AN ORDINANCE
Establishing an Energy Commission
by Adding Chapter 14 to Title 2
WHEREAS, The City of Evanston believes that the
conservation of natural resources is important; and
WHEREAS, the provision of reliable and competitive
electrical energy is critical to maintain the City's vitality
and
WHEREAS, the creation of an advisory entity responsible
for the coordinated review of electric energy matters is desired;
and
WHEREAS, the creation of an Energy Commission is
recommended:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON:
SECTION 1: That Title 2 of the City Code is amended
by adding the following Chapter 14 to read as follows:
2-14-1: RATIONALE: It is hereby found and declared by
the City Council that in order to protect and promote
the public health, safety and welfare of the citizens,
businesses and institutions of Evanston, it is
necessary to participate in the planning and
• improvement of electrical service in Evanston to insure
reliable and competitive service. It is further found
that to achieve these goals, there should be an
advisory commission so that citizens, businesses and
institutions can bring electric service -related
concerns before a single group knowledgeable about the
electric energy issues affecting Evanston.
2-14-2: ESTABLISHMENT OF BOARD: There is hereby created
the Evanston Energy Commission ("Commission"), said
Commission to consist of eleven members appointed by
the Mayor with the advice and consent of the City
Council. In making such appointments, the Mayor shall
consider knowledge and familiarity with the electrical
energy industry, engineering and financing experience,
and familiarity with the regulation of the electrical
energy industry. Members of the Commission shall be
residents of the City or individuals who conduct
business in Evanston. Five members shall be appointed
initially for two year terms. Six members shall be
appointed initially for four year terms. All members
thereafter shall be appointed for four year terms.
Members may serve for not more than two terms. The
majority of the members shall be Evanston residents.
If a vacancy occurs, it shall be filled by appointment
by the Mayor for a new full term with the advice and
consent of the City Council.
2-14-3: ORGANIZATION: Immediately upon its
organization, the Commission shall select from its
membership a chairperson, vice-chairman and secretary.
Persons so selected shall serve for terms of one year
and may be re-elected. The Commission shall adopt
• rules for the conduct of its meetings and keep written
minutes. All meetings, minutes and other procedures
shall be open to the public as required by the State.
The Commission shall meet at the call of the
Chairperson and at such other times as may be provided
by its rules. Six (6) members shall constitute a
quorum. The members of the Commission shall serve
without compensation.
2-14-4: SUB -COMMITTEES: The Commission may establish
such sub -committees as are necessary for the
Commission's effective operation. The subcommittees
shall meet in accordance with adopted rules and
regulations.
2-14-5: POWERS AND DUTIES: In carrying out its
responsibilities and in meeting the purposes of this
Chapter, the Commission shall set the following
priorities: to improve the reliability of electric
service in Evanston and to advise the City Council
concerning electric service options.
The Commission shall have the following specific duties
which have been presented in,detail in the memorandum
a
of March 18, 1993 from the Energy Alternatives Task
Force to the Administration and Public Works Committee.
(A) Completing the Analysis of the Feasibility of
Municipalization.
(B) Recommending Appropriate Legislative and
Regulatory Initiatives.
(C) Creating Public Education, Public Relations and
Public Involvement Initiatives addressing Electric
Service Issues in Evanston.
(D) Assessing Energy Savings Activities for City
facilities.
(E) Analyzing the Feasibility of Co -Generation.
(F) Monitoring Changing Technology and Innovations
Relevant to Improving the Electrical Distribution
and Transmission System in Evanston.
(G) Monitoring Com Ed Performance in Evanston and
Franchise Developments in Other Municipalities.
(H) Participating with the Environment Board and
other Evanston boards and commissions in the
development of a City Energy Policy.
2-14-6: STAFF: The Commission shall, on a regular
basis, advise the City Manager of its needs for staff
assistance, and it shall be the responsibility of the
City Manager to provide such assistance to the
Commission in accordance with budget approval.
2-14-7: PERIODIC REVIEW OF ACCOMPLISHMENTS: The
Commission shall prepare a report annually and present
said report to the City Council through the
Administration and Public Works Committee. These
reports shall contain:
(A) Accomplishments of the Commission
(B) Future goals of the Commission including any
change in functions or goals of the Commission.
(C) Proposed programs of the Commission for the
following twelve (12) month period.
(D) Budgetary Requirements, if any.
SECTION 2: All ordinances or parts of ordinances

in conflict herewith are hereby repealed.
SECTION 3: This ordinance shall be in full force
and effect from and after its passage,.approval, and publication
in the manner provided by law.

Obligation Bond Anticipation Bonds, Series 1993, of the City of
Evanston, Cook County, Illinois, and providing for the security for
and payment of said bonds.
