
account. This has the approval of the Chairman of the Street Com-

Alderman Harwood for the STREET COMMITTEE reported
that Charles K. ,Schulte, who owns property on the west line of Barton
Avenue, under date of November 4, 1945, submitted a proposal, asking
for the vacation of an 18 foot stub end alley which extends west
off of Barton Avenue for a distance of about- 60 feet. The Council
authorized an appraisal to be made by George S. Dalgety, which
appraisal fixes the value of this alley.at $360. Mr. Schulte has
tendered payment to the City of Evanston of the sum of $385 to cover
the benefit derived from said vacation. This covers the appraised
valuation as well as the cost of the appraisal. The necessary con-
-sents of abutting owners have been received and a vacation ordinance
prepared by the Corporation Counsel. This has the recommendation of
the Street Committee and accordingly introduced An Ordinance for
passage.
Alderman Kimbark for the ZONING COMMITTEE submitted
a report of the committee relative to communication received from the
Zoning Board of Appeals recommending the granting of an appeal filed
by Mrs. Olive B. Miller for permission to install an apartment in
the basement of the three story and basement fifteen apartment building
owned by her at 824 Forest Avenue. Committee on Zoning recommends
that the City Council concur in the recommendation of the Board of
Appeals and grant this appeal, and so moved. Duly seconded and carried.
Alderman Kimbark also submitted a report of the
committee relative to communication received from the Zoning Board
of Appeals recommending the granting of an appeal filed by Mrs.
Frances LaPorte for permission to install an apartment in the base-
ment of the three story fifteen apartment building owned by her at
821-25Dobson Street, Evanston. Committee on Zoning recommends that
i the City Council concur in the recommendation of the Board and grant

of Appeals recommending the granting of an appeal filed by the
Unitarian Church at.1405 Chicago Avenue for a variation from the
front yard regulations of the zoning ordinance to permit a proposed
addition which would place the front wall of the church on a line
twenty-seven feet back from the front property line with no enclosed
porch or entrance extending beyond such line. Committee on Zoning
recommends that the City Council concur in the recommendation of the
Board and grant this a peal, and so moved. Duly seconded and carried.

Committee relative to communication received from the Zoning Commis-
sion recommending, after a re -consideration of the matter at the
request of the Zoning Committee, the denial of- a petition filed by
George G. LaBahn for a change from Class 'C" Two Family to Class "F"
Commercial zoning for the property owned by him at the northwest
corner of Asbury Avenue and Oakton .Street. Committee on Zoning recom-
mends that the City Council concur in the recommendation of the Com-
mission and deny this petition, and so moved. Out of five members

Alderman Rubin moved that the Minutes of Meeting
held January 21, 1946, be approved without reading. Duly seconded,
and carried.
City Clerk Edward W. Bell, presented the following;
Notice .State of Illinois advising that our allotment of
Motor Fuel Tax for the month of December, 1945 is $8,118.08. Alderman
Harwood moved same be referred to the Commissioner of Public Works
and the Street Committee. Duly seconded and carried.
Communication from the Chief of Police inviting members
of the City Council to a meeting'of the North Shore Division of the
Illinois Police Association, to be held at the Elks Club on January
30, at 8:00 P.M. The Evanston Police Department is the host on this
occasion.
,Alderman Jourdain for the BUILDING COMMITTEE sub-
mitted application received from the Evanston Paint and Glass Company,
2530 Greenbay Road, requesting permission to cut an opening between
the one story brick garage building at 2532-34 Greenbay Road and the
premises occupied by the Glass Company., This request has been in-
vestigated by the Ftire and Building Departments and by Mr. Robert E..
Kinsman, a fire protection engineer employed by the insurance company
carrying the protection on the Evanston Paint and Glass Company's'
premises. The Fire Marshal and Building Commissioner recommend that
the opening be permitted subject to the conditions set forth in the
attached letter from the fire protection engineer. Committee on
Buildings recommends that the City -Council approve this application
and permit the opening to be made accordingly, and so moved. Duly
seconded and carried. ,
Alderman.Jourdain.also submitted an application
received from.Lester Magnusen, a.returned service man, requesting.
permission to alter the second floor of an existing two story garage
and storage building on the rear of the property at..1512 Wesley
Avenue so that it could be used as living quarters by himself and
family, a total of four persons. Committee on Buildings recommends
that this application be granted, and so moved. Duly seconded and
carried.
Alderman Kimbark for the FINANCE COMMITTEE submitted
communication from the Building Commissioner recommending, in order
to keep the records straight, that he be -authorized to issue building,
plumbing and electrical permits without fee to the contractors en-
gaged in remodeling the Country Club building for the new City Hall.
Alderman Kimbark so moved. Motion seconded by Alderman Brandt.

"On November 1, 1945, the Office of Civilian Defense was
billed for postage in the amount of $5,49, Invoice No. 11511.
This postage was used for notices sent out.by the Conservation
Committee and should have been billed to ".Special'Salvage Account."
It is recommended that -Invoice No. 17511 to Office of _
Civilian Defense be cancelled and an invoice covering postage
for the month of October, 1946, in the amount of $5.49 be made to
the Special Salvage Account and credited to the proper account
in the City Hall Building Accounts."

and Sherman Avenue, in the'City of Evanston, County of Cook and
State of Illinois. Motion seconded -by Alderman Mogg. Voting aye

'Alderman Mogg for the PARK COMMITTEE submitted
request from Washington School P.T.A. for permission to use Eiden

Alderman Barber for the RELIEF COMMITTEE submitted
bills of -the Relief -Organization in amount of'$139.08 and moved that

Principal Meridian and on the south by lots 20 and 21 in .S. Rogers

Alderman James also presented and moved the adoption
of a Resolution appropriating motor fuel tax funds in the amount of
02,896.30 for maintaining various arterial streets and state aid
routes, and including maintenance and electric energy expense for
traffic signals on portions of Ridge Avenue, Green Bay Road, Chicago
Avenue, Oak Avenue for the period January 1, 1946 to December 31, 1946,
That two certified copies of this resolution be sent to the Illinois
Division of Highways for their approval.. Motion seconded by Alderman
Harwood. Voting aye Aldermen Thomas Harwood, Corcoran, Brandt,

