A SPECIAL MEETING of the City Council was held on Saturday, October 1, 2005, starting at 9:15 p.m. in the Linden
Room of the Levy Center for the purpose of conducting a Strategic Planning Workshop for the City of Evanston.
Mr. Oberwise reviewed the August 29th meeting and set a context for working on visioning -- where Council wants
Evanston to be in the future. He described vision as “where”, strategy as “what”, plan as “when and who”, and
leadership as “how.” At the next strategic planning meeting they will work with City department heads on goals and
objectives.
The Council worked on creating a vision statement, thinking broadly about Evanston and what the future of Evanston
will look like. The Council then broke up into small groups and discussed the following vision categories: economic
engine; taxes and other revenue sources; neighborhood; natural resources; partnerships, social services; facilities and
infrastructure and governmental effectiveness which were then reviewed by the entire Council.
There was discussion about citizens asking for more input in this process. The final draft of the strategic plan will be
posted on the Internet and made available to residents. Plans were made to hold a public hearing on the plan for citizens
with a facilitator from Executive Partners.
City Manager Julia Carroll announced the next strategic planning meeting would be on Saturday, November 5 with
Department heads and Council members participating.
The workshop ended at 1:46 p.m.
