AN ORDINANCE
Amending sections 6-18-3 and 6-15-3-3 of the
Zoning Ordinance Regarding the Addition of
"Student Religious Organization Meeting House"
as a Listed Special Use in the
T1 Transitional Campus Zoning District
WHEREAS, the Plan Commission held a public hearing on August 14, 1996 pursuant
to proper notice in case no. ZPC 96-0010-T, a petition by JFMC Facilities Corporation to
amend sections 6-18-3 and 6-15-3-3 of the Zoning Ordinance, respectively, to add a
definition of "Student Religious Organization Meeting House" and list this use as a special
use in the T1 Transitional Campus Zoning District; and
WHEREAS, the Plan Commission heard the subject case as part of a joint hearing
• with the Zoning Board Appeals ("ZBA"), which considered the petition of JFMC Facilities
Corporation to grant a special use and certain variations to allow a student religious
organization meeting house at 629 Foster Street; and
WHEREAS, based upon the record, the Plan Commission made written findings of
fact, and recommended that the City Council approve the proposed amendment as having
met the requirements for text amendments set forth in section 6-3-4-5 of the Zoning
Ordinance; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Council hereby accepts the Plan Commission's

recommendation in case no. ZPC 96-0010-T, adopts its findings, and grants the petition of
)FMC Facilities Corporation for an amendment to the text of the Zoning Ordinance to add
a definition of "Student Religious Organization Meeting House" to section 6-18-3, in
appropriate alphabetical order, and to amend section 6-15-3-3 to list this use as a special
use in the T1 Transitional Campus Zoning District, to read as follows:
SECTION 6-18-3 DEFINITIONS
STUDENT RELIGIOUS ORGANIZATION MEETING HOUSE: A building or premises owned
or operated by a religious organization primarily engaged in providing religious, educational
and other services, meals and socialization to a limited segment of the university and
student population. There shall be no overnight sleeping accommodations permitted in a
student religious organization meeting house. "Student Religious Organization Meeting
House" shall not include a student union, recreational facility or any other facility that is
designed and intended to serve the university or college population as a whole or which
otherwise is specifically listed as a permitted or special use in the University Housing,
University Athletic Facilities, University Lakefront Campus or Transitional Campus Districts.
SECTION 6-15-3-3 `SPECIAL USES IN THE T1 DISTRICT
STUDENT RELIGIOUS ORGANIZATION MEETING HOUSE
SECTION 2: All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
SECTION 3: This ordinance shall be in full force and effect from and after its
passage, approval and publication in the manner provided by law.