Alderman James stated in commenting on the question
of Alderman Barber, if there are any aldermen who feel Stop and Go
lights should be installed in any part -of their ward, this information
should be given to the Street Committee or the Commissioner of Public
Works so he can draw up recommendations to be submitted to the Council.
Alderman Bersbach for the ZONING COMMITTEE submitted
application, together with a consenting petition signed by sixteen
persons living in the neighborhood, has been received from Drew F.
.Sheehan requesting permission to occupy and use the store. at 613
Custer Avenue for the manufacture of small wooden products on a
temporary basis. Committee on Zoning recommends that this application
be granted for a period of one year from date, provided that the
business can be conducted without creating a nuisance and without
causing objections to be made by neighboring property owners. This
has the approval of the Zoning Committee, and so moved. Duly seconded
and carried.
UNDER CALL OF WARDS: Alderman Brandt of the Sixth
Ward addressed the Council as follows:
Last stunmer three children of young age were'attacked by
a youth in our Ward and the Evanston police apprehended him -and
got a confession., I understand today the Courtfs decision put
the boy on probation.
I•have been in -touch with the parents of these children
and I know I will have numerous calls in regard to this. I would
like a statement from the Legal Department as -to just what
happened in Court today so I can give them an answer as to why
the boy was put on probation."
Alderman James of the Fourth Ward moved a reference
to the City Clerk requesting that he communicate with the County
Clerk through the County Commissioners from this District, requesting

that a day or several days be set aside for the registration of un-
registered voters throughout the City. He understood the City Hall
will be opened on March'l, 2, and 4 but it does not accommodate
voters throughout the city anda day should be set aside for -regis-
tration,` at least one in` each ward. Duly seconded and carried.
. Alderman James also addressed the Council as follows:
"Yesterday it was my personal experience to call the
Evanston Cab Co. at 12 o'clock noon and requested a cab be sent
to my home at 3:30 P.M. I'was told over the telephone that my
request could not be complied with and if I wanted a cab I should
take the chance of calling 10 or 15 minutes before wanted.'
Today I met Mr. Hardy in the City Hall and he became
very belligerent and said there was not anything that could be
done with reference to improvement'of the service. It seems to
me if under the present system`of .operation that a cab cannot be
obtained on 32 hours notice, the system should be changed. If
the cab companies themselves will not make a change, and this is
a matter that every alderman has brought up for a long time on
the floor of the Council, we should take official cognizance of
this matter. We have reports from all over town and this is a
matter that the administration should take some concern in, as
no improvement in the service has been made for some time.
Moved a reference to the Mavor and the City Collector to
report back to the Council as to what their suggestions are with
reference to improvement in the type of service we might expect
from the taxicabs in Evanston. If these taxicab companies cannot
do it lets arrange with the independent operators whereby the
people can get the type.of service they are entitled to."
Motion seconded by Alderman Thoma who stated:. "I have talked on
this subject many times. The belligerent attitude this,cab
company is taking is something that the council should do some-
thing about. If the Evanston cabs do not intend to better their
system of service to the`people I intend to make a motion to
revoke their licenses and give them to ex -service men. We are
sure not going to take this kind of an answer." Motion carried.
Alderman Kimbark of the Third Ward reported that
there are a group of stores on the south side,of Kedzie Street from
Chicago Avenue to the alley east and backs up.to a private alley
which runs east and west. These stores, a grocery, delicatessen,
bakery and drug store, dump all their refuse in the rear in this
private alley in cans which are not properly covered, and whenever
we get a wind from the south or west the rubbish blows over to
Hinman Avenue, This matter has been referred to the Street Department
who cooperated and also to the Health Department. These people should
be made to get proper containers to keep this rubbish in. Moved a
reference to the -Health Department and the .Street Department. Motion
seconded by Alderman James and carried.
Alderman Jourdain of the Fifth Ward called the
attention of the Council to the fact .that it will be necessary to
have a meeting of the Committee of the Whole next'Monday night at
7:30 to discuss fully and take action on the necessity of liberalizing

our building code in connection with housing for ex -service men. The
Building Commissioner has a report which he"is ready to present.

Communication Evanston Historical Society inviting the members
of the City Council to attend the restoration of the Grosse Point Light.
The lighting ceremony will be on Saturday February 9, 1946 promptly at

Communication from Francis L. Bacon, Principal Evanston Town-
ship High School extending to the Mayor and the City'Council his
,gratitude for the' gift of $125. A new set of reginental. colors will
be purchased for the Military Corps. Alderman Rubin moved same be

.Alderman Jourdain for the BUILDING COMMITTEE re-
ported that as a result of a Committee of the Whole meeting, in which
the Building Commissioner, Fire Marshal and Chief of Fire Prevention
Bureau submitted recommendations and went into the alteration of the
Building Code to make available more housing facilities in Evanston,
it was decided that.An Ordinance Amending the Building Code be sub-
mitted, and accordingly moved the Suspension of the Rules for the pur-
pose of passing this ordinance. Motion seconded by Alderman James.

Alderman Kimbark for the FINANCE COMMITTEE presented
and moved the adoption of the following Resolution:
WHEREAS, it is theopinion of the City Council of the
City of Evanston, that a tax levy for ,STREET and BRIDGE purposes
greater than .06 per cent of the full., t'air cash value, as
equalized or assessed by the Department of Revenue, of all taxable
property in„the City of Evanston, Illinois, is required and needed
for the fiscal year beginning January 1, 1946 and ending December
31, 1946;
THEREFORE, BE IT RESOLVED, that the amount of the tax levy
to be made for STREET and BRIDGE purposes for the fiscal year
beginning January 1, 1946 and ending December 31, 1946s being a
special tax in addition to other taxes authorized to be levied,
be $114,932, plus 6'per cent addition for probable deficiency in
the collection of said item but not more than .10166 per cent of
the full fair cash value as equalized or assessed by the Depart-
ment of kevenue of all taxable property within the City of Evanston.

Alderman MacSteven for the POLICE COMMITTEE moved
that the Commissioner of Public Works be authorized to advertise for
bids on police cars. Duly seconded and carried.
Alderman Brandt for the PUBLIC BUILDINGS COMMITTEE
requested his committee to meet next Monday, February 11 at 7:30 P.M.
prompt and that the Commissioner of Public Works arrange to have the
architects for the police and fire station here at the same time.
All the aldermen are invited to attend.
Alderman Emery for the PUBLIC UTILITIES COMMITTEE
submitted the.following report from the Corporation Counsel relative
to his conference with the Evanston Bus Company regarding bus service
in the city as requested in references from two aldermen;

