AN ORDINANCE
Amending the Comprehensive
General Plan
• WHEREAS, the Plan Commission has prepared an energy objective and
policies for incorporation as an amendment to the Comprehensive General Plan;
and
WHEREAS, said Amendment was prepared in accordance with the purpose of
"The Planning Ordinance" (77-0-62); and
WHEREAS, a joint committee of the City Council and the Plan Commission
did conduct a public hearing March 3, 1975 to consider such amendment in
accordance with law; and
WHEREAS, the Plan Commission has recommended to the City Council that
said Amendment be adopted; and
WHEREAS, the City Council of the City of Evanston has -reviewed the
Amendment submitted to it by the Plan Commission in January, 1975; and
WHEREAS, the City Council of the City of Evanston finds that energy
remains a serious
long-range problem;
and

WHEREAS,
the City Council of
the City of Evanston finds that there is
a need to promote energy conservation;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANS-
TON, COOK COUNTY, ILLINOIS:
SECTION 1: That the Energy Amendment to the Comprehensive General
Plan, prepared by the Evanston Plan Commission, a copy of
which is attached hereto and made a part hereof, be and is hereby adopted as
an Amendment to the "Official Comprehensive General Plan of the City of
Evanston."
SECTION 2: That said "Amendment" shall be placed on file in the Office
of the City Clerk of the City of Evanston and shall be
available at all times during business hours for public inspection.
SECTION 3: This ordinance shall be in full force and effect following
its passage and approval in the manner provided by law.
. SECTION 4: Notice of adoption of said Amendment shall be filed with
the County Recorder of Deeds.

1,,Examine and monitor energy use in Evanston to determine
the relative forms, quantities and disposition of energy.

2. Develop a progressive contingency plan of priority cut-
backs in energy use that can be put into effect in the
=. event critical energy shortages develop in the future.
This plan should include steps that can be positively
implemented in the public sector and steps that can be
.,encouraged in the private sector.
3. Consider energy use implications in decisions governed
primarily or traditionally by other factors. Examples
t.1�. might be the energy efficiency of the light source as
`... a factor in selecting a street lighting system, or en-
ergy -conscious design of new public facilities...
4. Consider a performance -based energy consumption standard
for new buildings and the.ways,of implementing thee
standard.
5.,..:Initiate a public awareness campaign directed toward
various groups and individuals who can affect Evanston's
energy use; for example, plant managers, building operators,
