AN ORDINANCE
Amending Sections 7-11-4 through 7-11-7
of the Evanston City Code Relating
to Beach Hours and Regulations
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Code of the City of Evanston,
1979, as amended, be and itshereby is
further amended to read as follows:
7-11-4: BEACH HOURS:
(A) When signs have been erected giving notice thereof, no
person shall enter the water from the City beaches
except during the period beginning at twelve o'clock
(12:00) noon of the first Saturday following the close
of the regular scheduled school year for School
District 65, and ending as set forth below, subject to
• the exception set forth in Section 7-11-4(B) below:
Lee Street Beach 10:30 A.M. to 8:00 P.M. through
July 31.
10:30 A.M. to 7:30 P.M. August 1
until and including Labor Day.
Clark Street Beach 10:30 A.M. to 8:00 P.M. through

No person shall enter the water from the City beaches after
7:30 P.M. Labor Day.

(B) In those years when the School District 65 school term
begins prior to Labor Day, City beaches will
temporarily close the day before classes commence and
remain closed until the Labor Day weekend; the City
beaches will temporarily reopen for the Labor Day
weekend, consisting of Saturday, Sunday, and Monday, in
accordance with the hours specified in Section 7-11-
4(A) above, and close for the season on Labor Day at
the time specified in Section 7-11-4(A).
(C) Nothing contained in this Section shall be construed to
prohibit the beach area from being used by the public
during the hours the adjacent parks are open, as
established by Section 7-10-2 of this Code, for lawful
purposes other than swimming.
(D) The City Manager or his designee may, based upon
existing weather, attendance conditions and/or
staffing capabilities, extend the aforementioned
schedule in Section (A) above.
7-11-5: CITY TO PROVIDE FENCING: The City shall cause
the beaches to be enclosed by safe and suitable
fences.
• 7-11-6: REGULATIONS ON CITY BEACHES:
(A) Bonfires: No bonfires or beach fires will be permitted
within the enclosures of any of the beaches.
(B) Games: Ball playing and other games are permitted only
at designated locations on City beaches.
(C) Bottles on Beaches: No person shall carry onto any
public beach any bottles or anything that is breakable
and dangerous to the bathers, and no person shall sell
on the beach, or on any public street or ground within
one hundred feet (1001) of any such beach, any bottled
goods or anything to be carried away in bottles or
glassware.
(D) Food and Drink: Food and drink will be permitted on
City Beaches only in those areas so designated.
(E) Changing of Clothing: It shall be unlawful for any
person to change clothing on any of the bathing
beaches.
(F) Peddling Food, Merchandise: It shall be unlawful for
any peddler licensed under the provisions of this Code
or any other person except the City, and its duly

• authorized agents, to sell or offer for sale any food,
beverages, or any other merchandise whatsoever within
five hundred feet (5001) of the public parks
established herein: Lighthouse Landing, Centennial,
Dawes, Burnham Shores, Elliott, Clark Square, and
Garden Parks.
(G) Inflatable Objects: Launching of inflatable objects or
surfboard type/flotation devices is not permitted from
City beaches or rights of way.
(H) Steel Groins: People are not permitted on steel groins
that serve as breakwaters at various beaches.
(I) Boating or Waterskiing: Boating or waterskiing is not
permitted within the designated boundary of swimming
beaches.
(J) Boat Storage: Boats cannot be stored on beaches
overnight except in storage racks or other areas that
may be designated by the Lakefront Director.
(K) Swimming Restrictions: Swimming may be restricted or
prohibited due to safety conditions.
(L) Scuba Diving: Scuba diving is permitted only in those
• areas so posted.
(M) Authority of Lakefront Staff: Designated lakefront
staff shall have the authority to identify specific
areas and facilities for the exclusive use of certain
programs sponsored by the Recreation Department.
Any person violating the terms of this Section shall be
fined not more than five hundred dollars ($500.00).
7-11-7: REGULATIONS OF CITY BOAT RAMPS, BOATING
ACTIVITIES:
(A) Permit Required: Season or daily permits are required
for boat launching.
(B) Boat Launching: Watercraft (power boats, sailboats or
sailboards) shall be launched only from three (3)
public launching ramps. Launching of such watercraft
from any public ramp is prohibited after 11:00 P.M.
(C) Carry -In Ramp: The carry -in ramp at Dempster Street
will be used to launch boats fourteen feet (141) or
under which are not propeller -driven crafts carrying
motors. Launching of crafts at the carry -in ramp will
be in accordance with weather and/or water conditions.

Ramp closing due to adverse weather or other unsafe
conditions will be determined by the Lakefront
Director.
(D) Power Boaters: Power boaters shall not cause a wake
when entering or leaving the launching area.
(E) Church Street Boat Ramp: Boats are prohibited from
tying up more than fifteen (15) minutes at the Church
Street boat ramp piers.
(F) Windsurfing:
1. Only one person is permitted on a single
windsurfing or similar board.
2. Personal flotation devices (PFD's) are required for
windsurfers .
(G) Jet skis and related craft are not permitted to launch
or land at any public launching ramp, beach or right
of way.
SECTION 2: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 3: This ordinance shall be in full force
and effect from and after its passage,
approval and publication in the manner provided by law.