On Route #3 covering the -South Boulevard and ,Sheridan Road
area of southeast Evanston. Mr. Bergsland advised that the company
has been for some time, attempting to devise ways and means to
improve the bus service to this area; that an additional trip to
South Boulevard had been added to the morning.schedule and also to
the afternoon and evening schedule and that he thought that they
would, at least, experiment with additional trips, -to determine
whether or not the demand for service warranted continuous operation.
Sunday .Schedules= particularly on Ridge Avenue, Mr.
Bergsland reported that'it had always been a very serious problem
to accommodate church patrons; that, at the present time, they are
maintaining a twelve minute schedule.on Ridge Avenue and have
thrown in additional tripper service.
Alderman Emery stated that they assure us they are attempting to
solve both of these problems more satisfactorily, and suggested
that the Aldermen who made these particular references keep advised
if the service has been improved. In this connection Alderman Mogg
asked for continuous service throughout the day on Route #3.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works listing four
sealed proposals received for the purchase of'a concrete mixer for
the Street Department. It is recommended.by the Street and Bridge
Department that the Commissioner of Public Works be authorized to
purchase for the Street Department a Koehring "Kwik-Mix" concrete
mixer from the Hillsman Equipment Company for $1130.00, as it has
given us the best service of any mixer they ever had. This has the
unanimous approval of the Purchasing Committee, and so moved. Motion
seconded by Alderman James. Voting aye Aldermen Bersbach, Hemenway,.
Barber, Reynolds, Kimbark, Mogg, MacSteven, James, Jourdain, Brandt,

UNDER SPECIAL COMMITTEES: Alderman James for the
COMMITTEE ON SPECIAL HOUSING presented and moved the adoption of the
following Resolution:
WHEREAS, the .Special Committee on Housing, appointed by
the Mayor -on December 10, 1945, and composed of Alderman Robert
E. James, Chairman, and Aldermen John J. Corcoran and Fred R.
Thoma, members, has held a number of meetings, including a special
meeting of the Aldermen, members of the Zoning Board of Appeals,
officials of Northwestern University and real estate men on .Sunday,
January 27, 1946; and
WHEREAS, the members of said Committee have interviewed
returning service men and their parents, architects, builders,
city officials, persons engaged in the real estate business and
others interested in the problem of alleviating the housing
shortage; and '
WHEREAS, the said committee members have reached the
conclusion that there is in fact a serious shortage of housing
accommodations in Evanston and that such shortage may be expected
to continue for a period of perhaps five years or more; and
WHEREAS, it is the patriotic duty of everyone concerned
to do all in his power to aid returning.service men to find
suitable accommodations as soon as is humanly possible; and
WHEREAS, it is the considered opinion of the members of
the committee that prompt action must be taken to erect new
structures and remodel existing buildings to meet the emergency;
NOW THEREFORE, BE IT RESOLVED that the Special Committee
on Housing recommends that the following course of action be
approved and adopted by the City Council;
1. That Northwestern University.be permitted to erect, on
university property and on a temporary basis, for a
period not to exceed.five years, Quonset huts or other
tuitable temporary dwellings for returning service men
and their wives and children, said buildings.to be
located and occupied in conformity with the zoning
ordinance of the City of Evanston; .
2. That individuals be permitted to erect, for a period
not to exceed five years, Quonset huts or other suitable
temporary dwellings on private property in conformity
with the zoning ordinance and with the written consent
of�the majority of the property owners on both sides of
the street, between the nearest intersecting streets,
upon which the proposed -building or structure will take
its frontage;
3. That the City Council authorize the appointment of a '
person who will act as supervisor of housing, paying
particular attention to a survey of the city to determine
the number of available living quarters which could be
occupied at once, also those which could be made avail-
able by remodeling existing buildings in conformity with
the Building Code and Zoning Ordinance; and
4. That the City Council give serious consideration to
amendments to the Building Code which will permit such
remodeling as may be consistent with accepted standards
of health and safety.

UNDER CALL OF WARDS: Alderman Jourdain of the
Fifth`Ward stated he had been requested by different organizations
to ask the Mayor to see to it that a Proclamation be issued during
this month designating certain days as "Race Relations Week" during
which time a series of meetings will be held at various churches.
Duly seconded and carried.
Alderman Jourdain commented on the very effective
work done by the Committee on Special Housing which has just given
its report to alleviate the housing shortage.
Alderman Brandt of the Sixth Ward addressed the
Council as follows:
"In addition to the Quonset huts which the Special Com-
mittee has included in the resolution and in addition to the
change in the Building Code which permits a family on each floor,
providing the zoning, health, police and fire requirements are
met with, we should also take up for immediate release that of
lifting temporarily' the number of square feet required per family
where there is a satisfactory garage apartment on a lot.
Something can be done without changing our zoning laws
or harming them, which we certainly wish to uphold. There are
certain places where garages can be turned into garage -apart-
ments and used temporarily for'this purpose. If we add that
we will have formed a pretty well founded program.
Moved a reference to the Zoning Committee to see if
they can do something as a temporary measure."
After considerable discussion by Aldermen James, Barber, Kimbark
and MacSteven, motion was seconded by Alderman Barber and carried.

Alderman Jourdain for the BUILDING COMMITTEE sub-
mitted application received from William P. Labbe reques.ting permission
to build a two car brick garage about twenty-two feet square on•the'
rear of the property at 3309 Noyes :Street and use the same for living
quarters until such time as the applicant, who is a returned service
man, can build a house on•the front of the property. -Committee on
Buildings recommends that this application be granted, and so moved.

Alderman Jourdain also submitted an application
received from Mr. Bjork•who is drawing plans for a proposed addition
to the Perfecto Cleaning Plant on Emerson Street east of the elevated
railroad -right-of-way. Section 1233 of the Building Code requires
that any building to be used for dry cleaning purposes "'shall be
detached at least twenty-five feet from any other building or property
that .may be built upon." Mr. Bjork has requested permission to
place the addition to the cleaning plant ten feet away from the
property line separating this property from the railroad right-of-way.
Committee on Buildings recommends. that this application be granted,

Alderman Kimbark for the FINANCE COMMITTEE -intro-
duced An Ordinance Levying Taxes in the City of Evanston, County of
Cook and. State of Illinois, for the fiscal .year beginning January 1,
1946 and ending December 31, 1946, total amount to be raised by
taxation 61,182,452.37.
Alderman Kimbark submitted communication from the
City Treasurer stating that in accordance with.authority conferred
upon them at a meeting of the City Council held December 26, 1945,
the Mayor, the City Treasurer and the City Comptroller paid the
temporary payrolls on January 10, 1946 in amount of $9,381.40 and
on January 24,.1946 in amount of 012,490.50. Alderman Kimbark moved
confirmation of said report. Motion seconded by Alderman Harwood.

to hold their annual Tag Day in Evanston on Tuesday, May 14, 1946..
The Committee has considered this request and recommends it be granted,

Alderman Reynolds for the COMMITTEE ON LOCAL
IMPROVEMENTS submitted three (3) proposals received for foreclosure
proceedings of special assessments on the following properties.
Minimum bids have been submitted which meets the 60% requirement.
These have been approved by the Committee and accordingly presented
and moved the adoption of a Resolution for

the.Commissioner of Public Works be granted authority to advertise
for bids for furnishing a new truck for the Park Department, in
accordance with specifications on file in the office of the Commis-

furnishing two power mowers for the Park Department, in accordance
with specifications on file in the office of the Commissioner of

