AN ORDINANCE
Amending Sections 6-4-6-7(F) and 6-4-6-7(G)
of the Zoning Ordinance to Add
PVC and Wood -Polymer Lumber
As Permitted Fence Materials in All Zoning Districts
WHEREAS, the Plan Commission held a public meeting on May 14, 1997 in
case ZPC 97-2T(R) pursuant to proper notice to consider amending Section 6-4-6-7 of
the Zoning Ordinance ("Ordinance") to add PVC and wood -polymer lumber to the list of
permitted fence materials in all zoning districts; and
WHEREAS, after consideration of the evidence presented, the Plan Commission
• made findings of fact pursuant to Section 6-3-4-5 of the Ordinance, determining that the
proposed amendment conforms with the standards set forth therein for text
amendments; and
WHEREAS, the Plan Commission recommended approval of the proposed text
amendment,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Council hereby adopts the findings and
recommendation of the Plan Commission and approves the addition of PVC and wood -
polymer lumber as permitted fence materials in all zoning districts.

SECTION 2: That Sections 6-4-6-7(F) and 6-4-6-7(G) of the Ordinance are
hereby amended to read as follows with all other provisions of Section 6-4-6-7

remaining unchanged, to read as follows: •
Section 6-4-6-7: Fence Regulations: The following general provisions shall apply
to all fences erected, constructed, or installed after the effective date of this Code....
Section 6-4-6-7(F):
(F) Permitted Material for Non manufacturing Nonindustrial Districts: The following
types of material shall be permitted for fences located in the R1, R2, R3, R4, R5,
R6, B 1, B2, B3, C1, Cla, C2, T1, T2, U 1, U2, U3, OS, D1, D2, D3, D4, MU, and
MUE Districts:
1. Wood.
2. Wood -polymer lumber, provided said material consists of at least 50
percent post -consumer and/or industrial wood fiber.
3. Wrought iron.
4. Masonry or stucco wall.
5. Chain link (permitted in rear and interior side yards only). •
6. PVC, provided:
(a) Any post or horizontal component does not have a circular cross
section.
(b) Any post or horizontal component has a wall thickness of at least
0.120 inches.
(c) All fence material is solid wall extruded, ensuring any coloring is
consistent throughout the fence material.
(d) All fence material is recyclable at the conclusion of its useful life.
(e) Said fence material meets the material properties and physical
properties standards as established in Standard Specification
F964-94 of the 1996 Annual Book of ASTM Standards (American
Society for Testing and Materials).

• Section 6-4-6-7 (G):
(G) Permitted Materials for Manufacturing and Industrial Districts. The following
types of fence materials shall be permitted in the MUE, 11, and 12 Districts:
1. Wood.
2. Wood -polymer lumber, provided said material consists of at least 50
percent post -consumer and/or post-industrial wood fiber.
3. Wrought iron.
4. Masonry or stucco wall.
5. Chain link (permitted in rear and interior side yards only).
6. PVC, provided:
(a) Any post or horizontal component does not have a circular cross
section.
(b) Any post or horizontal component has a wall thickness of at least
0.120 inches.
(c) All fence material is solid wall extruded, ensuring any coloring is
consistent throughout the fence material.

7. Barb wire (permitted only in the rear and interior side yards where used
above the height of 6' and subject to Section 7-5-2 of the City Code).
8. Unfinished concrete or cinder block walls.
SECTION 3: That all ordinances or parts of ordinances in conflict herewith are
hereby repealed.

SECTION 4: That this ordinance shall be in full force and effect from and after
its passage, approval, and publication in the manner provided by law.
