HomeMy WebLinkAboutORDINANCES-1993-023-O-93. 03-16-93 03-30-93 04-19-93 04-27-93 23-0-93 AN ORDINANCE Establishing the Structure, Powers and Duties of the Environment Board WHEREAS, on August 10, 1992, the Human Services Committee unanimously accepted an Environmental Plan for the City as prepared by the Environmental Control Board; and WHEREAS, the Human Services Committee directed the Environmental Control Board to use the Environmental Plan as a guide in developing a new ordinance for Human Services Committee consideration, which defines the structure, powers and duties of the Board; and WHEREAS, during the course of its deliberations the Mayor's Committee on Boards and Commissions considered the consolidation of the Environmental Control Board with the Ladd Arboretum Commission; and WHEREAS, on March 1, 1993, the Mayor's committee on Boards and Commissions approved a motion to maintain the Environmental Control Board separate from the Ladd Arboretum Commission; and WHEREAS, on March 22, 1993, the Environmental Control Board recommended City Council approval of this ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON: SECTION 1: That Title 2 of the City Code is hereby amended by adding the following Chapter 13: CHAPTER 13 ENVIRONMENT BOARD 2-13-1: ESTABLISHMENT; MEMBERSHIP; TERMS: An Environment Board is hereby established. Said Board shall consist of thirteen (13) members to be appointed by the Mayor with the consent of the City Council. Members of the Environmental Control Board at the time of the establishment of the Environment Board shall continue their terms as members of the Environment Board. The Chairman of the Environment Board shall be elected annually by the members of the Board. All members of the Board shall serve for four year terms or until their successors are appointed and qualified. Prior to making an appointment to the Board, the Mayor will consult with the chairman of the Board to ascertain the qualifications then needed by the Board for the new appointee. Persons shall be appointed with training and/or experience in areas such as environmental law, education, pollution control, engineering, science and public health. 2-13-2: POWERS AND DUTIES OF THE BOARD: The Board shall have the following powers and duties: (A) The Board shall report to the Human Services Committee of the City Council, and shall periodically meet with the Human Services Committee to discuss the Board's activities, goals, and objectives. (B) To research, study, and hold.public hearings on environmental issues raised by the City Council, the Board, the City Manager, City departments, other governmental agencies, or the public. (C) To develop public awareness on environmental issues through hearings, meetings, newsletters, news media releases, and cooperation with environmental education organizations. (D) To serve as an environmental advocate for the residents of Evanston. (E) To develop policy recommendations on environmental issues for submission to the City Council, including when appropriate, suggestions regarding implementation of policy. (F) To serve as a resource for the City Council, Council Committees, Boards, or Commissions, the City Manager and City Departments in addressing environmental issues, providing advice, research, or technical assistance, as requested. (G) To keep itself informed about the activities of other City of Evanston Boards and Commissions so far as these relate to environmental matters. The Environment Board may work jointly with the Energy Commission and other Evanston boards and commissions in addressing environmental issues which. -are of mutual concern, including, but not limited to, the development of a City Energy Policy. (H) To serve as a liaison with other municipalities', boards or commissions to learn how they deal with matters of interest to the Environment Board and to share information pertaining to those matters. SECTION 2: That Title 4, Chapter 10 of the City Code is hereby amended by deleting the following Sections: 4-10-11; 4-10-11-1; 4-10-11-2; 4-10-11-3; 4-10-11-4; 4-10- 12; 4-10-12-1; 4-10-12-2; 4-10-12-3; 4-10-12-4; 4-10-12-5; 4-10-13; 4-10-13-1; 4-10-13-2; 4-10-13-3; and 4-10-13-4; 4- 10-13-5; 4-10-13-6; 4-10-13-7; 4-10-13-8; 4-10-13-9. SECTION 3: All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 4: This ordinance..shall be in full force and effect from and after its passage, approval and publication in the manner provided by law. Introduced: 13 Adopted: V 3 , 1993 l Mayor , 1993 .