Alderman Brandt for the PUBLIC BUILDINGS COMMITTEE
addressed the Council as follows:
"The Public Buildings Committee had a meeting this evening
which was attended by most of the Aldermen. The architects for the
police and fire station assured us.that.they would have the working
drawings ready by July 1 which would give ample time to have the
bond issue on the 5th of November, if we so desire.
It is very important that we consider this as we have been
promising this police and fire station to the city for a long �t
time and we should not let the matter go too far into the future.
Alderman Emery for the PUBLIC UTILITIES COMMITTEE'
submitted the following communication from the Evanston Bus Company
addressed to the Corporation Counsel:
"With reference to the recent requests to the City Council
for additional bus service, please be advised that we have arranged
to supplement our service on the Ridge Avenue route on Sundav
mornings, and are also giving consideration to the request for
all -day service in 'Southeast Evanston."
Alderman Harwood for the PURCHASING COMMITTEE sub-
mitted report from the Commissioner of Public Works concerning printing
of City Treasurer's monthly statement forms for 1946. Mumm Print
Shop is willing to stay with his 1944 and 1945 price of 6225, and it
is recommended that their bid of $225 be accepted. This has the
approval of the Purchasing Committee, and so moved. Motion seconded
by Alderman Hungerford. Voting aye Aldermen Hungerford, Thoma,
Harwood, Corcoran, Emery, Brandt, Rubin, Jourdain, James, MacSteven,

Alderman Harwood also submitted the following
report from the Commissioner of Public Works:
The Park Department has taken down the fence around the
tennis court in front of the new Municipal Building. We would
like to send this fence to the Cyclone Fence Company, including
posts and fittings, and there have the,whole job dipped in acid
and then re -galvanized. 'We have an estimate from Cyclone Fence
C fer thlo vV* x-k, including cutting 297 feet of
the fence to make a width of 3 feet for fence to surround Merrick
Park on the north and east side.
It is recommended that the Commissioner of Public Works
be authorized to place the order with the Cyclone Fence Company,
to be charged to the proper account."
.Also the 5 foot fence on the west property line of
Merrick Park is to be re -galvanized and paid for by the ad-
joining property owner. This fence however, will remain the
property of the -City.
This has the approval of both the Park and Purchasing Committees,

for" Section 20.C..S. which provides for the paving of Fountain
Square area.
Also, plans and specifications for'the installation of .
traffic control signal equipment at the intersection of Davis
Street and Sherman Avenue, designated as .Section 20.1 C.S.
These plans and specifications are submitted for approval
by the City Council subject to -subsequent approval by the State
Highway Department.

This involves some minor changes in the plans as originally approved
by the Council and the state Highway Department. When the plans were
sent back by,the.State Highway Department and checked by our Public
Works and Engineering Department, these changes were made in accord-
ance with suggestions, and the Council is asked to approve changes
that have been made. Accordingly moved the approval of plans and
specifications for Section 20 C.S. and 20.1 C.S. as submitted.

Alderman James then moved that the Commissioner of

Alderman Thoma for the WATER COMMITTEE submitted
report from the Commissioner of Public Works relative to proposal
received from G.W. Falcon regarding standby charge for anchor ice
trouble. It is recommended that the city accept agreement to furnish
tug and diving crew from February 4, 1946 until March 15, 1946 of
$1,200 and an additional charge of $100'for each trip into lake, to
be charged to the Water Contingent Account. This has the approval
of the Water Committee, and so moved. Motion seconded by Alderman
Rubin. Voting aye Aldermen Hungerford, Thoma, Harwood, Corcoran,
Emery, Brandt, Rubin, Jourdain, James, MacSteven, Mogg, Kimbark,

UNDER CALL OF WARDS:- Alderman Thoma of the Eighth
Ward submitted communication from J. Bruce McLean, 321 Custer Avenue,
complaining that Hull Terrace east of Callan Avenue is always literally
covered with broken glass and that Callan Avenue north from Mulford
Street is used as a parking retreat. Moved same be referred to the
Street Committee for proper clearance of broken glass and also to
the Police Committee*to have this area policed and signs installed
to discontinue this practice. Duly seconded and carried..

Alderman-James'of the Fourth Ward moved a reference
to the Police Department calling their attention to a complaint he
received from a man who lives in North Evanston who is in the habit
of travelling several times a week by cab from one point to another
and usually the
rate
charged
is always
the
same, but the other night.
he was charged
$1,25
for the
trip and
asked
to see the meter but the
meter was not on nor was there a light on the meter, and as a result
of his protest the driver knocked off 25¢. This is a common complaint
that we used to deal with and no doubt.the practice is being indulged
in by other cabs. When our ordinance was drawn up one of the chief
reasons was to eliminate this practice. Asked that the ordinance in
that regard be enforced. Duly seconded and carried.

Alderman Reynolds of the 'Second Ward reported that
he had noticed that it is becoming harder and harder to get a place
to park in the business district. "We should at this time start giving
very serious consideration to the proposition of installing or studying
the possibility of installing parking meters. It is fast becoming
serious enough that we should all consider same." Moved a'reference
to.the Street Committee on this subject. Alderman James then stated
that the Mayor should consider the appointment of a Special .Committee
to make definite recommendation to the Council. Motion seconded by
Alderman Thoma and carried.

Proclamation from the Mayor reading as follows:
WHEREAS, the National Conference of Christians and Jews
has established the week of February 17-24, 1946 as Brotherhood
Week and the President of the United States has called upon all
citizens to observe this period; and
WHEREAS, understanding among people of all faiths is
essential to peace and is the foundation of American tradition;
NOW THEREFORE, I - S.G. +Ingraham, as Mayor of the City
of Evanston, do hereby proclaim the week of February 17th to
February 24th as BROTHERHOOD WEEK IN'EVANSTON, and do urge all
residents of our city to assist and cooperate in the programs
and activities which have been planned.
Alderman Brandt addressed the Council thanking the Mayor for making
this proclamation, urged the citizens of Evanston to cooperate and
expressed the hope that this movement would continue and grow larger
each year as time went on. Moved that the proclamation be put in
the minutes, that the Press be urged to give it full publicity.

Harrison Street, requesting permission to remodel the story and

period on the basis of $5,200.00 per annum, payable monthly
at the rate of $433.33. We assure you that we will render
the same service as you have had in the past."

