HomeMy WebLinkAboutORDINANCES-2005-106-O-05• 8/26/05 106-0-05 AN ORDINANCE Authorizing the Sale of City Surplus Personal Property Owned by the City of Evanston WHEREAS, the City Council of the City of Evanston has determined that it is no longer necessary, practical or economical for the best interest of the City of Evanston to retain ownership of the surplus personal property hereinafter described; and, WHEREAS, it has been determined by the City Council of the City of Evanston to sell said surplus property to the highest bidder at a public auction to be held on October 1, 2005; NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: • SECTION 1: That pursuant to Section 1-1 7-3(B) of the City Code of the City of Evanston, 1979, as amended, the City Council finds that the following described surplus personal property summarized on Exhibit A attached hereto and incorporated herein, has an aggregate value in excess of one thousand five hundred dollars ($1,500.00). SECTION 2: That pursuant to said Section 1-17-3(B), the City Council hereby authorizes and directs the City Manager to sell upon terms and conditions he deems reasonable, necessary, and in the best interest of the City the aforescribed surplus property now owned by the City of Evanston at a public auction conducted under the aegis of Lake County, Illinois located in Libertyville, Illinois to the highest bidder on said surplus property. SECTION 3: That upon payment of the price indicated by Lake County, Illinois, the City Manager is hereby authorized to convey evidence of ownership of aforesaid surplus personal property to Lake County, Illinois. SECTION 4: That all ordinances or parts of ordinances in conflict herewith are hereby repealed. 40 SECTION 5: That this ordinance shall be in full force and effect from after • its passage, approval and publication in the manner provided by law. Radek, Superintendent Administrative Services SUBJECT: Request to Declare City Property Surplus The intent of this memorandum is to request declaration by the City Council at its September 12 and September 26, 2005 meetings various items of City property as surplus so that the vehicles and equipment can be publicly offered for sale at the October 1, 2005, Lake County, IL municipal auction. We typically participate in three auctions each year, one in the spring, one in August and one in the fall (October). We have had excellent results on sales in Lake County/northern Illinois areas because of the people attending those auctions. We have found a substantial landscape business base as well as farmers in that area who purchase our trucks and other equipment. Further, these auctions typically attract at least 550 registered buyers. By selling items now, we reduce the • storage time as well as get our items into the market place where they can receive more buyer interest and better resale value. Items to be declared surplus, as follows: 1) Unit #952, a 1992 backhoe loader that has been replaced with a 2004 Deere backhoe loader. 2) Unit #252, a 1994 Ford F250 truck with a utility body that has been replaced with a 2006 Ford F350 truck with a utility body. 3) Unit #250, a 1994 cargo van that has been replaced with 2006 Ford cargo van. 4) Unit #258, a 1995 truck with a utility body that has been replaced with a 2005 Ford truck with a utility body. 5) The following 14 police cars that have been replaced with 2005 Ford Crown Victoria sedans, #40, 41, 42, 44, 86, 79, 116, 21, 26, 27, 28, 13, 14, 99. 6) Unit # 536, a 1999 Ford F 550 truck with refuse packer that has been replaced with a 2005 Ford truck with refuse packer. 7) Obsolete equipment from the Service Center, as follows: compressor dryer, • cutting torch tank cart, bumper from #529 replaced by liftgate, traffic line painter replaced in 2004, Olathe ground tiller and seed spreader.
