AN ORDINANCE
Amending the Code of the City of Evanston,
1957, as amended, by amending Article V to
Chapter 10, Adopting the National Electrical
Code, 1975 Edition
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY,
ILLINOIS:
follows:
SECTION 1: That Article V of Chapter 10 of the Code of the City of Evans-
ton, 1957, as amended, is hereby further amended to read as
"ARTICLE V. ELECTRICAL CODE.
Section 10-25 --- Adoption National Electrical Code, 1975 Edition, and Amendments 1

thereto.
Pursuant to authority granted by the Illinois Revised
Statutes, 1974,.Division 3 of Article 1 of.Chapter 24,
the City hereby adopts by reference as criteria for the
issuance of construction, reconstruction, alteration or
installation permits, the provisions of I. -he National
Electrical Code, 1975 Edition, Sections 90-1 to 820-10
and Chapter 9, "Tables and Examples", inclusive, provided
that:
1. Section 336-11 which reads as follows:
"336-11 Devices of Insulating Material. Switch, outlet
and tap devices of insulating material shall be permitted
to be used without boxes in exposed cable wiring, and for
rewiring in existing buildings where the cable is concealed
and fished. Openings in such devices shall form a close
fit around the outer covering of the cable, and the device
shall fully enclose that part of the cable from which any
part of the covering has been removed.
Where connections to conductors are by binding -screw
terminals, there shall be available as many terminals
as conductors.
(exception: Where cables are clamped within the structure,
and terminals are of a type approved for multiple conductors.), -
is hereby -deleted.
2. Section 422-24 is hereby amended and shall hereafter
read as follows:
"Section 422-24 Unit Switches as Disconnecting Means.
a) Unit switches which are a part of an appliance shall not be considered as
taking the place of the disconnecting means required by Part D (Control and Pro-
tection of Appliances) of this Article, unless there are other means for discon-
• nection as follows:

(1) Multi -Family Dwellings. In multi -family (more than two) dwell-
ings, the disconnecting means shall be within the apartment, or on the
same floor as the apartment in which the appliance is installed, and may
control lamps and other appliances.
(2) Two -Family Dwellings. In two-family dwellings, the disconnect-
ing means may be outside the apartment in which the appliance is installed.
This will permit an individual switch for the apartment to be used.
(3) Single -Family Dwellings. In single-family dwellings, the
service disconnecting means may be used.
(4) Other Occupancies. In other occupancies, the branch -circuit
switch or circuit breaker, where readily accessible to the user of the
appliance, may be used for this purpose.
�) A dishwasher shall have a fused "S" disconnect switch readily accessible
under the kitchen sink. A disposal without a unit switch shall have a switch
Installed in the mall or under the sink. Any changes from the provisions of this
section (b) shall be approved by the Director of Inspections and Permits of the
City of Evanston."
3. That Section 410.8 is hereby amended and shall hereafter read
• as follows:
"Section 410-8. Fixtures in Clothes.Close.ts..
ti`) A fixture shall be installed in every clothes closet with an area of eight (8
square feet or larger.

�) A fixture in a clothes closet shall be installed:
(1)On the wall above the closet -door, provided clearance between the
fixture and a storage area,where combustible material may be stored withir;
the closet is not less than 18 inches, or
(2) On the ceiling over an area which is unobstructed to the floor,
maintaining an 18-inch clearance horizontally between the fixture and a
storage area where combustible material may be stored within the closet.
NOTE: A flush recessed fixture equipped with a solid lens is
considered to be outside the closet area.

c) Pendants shall not be installed in clothes closets."
4. Any reference in the National Electrical Code, 1975 Edition, to
"Administrative Authority" shall be read as meaning the "Director of
• Inspections and Permits of the City of Evanston". .
5. Any permit issued by the Director of Inspections and Permits
shall become invalid if the authorized work is suspended or abandoned for
a period of six months after the time of commencing the work, or not
commenced within six months after the issuance of any permit;
6. Permit Fees.
Fees for electrical constructions, reconstructions, alterations or
installations as required by the National Electrical Code, 1975 Edition,
shall be those established from time to time by ordinance of the City
Council of the City of Evanston.
7. Copper wire shall be used for all ground conductors and water
meter jumpers.
8. All contractors will post with the Electrical Department a Cer-
tificate or Bond in the amount of one thousand dollars ($1000) to insure
completion of electrical work for which they have obtained permits.
9. All aluminum wire installed in any installation shall be treated
with a compound according to manufacturers recommendations.
10. The fee for the installation of standby generators shall be the
same as the fee for that size of service. All standby generators shall
be inspected and operated every six months in the presence of one of the
electrical inspectors. The fee for this inspection shall be the minimum
permit fee.
11. No additional fuse or breaker boxes shall be added to an existinc
service without first obtaining.written approval for such.installation ....
from the Director of Inspections and Permits of the City of Evanston.
Section 10-26 --- Application --Copies Filed--Severability:
The regulations of the National Electrical Code, 1975 Edition, shall
• apply to all matters concerning the construction, reconstruction, altera-
tion or installation of all electrical wiring apparatus, fixtures, mach-

inery or devices, and their service equipment, and shall apply to all
existing or proposed buildings and structures in the City of Evanston.
Three copies of the National Electrical Code, 1975 Edition, adopted
. by reference in Section 10-21 of this Code have been filed in the office
of the City Clerk, and there kept available for public use, inspection,
and examination, at least 15 days prior to the adoption thereof by this

ordinance.
The intention of the City Council is hereby expressed that the pro-
visions of this ordinance are severable and that the invalidity of any
section hereof or any _portion of any section hereof shall not affect any
other section or portion of section of this ordinance.
Section 10-27--- Penalty for Violations:
Any person who shall violate any provision of the National Electrical
Code, 1975 Edition, or who shall fail to comply with any of the require-
ments thereof, or who shall change, move or alter any wiring apparatus,
fixture, machinery or device, in violation of any approved plan or di-
rection of the Director of Inspections and Permits or of any permit or .
• certificate issued under the provisions of the National Electrical Code,
1975 Edition, shall be guilty of an offense, punishable by a fine of not
less than twenty-five dollars nor more than five hundred dollars. Each
day that a violation continues shall be deemed a separate offense."
SECTION 2: That all ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
SECTION 3: That this ordinance shall be in full force and effect from
and after its passage, approval and publication in the.manne!t
provided by law.