Alderman Reynolds for the COMMITTEE ON LOCAL
IMPROVEMENTS stated that a proposal has been received requesting
foreclosure proceedings on delinquent special assessments against
property on the south side of"Harrison Street between Green Bay Road
and Prairie Avenue; and on the west side of Dodge Avenue 106 feet
south of Simpson Street; and'on the north side of Brummel Street west
of Dewey Avenue. This has been submitted to the Committee and unan-
imously approved. The offer submitted complys with the 60% requirement

Alderman MacSteven for the POLICE COMMITTEE sub-
mitted reports from the Commissioner of Public Works requesting
authority to advertise for a prefabricated metal building for the
Testing lane, approximately 200feet x 40 feet, with a minimum clearance
of 12 feet, in accordance with plans and specifications on file in the
office of Commissioner of Public Works; also for automobile safety
testing equipment as per specifications on file in the office of the
Commissioner of Public Works, and so moved. Duly seconded and carried.
Alderman Harwood for the Purchasing Committee
submitted report from the Commissioner of Public Works listing two
proposals received for new police cars. It is recommended that the
Commissioner of Public Works be authorized to purchase 10 cars at
prices and terms quoted by the low bidder, Vogeding Chevrolet Company,
and charge to the proper account. It is further recommended that the
Commissioner of Public Works be authorized to return the deposit check
of the unsuccessful bidder at once and to return the deposit check of
the successful bidder upon satisfactory delivery of the automobiles.

that the City Council accept the proposal of E.W. Janicki, agent for
the Yorkshire Indemnity Company of New York for $1,096.90'premium
for public liability and property damage coverage. This has the
approval of the Purchasing Committee and moved acceptance of bid
of E.W. Janicki, agent for Yorkshire Indemnity Company. Motion

Alderman Bersbach for the ZONING COMMITTEE sub-
mitted application received from John E. .Schmit requesting permission
to convert the two story frame garage on the rear of his property at
1030-32 Ashland Avenue so that it may be used as living quarters by
a returned service man and his wife. Committee on Zoning recommends
that this application be granted, and so.moved. Duly seconded and
carried.
UNDER CALL OF WARDS; Alderman Hemenway of the
First Ward spoke of the No Parking signs in front of the Red Cross
building at 617 Davis Street, and moved a reference to the Traffic
Engineer to determine whether these signs are really needed now.

Alderman Reynolds of the Second Ward stated that
he noticed in the business district of Evanston that there are a
large number of cars parking double, which creates a traffic hazard.
Moved a reference to the Police Department to see if that can be
stopped. Duly seconded and carried.
Alderman Kimbark of the Third Ward stated he had

received a complaint from a First Warder relative to bus stop which
should be re -instated at the northwest corner of Greenwood'Street
and Chicago Avenue, northbound, and referred this to the Bus Company
for action.
Alderman Corcoran of*the Seventh Ward referred to
insurance bid just let covering public liability with $10/20,000
limits, stating this matter is serious enough at the present time
to give some consideration as to whether or not that amount is
sufficient. Moved a reference to the Corporation Counsel and the

Alderman Rubin moved that the Minutes of Meeting
held February 18, 1946, be approved without reading. Duly seconded
and carried.
City Clerk Edward W. Bell, presented the following;
Communication .State of Illinois approving resolution passed
by'the City Council on January 28, 1946 appropriating motor fuel tax
funds for maintenance of various arterial streets, State -aid Routes,
S.B.I.,Routes and Federal -aid Routes for the year ending December 31,
1946. Alderman James moved same be,referred to the Commissioner of
Public Works and the Street Committee, Duly seconded and carried.
Communication Wm. N. Erickson, County Commissioner advising;
in response to request for a general registration, day before the
Primary, that the County Clerk had not made provisions.for such a
registration.,
Notice State of Illinois advising that our allotment of
Motor Fuel.Tax for the month of January, 1946 is $8,275.12. Alderman
Rubin moved same be referred to the Commissioner of Public Works
and the Street Committee. Duly seconded and carried.
Alderman Jourdain for the BUILDING COMMITTEE sub-
mitted application received from Austin Abernathy requesting per-
mission to build a two car garage with living quarters on the second
floor on the rear of his property at 1322 Hinman Avenue to be used
by his son who is -a returned service man. Committee on Buildings
recommends that this application be granted, and so moved. Duly
seconded and carried.
Alderman Jourdain also submitted application
received from John Ware requesting permission to build a four car
brick garage with living quarters on the second floor on the rear
of the property at the southwest corner of Leland Avenue and Lyons
Street. Committee on Buildings recommends that this application be
granted, and so moved. Duly seconded and carried.
Alderman Jourdain also submitted an application,
together with the frontage 'consents required by law, received from.
J.H. Bryant requesting permission to move a 12 story residence from
the rear of 2311 Prairie Avenue to 1916 Foster Street. Committee on
Buildings recommends that this application be granted, subject.to
the approval of the Commissioner of Public Works, and subject to the
ownerfs agreement to make such changes and improvements in the ex-
terior of the residence as will make it attractive and an improvement
to the neighborhood, and so moved. Duly seconded and carried.
Alderman Jourdain also submitted application
received from Walter M. Mitchell requesting permission to move a one
story frame cottage from 1120 Washington Street to 2038 Dodge Avenue.
Committee on Buildings recommends that the City Council approve .the
permit to move this building subject to the filing of the frontage
consents required by law, and the approval of the Commissioner of
Public Works as to the use of city streets; and subject to the ownerts
agreement to make such changes and improvements in the exterior as
will make the building attractive and an improvement to the neigh-
borhood, and so moved. Duly seconded and carried.

.Alderman Kimbark submitted the following requests
for vehicle tax refunds:
Arthur Heimberg, 1558 Dewey Avenue (now of Kouts, Indiana)
purchased 1946 vehicle license #3070 on January 15 for $5.
Has since moved to Indiana. Recommend refund of $5 less
50¢ charge.
J.W. Johnson, 2109 Central Park Avenue, purchased 1946
vehicle license #662 for $10 over'35 HP. The car has
less than 35 HP and license and sticker have been
returned and new license issued. Recommend refund of $5.
Thomas Lord, 1583 Ashland Avenue purchased 1946 vehicle
license #1307 for $5 on January 3, 1946, He recently
transferred title of car. to his daughter who purchased
another -license. Recommend refund of $4.50.
Nicholas.J. Molitor,. 1610 Monroe Street urchased 1946
vehicle -license #3984 on January 23 for 5. He has
since sold the car and returned license and sticker.
Re. c ommend refund of $2.50
Frances Siegele of 2837 Park Place purchased vehicle
license #2666 for $5. The garage man also purchased.
license #5135 for the same car. License #2666 and
sticker have been returned. Recommend refund of $5.
Alderman Kimbark moved approval of recommendations for refunds

Alderman Kimbark also submitted report from the
City Collector advising that Frans V. Ekstrom purchased 1946 vehicle
license #4062 for $5 on January 24 from 1020 Chicago Avenue. This
is his business address. He lives in Chicago and garages the car
there.. Chicago is demanding that he buy a vehicle license so he has

returned Evanston license and sticker with a request for a refund.
The Finance Committee recommends this request be denied, and so
moved., Duly seconded and carried.
Alderman Kimbark also submitted the following
report from the Building Commissioner:
"The attached check, bill and letter were received today
in connection with the annual permit fee for the storage of
fuel oil at 1710 Lyons Street by the Petroleum Heat and Power
Company.
The letter tenders a check in the amount of $75 which is
one-half of the annual fee and states that the company will
vacate the pyoperty in question on or before June 30, 1946..
Under the circumstances I recommend that I be authorized to
accept this payment for the first half 'of the year and that
the balance of the bill be cancelled."
Alderman Kimbark so moved. Motion seconded by Alderman Harwood.

