AN ORDINANCE
Granting a Variation and a Special Use
at 2650 Ridge Avenue
WHEREAS, the Evanston Zoning Board of Appeals (ZBA)
conducted public hearings on July 2, 1991, August 6, 1991,
September 3, 1991, and October 1, 1991 upon the application by
Evanston Hospital Corporation d/b/a Evanston Hospital for a
variation from the off-street parking regulations of the Zoning
Ordinance and for a special hospital use to permit expansion and
improvement of an existing thirty (30) space parking area to
thirty-seven (37) spaces, including the provision of two (2)
handicapped spaces on property located at 2650 Ridge Avenue
• located in an R6 General Residence District; said public hearings
having been conducted pursuant to notice and publication thereof
in the manner prescribed by law; and
WHEREAS, the Zoning Board of Appeals has recommended
that the application for said variation and special use be
granted;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That, based upon the evidence and
testimony presented at the hearings, and
upon deliberations and findings of fact contained in the
transcript of the Zoning Board of Appeals Case No. 91-13-V&SU(R),

upon the application by Evanston Hospital Corporation d/b/a
Evanston Hospital for a variation from the off-street parking
regulations of the Zoning Ordinance and for a special hospital
use to permit expansion and improvement of an existing thirty
(30) space parking area to thirty-seven (37) spaces including the
provision of two handicapped spaces on property located at 2650
Ridge Avenue, located in an R6 General Residence District; and
legally described as follows:
"LOT 1 IN EVANSTON HOSPITAL CONSOLIDATION OF
VARIOUS BLOCKS, LOTS, STREET AND ALLEY IN THE
SOUTHWEST 1/4 AND IN THE SOUTHEAST 1/4 OF
SECTION 35, TOWNSHIP 42 NORTH, RANGE 13 EAST
OF THE THIRD PRINCIPAL MERIDIAN, IN COOK
COUNTY, ILLINOIS."
is granted, subject to compliance with all other provisions of
• the Zoning Ordinance, other applicable laws and the following
conditions:
1. The proposed construction shall be in substantial
compliance with the testimony presented and the
plans placed on file in connection with this case;
and
2. The applicant shall execute and record the covenant
of agreement which was prepared by the Law
Department of the City in connection with this case,
and a copy of said recorded covenant shall be filed
with the City Building and Zoning Department, prior
to the issuance of any permits for the proposed
improvements.
SECTION 2: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.

SECTION 3: This ordinance shall be in full force
and effect from and after its passage,
approval and publication in the manner provided by law.

DECLARATION OF COVENANT
This Declaration of Covenant (the "Declaration") is made by
Evanston Hospital ("Declarant").
WITNESSETH:
WHEREAS, Declarant is the owner and legal title holder of
the following described real estate:
THAT PART OF THE EVANSTON HOSPITAL CONSOLIDATION OF VARIOUS
BLOCKS, LOTS, STREETS AND ALLEYS IN THE SOUTHWEST 1/4 AND IN
THE SOUTHEAST 1/4 OF SECTION 35, TOWNSHIP 42 NORTH, RANGE
13, EAST OF THE THIRD PRINCIPAL MERIDIAN, BOUNDED AND
DESCRIBED AS FOLLOWS: BEGINNING AT THE NORTHEAST CORNER OF
ABOVE SAID EVANSTON HOSPITAL CONSOLIDATION THENCE WESTERLY
ALONG THE NORTH LINE OF AFORESAID EVANSTON HOSPITAL
CONSOLIDATION (WHICH IS ALSO THE SOUTH LINE OF LOT 8, OF
BLOCK 1 OF GEORGE SMITH'S SUBDIVISION OF THE SOUTH PART OF
QUILMETTE=RESERVE) TO THE INTERSECTING POINT ON THE EAST
PROPERTY LINE OF PUBLIC ALLEY SOUTH OF ISABELLA STREET EAST
OF GARRISON AVENUE, THENCE SOUTHERLY ALONG THE AFORESAID
EAST PROPERTY LINE OF SAID PUBLIC ALLEY TO THE SOUTHEAST
CORNER OF SAID ALLEY WHICH IS ALSO FORMERLY THE SOUTHWEST
CORNER OF LOT 12 OF BLOCK 1 OF AFORESAID GEORGE SMITH'S
SUBDIVISION THENCE EASTERLY LONG THE LINE PARALLEL TO THE
NORTH LINE OF EVANSTON HOSPITAL CONSOLIDATION TO THE
INTERSECTING POINT ON THE WEST PROPERTY LINE OF RIDGE AVENUE
THENCE NORTHERLY ALONG THE SAID WEST PROPERTY LINE OF RIDGE
AVENUE TO THE POINT OF BEGINNING ALL IN COOK COUNTY,
ILLINOIS.
AND
WHEREAS, it is the purpose of this Declaration to insure
that the portion of Declarant's property described above remain
zoned R-1 Single-family Residence District and be maintained as
open, landscaped space; and
WHEREAS, the City Council granted Evanston Hospital on
a variation and a special use for the expansion of
the hospital parking lot at 2650 Ridge Avenue, Evanston,

NOW, THEREFORE, Declarant declares as follows:
1. That if the property herein described is zoned other
than R-1 Single-family Residence District and not
maintained as open, landscaped space, the variation and
special use granted by the City Council for expansion
of the hospital parking lot shall be null and void and
said expansion shall be removed.

2. That this restricted Covenant shall attached to and
run with the land and shall be binding on Declarant and
any subsequent -owners or purchasers, successors, or
assigns, and may be released only by written agreement
with the City of Evanston, a municipal corporation.
3. That this Declaration shall be recorded in the Office
of the Recorder of Deeds of Cook County, Illinois.
