• AN ORDINANCE
Authorizing the Sale of City
Surplus Personal Property Owned by the City of Evanston
WHEREAS, the City Council of the City of Evanston has determined that it
is no longer necessary, practical or economical for the best interest of the City of
Evanston to retain ownership of the surplus personal property hereinafter described;
and,
WHEREAS, it has been determined by the City Council of the City of
Evanston to sell said surplus property to the highest bidder at a public auction to be
held on May 17, 2003;
NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That pursuant to Section 1-17-3(B) of the City Code of the
City of Evanston, 1979, as amended, the City Council finds that the following described
• surplus personal property (as summarized on attached sheet) has an aggregate value
in excess of one thousand five hundred dollars ($1,500):
SECTION 2: That pursuant to said Section 1-17-3(B), the City Council
hereby authorizes and directs the City Manager to sell upon terms and conditions he
deems reasonable, necessary, and in the best interest of the City the aforescribed
surplus property now owned by the City of Evanston to at a public auction conducted
under the aegis of Grant Township, located in Ingleside, IL, to the highest bidder on
said surplus property.
SECTION 3: That upon payment of the price indicated by Grant
Township, the City Manager is hereby authorized to convey evidence of ownership of
aforesaid surplus personal property to Grant Township, Ingleside, Illinois.
SECTION 4: That all ordinances or parts of ordinances in conflict herewith
are hereby repealed.

SECTION 5: That this ordinance shall be in full force and effect from after
its passage, approval and publication in the manner provided by law.

SUBJECT: Request to Declare City Property Surplus
The intent of this memorandum is to request declaration by the City Council at its April
21 and May 12, 2003 meetings various items of City property as surplus so that the
vehicles and other equipment can be publicly offered for sale at the May 17, 2003, Grant
Township (Ingleside, IL) auction. We typically participate in two auctions each year, one
in the spring and one in the fall. By doing so, we reduce the storage time as well as get
our vehicles and miscellaneous equipment into the market place where they can receive
more buyer interest and better resale value.
1) Unit #141, a 1995 Chevrolet 1 ton dump assigned to the Public Works
Department, Parking Operations Division, has been replaced by a 2003 Ford 1 ton
dump truck.
2) Unit #6, a 1996 Harley Davidson motorcycle assigned to the Police Department, •
Traffic Operations Division, has been replaced by a leased 2003 Harley Davidson
motorcycle.
3) Unit #103, a 1997 Chevrolet Cavalier car assigned to the Public Works
Department, Parking Enforcement Division, has been replaced by a 2003 Jeep
Wrangler.
4) Unit #104, a 1997 Chevrolet Cavalier car assigned to the Public Works
Department, Parking Enforcement Division, has been replaced by a 2003 Jeep
Wrangler.
5) Unit #107, a 1997 Chevrolet Cavalier car assigned to the Public Works
Department, Parking Enforcement Division, has been replaced by a 2003 Jeep
Wrangler.
6) Unit #108, a 1997 Chevrolet Cavalier car assigned to the Public Works
Department, Parking Enforcement Division, has been replaced by a 2003 Jeep
Wrangler.

7) Unit #400, a 1998 Ford Crown Victoria car assigned to the Budget Department,
Information Systems Division, has been replaced by a 1995 Chevrolet Astro Van
(handed down from the Water Division — Pool). The van is a more practical
vehicle for transporting computers and related equipment than the trunk of a car.
• The water division van has been replaced by a 2003 Dodge van.
8) From storage in the Municipal Service Center, four large plastic tubs originally
purchased by the Traffic Engineering Division of the Public Works Department as
temporary planters for traffic circles. These tubs have been removed and
permanent landscaping has been installed.
