AN ORDINANCE
Amending the City Code to Make the City's Fiscal Year
Coincide with the Calendar Year
NOW BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Subsection 1-1 1-5-(A) of the Evanston City Code of
1979, as amended, is hereby further amended to read as follows:
Fiscal Year: Beginning on March 1, 1980, the fiscal year of the City shall commence on
March 1 of each year and close on the last day of February of each year. The 2011
fiscal year of the City shall begin March 1, 2011 and close on December 31, 2011.
Beginning on January 1, 2012, the fiscal year of the City shall commence on January 1
of each year and close on December 31' of each year.
0 SECTION 2: That Subsection 1-11-5-(D) of the Evanston City Code of
1979, as amended, is hereby further amended to read as follows:
Compilation and Contents of Budget: On or before December 31 of 2010, and on or
before October 31 of each year beginning in 2011, the City Manager shall submit to the
City Council an annual Municipal budget, such budget to contain estimates of revenues
available to the Municipality for the fiscal year for which the budget is drafted, together
with recommended expenditures for the Municipality and. all of the Municipality's
departments, commissions and boards. Revenue estimates and expenditure
recommendations shall be presented in a manner which is in conformity with good fiscal,
management practice. Each budget shall show the specific fund from which each
anticipated expenditure shall be made.
SECTION. 3: That Section 2-7-5 of the Evanston City Code of 1979, as
amended, is hereby further amended to read as follows:
On or before October 15, 2010, and on or before September 1 of each year beginning in
2011, the Mental Health Board shall prepare and submit to the Mayor, City Council and
City Manager its annual budget showing the estimated receipts and intended
• disbursements for the fiscal year beginning the next January 1. Said Board may
recommend an annual tax levy upon all the taxable property of the City at the assessed
value thereof as equalized by the Department of Local Government Affairs. The City
Manager shall incorporate the Board's revenue estimates and appropriation requests in •
the proposed budget to be submitted each year to the City Council for its review,
revision and adoption. The Board's annual budget shall be filed with the City Clerk on or
before October 15, 2010, and on or before September 1 in each year beginning in 2011,
and shall be available for public inspection.
SECTION 4: That Subsection 7-13-3-(B) of the Evanston City Code of
1979, as amended, is hereby further amended to read as follows:
The adequacy of the sewer user charge shall be reviewed annually by the City Council
during the City's fiscal year budgeting process. The sewer user charge will be revised
annually to reflect any change in the proposed budget for the coming fiscal year in the
operation, maintenance and replacement costs, the capital costs or the debt service
costs ,and shall be based on approved budgets for the costs each year. Said review
shall occur prior to the beginning of the fiscal year and shall be in effect for the period of
each fiscal year.
SECTION 5: That all ordinances or parts of ordinances in conflict herewith
are hereby repealed.
SECTION 6: That this Ordinance 48-0-10 shall be in full force and effect
from and after its passage, approval, and publication in the manner provided by law.
