HomeMy WebLinkAboutORDINANCES-2007-072-O-07M 6/26/2007 72-0-07 AN ORDINANCE Granting Evanston Landmark Status to the Building at 31 g-320 Dempster Street WHEREAS, the City has enacted a Historic Preservation Ordinance ("Ordinance"), Title 2, Chapter 9 of the Evanston City Code of 1979, as amended; and WHEREAS, Section 2-9-5 of the Ordinance sets forth the process whereby the Preservation Commission shall nominate and consider applications is for landmark designation and designate landmarks and historic districts; and WHEREAS, Daniel Hudson Burnham (1846-1912), nationally- and is internationally -acclaimed architect, Chief of Construction for the 1893 Columbian Exposition in Chicago, and first City Planner for the City of Chicago, designed the double house, built in the year 1892 and located at 318-320 Dempster Street in Evanston (the "Subject Property"); and WHEREAS, Anne O. Earle (the "Applicant") submitted an application on April 26, 2007, for the designation of the building on the Subject Property as an Evanston Landmark; and WHEREAS, Geoffrey Bushor, owner of the Subject Property, fully supports the application for Evanston Landmark designation; and 72-0-07 WHEREAS, the Preservation Commission conducted public hearings, _pursuant to proper notice, on May 15, 2007, and June 19, 2007, to • consider the application pursuant to Section 2-9-5 of the Ordinance; and WHEREAS, the Preservation Commission, after taking testimony, receiving other evidence and making a verbatim record, found that the aforesaid double house on the Subject Property, with a wood frame, wood shakes under a gambrel roof, second -story dormers, unique decorative attic windows, and wood - siding exterior finish, constructed in the Dutch Colonial Revival style, met the criteria in Sections 2-9-4 (A) 3, 2-9-4 (A) 4, 2-9-4 (A) 5, and 2-9-4 (B) of the Ordinance for designation as an Evanston Landmark; and WHEREAS, at its May 15, 2007 meeting, the Preservation Commission voted to recommend that the City Council grant Evanston Landmark • designation to said building on the Subject Property; and WHEREAS, at its June 19, 2007 meeting, the Preservation Commission adopted a Resolution "Requesting the City Manager to Transmit the Evanston Preservation Commission's Report and Recommendation that the City Council Designate the Building at 318-320 Dempster Street as an Evanston Landmark" to the City Council; and WHEREAS, the Planning and Development Committee of the City Council considered and adopted the record and recommendation of the Preservation Commission at its July 9, 2007 meeting and recommended that the City Council designate the building on the Subject Property, as an Evanston Landmark; and :7 —2— 72-0-07 WHEREAS, the City Council considered :and adopted the • respective records and recommendations of the Preservation 'Commission and the Planning and Development Committee at its July 23, 2007 meeting, and NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: part hereof. SECTION 1: The above recitals are found as fact and made a SECTION 2: Pursuant to Section 2-9-5(G) of the Ordinance, the City Council hereby designates the building at 318-320 Dempster Street as an Evanston Landmark. SECTION 3: That if any provision of this ordinance or the • application thereof to any person or circumstance is held invalid, the invalidity shall not affect other provisions or applications of this ordinance which can be given effect without the invalid provisions or applications thereof. SECTION 4: That all ordinances or parts of ord.inances in conflict herewith are hereby repealed.
