AN ORDINANCE
• Granting a Special Use for an Institutional
Headquarters at 1813 Hinman Avenue, Evanston, Illinois
WHEREAS, on May 18, 1976 and June,13, 1976 the Zoning
Board of Appeals conducted a Public Hearing upon the applica-
tion of the American Academy of Pediatrics to permit retention
of the use as an Institutional Headquarters of property located
at 1813 Hinman Avenue, Evanston, Illinois, a U2 University
District, said public hearing having been conducted pursuant to
notice and publication thereof as provided by law; and
WHEREAS, the Zoning Board of Appeals has recommended that
such relief be granted;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF.EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the application of the American Academy
of Pediatrics for a special use to permit
retention of the .use as an Institutional Headquarters of
property located at,1813 Hinman Avenue, Evanston, Illinois and
legally described as:
Lot 7 (except the Northly 10 feet thereof) and
the Northerly 12 feet of Lot 8 in the Resubdivision
of Lots S to 14 in Block 12 in Evanston in Section
18, Township 41 North, Range 14, East of the Third
Principal Meridian in Cook County, Illinois.
be and hereby is granted subject to compliance with all other
• provisions of the Zoning Ordinance, other applicable laws, and
the following conditions:

a) That the owner shall make an annual contribution in
• lieu of taxes to be calculated by the following formula:
1. The appraisal made for the Township Assessor
of the subject property of $78,000.00 shall be accepted
as fair market value for the purpose of calculating the
aforesaid contribution;
2. In ascertaining the base for calculation of
said contribution, 16% of the aforesaid $78,000.00 shall
be used since the Assessor of Cook County has made
public his intention of using.this as a base for
residential properties in the North quadrant beginning
with the tax year 1976, rather than the current 22%;
3. Using the aforementioned figures as a base,
applying 1975 equalization factor ;of 1.4483 and also
using the current tax rates of School Districts 65 and
202, the Township of Evanston, General Assistance of
Evanston Township and the City of Evanston, said tax
rates totalling 9.243%, a -total figure of $1,670.65 is
obtained;
4. A contribution in lieu of taxes of.$1,670.65
shall be made annually by the owner for a period of
fifteen (15) years following the adoption of this ordi-
nance, at which time the fair market value of the subject
• property for single-family residential use shall be re-
appraised by a method approved by the City and the owner,

and the percentage of fair market value utilized to
determine assessed value then in use by the Cook County
Assessor shall be applied to the then current equalization
factor and tax rates for the above -mentioned taxing bodies
to determine the annual contributions that shall be made
by the owner for the next ten (10) years. A similar pro-
cedure shall be applied every ten (10) years thereafter.
If property is not taxed by this method at any re-
evaluation date then the City and the Owner shall renego-
tiate the annual contribution.
b) That a covenant of agreement to the above condition
shall be submitted in recordable form by the applicants.
SECTION 2: The Director of Inspections and Permits is
hereby ordered and directed to grant such
permits as shall be required to effectuate the provisions of
this ordinance.
SECTION 3: This ordinance shall be in full force and
effect from and after its passage and approval
in the manner provided by law.