Alderman Kimbark moved that the Commissioner of
Public Works be authorized to prepare necessary letter to procure
or solicit bids for sale of Tax Anticipation Warrants issued against
the 1946 tax levy. Duly seconded and carried.
Alderman Corcoran for the JUDICIARY COMMITTEE
moved that.the Council convene as of 9:00 o'clock P.M. Duly
seconded and carried.
Alderman Corcoran submitted communication from
The American Legion, Evanston Post No. 42 requesting permission to
hold their annual Poppy Day sale of poppies on Monday, May 27, 1946.
The Judiciary Committee has considered this request and recommends
permit be granted, and so moved. Duly seconded and carried.
Alderman Reynolds for the LOCAL IMPROVEMENT:. COM-
MITTEE stated a proposal has been received requesting foreclosure
proceedings on delinquent special assessments on vacant property
located at the northeast corner of Seward Street and Dewey Avenue
and also four (4) lots on the east side of the 2400 block of Cowper
Avenue. Minimum bid has been submitted which meets the 60% formula.
This proposal has received the approval of the entire committee and
proper resolution has been prepared. Accordingly presented and moved
the adoption of resolution authorizing the Corporation Counsel to
institute said proceedings. Duly seconded and carried.
Alderman Reynolds stated that once again it will
be necessary for the Council to give a lot of time and thought to
our Evanston sewer problem, and called a meeting of the Local Im-
provement Committee for next Monday night, which will probably be
followed by. a Committee Meeting of the lihole.
Alderman MacSteven-for the.POLICE COMMITTEE sub-
mitted report from the Traffic Engineer relative'to reference made
re: loading zone at 615 Davis Street in front of the Red Cross
building. This loading zone was created as a war measure. The
Red Cross has now leased its first floor to private business interest
and no longer have any use for same. It was agreed at the time,
that the loading zone would be for the duration only. It is rec-
ommended that this loading zone now be abolished, -and so moved.
Duly seconded and carried.
Alderman Brandt for the PUBLIC BUILDINGS COM-
MITTEE reported that the Commissioner of Public Works made a survey
of the furniture necessary for the New Municipal Building and the
committee considered this tonight and unanimously authorized the
Commissioner of Public Works to advertise for bids for new office
furniture for the New Municipal Building, a list of which is on
file _in the office of the Commissioner of Public Works, and so
moved. Duly seconded and carried.
Alderman Reynolds for the PUBLIC UTILITIES COM-
MITTEE submitted report from the City Traffic Engineer re: reference
of AldermanKimbark relative to the bus loading zone at Greenwood
Street and Chicago Avenue. Formerly it was a constant source of
accidents caused by buses stopping and loading and adding this bus
stop now would make two bus stops within the same block. Therefore,
it is recommended that the addition of this bus stop be denied, and
so moved. 'This was approved by the Commissioner of Public Works
and the Traffic Engineer. Duly seconded and carried.
Alderman Reynolds also submitted the following
report from the City Traffic Engineer re: bus parking after midnight
on Chancellor Street with motors running:
"I have contacted Mr. Bergsland, General Manager of the
Evanston Bus Co. relative to the above mentioned situation.
He informs me that the last buses go into the barn about 2:00
A.M. and they must enter the barn in the rear, which is at
Chancellor Street. Also, recently they had occasion to load
the cinder trucks to cinder the streets during the early morning

hours, and their cinder pile is located just off of Chancellor
Street at the rear of the bus barn. Operations, could hardly be
helped. However, he says he will have his mechanics cease
parking buses on Chancellor Street with the motors running
during the early morning hours, while some are being repaired
and serviced, and that he will do his best to alleviate noise
and nuisance at 'this location."
Alderman Reynolds moved the adoption of the above report. buly
seconded and carried.
Alderman Harwood for the PURCHASING COMMITTEE
submitted report from the Commissioner of Public Works regarding
reference to cost of increased premium for increased limits on
bodily injury in our liability policy covering our automobile
fleet, and recommending that the amount of coverage be increased
to 141100/200,000 at an increased annual premium of $99.66. This
added to the premium of $1096.90 will make the total $1,196.56.
This has the approval of the Purchasing Committee, and so moved.

Hungerford, Harwood, Corcoran, Brandt, Rubin, Jourdain, MacSteven,
Mogg, Kimbark, Reynolds, Barber, Hemenway and Bersbach (13);

Alderman Barber for the RELIEF COMMITTEE submitted
bills of the Relief Organization in amount of $837.46 and moved that
the Township Supervisor be authorized to pay these bills. Motion
seconded by Alderman Mogg. Voting aye Aldermen Hungerf ord, Harwood,
Corcoran, Brandt, Rubin, Jourdain, MacSteven, Mogg, Kimbark,
Reynolds,'Barber, Hemenway and Bersbach (13); Voting nay none. ✓
Motion carried.
Alderman Bersbach for the ZONING COMYIITTEE sub-
mitted a report of the Committee relative to communication 'received
from the Zoning Board of Appeals regarding an appeal filed by Mrs.
Ross Twichell for a variation from the use regulations of the zoning
ordinance in connection with the buildings at 15540 1560 and 1564
Asbury Avenue and 1223 Grove Street. The Zoning Board of Appeals
recommends the following;
1. Mrs. Twichell be permitted to continue the operation
of the building at 1554 Asbury Avenue as a convales-
cent home, subject to the provisions and regulations
of the ordinances of the City of Evanston governing
such buildings;
2. the use of the building at 1560 Asbury Avenue as a
convalescent home be permitted, subject to the reg-
ulations mentioned above, until February 5, 1947,
and no longer;

3. the appeal for permission to use the buildings at
1564 Asbury Avenue and 1223 Grove Street for con-
valescent homes be denied.
Committee on Zoning recommends that the City Council concur in the
recommendation of the Zoning Board, and so moved. )Motion seconded

