AN ORDINANCE
Amending Sections 5-6-2 and 5-6-3 of the City Code
Evanston Housing Commission
WHEREAS, on April 2, 1991, citizens of Evanston passed
a referendum to reduce the size of the City Council from eighteen
to nine members; and
WHEREAS, the reduction in the size of the City Council
will occur effective upon the election of April, 1993; and
WHEREAS, the reduction in the size of the City Council
is a fundamental change in the manner in which the City will
conduct its business and affairs; and
WHEREAS, as a result of the reduction, it is necessary
that the functions and purposes of certain city boards and
commissions be consolidated.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON:
SECTION 1: That Section 5-6-2 of the City Code of the
City of Evanston is hereby amended to read as follows:
5-6-2: ESTABLISHMENT OF BOARD: There is hereby
created the Evanston Housing Commission ("Commission"),
said Commission to consist of nine (9) members
appointed by the Mayor with the advice and consent of
the City Council. In making such appointments, the
Mayor shall consider knowledge and familiarity with
local housing needs and problems, the different housing
populations in Evanston, practical experience in
Evanston and elsewhere in the area of housing, and
practical experience in dealing with the sources of
assistance for housing -related matters. At least three
(3) members of the Commission shall reside in rental
units. Members of the Commission shall be residents of
the of the City and may serve for not more than two (2)
full terms.
SECTION 2: That Section 5-6-3 of the City Code of the
City of Evanston is hereby amended to read as follows:
5-6-3: ORGANIZATION: The Commission shall select from
its membership, a chairman and vice chairman on an
annual basis. Such selection shall occur at the first
meeting of the calendar year. Persons so selected shall
serve for terms of one year and may be re-elected. The
Commission shall adopt rules for the conduct of its
meetings and keep written minutes. All meetings,
minutes and other procedures shall be open to the
public as required by the State. The Commission shall
meet at the call of the chairman and at such other
times as may be provided by its rules. Five (5) members
shall constitute a quorum. No meetings shall be
conducted and no actions shall be taken without a
quorum present, except as provided in Section 5-6-4.
The Commission shall have the right to establish sub-
committees and provide for their operation. The members
of the Commission shall serve without compensation.
SECTION 3: That Section 5-6-11 of the City Code of the
City of Evansotn is hereby deleted.
SECTION 4: All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
