AN ORDINANCE
Amending the Zoning Ordinance to Include "Conference Facility"
as a New Use Category, as a Permitted Use in the
Research Park District, and to Create an Off -Street
Parking Requirement Therefor
WHEREAS, the Plan Commission held public hearings on May 13, 1998 and
June 10, 1998 pursuant to proper notice in case no. ZPC 98-4-T(R), regarding
amendments to the text of the zoning Ordinance to define "Conference Facility", create
an off-street parking requirement therefor, and add it to the list of permitted uses within
the Research Park District; and
0 WHEREAS, the Plan Commission heard testimony and received other evidence,
and made written findings that the proposed amendments met the standards for text
amendments in Section 6-3-4-5 of the Zoning Ordinance; and
WHEREAS, the Plan Commission recommended that the City Council approve
the proposed amendments, and
WHEREAS, the Planning and Development Committee of the City Council
considered the proposed amendments and recommended City Council approval
thereof,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Council hereby adopts the findings and
recommendation of the Plan Commission and the recommendation of the Planning and

Development Committee that the proposed amendments met the standards for text
amendments in Section 6-3-4-5 of the Zoning Ordinance.
SECTION 2: That Section 6-12-2-2 of the Zoning Ordinance is hereby amended
by adding "conference. facility (college/university)" and "conference facility (non -college -
university)" in appropriate alphabetical order:
Section 6-12-2-2: Permitted Uses. The following uses are permitted in the
Research Park District:
Conference facility (college/university).
Conference facility (non-college/university).
SECTION 3: That Table 16-B set forth in Section 6-16-3 is hereby amended to add the
following after "Dormitory" under "College/University Institutions:"

COLLEGE/UNIVERSITY INSTITUTIONS
Conference Facility 1 space per 200 square feet of gross floor
(College/University) area. If dining facilities located on the same
zoning lot as the conference facility also are
open to persons not associated with the
conference facility, then off-street parking
spaces beyond those required for the
conference facility shall be provided in
accordance with the off-street parking
requirements for Restaurant.
and that Table 16-B set forth in Section 6-16-3 is hereby amended further to add the
following after "All other office" under "Culture/Entertainment:"

1 space per 50 square feet of gross
floor area. If dining facilities located on
the same zoning lot as the conference
facility also are open to persons not
associated with the conference facility,
then off-street parking spaces beyond
those required for the conference facility
shall be provided in accordance with the
off-street parking requirements for
Restaurant.
SECTION 4: That section 6-18-3 is hereby amended to add the definitions of
"Conference facility (college/university)" and "Conference facility (non-
college/university)" in appropriate alphabetical order:
Conference Facility A building or portion thereof operated by a
college/university institution used for holding
assemblies, conferences, conventions, public
meetings, seminars, work shops, or other
similar activities. Such a facility may include
executive level training programs and
executive level educational seminars but may
not include classrooms or other facilities used
for regular college or university degree
program classes. A conference facility may
include dining facilities for the use of
participants, as well as other compatible
accessory uses but may not include sleeping
or dwelling quarters or lodging as an accessory
use to the conference facility.

SECTION 5: All ordinances or parts of ordinances in conflict herewith are
hereby repealed.
SECTION 6: This ordinance shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.