Alderman Bersbach also submitted a report of the
committee relative to communication received from the Zoning Board
of Appeals recommending the granting of an appeal filed by Ivlr. A.G.
Willis fo"r a' variation from the front yard regulations of the zoning
ordinance to permit buildings to be erected on the north side of
Dempster Street between Dewey Avenue and the alley to the east to
be placed twenty feet back from the front property line instead of
twenty-seven feet, as is required by the ordinance. Committee on
Zoning recommends that the City Council concur in the recommendation
of the Zoning Board and grant thi's appeal, and so moved. Duly
seconded and carried.
Alderman Bersbach also submitted a report of -the
Committee'relative to communication received from the Zoning Board
of Appeals recommending the granting of an appeal filed by Mr.. Fred
Flader for a variation from the rear yard requirements of the zoning
ordinance to permit the construction of a one story brick or concrete
block addition on the west side of his property at 1918-20 Harrison
Street so located as to have its rear or south wall on the south line
of the property. Committee on Zoning recommends that the City Council
concur in the recommendation of the Zoning Board and grant this
appeal, and so moved. Duly seconded and carried.
UNDER CALL OF WARDS: Alderman Harwood of the
Seventh Ward stated that as the Chicago, Milwaukee & St. Paul R.R.
have completed their right-of-way and brought this fine improvement
to a conclusion after so many years, he again called attention to the
possibility of getting new stations at Noyes Street and Foster
Street. These old stations are very bad and now that the war is
over he hoped we can get new stations before very long.

Alderman James moved that the Minutes of Meeting
held February 25, 1946, be amended as follows:
Page 7 - where Mayor Ingraham appointed a'.Special Committee
on Parking Meters, be changed to read Special Committee on Solution
of Parking Problems in Business Districts.

City Clerk Edward W. Bell, presented the following:
Two Petitions, one containing 488 signatures and one
containing 2979 signatures, making a total of 3467 names, going on
record as being opposed to the erection of an obelisk in Fountain
Square as proposed by the War Memorial Committee. Alderman Kimbark
moved same be referred to the War Memorial Committee and the -City
Planning Commission. Duly seconded and carried.
Alderman Jourdain for the BUILDING COMMITTEE
submitted application received from Northwestern University re-
questing permission to use the, building at the southwest corner of
Orrington Avenue and Clark Street for the Admissions Department.
Committee on Buildings recommends that this application be granted,
and so moved. Duly seconded and carried.
Alderman Jourdairi also submitted an application
received from G.K. Hall requesting permission to move a one story
frame sandwich shop from 825 to 735 Howard Street and to continue
the use of the building for the same purpose at the new location.
Committee on Buildings recommends that this application be granted,
and so moved. Duly seconded and carried.
Alderman Kimbark for the FINANCE COMMITTEE sub-
mitted the following report from the Commissioner of Public Works:
"Item No. 655 has $8,500 left for the purchase of two
garbage trucks. These trucks will cost about 4600 more. Mr.
Smedberg has agreed that he would eliminate the three snow plows
and the spreader. I suggest that you concur in this recommen-
dation. We will not buy these items unless it appears, in the
fall, that there will be sufficient funds to cover their purchase."
The Finance Committee recommends that the City Council concur in
the.above recommendation, and so moved. Motion seconded by Alderman
MacSteven. Voting aye Aldermen Bersbach, Hemenway, Reynolds, Kimbark,
Mogg, MacSteven, James, Jourdain, Rubin, Brandt, Emery, Corcoran,

Alderman Kimbark also submitted the following
reports from the Building Commissioner. -
"The garage at 717 Chicago Avenue has discontinued the
sale of &asoline.
This was done without notice to the Building Department
so that the bills for 1946 included 717 Chicago Avenue.
I recommend -that I be authorized to cancel the attached
bill for 717 Chicago Avenue and void the permit."

"The Brady lfiotor Corporation, was billed in error for a
filling station permit at 1624 Chicago Avenue. This property
has changed hands since last year and gasoline is no longer
being sold from the premises.
I therefore recommend that I be authorized to cancel
the bill amounting to $25 and void the permit for this address."
Also: "The Pure Oil Company was billed in error for a filling
stationpermit at 5UU Davis Street. These premises are now
under lease to and being operated by Joseph Kaziny.
I therefore recommend that I be authorized to cancel
the bill amounting to $35 in the name of the Pure Oil Company
and re -bill this amount to Mr. Joseph Kaziny."
The Finance Committee recommends the approval of action as above,

Alderman Kimbark stated that last week on February
25 the Finance Committee recommended a refund of $2.50 against vehicle
license #3984 which was turned in by the purchaser because of the
fact that he had sold his car. The Committee has received infor-
mation that this person has in mind the purchasing of a new car
some time in the future. Therefore, the Committee recommends that
the Council rescind its action of February 25 in respect to refund
of $2.50 and authorize the City Collector to return license #3984
to its owner so he will be able to use this license subject to the
usual transfer arrangement when, as and if he purchases a new car,
and so moved. Motion seconded by Alderman Reynolds. Voting aye
Aldermen Bersbach, Hemenway, Reynolds, Kimbark, Mogg, Mac:Steven,
James, Jourdain,, Rubin, Brandt, Emery, Corcoran, Harwood, Thoma and
Hungerford (15): Voting nay none. Motion carried.
Alderman Kimbark also submitted the following
report from the Commissioner of Public Works:
"In Account No. 408 the item "Meter Repairman at $180
per month" has a surplus of 4360. In'the months of January and
February this man was not on the roll: He has returned from
service and is on as of March 1, 1946. Account No. 410 covers
two meter readers (two girls.), The service men employed in
this department are'back and we are putting them back to work
at $150 which is $8.50 per month more than budgeted for the
girls. This will raise this amount $170 for the entire year.
The surplus of $360 in No. 408 will more than offset this.
It is recommended that the Commissioner of Public Works
be authorized to make this exchange of funds, which does not
increase the budget."

Alderman Hungerford for the FIRE COMMITTEE pre-
sented the Annual -Report of the -Fire Marshal of the City of Evanston,
Fire Department for year ending December 31,- 1945. He called attention
to the following facts:
The Department responded to 606 alarms during the year a
decrease �of 123 for the previous year. Of this number 65 were
false alarms.
The Department has been considerably under -manned but
-several have come back from the service.
In 1945 was the lowest year in fire losses.
The Department was called out for 30 Pulmotor cases and
17 lives were saved.
. One of the most significant things they have done this year
was the inspection made on 14 convalescent homes, which resulted in
a new ordinance regulating same. The Fire Chief and Assistant Fire
Chief in conjunction with the Health and Building Departments who

