AN ORDINANCE
Amending Section 9-3-3 of the Evanston City Code
Defining Northwestern University Campus Police Authority
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK
COUNTY, ILLINOIS:
SECTION 1: That Section 9-3-3 of the Evanston City Code, 1979, as amended,
is further amended as follows:
9-3-3: CAMPUS POLICY AUTHORITY:
• (A) All campus police officers appointed to be members of the Northwestern
University Campus Police Department pursuant to the provisions of 110 Illinois
Compiled Statutes 1020/1, as amended, shall have the powers of Municipal
peace officers within the area bounded by the City limits to the north, Lake Street
to the south, Lake Michigan to the east, and to the West Asbury Avenue/ Green
Bay Road; provided, however, that within these boundaries, the City Police
Department shall have exclusive jurisdiction for death investigations.
Notwithstanding any other provisions of this Chapter, campus police shall have
no authority to serve civil process. Northwestern University police will only have
police authority pursuant to 110 Illinois Compiled Statutes 1020/1 beyond their
property if the agreement in Section 9-3-6 of this Chapter exists.
(B) The Northwestern University Campus Police Department may render such
assistance to the Evanston Police Department as the Chief of the Evanston
Police Department or his designee deems necessary or appropriate in any
areas(s) of the City beyond the boundaries set forth in subsection (A) of this
Section. When providing such assistance, Northwestern University Campus
Police Department officers appointed pursuant to 110 Illinois Compiled Status
1020/1, as amended, shall have the powers of Municipal peace officers.
• SECTION 2: That Section 9-3-6 of the Evanston City Code, 1979, as amended,
is further amended as follows:

9-3-6: COOPERATIVE AGREEMENTS: The Chief of Police shall have authority •
to negotiate a cooperative agreement with the Northwestern University
campus police department for law enforcement functions pursuant to this Chapter. Such
agreement shall be in writing and shall be subject to the biennial review and approval of the
City Council. The agreement may not be modified nor modifications implemented without
the prior review and approval of the City Council.
SECTION 3: That all ordinances or parts of ordinances in conflict herewith are
hereby repealed.
SECTION 4: That this ordinance shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.
