AN ORDINANCE
Adopting Certin
Modifications To
The BOCA Plumbing Code
WHEREAS, the Illinois Department of Transportation has
determined that all users of Lake Michigan Water must limit their
use of this natural resource; and
WHEREAS, pursuant to this determination the Illinois
Department of Transportation has.issued an order specifying that
all governmental bodies must take steps to conserve water, these
steps include the adoption of ordinances which call for the in-
stallation of certain types of plumbing fixtures in new construc-
tion or in the replacement of existing equipment;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON:
SECTION 1: That Article III of Chapter 10 of the
Municipal Code of the City of Evanston, 195',;
as amended, be further amended by .the following additions to the
BOCA Plumbing Code adopted by reference in Chapter 10 of the Muni-
cipal Code of the City of Evanston:
• a) "Section P-1205.5. All flushometer and/or tank -
type urinals shall be of a water conserving nature and
operate at a rate not to exceed 3.0 gallons maximum
per flush."

b) "Section P-1601.3. Every building equipped with
• plumbing fixtures and used for human occupancy or
habitation shall be provided with a:water saving de-
vice on all plumbing fixtures. These fixtures shall
not utilize a water flow rate in excess of the max-
imum rates published by the Illinois Department of
Transportation in Rules and Procedures for Lake Mich-
igan Allocation, or as may be forthcoming from the
Secretary of Housing and Urban Development, pursuant
to the Energy Conservation Standards for New Build-
ings (P.L. 94-385)."

c) "Section P-1207.3. The water supply to sinks in
public facilities shall be equipped with self -closing
faucets which will not permit the unattended faucet
to be left in the open position."
d) "Section P-1209.1.1. Every shower shall be equ ip-
ped with a limited flow shower head of a water con-
serving nature, and operate at a rate not to exceed
3.0 gallons per minute."
e) "Section P-1210.2. The water supply to sinks
shall be equipped with water saving devices that use
aerators plus restrictors to operate at a rate not to
exceed 3.0 gallons per minute."
SECTION 2: That Article III of Chapter 10 of the Muni-_
ci_pal Code of the City of Evanston, 1957
as amended be further amended by the substitution of the following
sections for those sections of the Code contained in the BOCA
basic Plumbing Code, Third Edition, 1975, adopted by reference in
Chapter 10 of the Municipal Code of the City of Evanston:
"P-1206.2 Flushometer valves: Flushometers shall be
installed so that they will be readily accessible for
repair. Flushometer valves shall not be used where
the water pressure is insufficient to properly operate
them. When the valve is operated, it shall complete
the cycle of operation automatically, opening fully
and closing positively under the water line pressure.
Each flushometer shall be provided with a means for
regulating the flow through it at a rate not to exceed
3.0 gallons per flush.

• "P-1206.3.1 Water for flushing: An adequate quan-
tity of water shall be provided to flush and clean
the fixture served. Water supply to flush tanks
shall be made in accordance with Section P-1605.0.
Pipes, connections and fittings between tanks and
water closets or urinals shall be of adequate size
to provide sufficient flow for proper flushing and
cleaning of the fixtures. Where flush tanks are
equipped for manual flushing, they shall be control-
led by a float valve or other automatic device de-
signed to refill the tank after each discharge, and
to completely shut off the water flow to the tank
when the tank is filled to operational capacity.
Provision shall be made to automatically supply
water to the fixture so as to refill the trap seal
after each flushing. The water supply to flush tanks
equipped for automatic flushing shall be controlled
by a suitable timing device to thus act as a water
conserving device and prohibit the valve from remain-
ing in an open position.
"P-1206.3.2 Flush valves in flush tanks: Flush valve.
seats in tanks for flushing water closets shall be at
least one (1) inch above the flood level rim of the
bowl connected thereto, except in approved water clo-
set and flush tank combinations designed so that when
the tank is flushed and the fixture is clogged or par-
tially clogged, the flush valve will close tightly so
that the water will not spill continuously over the
rim of the bowl or backflow from the bowl to the tank.
Water closets for flush tanks shall be of a water con-
serving nature and operate at a rate not to exceed 3.5
gallons maximum per flush."
SECTION 3: That Chapter 10 of the Municipal Code of
the City of Evanston, 1957, as amended be
further amended by the addition of the following:
"Section 10-20.1
All car wash facilities constructed in the City
of Evanston and all replacements of existing fixtures
in car wash facilities shall be equipped with water
recycling systems."

• SECTION 4: All ordinances or parts of ordinances in
conflict herewith are hereby repealed.

SECTION S: This ordinance shall be in full force and
effect from and after its passage, approval,
and publication in the manner provided by law.
