Cooperatives As Special Uses in Certain Districts WHEREAS, the Zoning Amendment Committee considered at a public 1 hearing conducted pursuant to notice thereof published in accordance with law, !� the question of amending the Zoning Ordinance to designate not -for -profit food i coo.peratives as special uses in churches, not -for -profit recreational build - if ings, and community, centers, .schools and private clubs, which such uses are themselves permitted as special uses; and it 1� j WHEREAS, the Zoning Amendment Committee in its findings and .recorli- I, I( mendations concluded that the Evanston Zoning Ordinance of 1960 as amended (� shouldnot be further amended to designate not -for -profit food cooperatives as special uses upon tiie conditions hereinaefore set forth.; and I� - ij WHEREAS, the City Council of the City of Evanston finds to the con- trary that: 1. Food'co-ops are a recent phenomenon in cities, and serve a very real need for some families who are willing to spend a good deal of time and effort to make them a success. They offer some individual families an oppor- j tunity to join together. to purchase sorie of their groceries and get the quality I I of merchandise. they desire and save money. They offer an alternative for 1 �j 11'families to obtain some of the necessities of life. We should be able to !j accoj,rodate a different approach to coping with high prices when Lnere is no jj • i harm or detrimental- effect on the' community. j Ij j Ij 3-0-77 SECTION 2: That Sections VI.., VII., and VIII. of the Zoning Ordi- nance of the City of Evanston, 1960, as amended be and hereby is further amended by adding to the list of special uses in the follow- ing sections: VI.B.2 . VI.E.2 ifi VI.G.2 VII.B.3.b �1 VII.C.2 ii VIII.B.4 A VI11.C.3.n . �j ` the following use hereby designated a special use:. It makes! i � sense for some of the churches which are large and roomy to try to use some of their space during the week as well as Sunday., as long as there are provisions i 1-for protecting the community, 3. That taking into consideration existing conditions which would be affected by amending the Zoning Ordinance to designate food cooperatives 1j as special uses in certain zoning districts would not adversely affect prop- ( , q erty values in.such zoning districts, nor would such designation adversely iif t affect building development Woe disadvantageous to the entire City. i� re Y 4. That the uses of designated structures for food cooperatives may be in keeping with the established use of said property and would be re- viewable upon application for such a special use in each individual case. 5. That it is in the public interest to cesignate food coopera- tives as special uses in certain zoning districts and is, In fact, required for the public good. BE _IT ORDAINED BY THE CITY COUNCIL OF THE ChTY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1:. That Section III of the Evanston Zoning Ordinance adopted November 21, 1960, as amended, be further amended by adding thereto after the definition of "Floor Area Ratio" and before the defi- nition of "Foster Child" the following definition: "FOOD COOPERATIVE - An association of ho more than one hundred families that'come together no more than once a week for distribution of food to the members, and which does not employ any paid staff. -2-
