AN ORDINANCE
Creating a Special Sign
District at the Church Street Plaza
WHEREAS, the City's Sign Regulations Ordinance is set forth in Title 4, Chapter 12
of the Evanston City Code of 1979, as amended, provides for designation of a special sign
district and the adoption of a comprehensive sign plan therefor; and
WHEREAS, pursuant to application by the Arthur Hill Company, the Sign Review
and Appeals Board ("SRAB") held public meeting on August 3, 2000 and August 10, 2000
• pursuant to proper notice to consider creation of a special sign district for the Church Street
Plaza; and
WHEREAS, the SRAB heard testimony and received other evidence, made a
written record of its proceedings, including finds pursuant to section 4-12-19(A), and,
pursuant to section. 4-12-19(D) of the Sign Regulations Ordinance, recommended approval
of the plan as revised by the Applicant and presented to the SRAB at its August 10, 2000
meeting; and
WHEREAS, the Planning and Development Committee of the City Council
considered the SRAB's recommendation at its August 14, 2000 and September 13, 2000
meetings and recommended City Council approval thereof, and
• NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: That the foregoing recitals are found as fact and incorporated herein.
SECTION 2: The findings and recommendation of the SRAB are adopted and the
Church Street Plaza Special Sign District hereby created. The properties included within
the Special Sign District are pictured and described in Attachment 1, attached hereto and
made a part hereof. Said properties are within an area generally bounded by University
Place to Maple Avenue to Clark Street to the CTA viaduct to Davis Street, along the
Chicago Northwestern Railroad and East Railroad Avenue to University Place.
SECTION 3: The comprehensive sign plan in effect for the Church Street Plaza
Special Sign District shall be as described in the Church Street Plaza Tenant Sign Criteria
Dated August 10, 2000, incorporated herein by reference, maintained on file with the City
Clerk, and made a part hereof. •
SECTION 4: That all ordinances or parts of ordinances in conflict herewith are
hereby repealed.
SECTION 5: That this ordinance shall be in full force and effect upon passage and
approval and publication in the manner provided by law.

Church Street Plaza Special Sign District Boundary:
Beginning at the intersection of south side of Clark Street and the east side of the alley
parallel to the western boundary of the CTA viaduct behind the Main Pavilion of Church
Street Plaza;
proceeding west along the south side of Clark Street, across Maple Avenue to the
eastern facade of the Maple -Avenue Garage;
then proceeding north along the west side of Maple Avenue to the southwest corner of
Maple Avenue and University Place;
then, running west along the south side of University Place to the west side of the Maple
Avenue Garage's north entrance drive;
then, proceeding south along the west side of the entrance drive to the northern facade
of the Maple Avenue Garage;
then running west along the northern facade of the Maple Avenue Garage to East
Railroad Avenue;
then proceeding south-southeast along East Railroad Avenue to Church Street, and
continuing parallel to the Chicago & Northwestern Railroad to Davis Street, excluding the
Metra Rail Station and its tenants;
• then proceeding east along the north side of Davis Street, across the entrance drive to
909 Davis Street to the western boundary of the CTA viaduct;
then running north along the western boundary of the CTA viaduct, across Church Street
to the point of beginning at the intersection with Clark Street.