participated in this survey should be especially thanked.
The Auxiliary Fire Department was disbanded on June 1,
1945, and while they .suggested that it might be well for them to
continue it -was refused-, due to legal problems involved. However,
on July 16', 1945 the Chief awarded a certificate of merit to each
member of the Auxiliary Fire Department in testimony of their
unselfish service during the ear.
There are�some pieces of equipment 27 to 28 years old, and
some consideration must be given next year in the budget. for replace-
ment of some of this old equipment. The - Chief is to be commended
for the excellent work of the Department.
Alderman Corcoran for the JUDICIARY COMMITTEE moved
that the Council convene as of 9:00 o'clock P.M. Duly seconded and
carried.
Alderman Reynolds for 'the LOCAL IMPROVEMENTS COM-
MITTEE stated a proposal requesting foreclosure proceedings on de-
linquent special assessments has been received against property on
the east side of Lincolnwood Drive between Isabella and Thayer Streets,
which proposal meets the 60% formula. This has been approved by the
Committee and proper resolution authorizing it has been prepared.
Accordingly moved the adoption of a Resolution authorizing said
proceedings. Duly seconded and carried.
Alderman Reynolds also stated that a proposal has
been received requesting foreclosure proceedings on delinquent special
assessments in connection with property on the west side of Wesley
Avenue between Kirk and Mulford Streets$ which proposal meets the
60% formula. Accordingly presented and moved the adoption of a
Resolution authorizing said proceedings. Duly seconded and carried.
Alderman Reynolds also stated that a proposal has been
received requesting foreclosure proceedings on delinquent special
assessments in connection.with property at 1433 Pitner Avenue. 'This
also meets with the 60% formula and proper resolution has been pre-
pared. In connection with this particular piece of property there
is a very old dilapidated shack on the property so that it is not
completely clear. The owner of the property has indicated same will
be torn down if this is passed. Accordingly presented and moved the
adoption of a Resolution authorizing said proceedings. Duly seconded
and carried.
` Alderman MacSteven for the POLICE COMMITTEE sub-
mitted the Annual Report of the Police Department for the year ending
"December 31, 1945. Alderman MacSteven reported that due to wartime
conditions, police training and instruction work were curtailed during
the entire year of 1945 with the exception of target practice with
small arms, machine guns, etc. The Emergency Police Division which
now numbers approximately 175 members has proved its value to the

City during the War years, and is being retained. Alderman MacSteven
stated that it cannot be expressed in words What we owe the Auxiliary
Police. The Municipal Testing Lane was reinstated .September 17, 1945.
In 1945 the City of Evanston enjoyed a full year without a traffic
fatality. Alderman MacSteven stated we should be very proud of our
Police Department.
Alderman Brandt for the PUBLIC BUILDINGS COMMITTEE
reported that next Monday evening at 8 o'clock the Committee will
meet with the architects and the landscape advisor, regarding the
selection of woodwork, furniture, etc. and some of the landscaping.
All Aldermen are invited to attend.
Alderman Harwood for the PURCHASING COMMITTEE
stated that about three weeks ago Mr. Fitzgerald of Fitzgerald &
Karsten appeared before the Volice Committee and advised that he was
unable to continue ambulance service under the present arrangement.
Two propositions were submitted but- as our budget did not permit the
accepting of'the first proposition and the new ambulance could not
be purchased until next year, the Committee thought it advisable to
take the second proposition. Accordingly it is recommended that the
Mayor be authorized to enter into an agreement with Fitzgerald &
Karsten, in accordance with their -No. 2 proposal dated January 28,
1946, expenditure to be charged to item No. 248, and so moved, Motion
seconded by Alderman P.4acSteven. Voting aye Aldermen Bersbach, Hemenway,
Reynolds, Kimbark, Mogg, MacSteven, James, Jourdain, Rubin, Brandt,
Emery, Corcoran, Harwood, Thoma and Hungerford (15): Voting nay none.

Alderman Harwood submitted report from the Commis-
sioner of Public Works listing two proposals received for furnishing
two garbage. trucks with special bodies for the Garbage Department.
It was found that trucks from Diamond T Motor Car Co. did not meet
specifications requiring cab -over -engine design. It is recommended
that the contract to furnish two trucks and two Elgin bodies be
awarded to the Evanston Mack Truck Service and Sales Co. at price of
$9,105.00 and charge to account No. 655. This has the approval of
the Chairman of the Street Committee and the Purchasing Committee.
It is further recommended that the Commissioner of Public Works be
authorized to return the deposit checks of the unsuccessful bidders
at once and to return the deposit checks of the successful bidder
upon satisfactory delivery of equipment, and so moved. Motion seconded

Alderman Jourdain for the RELIEF COM114ITTEE' submitted
bills of the Relief Organization in amount of $323.41 and moved that
the Township Supervisor be authorized to pay these bills. Motion

Reynolds, Kimbark, Mogg, MacSteven, James, Jourdain, Rubin, Brandt,
Emery; Corcoran, Harwood, Thorla and Hungerford (15): Voting nay none.

Alderman James for the STREET COMMITTEE submitted
Petition addressed to the Mayor and City Council from Clayton Mark
& Co. and moved same be referred to the Street Committee. Duly
seconded and carried.
Alderman James submitted request from the Commis-
sioner of Public Works for authority to advertise for bids for a
heavy duty power grader for use in the Street Department, and moved
that the Commissioner be granted this authority. Duly seconded and
carried.
Alderman Jourdain fora the BUILDING C014MITTEE sub-
mitted application received from Irvin A. Blietz requesting permission
to use 8 inch masonry walls on the third floor of the three story
apartment building to be erected on the north side of Central Street
between Ewing Avenue and Bennett Avenue, instead of 12 inch as is
required by the Building Code. At the request of the Aldermen of
the Ward this request is held over until next week.
UNDER CALL OF WARDS: Alderman Brandt of the Sixth
Ward stated.that a serious accident occured last week at Lincolnwood
Drive and Grant Street, which is the third 'accident within a short
period. This is due to speeding down Lincolnwood Drive. Move d a
reference to the Mayor and Chief of Police to see if patrolmen can be
put on for a -week at that corner to try and catch some of those speeders.

Alderman Thoma of the Eighth Ward stated he had re-
ceived complaints on the smoke condition at 716 Brummel Street. This
particular owner lives out of town and burns a cheap grade of coal.

Alderman Hungerford of the Eighth Ward stated he
had received.complaints_about the dump odor. Also that papers were
scattered around<the place for several blocks. Moved a reference to
the, Commissioner of Public Works to take care of this situation.

Communication received from residents in the southwestpart of town,
The people west of Dodge Avenue around Madison and Monroe Streets
are petitioning the Council to see whether or not additional bus
service can be obtained for'that section. They made application
for additional service: in 1942 but for obvious reasons .their re-
quest could not.be complied with. They feel the situation has
changed materially and necessity for additional bus service has
been greatly aggravated'by the new homes there and the people are
desirous of some relief. If .they cannot establish a regular route
to serve the people as regularly as they do -in other sections of
town, it would seem reasonable that some plan might be established
whereby limited scheduled service could be given 'to that part of
town." Duly seconded and carried.
