AN ORDINANCE
Transferring the Jurisdiction of Sheridan Road, from the
Intersection of Ridge Avenue, Isabella Street, and Sheridan Road
to the North Edge of the Pavement of South Boulevard, from the
Illinois Department of Transportation to the City of Evanston
WHEREAS, upon the transfer of jurisdiction of Sheridan Road, from
the intersection of Ridge Avenue, Isabella Street, and Sheridan Road, to the
north edge of the pavement of South Boulevard, from the Illinois Department of
Transportation ("IDOT") to the City of Evanston, the City of Evanston will be
required to assume the maintenance of said jurisdiction; and
• WHEREAS, it is in the best interests of the City of Evanston to
assume said jurisdiction and maintenance;
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND
CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS,
AS FOLLOWS:
SECTION 1: The City Manager is authorized to sign the
jurisdictional transfer agreement regarding Sheridan Road from the intersection
of Ridge Avenue, Isabella Street, and Sheridan Road, to the north edge of the
pavement of South Boulevard, attached to this ordinance as Exhibit A and
incorporated herein, and the City Clerk is hereby directed to forward a certified
. copy of this Ordinance to the State of Illinois through its District Engineer's Office
at 201 West Center Court, Schaumburg, Illinois.

SECTION 2: That all ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION 3: That this Ordinance shall be in full force and effect
immediately upon its passage in the manner provided by law.

Dear Ms. CaiToll:
Tile Department has received your letter bated June 1 1,, 2007 regarding, State
participation in the proposed Improvements along Sheridan Road in the City of
Evanston. as outlined in the May 17. 2007 Letter of intent, Subsequent
coordination hetween MOT and City of Blanston staff has resulted in the need
to modify tile kt.ay 17. 200' Letter of Intent. This letter shall serve as a ncW
Letter of" intent tier the improvement and ultimate transfer of maintenance and
jurisdiction of Sheridan Rd From Ridge Avenue to South Boulevard to the CIty
of Eva.rtston.

There are cun-ently three sources of federal funds dedicated to the improvement •
of Sheridan Road In the City of Enranston. This funding ia)elu.d.es:
S800,000 federal funding (H.PP-SAFETEA LCI) requiring a $200,000 loyal
match
S427;500 federal funding (section 1 17) requiting no local match
S'1 596,800 f,- feral fand.ing (1-iPP-S FFTTMA L i) Tequirim, a S399.201i kxod
match
Tlic current funding allocated to the improvement of Sheridan Road in the COV
of' Evanston totals to S2,824,300 (federal) and S599,200 (required local rtlateh).
The City of Evanston has requested that additional funding be dedicated to the
improvement of Sheridan Road in the City of Evanston in exchange for a
jurisdictional transfer of this road from State of Illinois to the City of Evanston.
The Department is amenable to this request. The Department w-Ill financially
pai-ticipme in the non-federal portion of the payable coil strtictiOil items for the
locally initiated JIT1111-ovC111Ci71 alomz Sheridan Road in the City of F.vmision. in
lice of rCsurfac.ing this portion of Sheridan Road. The total anticipated State
participation in the subject Irroject shall not exceed S3,000,000. In exchange for
State financial participation, the jurisdiction of Sheridan Road in the City of
Evanston will be transferred from ]DOT to the City. The exact limits of the
jurisdictional transfer will be as follows. •

City of Evanston Jurisdiction. Sheridan Road within tile. City of Evanston is
known by multiple nanles including Sheridan Road, Forest Place, Forest
Avenue. and BLirnham Place. All o.fthese sections of Sheridan Road, regardless
of name, will he included In the lurisd.ictionat transfer, and may be viewed on
the attached maps.
.it. is our understanding that the City wishes to move forward with this project as
quickly as possible, and xvill accept a transfer of maintenance and jurisdiction of
tale sallicct roadway in its present: condition, which will, allow the City to
complete pla.n.s and begin construction in the nicest expeditious illanner possible.
Funding for relm.11ursenient to the City of Evanston is cui-rently included in di
Department's Fiscal Year 2008-201 Proposed Highway Tnlprovement Program.

The City caf Evanston will continue to act as the lead agency and will conlinuc: to
coordinate this improvement through tile Districf's Bureau of Local .Roads &
Streets. The jurisdiction of Sllenda.n Road will be transferred 21 days after
execi.l.tion of the formal aorcement for the aforementioned
locally initiated project. ll' you are in general agreement with the above, please
complete the concurrence si;mature block at the end of this letter and return the
signled original to this office al. your earliest convenience. This Letter of Intent,
once executed, will be used as the basis for preparation of the forrllal
intergovernmental age-eement betiveen the .Department. and the City. In the fiscal
year the reimbursement funds become available, a. separate formal
intergovenlmental agreeillent between the Department and the City will be
